PUBLIC COMMENT
Harry Roussos, 153 San Vicente Blvd , Santa Monica, requested that
Council reconsider the Planning Commission ' s decision regarding
remodeling at 22053 Grand Terrace Road He indicated that the property
at that location required major renovation , commenting that upon
purchasing the property, he began remodeling the existing kitchens and
bathrooms He stated that he was informed by a City inspector that he
needed to re-draw the plans and present them to the City for review by -z
Planning and Engineering and for approval by the Planning Commission
He expressed dissatisfaction with the amount of time that has elasped
since he began the project , stating that he has lost funding and , due
to a recent burglary, building materials He indicated that he
believed his appeal was to be heard before Council on the meeting of
February 14, 1991 and expressed chagrin with the delay
City Manager Schwab, indicated that Mr Roussos ' project was reviewed
by the Planning Commission and was conditionally denied. He stated
that the formal appeal will go before Council on February 28, 1991 and
extended an apology to Mr Roussos for the miscommunication regarding
the date of the meeting for the appeal
Mayor Matteson , added that the project could not be reviewed at the
time since Council did not have any of the material relevant to the
appeal
Barbara Pfennighausen , 22111 Ladera St. , Grand Terrace , expressed
sympathy for Mr Roussos ' situation and stated her understanding of the
Council 's position , adding that everyone must abide by the system of
laws under which we function She stated that she has been riding as
an observer in the Citizen 's Patrol vehicle throughout the community
and
expressed concern regarding the number of open garages she observed in
the City She emphasized that an open garage is an invitation for
crime, adding that home burglaries are prevalent in the area.
Eugene McMeans, 1450 Washington St , Colton , introduced himself as the
General Manager of the Riverside Highland Water Company and expressed
appreciation for the efforts of the Sheriff' s Department in Grand
Terrace in investigating vandalism at a reservoir site

5B Council Reports
Councilmember Carlstrom, indicated that he attended the monthly
meeting of both SANBAG and Omnitrans He stated that the topic of
the SANBAG meeting was the Commuter Rail System which will traverse
the area from Los Angeles to San Bernardino and into Riverside and
Orange County He commented that he received an artist ' s rendering
of the new overcrossing that will be built on the Santa Fe line in
'the center of Colton where it crosses the Southern Pacific

Railroad , indicating that this project is part of the $48 million
right-of-way payment to Santa Fe for co-rights to the right-of-way
through that area He added that there will probably be a railway
station in the southern part of Colton in the future. He indicated
that the Commuter Rail System will be completed in the latter part
of 1992
Councilmember Hilkey, stated that he attended the Chamber of
r , Commerce meeting on Saturday, February 2, 1991 , declaring that
`� A membership in the Chamber previously totalled 240 but has declined
to 125. He indicated his anticipation to learn the results of the
recommendations for increasing membership that were presented at
the meeting. He expressed satisfaction with the attendance at the
February 14, 1991 ground breaking ceremony for the Grand Terrace
Senior Center
Councilmember Grant, queried the City Manager regarding the
graffiti issue. He expressed his wish that the ground breaking
ceremony had been scheduled at an hour that would have allowed more f
Councilmembers to attend He commented further that even more
American flags are in evidence in the City, adding that he is proud
that the City is showing support for our President and our troops
City Manager Schwab, stated that he had indicated that he would get
y information from Ms Mueller, review it, and recommend to Council a
t._ policy for graffiti removal He stated that the City is in the
process of completing that task He stated that Ms. Mueller has
provided the information to the Assistant City Manager and it will
be presented to Council at a future meeting.
Philomene Spisak, 11745 Preston St , Grand Terrace , thanked the
Mayor, Council , and citizens for support in developing the new
Senior Center

number of refuse exemptions from mandatory refuse collection
Since that meeting , we have received two additional applications
for exemption Following are the two requests to consider

a decrease in income The resident also
states that there is minimal refuse to collect

This resident owns a grocery store and disposes

daily basis
A precedent was set at, the meeting of January 31 by approving
all of the exemptions that were filed and , therefore , staff
is recommending that the two above exemptions also be approved

Minutes of February 7, 1991 Meeting
The meeting was called to order by Chairman Viola Gratson at
7 PM. Those present were Ann Petta, Viola, Pauline Grant,
Marie Schmidt, Hannah Laister. Irene Mason and Hazel Fuller
were absent.
The minutes of the January 7th meeting wez e read and approved.
Ann made the motion to accept, seconded by Pauline. Treasurer' s
report shows a balance of $1,,338. 29. 45 4 cent stamps had to be
purchased by the Secretary to comply with new postal rates
Old Business A letter was received from the mayor informing the
Committee tnat Hazel Fuller had been approved by the Council for
membership.
Randy instine purchased the plate holders for the Sister-City
plates and labels are ready Committee " ill now 0 rrange the
show case.
New Business Safety Fair, Saturday, June 1. There will be a
parade sponsored by the Chamber of Commerce which the Comma ttee
was asked to participate in. ost members of the Committee will
be involved in other activities that day as part of the Fair

Ann snowed material to be put in the front lobby show case,
including several old maps as ttell as a new one for ly9l. The
members will change this shot, case also
The Committee will meet at 1 P,i , Tuesday , February 26th to oegin

Approve expending the FY 91/92 Housing & Community Development Block Grant Funds
on improvements of the Grand Terrace Senior Centel, to include landscaping and
furnishings
BACKGROUND
In May 1990, Council voted to expend all Housing & Community Development Block Grant
Funds on the senior citizen modular umt A total of $144,000 00 was available for said
project As in the past, all projects considered for the CDBG program must meet at least
one of the three national objectives, i e , principally serve low and moderate income persons,
eliminate slums and blight, or address a recent and urgent health and safety need The
project must also be identified as an eligible activity in the current CDBG regulations
Activities identified as eligible in these regulations include, acquisition and disposition of
real property, public facilities and improvements, capital improvements, relocation
assistance, removal of architectural baiiiers for the elderly and handicapped, rehabilitation
and preservation activities, historic preservation and code enforcement
ANALYSIS
All project proposals will be reviewed by San Bernardino County ECD staff for CDBG
program eligibility The review will involve an evaluation of whether the proposed project
meets the intent and statutory requirements of the CDBG program Further, the review
will examine how the project would contribute toward accomplishing the goals and
objectives of the County's CDBG program As in the past, the County ECD staff has
identified that within the City of Grand Teri ace, the only projects that meet these
requirements, have been projects which benefit the local senior citizen population City slat f

BACKGROUND
Staff was directed by Council to review, material from other municipalities regarding graffiti
abatement procedures, and compare with existing Grand Terrace procedures Staff reviewed
material that was presented to the City for review Said material was provided by the cities
of San Bernardino, Fontana, Rancho Cucamonga and Colton All programs in place within
these municipalities appear to be adequate for said jurisdictions When these programs ai e
compared with the Grand Terrace "Nuisance Abatement" ordinance, the Grand Terrace
ordinance is all encompassing, while the others are more problem specific The State of
California Civic Code Section 3479 defines a "nuisance" as anything which is injurious to the
health, or is indecent or offensive to the senses, or an obstruction to the free use of
property, so as to interfere with the comfortable enjoyment of life or property Further,
section 3480 defines a "public nuisance" as one which affects at the same time an entu e
community or neighborhood, or any considerable number of persons, although the extent
of the annoyance or damage inflicted upon individuals my be unequal Within this conte\t
and under the existing Grand Terrace Municipal Code section 8 04 020 - Nuisance
Abatement, the following sub-sections address the issue of graffiti 8 04 020(6) - Building
exteriois, walls, fences, driveways, sidewalks, and walkways which ate maintained in such
condition as to become so defective, unsightly, or in such condition of deterioration or
disrepair that the same causes depreciation of the values of sun ounding pi opei ty of is
materially detrimental to nearby properties and improvements, (13) - Maintenance of
property so out of harmony or conformity with the maintenance standards of adjacent
properties as to cause substantial diminution of the enjoyment, use or property values of
such adjacent properties, (15) - Property maintained in relation to others so as to establish
a prevalence of depreciated values, impaired investments, and social and economic
maladjustments to such extent that the capacity to pay taxes is reduced and tax receipts
from such particular ateas are inadequate for the cost of public services rendered therein,
(19) - Any wall, fence, or hedge maintained in such condition of deterioration or disrepair
as to constitute a hazard to persons or property or to cause depreciation in the value of any
adjacent or neighboring property All of the aforementioned are currently abated under the
COUNCIL AGENDA ITEM # $►�
existing ordinance Though not mentioned specifically, staff interprets graffiti to fall within
this area, and is so abated as such
ANALYSIS
Thus far, staff has experienced no difficultly in obtaining compliance from the property
owners The existing procedure sometimes may take a little longer than those of other
communities The reason being, within the other municipal programs, city staff performs
the actual abatement In Grand Terrace, staff will only take a proactive abatement posture
if the graffiti is within the public right-of-way All areas outside the public right-of-way are
handled through the normal abatement procedure which protects the Due Process mandate
If after due process, the City is required to handle the abatement of the graffiti, the
abatement action would consist of either City staff or a private contractor removing said
graffiti, then the cost of the actual abatement would be assessed on the actual property in
the form of a lien
ACTION
Staff would recommend that Council encourage all residents to continue to call 824-6621,
Community Services Department to report all graffiti, whether on public or private property,
and have the graffiti abated under the existing Municipal Code Once received, staff will
take immediate action to abate said nuisance

The City of Grand Terrace has been requested by the City of
_ Highland (organizer of the suit) to join in a lawsuit that will
attempt to accomplish two things . One , is to force the
reevaluation of the methodology utilized in determining the $122
booking fee amount It is the cities ' contention that the
booking fee is excessive The State defines booking fees simply
as finger printing and photographing They do not include many of
the items that the County has included , such as pre-trial
detention , medical treatment of pre-trial inmates and other costs
unrelated to the direct booking activity
The other action designated in the suit is to seek an injunction
against the County to prevent them from charging booking fees to
law enforcement contract cities Our current contract with the
Sheriff ' s Department specifically states that it includes all
jail services , which we interpret to include booking fees
Therefore, we will attempt to enjoin the County from making
collection

team The starting blocks are the platforms the swimmers dive
from, and the club feels that due to their outdated and worn
condition , they are no longer useful for a safe program
The club has been a part of our community for over 20 years and
they practice on a year-round oasis They have a good following
with swimmers from five years old up to 18 years of age , and have
had swimmers from their club qualify for the Junior Olympics In
researching our files , we cannot find that they have ever asked
for any substantial support We also researched the three bids
they have and find that the one they selected is in line They
indicate that the Paragon KDI Quickset is the type of block
needed at a price of $4 , 560 for six The price for the City
would be $2 , 280 for three starting blocks , and staff is
recommending that we support our Swim Club and donate three
blocks

Dear Mr Schwab,
I'm writing this on behalf of the Grand Terrace Swim Club First,
I' d like to give you a little background of our club
The Grand Terrace Swim Club has been in existence in this community
for over twenty years We are a competitive swim team which practices on
a year—round basis and we attend approximately two meets per month We
have members from five years old up to eighteen years of age We have
had a number of swimmers qualif} for Junior Olympics In short, we
have some very dedicated swimmers and we have tried to provide the best
and safest program as is possible
Which brings me to the reason I'm writing to you We feel our
starting blocks, which are the platforms the swimmers dive from, are
no longer acceptable for a safe program We feel this for two reasons
First, we've had these blocks for over ten years and have refurbished
them a number of times At this point they are outdated and worn
Second, the current blocks are set up at the shallow end of the pool
This can cause obvious problems when swimmers dive too deep A number
of serious accidents have occurred in Southern California and we want to
avoid that happening here If we were to move our existing blocks to the
deep end of the pool we would be required to repair the deck before new
blocks could be installed because the anchoring would not be the same
Therefore, we feel it would be cost efficient to purchase new starting
blocks at this time
We would like to ask for the City 's assistance by possibly
purchasing three of the six starting blocks needed We have fund raisers
planned in order to raise the money needed to purchase the other three
We aie limited to what type of blocks we can get because they make
certain blocks to fit each style of pool The Paragon KDI Quickset is
the type of block we would need We have enclosed the three lowest bids
we received on this block

BACKGROUND
On October 25, 1990, the City Council approved the applicant's conditional use permit to
operate a radio controlled race track subject to certain conditions of approval (Attachment
A) These conditions are listed in the attached letter to Mr Blake dated November 1, 1990
(Attachment B) The applicant requested a one month extension to complete the conditions
of approval on January 10, 1991 Your body granted a one month extension to Febivaiy
22, 1991 The applicant has since requested another extension to complete the conditions
of approval and is reflected in the attached letter from the applicant (Attachment C) It
should be noted that the applicant's letter is dated February 14, 1991 Staff did not receive
project plans, as listed in the letter, until February 21, 1991
The applicant is also requesting an amending of Condition #9 Currently, Condition #9
reads as follows
The hours of operation shall be limited to the following
Fridays 7 00 p m to 10 30 p m
Saturdays 10 00 a m to 5 00 p m
Sundays 10 00 a m to 5 00 m

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, APPROVING AN APPEAL OF THE
PLANNING COMMISSION'S DENIAL OF CUP-90-06 AND SA-90-17,
A REQUEST FOR AN OUTDOOR REMOTE CONTROL CAR RACE TRACK
WHEREAS, the Applicant, K&M Accessories/Mike Blake, applied for a conditional
use permit to alloys operation of an outdoor remote control race car track within the Village
Commercial Sub-zone of the Barton Road Specific Plan to be located at 22474A Barton
Road, and
WHEREAS, a properly noticed public hearing was held before the Planning
Commission on August 7, 1990, to hear this application, and
WHEREAS, the Planning Commission Hearing was continued to September 4, 1990,
to continue consideration of this application and
WHEREAS, the Planning Commission Hearing was again continued to October 2,
1990 to continue consideration of this application, and
WHEREAS, the Planning Commission denied CUP-90-06 based on inadequate plans
and proposed parking improvements, and
WHEREAS, the Planning Commission denial of CUP-90-06 was appealed by the
applicant, and
WHEREAS, a properly noticed public hearing was held by the City Council on
October 25, 1990 to hear said appeal, and
WHEREAS, the apphcant shall sign an agreement stating that he will abide by the
conditions of approval
ATTACHMENT A
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Grand
Terrace, California, that the following findings have been made in accordance with the
approval of CUP-90-06,
1 As conditioned, and operated accordingly, the project will not be detrimental
to the general health, safety, morals, comfort or general welfare of the persons residing or
working within the neighborhood or proposed use or within the City
2 The occupation of this site subject to the conditions listed below will not be
injurious to the property or improvements in the neighborhood or within the City
3 The proposed use is consistent with the latest adopted General Plan The
current General Plan land use designation for this property is GC-General Commercial
4 The conditions of approval as listed below are necessary to secure the purpose
of the City of Grand Terrace General Plan and Zoning Ordinance
NOW, THEREFORE, BE IT FURTHER RESOLVED by the City Council of the
City of Grand Terrace, California, that
1 All conditions as recommended by the Department of Engmeenng/Building
and Safety in their Memorandum dated July 31, 1990 attached as Attachment
A's Exhibit A.
2 All conditions as recommended by the Forestry and Fire Warden Department
in their Memorandum dated July 19, 1990 attached as Attachment A's Exhibit
B
3 The area located in the Bntton Way right-of-way shall be landscaped
4 The race track facility shall be adequately fenced
5 Existing parking lights are allowed to remain at the height of 25 feet
6 Occupancy of the race track facility shall be limited to 75 persons
7 Adequate seating area for 25% of the maximum occupancy shall be provided
8 Existing amplified speaker system will be allowed to remain on the project
site
9 The hours of operation shall be limited to the following
Fridays - 7 00 p m to 10 30 p m
Saturdays - 10 00 a m to 5 00 p m
Sundays - 10 00 a m to 5 00 p m
10 When the track is not in operation, access to the track shall be secured and
locked
11 A detailed planting and irrigation plan shall be submitted to the Planning
Department
12 The proposed project shall be constructed in accordance with the approval by
the City Council on October 25, 1990 Minor changes and/or clarification
may be made by the Planning Department
13 All aspects of the proposed project including landscaping, irrigation systems,
building maintenance and operations shall be maintained in a clean and
functional manner and operated in accordance with this approval and the
overall goals and objectives of the City of Grand Terrace
14 Applicant agrees to indemnify, defend and hold the City harmless from any

approval save and except liability caused by the City's sole negligence
15 The term of the Conditional Use Permit shall be one year provided the CUP
may be administratively extended for a one-year period without cost to the
permittee if the Community Development Director finds that there is no
adverse impact to the surrounding land or uses as a result of the CUP
16 By accepting the benefits of this permit, the permittee waives the right to
challenge any conditions set forth herein
NOW, THEREFORE, BE IT FURTHER RESOLVED by the City Council of the
City of Grand Terrace, California, that the applicant will be allowed to continue operating
with a 90-day completion date for the above listed conditions of approval

Dear Mr Blake,
On October 25, 1990, the Grand Terrace City Council approved your application for a radio
control race car track facility subject to the conditions of approval listed in this letter A
copy of the City Council's Resolution regarding this item is attached for your reference
(Attachment A) The City Council also granted you 90 days to come into compliance with
their conditions of approval This means you have until the end of the day, January 23, 1991
to complete all of the conditions of approval listed below in their entirety The City Council
has granted you approval to operate your race track facility during this 90 day period
However, if all of the conditions of approval are not met by the end of the 90 day period,
your approval will be void and you will be required to cease operation of the race track and
remove any non-permitted improvements It is your responsibility to complete the
conditions within the time allotted, please plan accordingly
The City Council's conditions of approval are as follows
1 All conditions as recommended by the Department of Engineering/Building
and Safety in their Memorandum dated July 31, 1990 attached as Attachment
A's Exhibit A
A 'floor plan"for the restrooms shall be submitted to the Planning Department
and the restrooms shall be shown on a 'plot plan" The 'floor plan; "plot plan"
and all other plans and drawings are to be in accordance with the attached
'Requirements for Construction Plans" (Attachment B)
2 All conditions as recommended by the Forestry and Fire Warden Department
in their Memorandum dated July 19, 1990, attached as Attachment A's
Exhibit B
An additional, separate copy of the 'plot plan", approved and signed by the Fire
Warden's office, shall be submitted to the Planning Department The Fire
Warden's Office is located at 385 North Arrowhead Avenue, 1st Floor, San

3 The area located in the Britton Way right-of-way shall be landscaped

4 The race track facility shall be adequately fenced
A 'fencing plan"in accordance with the attached 'Requirements for Construction
Plans" (Attachment B) shall be submitted to the Planning Department
5 Existing parking lights are allowed to remain at the height of 25 feet
A "lighting plan"in accordance with the attached "Requirements for Construction
Plans" (Attachment B) shall be submitted to the Planning Department The
"lighting plan"shall include all outdoor electrical outlets
6 Occupancy of the race track facility shall be limited to 75 persons
This means 75 persons total, including both racers and spectators
7 Adequate seating area for 25% of the maximum occupancy shall be provided
The seating facility shall be shown on the required 'plot plan" All related
structural plans required by the Building Department shall meet the requirements
of the Building Department and the Uniform Building Code
8 Existing amplified speaker system will be allowed to remain on the project
site
The existing speaker system shall be shown on the required 'plot plan"
9 The hours of operation shall be limited to the following
Fridays - 7 00 p m to 10 30 p m
Saturdays - 10 00 a m to 5 00 p m
Sundays - 10 00 a m to 5 00 p m
10 When the track is not in operation, access to the track shall be secured and
locked
The race track shall not be utilized except during the hours listed in Condition
#9
11 A detailed planting and irrigation plan shall be submitted to the Planning
Department
The planting and irrigation plan shall be in accordance with the "landscaping
plan" and ' rrigation plan' requuenzents ns listed in the attached 'Requuenients
fog Construction Plans"
12 The proposed project shall be constructed in accoi dance with the appi oval by

All improvements required by these conditions shall be designed and constructed
in accordance with all state and local building codes Please read the attached
"Requirements for Construction Plans" (Attachment B) and prepare your plans
and drawings accordingly
As noted above, the following sets of plans are required to meet the above listed conditions
of approval
1 Plot Plan (shall include seating structure, restrooms and speaker system)

"Requirements for Construction Plans" (Attachment B) Three (3) copies of each "plan",
along with completed building permit applications and fees, shall be submitted to the
Planning Department No inspections can be made until the appropriate plans have been
submitted and building permits have been issued
As part of the approval of your project, the City Council required that you agree to sign a
list of the conditions of approval as approved by the City Council In accordance with this
requirement, please sign below confirrrung that you have read this letter in its entirety,
including the conditions herein and agree to the conditions and understand what is required
to comply with the conditions If you have any questions about any of the conditions off
approval or any part of this letter, please call me before you sign After you have signed
below, please return this letter to the Planning Department for the City's records At that
time, you will be provided a copy of the signed letter for your records
