Review Approve AGENDA REPORT MEETING DATE: January 31, 2012 Council Item ( X ) CRA Item ( ) TITLE: Presentations by Sports Leagues PRESENTED BY: Joyce Powers, Community and Economic Development Director RECOMMENDATION: Review the information presented by representatives of the sports leagues. BACKGROUND: The City has two unlighted and two lighted playing fields, including those shared with CJUSD, to accommodate all of the children playing in the various sports leagues. In past years, the available fields met the needs of the Soccer League and Little League, although causing some strain on the fields due to the large number of participating players. For the fall football season of 2011, the newly formed Grand Terrace Chargers (football and cheer) requested practice fields within the City. Through a Joint Use Agreement with Colton Joint Unified School District (CJUSD), they were approved to use an unimproved area behind Terrace View Elementary School, which is not lighted. In September, the GT Chargers organization requested use of the soccer fields at Rollins Park or to erect portable lighting at the Terrace View practice field. The portable lighting was not approved, and the City was not able to offer lighted fields for all of the requesting sports leagues for a period of approximately six weeks, beginning in late September. DISCUSSION: In consideration of the City’s available resources, to offer more field time to one league would require reducing the use by children in a different league. To better evaluate the circumstances and options, the Council requested that the Soccer League, Little League, and GT Chargers present information about their organization and programs. On November 14, 2011, staff met with representatives of the three groups and discussed use of the fields during the fall season, as well as the information they should COUNCIL AGENDA ITEM NO. 1 Approvals Finance Director (if applicable) N/A City Attorney RLA City Manager bma prepare for a presentation to the Council. They were provided a written list which included the following items. 1. Number of years the League has been in existence, its organizational structure, and Board Members. 2. Number of players in 2011 (children and adults). 3. Numbers of 2011 players who are residents of Grand Terrace. 4. Fee structure for 2011 and 2012. 5. Number of players receiving a discount or scholarship in 2011. 6. Locations of practice fields and game fields. 7. Start and end dates for 2011 and 2012 seasons. 8. Overview of the League’s operating budget including sources of funds. 9. Identify any fees owed to the City that have not yet been paid. 10. Identify any special programs offered in 2011 and 2012. 11. Identify any maintenance which the League performed in 2011 at existing fields. 12. Any new program or other information the League wished to provide. Fees collected by the City The leagues are required to reimburse the City for the use of lighting, which is billed by the number of hours they report using measured by timers installed on the fixtures. Staff is in the process of collecting lighting fees due from Soccer for 2010 and 2011. Little League has paid $5,000 toward their past due lighting fees, and staff is working with them to calculate amounts owed for 2011. The GT Chargers cheer group has paid their lighting fees for 2011. In addition, the City charges each league $5.00 per player each season to defray City staffing costs. The Soccer League has paid 2010 fees for 655 players and 2011 fees for 672 participants. Little League has paid 2010 fees for 250 players and 2011 fees for 225 players. The GT Chargers football league has agreed to pay fees for 80 participants by January 30, 2012. The leagues will discuss maintenance they have completed at the fields during their presentations. For the Fiscal Year 2012-13 budget process, staff will complete an analysis of city maintenance costs above that which is either completed by the leagues or paid for through the fee collections. Additional information for consideration The City Manager’s intern has gathered information regarding the number and types of sports fields offered in other nearby cities, which is presented in the table below. The Chargers can apply again for its use through the City’s Joint Use Agreement, but no temporary lighting will be permitted by CJUSD. CJUSD offered the Chargers a list of lighted fields throughout their district last fall, for which the Chargers would have to determine how to share time with existing leagues. No action by the Council is recommended at this time other than to collect the information for future consideration when establishing the City’s budget and priorities. Review of the fees described above would be part of those discussions. Unless otherwise directed by the Council, staff will approve use of the existing fields through August 30, 2012.
