SUBJECT: Weekend Graffiti Contract

Please see the attached signed work proposal with Paradigm Pressure Washing. This
document is a .letter proposal from Paradigm, signed by Steve Berry on January 17 or
18, 2008. Whether it is an actual "contract" is questionable. The fourth paragraph
states a six-month agreement is proposed: If this is the only related document, my
recommendation is Paradigm be notified_ that in 30 ,days any verbal; or inferred
agreement or other prior arrangement is thereby terminated.

As a long-time resident of Grand Terrace,I have enjoyed its tranquility and small town feel.Although I now reside in
Highgrove, my day-to-day personal business is handled within the City of Grand Terrace and I take great pride in calling
it"home." With this said,when I see vandalism and destruction in this city I take it to heart.
I am sure you are aware of the fact that graffiti is a growing problem that causes property value to decrease and visitors to
think twice about coming back. The perception is real,and that is that we have hoodlums living within and in close
proximity to our city;and this perception translated is that of an unsafe and undesirable environment,one that I know the
residents of Grand Terrace have wanted to avoid!
For these reasons, I believe it is of great importance to remove the graffiti as soon as possible.Not only is it important to
remove the graffiti,but it is also important to consider how it is removed. By simply painting over a wall that previously
had no paint becomes an eyesore itself; beautification of the city needs to be considered along with graffiti removal.
Paradigm Pressure Washing can help in this effort by providing services,as outlined below,to remove graffiti from public
locations,with priority given to"high traffic'locations, i.e.Mt.Vernon, Barton Road,city buildings{etc. I propose a 6-
month agreement to include services as mentioned Below to assist the City of Grand Terrace in the removal of graffiti
within the city.At the end of the six months,we can review work quantity,methods,response and�quality of work, and if
the city so chooses,we can at that time negotiate the extension of the contract that will satisfy both the City of Grand
Terrace and Paradigm Pressure Washing.
This correspondence outlines the complete scope of work you requested, including objectives, scope of services,and
estimated fees within options.
OBJECTIVE
Implement a system of service to remove
P Y graffiti within the City of Grand Terrace. Provide professional services in the
removal of graffiti from public locations as approved by the City of Grand Terrace. Success of this project is dependent
not only on the skills and equipment used by Paradigm Pressure Washing, but also on our communication,effort,and
willingness to work as a team.

SCOPE OF SERVICES
1. Set up a system of communication by which selected authorized city personnel initiates service's by Paradigm
Pressure Washing to remove graffiti,a city-sponsored graffiti hotline is accessible by Paradigm Pressure Washing,
and/or Paradigm identifies graffiti and calls the city for approval to remove. {
2. Paradigm Pressure Washing agrees to remove graffiti within 2 days from the date the city authorizes its removal.

3. Paradigm Pressure Washing will make every effort to remove the graffiti only,and not any paint that exists
underneath.If it is necessary to remove the paint under the graffiti, Paradigm will notify the c Ity.
4. Paradigm Pressure Washing will email before-and-after pictures to Steve Berry, or any other designated person/s for
accountability and for internal city business purposes.

5. Paradigm Pressure Washing will not charge hours or invoice the city for any graffiti removal services that cannot be
removed with the equipment and chemicals regularly used by the company. Paradigm Pressure,Washing will notify
the city of this situation.
6. Paradigm Pressure Washing will provide the City of Grand Terrace with a monthly breakdown,of hours worked and
a list of locations serviced.
Option 1 '
The charges for the above-mentioned services are$85 per hour,,this includes chemical treatment..This would be charged
per job.Payment of invoice is net-30.
Option 2
The second option is a flat fee of$500 per month,not to exceed 8 hours of work per month for the above-mentioned
services. Any additional authorized work will be charged at$85 per hour(including chemical treatment).Payment of
invoice is net-15 from last day of service month.
BENEFITS
The benefit of said services is an improved appearance of the City of Grand Terrace,which in turn helps maintain
property value and the overall atmosphere of this beautiful city.
