PUBLIC COMMENT
Barbara Pfennighausen, 22111 Ladera St. Grand Terrace, thanked the
Council for their action which resulted in the removal of the unsightly
mobilehome from the Grand Barton Mobilehome Park. ; She reported that
recently eleven burglaries took place in Grand Terrace over a period of
one week. Expressing dismay, she stated her belief that citizens have
become lax in practicing even minimal security measures. She commented
that the Crime Prevention Officer distributed information in the City
about Neighborhood Watch but only one citizen contacted the office
requesting that service. She stressed that citizens also have a
responsibility to prevent crime and stated that citizens should contact
Sharon Korgan in City Hall regarding the Neighborhood Watch program.
She emphasized that residents should close their garage doors and added
that open garages are unsightly and are an invitation for crime. She
expressed dissatisfaction to the Council with the conduct of the City
Manager, Tom Schwab, in reference to a telephone call she placed to
Mr. Schwab regarding a matter of litigation.

Councilmember Carlstrom, explained that he was on vacation during
the dedication of the new Senior Center and expressed his regrets
and apologies for missing the event. In reference to a letter
Council received regarding the hazards at the intersection of Mt.
Vernon Avenue and Grand Terrace Road, he stated that he believed
the City Engineer, Joe Kicak , had a report ready regarding that
matter to present to Council .
City Engineer Kicak, reported that the signs in the area in
question were reviewed and were found to be in conformity with the
manual of Uniform Traffic Control Devices. He added that the City
can install a "Reduced Speed Ahead" and a 25 mph sign along the
northbound lane of Mt. Vernon in the vicinity of Grand Terrace
Road. He indicated further that a "Crossroad" sign can be placed
beside the southbound lane of Mt. Vernon where vehicles approaching
the top of the hill often travel in excess of 40 mph, adding that
110' of the road from Canal to the northwest corner of Mt. Vernon
are within Grand Terrace City limits. He expressed reservations,
however, about installing a flashing signal light in a residential
area.
Mayor Pro Tem Grant, inquired as to the possible location of a
flashing signal light and questioned whether the signal would be on
Mt. Vernon. He indicated that he initially envisioned the
blinking, amber signal light at the intersection of Grand Terrace
Road and Mt. Vernon Avenue, asserting that it is an especially
dangerous intersection during the day. He queried the City
Engineer as to whether a red blinking light would be more suitable
for that location.
City Engineer Kicak, stated that a flashing signal light should be
installed at the top of the hill in the same vicinity as the
reduced speed zone ahead sign, clarifying that the signal light
would be on Mt. Vernon. He stated that an amber warning light
would not be appropriate for Canal or Grand Terrace Road because
those locations are controlled by a "Stop" sign and noted that an
amber light and a "Stop" sign would confuse drivers.

however, that a red light would be appropriate for Canal , with can
amber light on Mt. Vernon, reiterating his concern regarding the
safety of vehicles entering Mt. Vernon from either Canal or Grand
Terrace Road due to the excessive speed of traffic on Mt. Vernon at
the crest of the hill .
Mayor Matteson, inquired whether any accidents have occurred at the
corner in question.
City Engineer Kicak, reported that he reviewed the accident history
of that site up to the first quarter of 1991 and discovered that
there have been two collision accidents at that corner over the
past five years. He added that he is aware that an accident
occurred at that location recently but stated that he has not yet
seen the accident report. He reiterated his suggestion that a

"Reduced Speed Zone Ahead" sign be placed on Mt. Vernon with a
flashing signal at that location but requested clarification as to
whether Council wanted to place a red flashing light on Canal .
Councilmember Carlstrom, expressed his support for the City
Engineer's suggestion and cited the effectiveness of an amber
warning light on south La Cadena in Colton which alerts traffic to
a crosswalk at that location.
City Manager Schwab, stated that the City would need Council action
and an appropriation in order to study the cost of the installation
of the proposed warning light, adding that once Council directs
Staff to place a traffic control device at that site, Staff can
determine the necessary expenditures and agendize the issue for
Council vote at a future meeting.
Mayor Matteson, requested that the written traffic report and the
cost estimate be presented at the next Council meeting and
concurred with the City Engineer's assessment that an amber warning
light and a reduced speed sign be placed on Mt. Vernon.
Councilmember Carlstrom, inquired whether a light placed at that
location would be visible to northbound traffic.
City Engineer Kicak, explained that one amber light would be placed `
on top of the hill on Mt. Vernon north of Brentwood and the other
light would be installed on the approach to the hilltop within the
City limits.
Councilmember Christianson, questioned whether the load limit signs
in the vicinity of the Barton Road/I-215 off-ramp are too close to
the street and Inquired whether the owner of the vacant lot at the
junction of Barton Road and Preston was contacted regarding the
sale of used vehicles on that property.
Planning Director Materassi , affirmed that the owner of the
property in question has been contacted. She stated further that
the owner will enter into an Agreement with the City to allow the
City to abate the vehicles at that site.
Mayor Matteson, read from a letter that he received from the
Colton/Vietnam Memorial Rededication Fund which announces that VFW
Post 6476 of Colton and American Legion post 155 are sponsoring
a project to re-dedicate a memorial plaque and re-locate it to a
more suitable area in Colton and to add a plaque that will list
Colton High School alumni who were killed in action. He stated
that the letter indicates that the Memorial will be unveiled on
November 9, 1991 , and he commented further that Council is invited
to attend the ceremony and luncheon at the VFW post. He requested
that members of the public submit names of any Grand Terrace
veterans who could be placed on the plaque. He announced that

instrumental in preventing a burglary at a residence in Grand
Terrace. He commented that swampers are occupying the area near
the freeway offramp, adding that there has been some destruction of
property at that location and stated that the City needs to abate
that situation once again. He added that the Grand Terrace Soccer
Team has requested City sponsorship and indicated that he would
like to take action on the issue since the soccer club needs an
immediate response.

adding that he will report his findings to the Council at the next
meeting. He offered condolences to Councilmember Hilkey regarding
the death of Mr. Hilkey's brother and requested that the City send
a gift to Councilmember Hilkey on behalf of the City and the
Council .

a SUBJECT CONSIDERATION OF EXEMPTIONS FROM RECYCLING
The City has received three additional requests to be exempt from
the Curbside Recycling Program, which became effective July 1,
1991. To date we have granted 14 exemptions.
Two of the requests have proof of their recycling efforts. The
other request is from a non-ambulatory resident that does not
recycle, generates almost no recyclables , and has someone come in
to help her with putting out what refuse she does have. This
person is also on a limited income.
Correspondence regarding these requests have been place in the
City Council Reading Box for Council ' s review. For the non-
ambulatory resident, staff has made out the paper work. Staff is
recommending that the following requests for exemption from
recycling be approved

On September 30, 1991 your Disadvantaged Business Enterprise
Program (DBE) will expire. The 1987 Surface Transportation and
Uniform Relocation Assistance Act (STURAA) states that for purposes
of the Act, women are presumed to be socially and economically
disadvantaged. Accordingly, FHWA has eliminated the requirement
for separate DB and WBE goals. All projects shall contain only DBE
goals of which any or all may be made up of WBE's. The minimum
goal is still 10%, but also includes women under the new act.
You are required to publish your next year's goals in both
minority and majority media with a 45-day comment period for
informational purposes. Please be sure advertisement shows the
annual goal and the goal period of October 1, 1991 through
September 30, 1992 . Documentation of advertisement of annual goals
must be forwarded to our office
This year, in addition to the renewal of the DBE goal, renewal
of your lobbying disclosure certification is required. FHWA
requires that all local agencies that are utilizing DOT funds sign
the enclosed "Attachment A" titled "Certification for Contracts,
Grants, Loans and Cooperative Agreements" . If non-Federal funds
are used for lobbying, the local agency must also sign "Standards
Form LLL" which is included as "Attachment B" .
As the DBE program is a requirement for all federally and
state funded projects and the lobbying certification is required
for all federally funded projects, it is important that both be
kept current.

Specifically we are recommending reduction in the speed

City Manager northerly City limits Current speed limit is 40 mph It
is recommended that the speed be reduced to 25 mph
In addition, we are recommending additional signs which
would provide for the warning of upcoming intersections
Right lane merging and right turn only are currently
existing
It should be pointed out that the City of Grand Terrace will
be receiving a mobile radar speed indicator which could be
stationed on any of the streets within the City of Grand
Terrace When operational, the unit will flash the actual
speed the motorist is traveling as he approaches the unit
It would be our recommendation that Mt Vernon Avenue,
approximately halfway between Barton Road and Brentwood be
the first location for stationing of the unit

SUBJECT REVISE SALARY RESOLUTION TO INCLUDE
POSITIONS FOR NEW CHILD CARE CENTER ��`
In the adopted 1991-92 Annual Budget, the Child Care Program
included three additional positions that had not previously been
included in the current Resolution Assistant Director,
Receptionist and Cook. The Child Care Center is slated to open
October 1st, and these three positions need to be added to the
current Salary Resolution. These positions are the only changes
being made on the Resolution, and are currently funded in the
budget. No additional appropriation is required.
STAFF RECOMMENDS THAT
COUNCIL APPROVE RESOLUTION NO. 91- TO ESTABLISH SALARIES FOR
THE POSITIONS OF ASSISTANT DIRECTOR, RECEPTIONIST AND COOK FOR
THE NEW CHILD CARE CENTER.

WHEREAS, the City Council of the City of Grand Terrace has determined
the need to adjust the salary ranges for the positions
