DISCUSSION•
Staff has been negotiating with The Viking Company/Landlord Amta Jensen, through her
representative, Architect Larry Vesely, to produce a sign program that conforms to the
Barton Road Specific Plan and is feasible to the tenants in the Center On September 22,
1992 we proudly reached an agreement Please refer to correspondence and Sign Program
on Exhibit 1
Negotiations also included subsidies for the new color paint of outside elevations
(approximately 25% of total cost) At this time however, only the new color scheme has
been agreed upon We are still in negotiations regarding potential paint costs and possible
related subsidies
The proposal requested today consists of a 50% subsidy for the fabrication of new channel
letter signs for all existing Center tenants as of September 22, 1992 The subsidy would be
voluntary and not mandatory, and be available for one year to all existing and interested
tenants Tenants which have no permits would be strongly encouraged to take advantage
of subsidy to come into compliance Tenants with grandfathered signs would also be
encouraged to apply
Staff requested estimates from four (4) different sign companies Nite and Day Sign
Company, Graphics Company, Heemstra Signs, and Quiel Brothers Signs Their estimates
were respectively $18,850 00, $22,000 00, $27,549 00, and $41,430 00 The Nite and Day
Company was selected due to its lower costs, demonstration of creative sign solutions to
achieve even lower costs and due to the fact that this is the company which is already
working with the landlord (Please review estimates on Exhibit 2)

In case proposed subsidies are granted, staff will draft an agreement witfh the selected sign
company and establish a maximum sign cost consistent with the cost estimate submitted and
with sign parameters such as, maximum 18" letters, minimum 12" letters plus a logo can
Once a tenant sign is built the tenant would submit an invoice and receive 50% of its value
from the City It is estimated that the average business sign will cost each tenant
approximately $790 00 This amount is equal or lower than the cost of retrofiting an old can
sign The overall cost to the City will be approximately $9,500 00, I provided the City
Council confirms staffs selection of sign company

For the information of the City Council, an alternative solution has been proposed in case
the subsidy proposal is not approved by the City Council as follows

September 22, 1992, the Planning Department will accept and formalized a sign

legalization of all existing cans for a minimum cost, and provide a minimum sign
uniformity in the Center Existing tenants with exception of grandfathered signs
would have one year to submit a permit to legalized their existing signs After that
they will be required to conform to the new channel letter program
(Attachment A of Exhibit 1)
RECOMMENDATION
Staff recommends the Redevelopment Agency to approve proposed subsidies and
confirm the sign company as selected by Staff

interests, and the Planning Department The following are the items agreed upon
I Color Change
1 Approval of gray color scheme was changed to reflect the Stater Bros Store
color scheme (please refer to Attachment D) The painting of the store front
may proceed
II Sign Program
1 The official ultimate sign program for the Center will consist of channel
letters, as per your original proposal, and recommended in the specific plan
(please refer to Attachment A, Sign Program)
2 Upon your approval of attachment A, the sign for Video World can be
immediately approved, as well as any other new tenant sign (i e Shogun
Teriyaki Bowl)
3 Attachment A will be submitted to the City Council/Redevelopment Agency
at the meeting of October 8, 1992, for their review and consideration of a
subsidy proposal The proposal for subsidy is for 50% of the sign cost for all

All individual tenants signs require a sign permit prior to installation
A. Sign Design Requirements
The total net sign area is not to exceed one (1) linear foot of store front to
one (1) square feet of sign area Letters not to exceed 75% of sign area i e

a Tenant signs shall be internally illuminated, individual channel letters

installed per City Code Permit for banners- grand opening signs shall
be obtained prior to opening of business Plans for signs shall be

4 Window Signs
a Permanent window signs require Landlord and City,of Grand Terrace
approval Maximum one per window not to exceed 25% of total
window area provided aggregate of window(s) sign(s) area is included
in the total allowable wall sign area (of 1 linear foot of frontage to 75
square feet of sign area) Permanent window signs shall be
constructed of permanent materials such as oil paint or decals and be
permanently affixed to the window

compliance with all applicable City of Grand Terrace Codes and with the

affixed to the side in a clearly visible location and receive final approval from
the City of Grand Terrace
3 Upon ceasing of business by the tenant, signs shall be removed within ten

SIGN CRITERIA i
These criteria have been established for the purpose or
assuring en outstanding Shopping Center, and for the' mutual
benefit of all tenants. Conformance will be strictly enforced in
Landlord' s sole discretion, and upon request by Landllord any
installed nonconforming or unapproved signs must be brought into
conformance at the expense of the Tenant
A. GENERAL REQUIREMENTS
1 Tenant shall submit or cause to be submitted to the
Project Architect, as designated by Landlord, for approval before
fabrication, at least three (3) copies of detailed drawings
indicating the location, size, layout, design and color, of the
proposed signs, including all lettering and/or graphics.

2 All permits for signs and their installation shall be
obtained by the Tenant or his representative
3 All signs and design and/or review fees of the
Project Architect shall be constructed, installed andipaid at
Tenant's expense
4 Tenant shall be responsible for the fulfillment of
all requirements of these criteria
B, GENERAL SPECIFICATIONS
1 No animated, flashing, or audible signs will be
permitted I
2 No exposed lamps or tubing will be permitted,
3 All signs shall be UL label, and their installation
shall comply with all local building and electrical codes 1
4 No exposed raceways, crossovers or conduit will be
permitted 1

5 All cabinets, conductors, transformers and other
equipment shall be concealed ,
6 Electrical service to all signs shall be on Tenant' s

1 Signs on the exterior of the Shopping Center
buildings shall be permitted only for those tenantsihaving
exterior public entrances and as located within the sign areas
designated by the Project Architect
2 Tenant will oe permitted to inetall one illuminated
or non- illuminated sign on the storefront The maximum
projection of the sign from the face of the storefront shall be

except as part of Tenant's trade name or insignia
3 Tenants shall have identifioation signs designed in a
manner compatible with and complementary to adjacent and facing
storefronts and the overall design concept of the Shopping
Center
4 Tenants are encouraged to have signs designed as an
integral part of the storefront design with letter size and
locatin appropriately scaled and proportioned to the overall
storefront design The design of all signs, including style and
placement of lettering, size, color , materials and method of
illumination, shall be subject to the approval of the Project
Architect,
5 Signs designed in the more traditional manner with
the lettering applied to a background surface that is part of the
storefront shall conform to the following requirements
A The sign area shall not exceed five percent of
the area of the storefront or 12 square feet, whichever is
larger, and shall be located at least 36 inches from each lease
line. Sign area will be measured by circumscribing a rectangle
around the main body of the sign
B. The overall length of the sign shall not exceed
two-thirds of the width of the storefront exposure between
neutral strips
C The maximum height for letters in the body of the
signs is 14 inches The maximum height for initial capitals is
18 inches
6 Signs may be composed of individual or script
lettering Signs with background panels shall be designed in a
manner compatible with the storefront Sign boxes and cans will
also be permitted These must be compatable with surrounding Tenants
and may consist of the previously installed boxes
7 All storefronts including plexiglass signs shall be
fabricated of material with a matte finish
8 Acrycap retainers used at the perimeter of sign
letter faces shall match in color and finish the face of the
sides of the sign
E CONTRUCTION REQUIREMENTS
1 All exterior signs, bolts, iasteners, and clips shall
be of enameling iron with porcelain enamel finish, stainless
steel, aluminum, brass or bronze No black iron materials of any
type will be permitted
2 Interior signs only may be fabricated of carbon
bearing steel with painted finish
3 All exterior letters or signs exposed to the weather

shall be mounted at leaet 3/4" from the building wall to permit
proper dirt and water drainage ,
4 All letters shall be fabricated using fully-welded
construction
5, Location of all openings for conduit and sleeves In
sign panels of building walls shall be indicated by ',the sign
contractor on drawings submitted to the Project Architect
6. All penetrations of the building structure for sign
installation shall be neatly sealed in a watertight condition
7 No labels will be permitted on the a>posed surface of
signs except those required by local ordinance which shall be
applied in an inconspicuous location
8 Sign contractor shall repair any damage to any work
caused by his work.

9 Tenant shall be fully responsible for the operations
of Tenant's sign contractors
F MISCELLANEOUS REQUIREMENTS
1 Tenant will be permitted to place upon each 'entrance
of its premises not more than 144 square inches of gold leaf or
decal application lettering not to exceed two inchesi (2") in
height, indicating hours of business , emergency tellephone
numbers, etc
2, If Tenant has a non-customer door for receiving
merchandise, it may have uniformly applied on said door in a
location as directed by the Project Architect, in two inch (2")
hight block letters, the Tenant's name and address Where more
than one tenant uses the same door, each name and address shall
be applied. Color of letters will be as selected by the' Project
Architect.

3 Tenant may install on the store front, if required by
the U S Post Office, the numbers only for the street address in
exact location stipulated by the Project Architect, Sie, type
and color of numbers shall be as stipulated by the Project
Architect,
NOTES The City of Grand Terrace is currently in the process of
chana:no its signage requirements pursuant to the Barton Road
Specific Plan and for Gland Terrace Shopping Center I have ,
attached for your-revio-w and discussions with the City of Grand
Terrace the proposed new ordinance which will supply the guidelines
for your signage requirements
Your plant for signage should include discussions with the Cir1
of Grand Terrace Planning Department and once your signage has been

RED RIBBON WEEK 1992

WHEREAS, drug abuse in California has reached epidemic stages and the ,
y„°, week of October 24 - November 1, 1992 has been designated as Red Ribbon
Week, and
,- WHEREAS, it is imperative that a united effort of community members
be launched to stem the tide of alcohol and drug abuse, and
WHEREAS, one of the sponsors of Red Ribbon Week, the office of Alcohol and Drug Programs, Department of Mental Health, is asking citizens to
take this opportunity to remonstrate their commitment to sober, drug-free life
styles and minimize the detrimental effects which drug abuse and alcohol-
related problems have on the individual, family and community, and

A regular meeting of the City Council of the City of Grand Terrace
was called to order in the Council Chambers, Grand Terrace Civic
Center, 22795 Barton Road, Grand Terrace, California, on September

Mayor Matteson, complimented the first edition of
the City's Community Newsletter and announced that
the Grand Terrace Branch Library will hold a Book
Sale on Saturday, September 26, 1992 and Sunday,
September 27, 1992 He questioned the status of
the purchase of the Southern California Edison
property for the park site
City Manager Schwab, indicated that the City
entered escrow approximately twelve; days prior to
the meeting and added that the City 'requested that
the holders of the guaranteed investment contract
allow the City access to the $410, 000 which is
necessary for the purchase of the iproperty. He
commented that escrow will close in approximately
one week, mentioning that the City then will
initiate the Design Services Contract for the
proposed park
Mayor Matteson, reported that he and Councilmember
Carlstrom attended the San Bernardino County
Sheriff's Search and Rescue Demonstration that was
held in Big Bear on September 12-13 He commented
further that local City Managers and Mayors met
with the Sheriff to discuss the possible resolution
of the Booking Fee dilemma, and he expressed
optimism regarding the outcome of the discussion
He remarked that he also attended a program hosted
by the Grand Terrace Seniors entitled "Alive 55, "
which is a driving course for seniors that allows
those who attend the class to qualify for a
discount on their auto insurance He indicated
that seniors who are interested in registering for
the driving class should contact Jo Ann Johnson at
the Senior Center. He also announced that cancer
screening tests will be available for citizens at
the Senior Center on Wednesday, October 21, 1992
and added that those who are interested in the
tests can call (800) 660-7731 for more information
He disclosed that October 10, 1992 will be Free

Inland Empire will change from 714 to 909 on
November 14, 1992
Councilmember Carlstrom, praised the Search and
Rescue Demonstrations and encouraged those with
invitations to attend the demonstrations in the
upcoming year. He remarked that he attended the
San Bernardino Valley Municipal Water District
meeting in Redlands on September 23 , 1992,
commenting that California is in its 6th
consecutive year of drought He revealed that the
State has allocated 12 , 000 acre feet of water to
the local district for the years 1992 and 1993 and
added that the Water District plans to store 3 , 000
acre feet of water in the Colton/Rialto/Linden
percolation ponds and 3 , 000 acre feet of water in
percolation basins in the Yucaipa area He defined
acre feet as the amount of water that will cover
one acre to a depth of one foot He emphasized the
value of water, commenting that the water table has
declined but remarking that the State is supplying
the water at no additional charge to the local
water district
Councilmember Hilkey, reiterated that the Library
will be holding a Book Sale and added that cassette
tapes of books will also be available at the sale
Mayor Matteson, encouraged the public to contact
the Library at 783-1047 for more information about
the Book Sale
Councilmember Hilke\, concurred with the Mayor's
positive response to the City's first Community
Newsletter He expressed the opinion that the City
needs an informative bulletin and revealed that the
City is working with Comcast Cable to develop a
community bulletin He inquired as to the status
of the new equipment that Comcast is to supply to
the City by October 1992
City Manager Schwab, replied that the equipment has
been ordered and asserted that the City selected
the most appropriate equipment for the community,
adding that he will provide Council with an update
of the matter in his monthly report
Mayor Matteson, questioned whether the broadcast of
the City Council meetings will be changed from
Channel 48 to Channel 3 .

City Manager Schwab, clarified than Comcast must
provide the cable subscribers with proper
notification before the channel change can be
implemented
Councilmember Hilkey, complimentedithe Planning
Department for producing the Resolution that allows
City business owners to advertise with banners and
balloons He added that City Staff simplified the
balloon advertisement permit process! but expressed
his belief that local retailers may reed to acquire
the permit more often than twice a year.
Indicating concern regarding the traffic hazard at
the intersection of Mt Vernon and ' Grand Terrace
Road, he requested that Staff develop a plan to
resolve the situation, declaring that traffic from
Terrace View Elementary School and the Senior
Center converge at that location He asserted that
the recently installed Botts Dots have not
alleviated the traffic danger inherent at that
intersection
Mayor Matteson, concurring with I Councilmember
Hilkey's assessment of the situation, indicated
that the City addressed the matter previously
without arriving at an equitable solution
City Engineer Kicak, commented that lie recently met
with Bob Wirtz, the Traffic Engineer for the City
of Colton, and discussed the situation He
indicated that the roadway needs to 'be widened but
revealed that the project will be excessively
expensive Furthermore, revealing a; discrepancy in
the traffic regulations of both cities, he remarked
that the uphill speed limit on Mt Vernon between
Washington Street and Grand TerraceiRoad is 40 mph
within the City of Colton but is !25 mph at the
boundary of the City of Grand Terrace He added
that the roadway in question is; part of the
Congestion Management Plan but revealed that the
City of Colton has indicated an unwillingness to
participate in the CMP He stated that the sight
distance for vehicles approaching the top of the
hill is meager and emphasized the danger of the
location

Councilmember Carlstrom, questionedhow to decrease
the speed of vehicles traveling on that portion of
Mt. Vernon

City Engineer Kicak, reiterated that the speed
limit is 25 mph on that section of the roadway.
Commenting that the City's General Plan indicates
that the street has an 88' right-of-way and is 64'
curb to curb within the City limits, he speculated
that the widening of the roadway may justify the
installation of a traffic signal at the site in
question He concluded, however, that the grade of
the slope on Mt. Vernon and the line-of-sight
distance in the area must be modified.
Councilmember Hilkey, inquired as to the City of
Colton's intentions regarding that area of Mt
Vernon
City Engineer Kicak, responded that the City of
Colton does not have any plans regarding traffic
improvements for that portion of Mt. Vernon He
indicated that Colton is currently examining a
slippage problem on the slope
Councilmember Christianson, questioned whether the
City should hire a consultant to resolve the
matter
City Engineer Kicak, remarked that certain warrants
that pertain to traffic signals should be met
before a traffic signal is installed at the site
under discussion He indicated that the City can
take a traffic count at the intersection to
determine the feasibility of installing a signal at
that venue, but he expressed doubt as to whether
that intersection will qualify for a legal traffic
signal
Councilmember Christianson, noted that the City
held its first sobriety checkpoint on August 27 ,
1992 and expressed satisfaction that no arrests
were made for driving under the influence although
nearly 900 cars passed through the checkpoint He
inquired as to whether the Sobriety Checkpoints
will occur on a monthly basis
City Manager Schwab, responded in the affirmative
and indicated that the next checkpoint is planned
for September 25, 1992 .
Councilmember Christianson, announced that the Tour
de Terrace is scheduled for October 4, 1992 , adding
that cyclists who are interested in participating

awarded a $13 , 000 grant from the California Office
of Traffic Safety, which the Cityl utilized to
purchase the sobriety checkpoint trailer

NEW BUSINESS Gary reported that Loma Linda ' s EOC officer stated
that the Countys EOC plan was not in compliance with the state
guidelines Jim will contact John Hudson at OES in Ontario
and find out
We have been invited to see Loma Linda ' s EOC Operations
Center. Mike Hatefield is the chairman

COUNCIL LIASON REPORT The City Council would like a workshop
to go over the EOC Plan, so they ':now what their responsibilities
are
COMMITTEE REPORTS : All equipment is operational
NEW BUSINESS: A motion was made to change the meeting night
to the third Tuesday of every month The motion carried. We
will submit a request to council for concurrence on this action

Gary stated that during the June quake Loma Linda sustained
