Chamber of Commerce will hold its $10,000 "Go For the Gold" Elimin4tion

(d) Disbursement of monies to local athletic organizations
Dick Rollins, 22700 De Berry St. , Grand Terrace, indicated that he
has been a member of the Committee since its founding and clarified
that the object of the Committee is to function as an advisory
group to the City Council , adding that many clubs and athletic
organizations have been contacting Council directly for funding.
On behalf of the Parks and Recreation Committee, he requested that
Council direct any recreational organizations that are seeking City
monies to the Parks and Recreation Committee so that the Committee
may investigate and judge whether the funding request is warranted

4-0-1-0 ( COUNCILMEMBER CHRISTIANSON WAS ABSENT) , to approve the
request by the Parks & Recreation Committee that all future
requests for monies by local athletic organizations and requests
for usage of the City or bal l fi el d facilities be directed to the
Committee for investigation.
5B Council Reports
Mayor Matteson, commented that the Council was requested to send a
representative to the meeting in Yucaipa on March 5, 1992 to
determine` representation on the Solid Waste Advisory Task Force,
the East Valley Coalition, the Joint Powers Agreement, and the
County-wide LEAJPA He indicated for the record that Councilmember
Carlstrom volunteered to represent the City at the meeting.
Although asserting that the City is financially sound, he stressed
the necessity for Council to approve a conservative budget for the
coming fiscal year
Mayor Pro Tem Grant, expressed appreciation to the City Staff,
Council , and members of the community for the condolences he
received regarding the death of his brother
Councilmember Hilkey, requested information regarding any flood
problems within the City
Assistant City Manager Anstine, remarked that the City experienced
difficulties in the area of Grand Terrace Road north of Vivienda,
indicating that water crested within 4-5 feet of overflowing onto
the road. He stated that there was minor flooding in the Vivienda
area in the City' s flood zone, clarifying that the water was
flowing from the railroad right-of-way. He commented that City
Staff examined and cleaned the storm drains prior to the storm and
addedthat the system accommodated the water flow very well .
City Manager Schwab, reported that the City' s project to construct
a curb and gutter and deflection walls in the area of Michigan

between Van Buren and Pico successfully eliminated the sual
flooding of that site He also expressed his belief that the
concreting of the Mirado storm drain, which was filled to with n 3"
of the top during the rains, prevented the water from cresting! the
canal and flooding the homes in the area He indicated fu ther
that the City' s efforts to sandbag locations of potential proilems
prior to the storm also served to alleviate flooding in the
community.
Councilmember Hilkey, commented that the Colton Joint Un fled
School District determined that Terrace View Elementary School is
underutilized and added that the District plans to relocate 101-200
students from outside the existing boundaries to that scho•l .He
stated that he encouraged the School Board to make the process more
public but expressed his belief that school staff members were told
not to discuss the matter in public Indicating uncertainty : s to
whether the issue was to be discussed publically, he announced that
a PTA meeting will be held at Terrace View Elementary School at
6 30 p m. on Tuesday, February 17, 1992 and advised hose
interested in the issue to attend
Councilmember Carlstrom, stated that he and Councilmember
Christianson attended the Cooley Ranch School Dedication and
expressed delight at the number of people in attendance. He
complimented City Manager Schwab and Assistant City Manager Anstine
for their successful response to the storm situation. He re arked
that there was confusion regarding the location of a "Stop" sign
that was to be placed on the northbound lane of Honey Hill Drive
where it intersects Westwood, indicating that a "Stop" sig was
already located on Westwood. He commented that the City Engineer' s
study revealed that there has not been an accident at the si e in
question since 1984 and stated further that the prima facie speed
limit on Honey Hill Drive is 25 mph. He added that the sit ation
has been mitigated with the posting of a speed limit sig and
intersection warning sign southbound on Honey Hill Drive o the
approach to Westwood. He reported that SANBAG determined to
entitle its Executive Director to periodic job reviews and
appointed a Sub-committee to ascertain the job requirements of its
Director, and he expressed his support for the job the ( Wes
McDaniel , SANBAG' s Executive Director, was performing. He
indicated that the commuter train from San Bernardino to Los
Angeles will be operational by October of 1992 and exp essed
satisfaction with serving on the SANBAG Board of Directors.

Elementary School
2 The construction of a wall along the trailer park on the
western section of Barton Road in the same material and style
as the wall proposed for Grand Terrace Elementary School
3. The continuation of improvements at the Grand Terrace Senior
Center.

SUBJECT REFUSE EXEMPTION -- MS JUDY SHRUM
Staff has received a request for an exemption from refuse
collection exemption from Judy Shrum, 12655 Garden Ave.
She has indicated that, due to an economic hardship, she can no
longer pay for refuse collection On her application she has
indicated that she will remove her refuse weekly to a dump site or
deposit in commercial refuse bins The option to go to the dump
site weekly would cost her $10 a week or $40 a month. It is an
unlikely scenario to deposit her refuse in a commercial bin, as the
bin is paid for by a commercial business This would be illegal
I see no grounds on which the City could possibly issue an
exemption

mandate adopted Ordinance No 127 which makes mandatory collection for residential properties with the
exception of the following circumstances

3 A special exemption can be granted for special circumstances to be

Day Parade Attached is the request from the City ' s Parade Committee
Chairperson requesting approval for a parade permit , and waiver of the
parade fees The proposed route is also attached , and is identical to
last year ' s route
The costs being waived are minimal , and since it is our own City
Parade , it would be appropriate to waive the permit fee

This years Grand Terrace Day Parade and Grand Terrace Day "Fair"
is scheduled for Saturday, June 6 , 1992
We are seeking your approval to hold our 2nd annual Grand Terrace
Day Parade and approval of the parade route
We would like to use the same route as last year Our staging
(Line-up) area would be the same also, Carhart, McClarren and
Vivienda Court The parade will step-off at 9 00 A M at the
corner of Barton and Vivienda The route will proceed East to
Mt Vernon Ave, South on Mt Vernon to Terrace Hills Jr Hich
School (Fair site) The break-up area will be the same also ,
La Paix, Desoto, and DeBerry Park
The route has been approved pending your approval by Sgt Howell
with the San Bernardino County Sheriffs Dept All safety aspects
have been considered
The only major complaint that we had last year was from Jerry at
the 76 Station, however that is not a problem this year
The Committee is prepared to notify all businesses of the street
closure along the parade route well in advance
We would like to request a parade permit and a waiver of alL fees
relating to this event

The aeeting was called to order by Chairman Vi Gratson at
7 10 PM. Present were Irene Mason, Ann Petta, Vi, Randy
Anstine, Colleen Edmundson, Hannah Laister, and Pauline Grant.
The Secretary ' s minutes for January were read and approved,
motion made by Irene, seconded by Ann. There is still no
Treasurer' s report from City Hall.

Old Business Art Show Flyers for participants were gone over
and appropriate changes made. Flyers for passing out were also
gone over. 400 of these will be made. Randy will check the
display screens.
Irene resigned from the post of publicity chairman. Marie will
be asked to take this post.
Calendar Dates The dates as selected last month stand so far.
New Business Show Case in front lobby The Story of Honey
Hills has been placed in the show case.

There ,gill beAworkshop to work on the photo albums February 11,
1992, Tuesday at 1 15 PM. All members should attend so that
this "pig" job can be completed.
I'he next meeting will be March 2nd. The meeting was adjourned

Sharon reported the Crime Prevention vehicle to be

School Programs continuing with next presentation at
Azure Hills School this Wednesday, January 15
Disaster Preparedness presentation recently given to

and "Safe Area" needed by all organizations in our

CAT Program will offer enrollment again in February

The County Department of Economic and Community Development, is currently
soliciting project proposals for the 1992-93 Block Grant Program The City is required
to corduct a public hearing, in order to solicit proposal input from the residents The
meeting this evening, is the second and final public hearing At the last hearing,
Council established the following as CDBG priorities

Aar Construction of a slump stone wall G T Road Trailer Park
nr Continuation of Senior Center improvements
All projects submitted, must meet at least one of the three CDBG program objectives
�, 1) principally benefitting low and moderate income persons, 2) eliminating slums and
blight, 3) meeting a recent urgent need During this period, the City will have
approximately $50,000 allocated

The City of Grand Terrace has been fortunate in that the current
economy has not substantially affected our ability to deliver
services to the citizens of Grand Terrace Unlike many local
communities facing unprecedented shortages of revenue and
subsequent employee layoffs/cutbacks in levels of service, the City
of Grand Terrace has fared well It is anticipated that the
current budget can be realigned with shifts of costs between
existing departments
In the 1992-93 budget, which staff is currently developing for
initial Council review, it will more than likely require some
potential service level and/or staff reorganization Staff is
requesting various adjustments to revenues and expenditures with
justification as follows
Adjustments to Revenue Estimates
10-300-07 -- Cigarette Tax -$7,500
The State of California shifted a portion of the Cigarette Tax
traditionally allocated to cities to the counties, which results in
an estimated $7, 500 reduction in anticipated Cigarette Tax Revenue
The Cigarette Tax is slated to be eliminated entirely in the next
fiscal year
10-500-01 -- Court Fines 5, 000
As the Council is aware, the City was successful in a lawsuit with
the County regarding fines and forfeitures The County has paid
our back court fine revenue and will begin to allocate the ongoing
court fines to the City
10-700-02 -- Refunds (Worker's Compensation) 9,500
The State Worker's Compensation Program gives an annual refund
based on claims experience. Our refund was $9,500 .

The revenues generated from the three existing Assessment Dist icts
were not included in the budget originally adopted These revenues
come from the property owners within the Districts, and is offset

Authority Bond Proceeds
The City of Grand Terrace issued bonds for construction of the
Child Care Center, and improvements at Grand Terrace Road and Pico
Park Sites The revenue of $2,912,303 needs to be recorded as bond
proceeds revenue
Adjustments to Expenditures
Salary and benefit adjustments in the fiscal year for labor cost
projections were understated in several departments In the
Planning Department, the Director was on a contract basis and part
of the labor cost was not included The Child Care Center
originally was scheduled to operate at less than full capacity;
however, 100% capacity was achieved very soon in the pro•ram.
There are, however, corresponding savings in salary, due to va ious
factors, such as a new employee being paid less than top salary
level, vacant positions during employee recruitment, the tra sfer
of a portion of one employee cost conducting the Low and Moderate
Income Housing Program to the Redevelopment Agency The internal
labor adjustments net out to an equal balance, and do not re•uire
an additional appropriation

In February, 1991, the City Council approved payment of $2,280 for
the purchase of starting blocks for the Grand Terrace Swim Club.
The payment was made subsequently in our current fiscal year
However, the amount originally approved was not carried over into
the fiscal year and, therefore, needs to be reappropriated

Due to increased business sponsorship of the Tour de Terrace, some
of the expenses budgeted for were covered by sponsorships and
donations Therefore, this line item can be reduced by $2,400

It is anticipated that Recreation Advertising will be $2, 000 less
than projected and, therefore, can be reduced
10-440-247 -- Child Care $3,200
The original budget did not include a security and fire system at
the Child Care Center The Fire Department required a fire alarm
system with pull alarms for the safety of the children and staff at
the Center In conjunction with the fire system, a security system
was also installed Cost of the installation and maintenance is
$3,200
10-440-701 -- Child Care Bond Payment 3, 666
When the City issued the original bonds for the Parks and Child
Care Center, the City deferred the first payment until February,
1993 . The first deferred interest payment does not have sufficient
capitalized interest due to the lower-than-projected interest
rates, and will be $3, 666 short to make the first deferred payment
in May, 1992
10-631-255 - - Storm Drain Maintenance -10, 000
The City originally budgeted $25, 000 in Storm Drain Maintenance.
Due to the utilization of our County Work Release Program, in
manually performing storm drain maintenance, we have not had to
utilize contracted labor to provide this service. We can,
therefore, reduce this line item by $10, 000 .

The City pays the Planning Commissioners $50 per meeting for
attendance Due to the lack of agenda items, several meetings were
_ canceled, thus reducing the stipend line item by $2, 000

Originally, a Crime Prevention Newsletter was planned for
publication and distribution The newsletter will not be pro.uced

The City did some modifications to provide crowns in the roadway to
enable storm drain water to flow properly This amount was
