Chair Edward Giroux, convened the Regular Meeting of the Planning Commission/Site
and Architectural Review Board for Thursday, August 18, 2022, at 6:30 p.m.

Haide Aguirre, Senior Planner provided the Planning Commission with some additional
conditions of approval and asked the Planning Commission to recess the meeting to
review the information.

Chair Giroux recessed the regular meeting of the Planning Commission at 6:38 p.m.
Chair Giroux reconvened the regular meeting of the Planning Commission at 6:40 p.m.
Haide Aguirre, Senior Planner gave the staff report and PowerPoint presentation for this
item.
Chair Giroux opened the public hearing at 8:00 p.m.
PUBLIC COMMENT
Brindi Lee, Grand Terrace opposed the project before the Planning Commission and
requested if approved, that some steps be taken to reduce the lighting and noise.
Bobbie Forbes, Grand Terrace expressed her opposition to the project.
Chair Giroux closed the public hearing at 8:10 p.m.
Planning Commissioner Aron Burian moved, with a second from Planning
Commissioner Tara Cesefia to approve the Resolution as stated by the Chair with the
proposed changes to conditions 76, 78, 79, and 87 submitted by Staff at the meeting.
• Condition of Approval No. 76 "The Project shall include a minimum 2'-6" high
decorative block wall along the turning radius of the drive-through lane to prevent
glaring headlights from glaring onto Barton Road_traffic. The Applicant shall be
required to increase the length and height of the wall should it be needed and
requested by the Planning and Development Services Director or designee. The
wall shall be promptly repaired and replaced should it be damaged."
• Condition No 78, "The proposed West Elevation shall be enhanced with an
architectural element to be reviewed and approved by the Planning and
Development Services Director or Designee."
• Condition No. 79 "The proposed- Elevations shall include an additional color. The
color may be one to two shades darker than the building base color ("Dolphin
Tales"). The color shall be reviewed and approved by the Planning and
Development Services Director or designee."
• Condition No. 87, "The Project's south-west side of the drive-through lane radius
fronting Barton Road shall include a hedge-wall to be maintained at 4-feet high at
any given time to prevent car headlights from glaring onto Barton Road traffic.
The hedges may include "Holly Dwarf," "English Boxwood," or similar, to be
reviewed and approved by the Planning and Development Services Director or
Designee during the Landscape and Irrigation Plan check review."

In addition, the Commission requested staff to include the following conditions of
approval to the project:
• Include a condition requiring the applicant to place signs identifying the maximum
vehicle size and length allowed-on site, supported by the site's design. Staff will
work with the City Engineer and Applicant to identify the maximum vehicle size
supported on the site.
• Add a condition to the proposed landscaping located to the north side of the
property to include mature trees tall enough to create separation between the
project and the existing residence. The proposed trees might be "African
Spruce," or other similar trees and landscape material as requested by the
Planning and Development Services Director or Designee during the Landscape
and Irrigation Plan Check review.
• Modify condition of approval No. 87 to include a hedge wall on the southwest
side of the drive through radius fronting Barton Road, to be kept at a height of 4-
feet at any given time to prevent the drive-through vehicle headlights from glaring
onto Barton Road traffic.
• Revise condition No. 73 to include the drive-through stacking and parking issues
within the language of the proposed condition.
• The Commission also provided direction to make changes necessary to keep the
modified conditions consistent.
ADOPT A RESOLUTION OF THE PLANNING COMMISSION/SITE AND
ARCHITECTURAL REVIEW BOARD OF THE CITY OF GRAND TERRACE,
CALIFORNIA, ADOPTING AND FINDING AN ENVIRONMENTAL EXEMPTION FOR
THE PROPOSED PROJECT PURSUANT TO SECTION 15332 OF THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA) GUIDELINES (ENVIRONMENTAL 22-03),
AND APPROVING CONDITIONAL USE PERMIT 22-01, SITE AND ARCHITECTURAL
REVIEW 22-03, VARIANCE 22-02, AND SIGN PROGRAM AMENDMENT 20-05-A1
TO CONSTRUCT A STARBUCKS WITH DRIVE-THROUGH SERVICE ONLY AT
22220 BARTON ROAD, GRAND TERRACE, CA (APN: 0275-242-09-0000)

E. INFORMATION FROM COMMISSIONERS
Planning Commissioner Tara Cesena attended an online seminar series hosted by the
California Department of Housing and Community Development and Institute for Local
Government on Tackling California's Housing Crisis — Equity and Housing: Meeting and
Exceeding California's Fair Housing Requirements. She requested staff address
destigmatizing the issue when discussing multi-family housing in the future.

Chair Giroux adjourned the regular meeting of the Planning Commission/Site and
Architectural Review Board at 8:40 p.m. The next meeting of the Planning
Commission/Site and Architectural Review Board to be held on September 1, 2022, at
6:30 p.m.
