A regular meeting of the City Council of the City of Grand Terrace was called
to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton
Road , Grand Terrace, California, on September 12, 1991 at 6 00 p.m.

Seventh-Day Adventist Church, followed by the Pledge of Allegiance led by

SPECIAL PRESENTATIONS
2A. Mayor Matteson presented Engineer John Sprague and Firemen Roger
Burgett, Mickey Rose, and Kurt Williams with Certificates of
Commendation for their prompt action in providing emergency
first-aid to two-year old Teresa Albiso, thereby preserving her
life.
2B. Mayor Matteson read a Proclamation designating the week of
September 17-23, 1991 as "Constitution Week. "

3H Report on Traffic Control at Mt. Vernon/Grand Terrace Road
Council and Staff concurred that a cost estimate study should
be completed prior to the initiation of any action on the
installation of traffic control devices at the intersection of
Mt. Vernon and Grand Terrace Road.
PUBLIC COMMENT
Dick Rollins, 22700 De Berry St. , Grand Terrace, stated his belief
that a Cal-Trans study indicated that the speed limits in the
residential areas of the City were to be the prima facie speed of 25
mph. He commented that the Sheriff's Department has increased their
patrol on De Berry and added that the crosswalks and proper lettering
have been placed on the street but expressed his desire that "25 mph"
be painted in block letters on the street surface to supplement the
speed limit signs on both ends of De Berry. He expressed appall at the
rumor that the Colton Police Department might take over law enforcement
duties in Grand Terrace and praised the San Bernardino County Sheriff's
Department. He indicated delight that the State closed the California
Youth Authority half-way house that was located on Cardinal Street in
Grand Terrace He emphasized that although the City has been cited by
the Santa Ana Regional Water Control District because the Soccer Club
used an illegal herbicide to mark the touch lines of the soccer field ,
the Soccer Club will be financially responsible for the payment of any
fines arising from the situation. He inquired whether Councilmember
Christianson could provide the public with a new telephone number and
indicated that the telephone number that Mr Christianson used during
the Council election period was no longer in service.

5B. Council Reports
Mayor Matteson, reported that he presented Councilmember Hilkey's
list of concerns regarding the Grand Terrace School District issue
to Colton Joint Unified School District Superintendent, Dr.
Herbert
Fischer. He read a letter from Dr. Fischer that indicates that the
list has received attention from the Board of Education and
indicates that Dr. Fischer will respond to the issue during the
month of September 1991. He also stated that he has a copy of a
letter written by Assemblyman Paul Woodruff regarding the closure
of the Olive Crest Home on Cardinal , which was effective August 27,
1991 He announced that October 19-27, 1991 is "Red Ribbon Week, "
and added that the City will hold a "Red Ribbon Week" ceremony on
Friday, October 25, 1991 from 5 00 p.m. to 7 00 p.m. in the City
Hall Community Meeting Room.
Cit Mana er Schwab, summarized the development of the City's new
hi d are enter, indicating that the remodeling of the 8,000
square foot building which the City purchased for the facility at
22400 Barton Road is nearly complete. He commented that the new
Center has the capacity to serve the needs of 98 children , ranging
from infancy to elementary school age and added that the facility
will be open from 6 30 a.m. to 6 30
the needs of parents who are both employed�n He orderannounced cthatdate the
Grand Opening of the Center will be held on Friday, October 4, 1991
at 6 00 p.m. , stating that the program will officially begin on
Monday, October 7, 1991 and added that sign-ups, which began on
Monday, September 9, 1991, generated a heavy response. He stated
further that the program is still open and advised interested
parties to contact City Hall . He commented that the entire center
where the Child Care facility is located will be remodeled and
detailed the other business that are being developed in the same
area, indicating that a full-service restaurant will open on the
westerly side of the site on November 1, 1991, a large pet store
will open north of the restaurant, and Ceasar' s Pizza will also
open in the commercial center. He mentioned further that the
interior structures of the Child Care Center have been designed and
proportioned to accommodate the size of the children.
Mayor Matteson, questioned the City Manager regarding the progress
of the project to beautify the entrance to the City
City Manager Schwab, responded that the City is currently in design
review with the architect and indicated that the initial
project design has been modified , which will require more time for
completion than originally planned. He explained that Cal -Trans
has not finalized plans for the addition of a lane to the I-215

freeway, therefore , the City is focusing on sites that will not be
impacted by any changes to the freeway interchange, stating that
the City is contemplating transferring the inactive portion of the
funds to the Mt. Vernon/Barton Road area.
Mayor Pro Tem Grant, commented that he met with Dr Fischer who
assured him that the Grand Terrace School District issue would be
addressed in September 1991 and concurred with the City Manager' s
enthusiasm regarding the development on Barton Road. At the
Mayor 's request, he read an article printed in a periodical
published by the Southern California Association of Governments
that extols the features of the Grand Terrace Chamber of Commerce
newsletter.
Councilmember Hilkey, thanked Council and Staff for the cards,
plants , and flowers that he received from the City in sympathy for
his brother's death. He expressed his satisfaction that the
problem on Cardinal was rectified , commenting that City police
reports reveal that crimes have been occurring at the half-way
house on Cardinal and at apartment complexes in the City. He
questioned the donation of the swim blocks to the Colton Joint
Unified School District , which the City subsidized and presented to
the Swim Club.
City Manager Schwab, expressed his belief that the school needed
to install the swim blocks at the pool and speculated that it was
an oversight that the City was not informed of the Swim Club's
intention to donate the swim blocks to the School District but
commented that he felt the students were benefitting from the
donation .
Councilmember Hilkey, suggested that the City and the Chamber of
Commerce combine efforts to produce a celebration to honor the new
businesses that will be opening in the City. He also read a
humorous poem about recycling to Council which was written by Karen
Knopsnyder of the Grand Terrace Toastmaster' s club.
Councilmember Carlstrom, reported that he attended the SANBAG and
Omnitrans meetings in early September 1991 , commenting that
Omnitrans bid on 43 Ford Escorts from Fairview Ford He remarked
that the commuter rail was the major topic of discussion at the
SANBAG meeting and added that the commuter rail is scheduled to
begin service into Los Angeles in the Fall of 1992. He indicated
that he met with Mayor Holcomb and other representatives of cities
in the County regarding the booking fee, commenting that the
booking fee may become a ballot issue He stated further that
there will be a Free Refuse Disposal Day for valley residents on
Saturday, October 12, 1991 at the Milliken, Mid-Valley and San
Timeteo sites , adding that automobiles, station wagons , vehicles
with trailers , and pickups up to 3/4 tons will be admitted to the
landfill sites free of charge with a valid driver' s license as
proof of residency.

The City Council , at the meeting of January 31 , 1991 , authorized
refuse collection exemptions to fourteen homeowners based on
individual special circumstances One of the homeowners that was
granted an exemption was Mazen Yasin
The initial application for the exemption , which is attached ,
indicates that Mr Yasin requested an exemption because he did
not place his residential refuse out for collection , but instead
deposited it at his place of business in Colton
Loma Linda Disposal suspected that Mr Yasin was placing his
refuse outside of his neighbor ' s home on collection days Loma
Linda Disposal has provided staff with refuse collected from the
neighbor ' s home that includes mail addressed to the Yasin
residence , as well as other documents that can be identified as
refuse from Mr Yasin ' s home at 12490 Nightingale Way It is
apparent that Mr Yasin is utilizing the refuse collection
service in violation of his refuse collection exemption
It is unfair to impose mandatory residential refuse collection on
the Community and allow individuals to utilize the service
without paying for it

The State of California has recently enacted mandatory legislation that will require all cities to reduce the
volume of refuse being buned in our landfills The City is required to reduce our landfill volume 25 percent
by 1995 and 50 percent by the year 2000 In order to meet the mandated waste reduction, cities will be
required to gain control of the waste stream produced within its jurisdiction Cities that do not have
mandatory collection are considering ordinances The City Council in an effort to comply with the state
mandate adopted Ordinance No 127 which makes mandatory collection for residential properties with the
exception of the following circumstances
1 Exemptions are automatic for parcels over 20,000 square feet
2 If, as of November 1, 1990, you are being served by another licensed refuse
hauler and proof can be shown
3 A special exemption can be granted for special circumstances to be
determined on an individual basis by the City Council Low volume of
refuse or transport of the refuse to another location do not constitute special
circumstances

At the City Council Meeting of August 22nd a request was made by
Mr. Timm to be exempt from refuse collection , as well as
curbside recycling. Council Member Christianson had asked that
this particular request be put on the agenda for September 26 , so
that he could research the request further. Mr. Timm ' s letter of

Effective July 1 , 1991 , the County of San Bernardino adopted Fire
Protection , Prevention and Planning Fees Incorporated cities
with their own Fire Departments have , for many years , charged
Fire Service Fees for services provided by the Fire Department
including development review of new projects , fire safety plan
review for new and existing projects , as well as fees for the
issuance of permits The fees are charged directly to those that
benefit from the services , and will have a negligent impact on
the cost of new housing These fees will provide a source of
income to continue to fund fire prevention and planning
activities , as well as maintain an adequate level of these
fire services The County Fire Warden ' s office will be
responsible for the colleciton of the fees , therefore it will
require no additional City Staff administration
The County has provided a sample Resolution to establish the Fire
Service Fees The City of Grand Terrace , however , currently
adopts all fees by Ordinance This will require Council to
direct staff to prepare the necessary Ordinance , and schedule a
public hearing to implement the fees Fire Service Fees are
being recommended for implementation in the Cities of Highland
and Yucaipa , both of which also belong to County Service Area 38
for fire protection Included with the sample Resolution is a
break-down of the fees provided by the Fire Warden showing
justification of the proposed fees
Fire Warden , Paul Miller will be attending the City Council
meeting to answer any questions that the City Council may have

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
ESTABLISHING FIRE SERVICE FEES FOR FIRE PREVENTION AND PLANNING
SERVICES
The City Council of the County of San Bernardino, State of
California, ordains as follows
SECTION 1 The City Council of the City of Grand Terrace hereby
finds and determines
(A) That the City of Grand Terrace has

(C) That fire safety inspections are not keeping pace with
development, which may result in serious public safety
consequences,
(D) That all planned development requires adequate review in
order to meet fire safety standards and reduce the risk
of injury and property damage,
(E) That in order to reduce such risk,
provide
planning and insure fire safety througha proper
ram of
inspections and community education, the Fire gD pt/CSA
38, needs to charge and collect the fees established
herein,
(F) That such fees reasonably cover, but do not exceed, the
estimated cost of providing the services for which said
fees are charged,
(G) That pursuant to Government Code Sections 24008 and
25210 59, and Health and Safety Code Section 13916, the
Fire Dept/CSA 38 is hereby assigned the duty to perform
those specific functions and activities related to the
fees set forth herein,
(H) That the performance by the Fire Dept/CSA 38 of the
activities for which fees are charged herein is in
support of the work of the City Planning Agency, as
provided in Government Code Section 65104 ,
( I) That such fees are for the purpose of meeting the
operating expenses of the Fire Dept/CSA 38 and the
adoption of said fees is exempt from the provisions of
the California Environmental Quality Act under Public
Resources Code Section 21080 (b) ( 8 )
SECTION 2. Fire Service Fees shall be paid to the Fire Chief as
follows
(A) Fire safety requirement pre-application and application
review fee prior to Development Review Committee
