Feb 28, 1992 SUBJECT REFUSE EXEMPTION -- MS JUDY SHRUM Staff has received a request for an exemption from refuse collection exemption from Judy Shrum, 12655 Garden Ave. She has indicated that, due to an economic hardship, she can no longer pay for refuse collection On her application she has indicated that she will remove her refuse weekly to a dump site or deposit in commercial refuse bins The option to go to the dump site weekly would cost her $10 a week or $40 a month. Feb 28, 1992 SUBJECT* MID-YEAR BUDGET REVIEW AND ADJUSTMENTS ) The City of Grand Terrace has been fortunate in that the current economy has not substantially affected our ability to deliver services to the citizens of Grand Terrace Unlike many local communities facing unprecedented shortages of revenue and subsequent employee layoffs/cutbacks in levels of service, the City of Grand Terrace has fared well It is anticipated that the current budget can be realigned with shifts of costs between existing departments In the 1992-93 budget, which staff is currently developing for initial Council review, it will more than likely require some potential service level and/or staff reorganization Staff is requesting various adjustments to revenues and expenditures with justification as follows Adjustments to Revenue Estimates 10-300-07 -- Cigarette Tax -$7,500 The State of California shifted a portion of the Cigarette Tax traditionally allocated to cities to the counties, which results in an estimated $7, 500 reduction in anticipated Cigarette Tax Revenue The Cigarette Tax is slated to be eliminated entirely in the next fiscal year 10-500-01 -- Court Fines 5, 000 As the Council is aware, the City was successful in a lawsuit with the County regarding fines and forfeitures The County has paid our back court fine revenue and will begin to allocate the ongoing court fines to the City 10-700-02 -- Refunds (Worker's Compensation) 9,500 The State Worker's Compensation Program gives an annual refund based on claims experience. Our refund was $9,500 . COUNCIL AGENDA REM# 2 4N -2- 26-100-01 -- Terrace Pines Assessment District $•,446 26-101-01 -- Pico & Oriole Assessment District :, 000 26-102-01 -- Forest City II Assessment District 1, 000 The revenues generated from the three existing Assessment Dist icts were not included in the budget originally adopted These revenues come from the property owners within the Districts, and is offset by expenditures included in the adjustments to follow 40-700-01 -- Grand Terrace Public Financing $2, 91 ,303 `J Authority Bond Proceeds The City of Grand Terrace issued bonds for construction of the Child Care Center, and improvements at Grand Terrace Road and Pico Park Sites The revenue of $2,912,303 needs to be recorded as bond proceeds revenue Adjustments to Expenditures Salary and benefit adjustments in the fiscal year for labor cost projections were understated in several departments In the Planning Department, the Director was on a contract basis and part of the labor cost was not included The Child Care Center originally was scheduled to operate at less than full capacity; however, 100% capacity was achieved very soon in the pro•ram. There are, however, corresponding savings in salary, due to va ious factors, such as a new employee being paid less than top salary level, vacant positions during employee recruitment, the tra sfer of a portion of one employee cost conducting the Low and Moderate Income Housing Program to the Redevelopment Agency The internal labor adjustments net out to an equal balance, and do not re•uire an additional appropriation 10-120 -- City Manager -8, 000 10-125 -- City Clerk 2,500 10-140 -- Finance 3, 000 10-180 -- Community Services - , 000 10-370 -- Planning 10, 000 10-430 -- Recreation -1 , 000 10-440 -- Child Care 12, 000 21-572 -- Waste Water Disposal 2,500 10-125-250 -- City Clerk $2, 000 The City in 1991 heavily revised the Title 18 zoning Code •osts in codification of this code is $2, 000 higher than origi ally projected t -3- 10-190-220 -- Non-Departmental 2,280 In February, 1991, the City Council approved payment of $2,280 for the purchase of starting blocks for the Grand Terrace Swim Club. The payment was made subsequently in our current fiscal year However, the amount originally approved was not carried over into the fiscal year and, therefore, needs to be reappropriated 10-430-221 -- Recreation -2,400 Due to increased business sponsorship of the Tour de Terrace, some of the expenses budgeted for were covered by sponsorships and donations Therefore, this line item can be reduced by $2,400 10-430-230 -- Recreation Advertising -2, 000 It is anticipated that Recreation Advertising will be $2, 000 less than projected and, therefore, can be reduced 10-440-247 -- Child Care $3,200 The original budget did not include a security and fire system at the Child Care Center The Fire Department required a fire alarm system with pull alarms for the safety of the children and staff at the Center In conjunction with the fire system, a security system was also installed Cost of the installation and maintenance is $3,200 10-440-701 -- Child Care Bond Payment 3, 666 When the City issued the original bonds for the Parks and Child Care Center, the City deferred the first payment until February, 1993 . The first deferred interest payment does not have sufficient capitalized interest due to the lower-than-projected interest rates, and will be $3, 666 short to make the first deferred payment in May, 1992 10-631-255 - - Storm Drain Maintenance -10, 000 The City originally budgeted $25, 000 in Storm Drain Maintenance. Due to the utilization of our County Work Release Program, in manually performing storm drain maintenance, we have not had to utilize contracted labor to provide this service. We can, therefore, reduce this line item by $10, 000 . 10-801-120 -- Planning Commission Stipends -2, 000 The City pays the Planning Commissioners $50 per meeting for attendance Due to the lack of agenda items, several meetings were _ canceled, thus reducing the stipend line item by $2, 000 -4- 10-802-212 -- Crime Prevention Newsletter -►, 000 Originally, a Crime Prevention Newsletter was planned for publication and distribution The newsletter will not be pro.uced in the current fiscal year, and that line item may be elimi, ated saving $2,000 10-805-219 -- Senior Center Furniture - , ,500 , 1 Staff originally budgeted $5, 000 for furniture and minor equip ent. Much of the equipment was bought in the last fiscal year, ane the Senior Center received donations for some of the equipmen . and furniture, allowing a reduction in this line item of $3,500 10-805-700 -- Senior Center Irrigation & Landscaping 1 ', 726 In the prior fiscal year the City approved expenses of Block trant Funds for the new Senior Center The amount of $17, 726 should have been carried over from the previously approved budget to finis the irrigation and landscaping It was not carried over and req Tres reappropriation in the current fiscal year 12-903-255 -- Storm Drain Construction 1 ',540 The City did some modifications to provide crowns in the roadway to enable storm drain water to flow properly This amount was previously charged to gas tax which would be inappropriate, -ince the work was primarily related to storm drains 13-445-700 -- Grand Terrace Road Park Site -$6 , 845 The City originally budgeted the mortgage payments for the erand Terrace Road Park Site The land has been subsequently pal. off through the bond proceedings and no further payments wil be necessary Therefore, a reduction can be made of $61, 845 21-572-701 -- Waste Water/Colton Litigation 12 ,480 The City of Grand Terrace has had an ongoing sewer lawsuit for ore than ten years A settlement was reached through negotiation by staff and approved by the City Council The City need- to appropriate $127, 480 from the reserve for the payment of $200, 000 which was set aside for this settlement 21-572-900 -- Waste Water Maintenance 14 200 The cost related to repair of sewers, roadway sinks, and to r-ise manhole covers to create in conjunction with roadway paving -5- projects needs to be charged to the Waste Water Maintenance Fund.
