The meeting was opened with invocation by Pastor Tom Comstock, Assembly of God,
followed by the Pledge of Allegiance led by Mayor Pro Tem Grant.

SPECIAL PRESENTATIONS
2A. Mayor Matteson presented San Bernardino County Sheriff's Captain
Ernie Reynosa with a plaque in appreciation of his many years of
service to the City of Grand Terrace.
City of Grand Terrace Community Service Officer, Sharon Korgan,
gave a presentation on Red Ribbon Week and Neighborhood Watch in
honor of Crime Prevention Month, October 1991.
City Manager Schwab introduced Captain Tom Denham as the new San
Bernardino County Sheriff's Captain for Grand Terrace.

Barbara Pfennighausen, 22111 Ladera St. , Grand Terrace, thanked the
City Council and Staff on behalf of the Citizen 's Patrol and all of the
City's volunteers for the picnic that the City gave to honor the
volunteers on September 21, 1991.

CHRISTIANSON, CARRIED 5-0, to approve the Crime Prevention
Committee Minutes of August 12, 1991.
5B. Council Reports
Mayor Matteson, recited an article about graffiti that appeared in
the National Graffiti Information Network newsletter. Commenting
that there is a language of graffiti which can serve to direct
people to a location of illicit drug sales, he stressed the need to
remove graffiti promptly. He stated that he has scheduled a
meeting on Monday, September 30, 1991 with Dr. Fischer,
Superintendent of the Colton Joint Unified School District, who is
presently conducting study sessions regarding the Grand Terrace
School District issue. He announced that Free Dump Day will be
October 12, 1991 and read an article printed in the High Desert
Star that compliments the City of Grand Terrace's financial
stability. He expressed delight that the City is gaining a
reputation as a well-operated City. He announced that Carol
Beswick, Mayor Pro Tem of the City of Redlands, resigned her
position as a Board member of the South Coast Air Quality
Management District and added that the City Selection Committee
will assign a replacement on November 6, 1991. He stated that
Milford Harrison, Mayor of Loma Linda, requested the City of Grand
Terrace's support as a candidate for that position.

Council concurred to support Milford Harrison 's candidacy for
membership on the Board of the South Coast Air Quality Management
District.
Mayor Matteson, remarked that the City of Grand Terrace has also
received a request to support San Bernardino Community College
District ballot Measure L, commenting that the $60 million bond
issue will initially raise property taxes $3.00 per year and will
increase to $8.00 annually. Emphasizing that the City has a policy
to avoid involvement in political issues, he polled the Council for
their opinions.
It was the consensus of Council that the City should remain neutral
on Measure L.
Mayor Matteson, announced that the City/Council Conference will be
held at the Lake Arrowhead Hilton on November 7 - 8, 1991 and
requested that Council attend the meeting. He recited a letter
from the Department of Public Health regardig the impending flu
season which indicates that from October through December, the San
Bernardino County Department of Public Health will sponsor its
annual comapign to innoculate children, adults with chronic
illnesses, and seniors over the age of 55 years against flu and
other illnesses. He commented that the letter indicates that
there will be a $3.00 charge for each immunization and information
can be obtained by calling 387-6788. He commented that the clinic
which will be held on Thursday, November 21, 1991 from 2 00 p.m.
to 4 00 p.m. at the Hutton Center will be the closest immunization
site to Grand Terrace. He stated further that a copy of the health
department letter will be forwarded to the Senior Citizen 's group
and added that another copy of the letter will be available in the
City Manager's office.
Mayor Pro Tem Grant, expressed satisfaction with the success of the
Volunteer picnic and commended the volunteers. He invited the
public to the Grand Opening of the Child Care Center and revealed
that the building will be dedicated to Grand Terrace's first City
Manager, Seth Armstead.
Mayor Matteson, remarked that due to the closing of the Grand
Terrace Pharmacy on Friday, September 27, 1991, the Grand Terrace
postal service contract will be open for bids. He stated that once
the bid is awarded, the post office substation will re-open in
another location in the City.
City Manager Schwab, indicated that since the arrival and
subsequent installation of certain plumbing fixtures, the Child
Care Center is now ready for the October 4, 1991 opening ceremonies
that will be held at 6 00 p.m. He commented further that there are
still openings in the Child Care Program, which is open to all
communities. He encouraged parents to register their children for

the child care program and remarked that the Child Care Center will
open for business on October 7, 1991.
Councilmember Hilkey, announced that the Friends of the Library
will be holding their annual Book Sale from 4 00 p.m. to 7 00 p.m.
on Friday, September 27, 1991 and on Saturday, September 28, 1991
from 10 00 a.m. to 3 00 p.m. He expressed delight with the
Volunteer picnic and complimented the structure and setting of the
Child Care Center. He mentioned further that on Sunday, September
29, 1991 the First Baptist Church of Grand Terrace will be
presenting Grand Terrace Days. He commended the City Manager for
attending City events and praised the City Manager's involvement
with the community. Revealing the disparity between effort and
profit, he remarked that he recycled 570 pounds of newspapers, 115
pounds of aluminum, 163 pounds of glass, and 110 pounds of
cardboard and gained only $22.40. He expressed his opinion that
recycling is expensive and indicated that recyclers do not recycle
kitchen glass or used motor oil . He explained that the City's
curbside recycling program is inexpensive and complimented the
program. He recommended that Council support the Chamber of
Commerce in their efforts to encourage and attract tenants to the
developments in the City.
Mayor Matteson, declared that the Union 76 station in Grand Terrace
will recycle used motor oil .
Councilmember Christianson, indicated that cooking-contest
participants are needed for the 10th Annual Grand Terrace Country
Fair that will be held on November 2, 1991 at the Grand Terrace
Community Center and added that the Women 's Club will hold their
barbeque at the Fair from 10 00 a.m. to 4 00 p.m. He suggested
that the public contact Vi Gratson at 783-0634 or Ann Petta at
783-0658 for more information about the Country Fair and mentioned
that the deadline for participation is October 15, 1991. He
reported that the Tour de Terrace will be held on October 6, 1991
from 6 00 a.m. to 12 00 noon and announced that his son, Kevin
Michael Christianson, was born on September 17, 1991.
Councilmember Carlstrom, commented about articles that were printed
in a Colton Joint Unified School District publication regarding
gang attire and the dangers of a new alcoholic beverage know as a
Cisco Cocktail , which has a comparatively high alcohol content. He
expressed his belief that Grand Terrace should be conscientious in
monitoring the sale of liquor to minors. Indicating a high regard
for Dr. Fischer, he read aletter which he received from
Superintendent Fischer that thanks Councilmember Carlstrom for
meeting with him and indicates that Dr. Fischer will attend a
Council meeting once he has met with all of the City's
Councilmembers regarding the Grand Terrace -School District issue.
He also recited a letter he received from Mayor Holcomb regarding a
draft Resolution to repeal the booking fee initiative and a
luncheon meeting regarding the booking fees which is scheduled to

be held on October 2, 1991 at the Third Floor Board Room of the
City Hall Annex at 201 N. "E" Street, San Bernardino. He stated
further that the letter requests that comments regarding the
Resolution be directed to Fred Wilson, Assistant City
Administrator, at 384-5122. He informed Council that he has the
sample Resolution available for perusal . He also reported that he
attended the SANBAG Congestion Management Program (CMP) meeting,
the purpose of which was to establish guidelines for reporting on
area traffic problems and to determine traffic volume and the
impact of new development on traffic flow. He indicated that the
final draft of the information from the CMP meeting will be
completed by November 9, 1991. He also expressed satisfaction with
the Volunteer picnic.
Mayor Matteson , stated that the City received a letter of
appreciation from the Grand Terrace Soccer Team for the City's
contribution to the team. He stated that the former City Attorney
of Grand Terrace, Ivan Hopkins, died on September 21, 1991 and
announced that the funeral will be held at 10 00 a.m. at Miller
Mortuary in Corona on September 27, 1991.
Rod Lambert, Grand Terrace Chamber of Commerce, reported that
the Chamber's second annual Retreat planning session will be held
on Saturday, October 5, 1991 from 8 30 a.m. to 1 00 p.m. He
indicated that the Chamber of Commerce's Directors and Ambassadors
will attend the opening of the Day Care Center on October 4, 1991
and mentioned that Council is invited to a social hour which will
be held prior to the Retreat at the Executive Director's
residence. He also announced that the Chamber will be holding its
Annual Installation Dinner at Pinnacle Peak on October 9, 1991 at a
cost of $40.00 per couple or $20.00 individually and added that the
Annual Golf Tournament, which was held in conjunction with the
Colton Chamber of Commerce, was a success. He announced that the
Economic Development Committee has a new Chairman, Mr. Jack Ingalls
and stated that the Committee will meet on October 4, 1991 at 7 00
a.m. at Demetri 's in Grand Terrace. He indicated further that the
Chamber is planning a Grand Opening for the Town and Country
shopping center once the tenants are in place by mid or late
November 1991.

SUBJECT: REQUEST FOR A RECYCLING EXEMPTION
The City has received a request for a recycling exemption, and the
request is attached.
The initial spirit of the granting of exemptions was to grant
exemptions to those individuals that can show a trend of providing
comprehensive recycling on their own, or some other undo hardship.
The City has been receiving recycling exemption requests that show
less and less evidence of residents actually recycling and, in this
case, provides one instance on 9/4/91 where they returned some
California redemption-valued cans or bottles in for cash. Our
Recycling Program has been an overwhelming success in a very short
period of time. Exemptions should be granted only in cases where
the evidence is more substantial that recycling actually occurs,
rather than just not wanting to be bothered with the service or the
$1 .15 cost per month.

CITY OF GRAND TERRACE
The `. tate of California has recently enact-d mandatory
legislator that will require all cities to reducc she volume of
L efuse being buried in our landfills We must reduce eur waste
stream by 25% by 1995 and 50% by the year 2000 One of the key
elements in this reduction is curbside recycling in an effort
to comply witn the state mandate , the City has an agreement with
BFI/Loma Linda Disposal Company for a Curbside Recycling Program
with the exception of the following l�
1 Exemptions are automatic for parcels over 20 , 000
square feet
2 Property owners that have already been granted a
special circumstance exemption from the Refuse
Collection Agreement
3 Property owners that have been receiving
refuse service from any hauler other than BEI/
Loma Linda Disposal Company
If you are actively recycling your refuse and , can show proof of
your recycling , you may apply for an exemption by filling out
the information below which will be considered on an incliiiuual
basis by the City Council . Following is a list of the items that
will be picked up for recycling every other week

4 Plastic Milk Jugs
5 Aluminum Cans
6 Tin Cans
7 Motor Oil

The meeting was called to order by Chairman Vi Gratso at
7 05 PM. Those present were Randy Anstine, Ann Petta, VI,
Irene Mason, Colleen Edmundson and Hannah Laister.
The Secretary' s minutes were read and paragraph under Old
Business was correctas follows. $110.50 skirt, $16.50 cloth,
and $9. 60 for 24 clips, a total of $145. 48. Motion to accept
made by Irene , seconded by Ann.
Treasurer' s report - Balance of $2,J00.00.
Old Business: Photo albums were worked on at workshops on
July 9th and 16th.
Skirt has been finished and received. This work was done by
Gladys Beck.
Country Fair Novmeber 2, 1991: Vi will order 300 posters.
Square Dance people have been asked to participate and will
let us know. Irene will have publicity in newspapers, Pauline
on radio & cable. Ann will contact participants in October for
finalization.
The next meeting will be October 7, 1991. Meeting was adjourned
at 7 : 45 PM, motion made by Ann, seconded by Irene.

SUBJECT Source Reduction and Recycling Element (SRRE)
On September 19, 1989, the Governor of California signed Assembly Bill 939
(AB939) into law AB 939 mandates all local government agencies to develop and
implement plans for reducing the amount of waste going into landfills by 25% by
1995 and 50% by the year 2000 AB 939 also requires each jurisdiction to produce
a Source Reduction and Recycling Element (SRRE) The SRRE is a planning document
which will provide guidance to achieve the waste reduction goals required by law
Prior to adoption, the City is required to conduct a public hearing in order to receive
input from the citizenry

BACKGROUND
The review and approval of subject Conditional Use Permit goes back to June 19, 1990,
when the application was submitted in order for the business to comply with City codes and
regulations Since then, the project was denied by the Planning Commission The applicant
appealed the Planning Commission decision to the City Council The City Council
considered the proposal on October 25, 1990, subjecting the entertainment use to several
conditions of approval, most of which to be accomplished within three (3) months One of
the conditions was that the Conditional Use Permit was to be reevaluated within one (1)
year The applicant received two (2) extensions of time to be able to comply with approval
conditions Building permit plans have been reviewed and approved and final site
inspection was satisfactorily completed September 26, 1991 by the Planning Department
(Please refer to Attachment 1 for dates and detailed chronology of events ) The Conditional
Use Permit expires on October 25, 1991

DISCUSSION
CUP-90-06, according to condition of approval #15, may be administratively extended for
one year without cost to the applicant, if the Community Development Director finds that
there is no adverse impact to the surrounding land uses However, this finding could not
be made Even though most conditions of approval have been met and final site inspections ,—,
were according to the plans and City codes, several complaints have been received by the
City regarding the operations of subject activity It appears that this entertainment use at
this location has potential to adversely impact the surrounding land uses, unless conditions
of approval are strictly followed The Public Hearing will grant the public the right to
provide input for or against the project and would allow the City Council to establish if the
conditions of approval can be satisfactorily followed, and whether or not this project will
have an adverse impact on its vicinity
On August 21, 1991, the applicant was informed by staff that complaints were received by
the City Manager's Office within the past two (2) weeks regarding the amplifier noise and
business hours of operation exceeding the CUP approval and City Noise Ordinance Recent
complaints were regarding the promoted special race track event of Saturday, September
21st, specifically referring to the crowds in excess of 100 and the loud speaker system
disturbing residents in the surrounding vicinity at late hours Conditions violated were
Conditions of Approval #6 and 9
Condition 6 - "Occupancy of the race track facility shall be limited to 75
persons "
Condition 9 - "The hours of operation shall be limited to the following
Fridays 7 00 p m to 10 30 p m
Saturdays 10 00 a m to 5 00 p m
Sundays 10 00 a m to 5 00 p m
Staff has kept in contact and has met with the applicant to go over complaints Applicant
is therefore aware of problems and has complied with site improvement conditions (Please
refer to Attachment 2 - letter to applicant dated September 30, 1991 ) In case the City
Council decides to approve the subject renewal, staff recommends the following conditions
of approval be revised
Condition 8 to be revised to read Existing speaker system will be allowed to remain
on the project site provided

1) Sound meets City Noise Ordinance, Chapter 8 108 of the Municipal
Code
2) No resident complaints are received related to noise after 10 00 p m
Recordation of one (1) complaint with verification of violation shall
prohibit the use of the amplifier speaker system
Condition 9 to be revised to require that
1) Hours of operation be posted on site and strictly adhered to
2) Operations cease 1/2 hour before required to allow time for complete
site clean-up and patron evacuation on time
Condition 12 to be revised to read The proposed project shall be maintained in
accordance with City Council approval of October 10, 1991 Minor changes to the
site layout, equipment and/or alterations shall be reviewed and approved by the
Planning Department
Condition 15 to be revised to require reevaluation of Conditional Use Permit within
eight (8) months through a public hearing process, provided no complaints are filed
Specifically, recordation of three (3) valid complaints, with verification of violations
shall automatically discontinue the use and trigger revocation of the Conditional Use
Permit
Alternatively, a different location may be sought for this use Recreational uses are
permitted in the General Commercial and Industrial Districts, subject to a Conditional Use
Permit procedure Those districts offer somewhat isolated, vacant sites, which are not
surrounded by residential uses and may be more suitable for this use
OPTIONS
The City Council will have the following options in reviewing the renewal of the Conditional
Use Permit
1 Renewal of Conditional Use Permit subject to conditions as recommended by
staff
2 Renewal of Conditional Use Permit with amended conditions of approval,
including a time frame for renewal

3 Denial of renewal of Conditional Use Permit with recommendation that
applicant look for alternative site location

RECOMMENDATION.
The Planning Department recommends that the City Council renew CUP-90-06 with strict
adherence to revised conditions of approval as follows
1 All conditions as recommended by the Forestry and Fire Warden Department
in their memorandum dated July 19, 1990 (Attachment B)
2 Occupancy of the race track facility shall be limited to 75 persons
3 Existing speaker system will be allowed to remain on the project site provided
that

8 Applicant agrees to indemnify, defend and hold the City harmless from any
and all liability arising out of the operation conducted pursuant to this
approval save and except liability caused by the City's sole negligence
9 Reevaluation of Conditional Use Permit required within eight (8) months
through a public hearing process, provided no complaints are filed
Specifically, recordation of three (3) valid complaints with verification of
violations shall automatically discontinue the use and trigger automatic
revocation of Conditional Use Permit at that date.
10 By accepting the benefits of this permit, the permittee waives the right to
challenge any conditions set forth herein

CUP-90-06
On June 19, 1990, the applicant submitted applications for Conditional Use Permit, Site and
Architectural Review and environmental Review of an outdoor remote control race car
track located at 22474A Barton Road The project was scheduled for the August 9, 1990
Planning commission Meeting During the course of the meeting, the applicant withdrew
his project from the agenda The applicant reactivated his application and was scheduled
for the September 4, 1990 Planning Commission Meeting At that meeting, the project was
continued to the October 2, 1990 meeting to allow the applicant time to submit properly
detailed and dimensioned revised site plans The applicant refused to submit revised site
plans The Community Development Director recommended that the activity cease at the
location until the project was brought into conformance with all applicable codes On
October 2, 1990, the Planning Commission denied the project based on inadequate and
insufficient information reflected in the submitted plans and inadequate compliance with the
Parking Code according to the Grand Terrace Municipal Code The applicant was ordered
to cease and desist the operation of the remote control car race track facility and all
improvements that had been done on the site in relation to the remote control car race
track (outdoor improvements) were to be removed and the site returned to its original
condition
The applicant submitted an appeal application to the City Clerk and was scheduled for the
October 25, 1990 City Council Meeting The City Council approved the applicant's
Conditional Use Permit subject to certain conditions of approval The City Council also
granted the applicant 90 days to come into compliance with the conditions of approval as
noted in a followup letter to the applicant The applicant had until the end of the day,
January 23, 1991 to complete all of the conditions of approval listed below in their entirety
The applicant was allowed to continue operation of the race track facility during this 90 day
period
1 All conditions as recommended by the Department of Engineering/Building
and Safety in their memorandum dated July 31, 1990 (Attachment A)
2 All conditions as recommended by the Forestry and Fire Warden Department
in their memorandum dated July 19, 1990 (Attachment B)
3 The area located in the Britton Way right-of-way shall be landscaped
4 The race track facility shall be adequately fenced
5 Existing parking lights are allowed to remain at the height of 25 feet

January 10, 1991 'The City Council granted a one month extension to February 22, 1991
The applicant since requested another extension to complete the conditions of approval
The applicant requested another extension on February 14, 1991 and also requested a
change in the hours of operation This was heard by your body at the February 28, 1991
Grand Terrace City Council meeting and a 60-day extension was given for completion of the
conditions of approval
The applicant submitted construction plans on February 21, 1991 for plan check by the
Building and Safety Department and Planning Department After many revisions, the
permit was issued on July 14, 1991 Final inspection was completed by the Building and
Safety Department and the Planning Department, and the site and building improvements
were finalled on September 26, 1991

After issuance of building permits in July, 1991 to expedite the compliance with Condition
#12 you were given to September 27, 1991 for final inspection of site and construction
improvements of your project On September 24, 1991 the final inspection for construction
took place conducted by the Building/Safety Department and Planning Department The
Planning Department gave final approval of the landscaping, irrigation and fencing
improvements with one minor recommendation The Building andSafety Department also
finalled their permits for your project on September 26, 1991 Conditions 1, 2, 3, 4, 5, 7, 10,
11, 12, 13, 14, and 16 have been satisfied
As noted by Condition #15, the term of your Conditional Use Permit may be
administratively extended for one year without cost to you if the Planning Director finds that

Use Permit As you are aware the City staff has recorded complaints from the public
regarding quantity-Of persons at the track as well as the loud speaker system disturbing the

being filed with the City, staff felt it appropriate that this renewal be reviewed by the City
Council for their determination The determination will be based on establishing if the
conditions of approval for your project have been followed, violated and the impact of your
project on the vicinity

against a proposed project The City Council will have the following options in reviewing
the renewal of your Conditional Use Permit

25, 1990 for an extension not more than two years

Prior to any construction occurring on any parcel, the
applicant shall contact the Fire Department for
verifa.dation of current Fire Protection requirements.
All new construction shall comply with the existing
Uniform Fire Code Requirements and all applicable
statues, codes, ordinances, or standards of the Fire
Department.

equipment, and for routes of escape which will safely
handle evacuations as required in the development

roadways which exceed one-hundred and fifty (150 )
feet in length shall be approved by the Fire
Department having jurisdiction, and shall be extended
to within one hundred and fifty (150) feet of, and
shall give reasonable access to all portions of the

access road shall be provided within fifty (50) feet
of all buildings if the natural grade between the
access road and the building is in excess of thirty
percent (30) . Where the access roadway cannot be
provided, an approved fire protection system or

Prior to final inspection or occupancy a turn-around
shall be provided at -the end of each roadway, one-
hundred and fifty (150) feet or more in length and
shall be approved by the Fire Department. Cul-de-sac
length shall not exceed six-hundred (600) feet except
as identified in the development code and approved by
the chief.

-9 Private road maintenance, including but not limited to
grading and snow removal, shall be provided for prior
to recordation or approval. Written documentation
shall be submitted to the Fire Department having
jurisdiction. Private fire access roads shall provide -
an all weather surface with minimum paving width of
twenty (20) feet. -
F--10 Water systems designed to meet the required fire flow
of this development shall be approved by the Fire
Department having jurisdiction. The developer shall
furnish the Fire Department with two copies of -the
water system improvement plan for approval and a
letter from the Water Purveyor stati ng the
availability of the required fire flow prior to
recordation. - Water systems shall be operational and
approved by the Fire Department prior to any
construction occurring. The required fire flow shall
be determined by appropriate calculations, using the
San Bernardino County "Guide for the Determination of
Required Fire Flow." In areas without water-serving
utilities; the fire protection water system shall be
based on NEPA pamphlet number 1231 and Uniform fire
Code requirements.

Water systems designed to meet the required fire flow
shall be operational and approved by the Fire
Department prior to any construction occurring- The
required fire flow shall be determined by appropriate
calculations, using the San Bernardino County "Guide
For The Deteiniination of Required Fire Flow" _ In
areas without water-serving utilities, or fire
protection water serving utilities, the fire
protection water system shall be based on N_F_P_A_
Pamphlet Number 1231 and the San Bernardino County
Uniform Fire Code_
F-11 Prior to Building permits being issued approved fire
hydrants and fire hydrant pavement markers shall be
installed. Fire hydrants shall be 6" diameter with a
minimum one 4" and one 2 1/2" connection_ The hydrant
and fire hydrant markers shall be approved by Fire
Department_ All fire hydrant spacing shall be 300
feet with the exception of single family residents
which may be increased to 600 feet maximum- / f ANC
F-12 Prior to final inspection or occupancy this
development shall comply with Fire Safety overlay
conditions as adopted in County Ordinance Number 3341_
The development is located in Fire Review Area.
F-13 Prior to issuance of a building permit a fuel
modification zone in compliance with county standards
is required.
F-14 Prior to final inspection or occupancy, an approved
Fire Department key box is required. If automatic
electric security gates are used an approved lock
switch is required on each gate in lieu of the box_

The City is in receipt of a letter from the Grand Terrace School
Site Council requesting an additional Crossing Guard on Vivienda
Avenue at 3 20 p .m , when school is dismissed In discussion
with School Site Chairman , Mrs Harker , she indicated that the
afternoon dismissal is very busy with motorist activity She
feels that a crossing guard is needed at this crosswalk The
City currently provides a crossing guard on Barton Road for
children walking to school in the morning , and again in the
afternoon when school is over
In addition , I have received citizen requests for additional
crosswalks , as well as additional signage in the vicinity of
Grand Terrace Elementary School I agree that additional signage
would be helpful in alerting motorists of students attending
year-round school schedules , but both Mrs Harker and I feel that
additional crosswalks would confuse students by adding potential
places where they may cross This would require additional
Crossing Guards Placing a Crossing Guard at the Vivienda Avenue
crosswalk only , and not adding additional crosswalks , designates
that area as the place for students to cross Vivienda Avenue .
Staff estimates the cost of providing a Crossing Guard for one
hour per day at approximately $ 1 , 700 per year With eight months
remaining in the fiscal year , approximately $ 1 , 200 would be
required for salary and benefits . Approximately $600 would be
needed for additional signage
STAFF RECOMMENDS
COUNCIL APPROPRIATE $ 1 , 800 TO PROVIDE A CROSSING GUARD AT THE
VIVIENDA AVENUE CROSSWALK FOR ONE HOUR PER DAY , AND FOR
ADDITIONAL SIGNAGE IN THE VICINITY OF GRAND TERRACE ELEMENTARY

Dear Mr Schwab ,
We would like to request that the City of Grand Terrace
provide a crossing guard for the students of our school This
guard is needed for the crosswalk on Vivienda Ave at 3 20 p m
when school is dismissed '
Due to the fact that our school is now on a late starting
and late ending schedule , more parents are finished with work and

are able to pick uo their children creating even more traffic on kit
Vivienda Ave Also , with daylight hours being reduced we will
soon be dismissing our students as it starts getting dark
We have an increased number of students from The Highlands
Apartments that need to cross Vivienda Ave in order to walk
home We are concerned for their safety , as we are sure you are
too
Please consider providing our students with a much needed
crossing guard We are awaiting your reply in this matter as
soon as possible
