PUBLIC COMMENT
Ed O 'Neal , 22608 Minona Drive, Grand Terrace, indicated that he read
an article in a newspaper stating that Grand Terrace City Hall Offices
will be closed two fridays a month He wanted to verifyi that the City
Employees will be working a 9/80 pay period He expressed his concern
that the Chamber received a valid offer from a contractor to put out a
monthly newsletter at no cost to the City that was not accepted
John R Taylor, 22843 Vista Grande Way, Grand Terrace, indicated that
across from 23023 Vista Grande Way there is an extensive amount of
graffiti He stated that before the entire street is graffitied it
might be something to look into.

the Emergency Operations Committee Minutes of January 20, 1992,
April 20, 1992 and May 18, 1992.

Mayor Matteson, stated that the next two City Council meetings are
on the 9th and 23rd of July Councilman Christianson will be out
of town on both of these dates and wanted to make sure that no
other councilmember will be gone on the same dates, the reason
being that he would prefer not to have two councilmembers out at
the same time
Councilmember Carlstrom, expressed his thanks City Manager Schwab
and staff for providing an excellent dinner for the executive
directors meeting of the League of California Cities, which was
hosted at the Grand Terrace City Hall on Wednesday, June 24, 1992
Councilmember Hilkey, stated that he asked the City Manager to
look into the trucks on Barton Road He indicated that in the last
couple of weeks there has been a larger number of dirt trucks
hauling from Reche Canyon Colton area across our city into the

Colton Agua Mansa area He expressed concern that they are
throwing dirt and beating up our streets
City Manager Schwab, commented that it is a problem that the City
has identified but as long as those trucks meet the weight
requirement they are legally allowed to be on the streets. What
has been done in the past is to increase the enforcement and use
the radar car, but the truck drivers talk to each other and once
the word is out they abide by the legal limit Another option that
\,- has had some success is to get the CHP to set up their roadside
courtesy truck inspection program, which is very effective because
most of those trucks probably don 't meet the requirements of the
CHP, but we can 't get them to come out on a regular basis to deter
the trucks from using Grand lerrace as short cut
Mayor Matteson, stated that if those trucks won ' t pass CHP
requirements then we need to reenforce the code
City Manager Schwab, indicated that he will work to get the CHP
back but stated that they won 't come out every week or every
day. On those days that the CHP is doing their inspections the
trucks will take an alternate route, however, this won ' t be
consistent
Councilmember Hilkey, indicated that school enrollment is up and
\___) expressed concern that the growth is not in the Grand Terrace
area He questioned why there are zoning laws and density require-
ments By using the zoning laws and the density requirements we
control the City and yet one of the most important attributes of
our community is the schools which are terribly impacted because of
the Colton area There are nearly 980 kids that are brought into
this community by the City of Colton He indicated that people
have come to him with their concerns about this issue He also
commented on the reception of Comcast and indicated that it would
be discussed later in the meeting
Councilmember Christianson, commented on the budget crisis in
Sacramento So far, both the Assembly and the Senate versions of
the budget bill do not include shifting the Motor Vehicle in lieu
tax money away which is estimated to be $420,000 for the next
fiscal year We have to keep the pressure on our local
legislators to make sure that the money is not taken away from us

agreement to reflect the annual rate adjustmentidate and set the

On June 4, 1992, Planning Commission considered SA-91-23, for room
addition at 22329 DeBerry Street proposed by Mr and Mrs Spangler
As one of the conditions of approval , pursuant to Section 15 28 070 of
Grand Terrace Municipal Code, staff recommended that sidewalk be
installed across subject property, along with standard drive approach

In the past, we have utilized agreements for future installation of

agreement then provided for the installation of these improvements at

Such agreements are recorded and run as a covenant with the land
This is not the case with this project Sidewalk exists on both of
the adjacent frontages
Planning Commission is concerned with the time element for the
installation of the sidewalk They discussed that in addition to the
agreement, that a bond be posted for completion of these improvements
within 2 years This case is one of economic hardship rather than
hazard or potential drainage problem
Staff has no major problems with the recommendation of the Planning
Commission It does, however, set a precedent for potential future
requests similar in nature

As the Council is aware, the City of Grand Terrace is participating in the Congestion
Management Program that is being discussed and implemented at regional levels SANBAG is
currently conducting an Environmental Impact Report, and should soon be adopting its own
Congestion Management Plan In addition, the Federal Clean Air Act requires SCAG to
implement a Transportation Control Measure SCAG relies on the AQMD to help in developing
programs to reduce vehicle usage
The City of Grand Terrace has adopted a 9/80 alternative work week This Resolution will allow
this action to be counted among other local mitigation measures to decrease vehicle usage by City
employees by 10%

A RESOLUTION OF THE CITY OF GRAND TERRACE, CALIFORNIA,
APPROVING A 9-80 ALTERNATIVE WORK WEEK FOR THE PURPOSE OF
IMPROVING AIR QUALITY WITHIN SAN BERNARDINO COUNTY AND
ACHIEVING HEALTHFUL MR IN THE SOUTH COAST AIR BASIN

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAND 'TERRACE
AS FOLLOWS
WHEREAS, the City of Grand Terrace, San Bernardino County, California is within the
jurisdiction of the South Coast Air Quality Management Distnct (SCAQMD), the agency
responsible for monitoring and reducing air pollution for the South Coast Air Basin
WHEREAS, the City is committed to improving the public health, safety and welfare,
including air quality, and
WHEREAS, mobile sources are a major contributor to air pollution in the South Coast Air
Basin and must be reduced to attain the air quality goal of the region established by the
State, and
WHEREAS, the South Coast Air Quality Management Plan (AQMP) calls upon cities to
reduce emissions from motor vehicles consistent with the requirements of the California
Clean Air Act of 1988 by developing and implementing mobile source air pollution
reduction programs
WHEREAS, "Mobile Source Air Pollution Reduction Program" means any program or
project implemented by the City which reduces pollution from motor vehicles consistent with
the California Clean Air Act of 1988 or the Air Quality Management Plan proposed
pursuant to article 5 (commencing with section 40460) of chapter 515 of part 3 of the
California Health and Safety Code
WHEREAS, the 1991 AQMP Local Government Control Measure number la and lb,
Person Work Trip Reduction, which requires alternative work weeks and flextime as well
as telecommunications, is recommended to be adopted by December 1992

WHEREAS, this resolution is the first program to implement Chapter 16 04 - "Mobile
Source Air Pollution Reduction Sc. Vehicle Registration Fee" ordinance, pursuant to Title
16, Regional Regulations of the City of Grand Terrace Municipal Code
NOW, THEREFORE, be it resolved by the City of Grand Terrace as follows
Section 1 The City of Grand Terrace agrees to participate in a 9-80 alternative work
week schedule
Section 2 The City Staff will reorganize the work schedule to extend the daily work week
by one hour in order to allow a three-day weekend on the Fridays after a
regularly scheduled Council Meeting
Section 3 Work hours will be mne-hour days, Monday through Thursday from 7 30 A M
to 5 30 P M , and on work Fridays the work schedule will be from 8 00 A M
to 5 00 P M
Section 4 All pay periods will continue to consist eighty hours worked in a pay period
Section 5 This new schedule starts on July 6, 1992
Adopted this ninth day of July, 1992
