AMENDED RESOLUTION APPROVING RESTRUCTURING OF
COMMUNITY REDEVELOPMENT AGENCY INDEBTEDNESS
CRA-93-20 MOTION BY VICE-CHAIRMAN CHRISTIANSON, SECOND BY AGENCY
MEMBER CARLSTROM, CARRIED 5-0, to adopt the amended
Resolution of the Redevelopment Agency authorizing the
increase of the bond issue to limits of nine million
dollars ($9, 000, 000) and fourteen million dollars
($14, 000, 000) , respectively.
Chairman Matteson adjourned the CRA meeting at 6.20 p.m. to the
Joint Community Redevelopment Agency/City Council Closed Session to
discuss potential litigation regarding the Redevelopment Agency
Amended Settlement Agreement.
Chairman Matteson reconvened Community Redevelopment
Agency meeting at 7:48 P.M.
AMENDED SETTLEMENT AGREEMENT WITH THE COUNTY
OF SAN BERNARDINO
CC-93-21 MOTION BY AGENCY MEMBER HILKEY, SECOND BY AGENCY MEMBER
SINGLEY, CARRIED 5-0, to approve the amended Settlement
Agreement between the Grand Terrace Redevelopment Agency
and the County of San Bernardino.
Chairman Matteson adjourned the CRA meeting at 7:50 p.m. , until the

A Special meeting of the City Council of the City of Grand Terrace
was called to order in the Conference Room, Grand Terrace Civic
Center, 22795 Barton Road, Grand Terrace, California, on May 6,
1993 at 6: 00 p.m.

2B. Mayor Matteson recited a Proclamation declaring the
month of May, 1993 as "Water Awareness Month. "
2C. Gene McMeans, General Manager, Riverside Highland
Water Company, explained that the Water Company has
worked in cooperation with the Colton School
District in adopting Terrace View Elementary School
as part of the Adopt-a-school program. He remarked
that the Adopt-a-school program involves
enlightening youngsters as to the benefits of
education He added that Riverside Highland
sponsored a Water/Precious Resource Poster Contest
in conjunction with Water Awareness Month, adding
that 700 students made posters for the contests.
He commented further that the judging panel
consisted of members of the Chamber of Commerce and
the Water Company, remarking that the overall
winner of the contest would be awarded a $100
Savings Bond. He introduced Maryette Ferre,
Principal of Terrace View Elementary School, who
presented the winners of the Poster Contest.

PUBLIC COMMENT
Debra Mueller, 22608 La Paix, Grand Terrace; announced
that the Grand Terrace Days celebration begins on June 1
and culminates on June 5 with the Parade, Fair, and a
barbecue at JB's restaurant. She reported that from June
1 - June 4, business complexes in the City will host
mixers, remarking that flyers of the event schedules will
be circulated throughout the City. She commented that
the Parade will begin at 9 : 00 a.m on June 5, 1993 at the
corner of Barton Road and Vivienda, concluding at the
Fair site at Terrace Hills Junior High School. She
indicated that the Fair will be held from 10: 00 a.m. to
3 :00 p.m. and noted that the Grand Marshal of the Parade
will be Rex Edmundson from the Grand Terrace Barbershop.
She reminded those interested in participating in the
Parade to submit their entry forms promptly, revealing
that the entry deadline has been extended to Monday, May
24, 1993 . She commented that event T-shirts and buttons
are on sale at City Hall through the Citizen Patrol. She
remarked that more information could be obtained from
City Hall and invited the public to attend the
celebration.
Dick Rollins, 22700 De Berry, Grand Terrace; expressed
chagrin regarding the trash and debris at the Terrace
Hills Community Park baseball diamond. He reported that
the City's Recreation Supervisor corresponded with the
President of the Colton Little League regarding the
problem but to no avail. He added that he will monitor
the Thursday night men's softball league, which is
sponsored by the City, and the Little League games to
ascertain the quantity of debris left after each group
has used the field and asserted his belief that the
League should take responsibility for the clean-up of the
site.
Elsa Ingalls, 21900 Barton Road, Grand Terrace; applauded
the success of the Chamber's May 11, 1993 breakfast
meeting and expressed appreciation to the Councilmembers
who attended the event. She reported that the May 13th
Mixer was held at Gran4 Terrace Hardware, commenting that
approximately 35-50 people were in attendance. She
remarked that the Hardware store is currently going-out-
of-business but expressed hope that the business would
remain in the City. She indicated that flyers regarding
Grand Terrace Day events would be distributed to each
residence in the City by the Citizens Patrol. She stated
that the Chamber will hold a Mixer on Friday, June 4, at
the Terrace Village RV Park, adding that the Chamber is

requesting food establishments in Grand Terrace to donate
food for the Mixer. She invited the public to attend the
week's events and reported that the Chamber Ambassadors
will sponsor a White Elephant Sale on June 5. She added
that the Chamber is seeking donations of new or used
items for the Sale and will collect the items at the
Chamber Office or at 22545 Barton Road. She indicated
further that the Chamber will install new officers on
June 30, 1993 at the San Bernardino Radisson, adding that
the public is invited to attend. She stated that the
Chamber has not planned any events for July but commented
that the Golf Tournament is scheduled for August 27, 1993
at Norton Air Force Base, inviting any interested golfers
to participate.
Ed O'Neal, 22608 Minona Drive, Grand Terrace, revealed
that a City resident was recently cited for allowing his
dog to roam freely. He remarked that the cited party
sent a check in the amount of $25 in payment of the
ticket to the County Public Health Office, but the check
was returned. He commented that the party was then
advised of a court date, explaining that the cited party
was then assessed $135. He remarked that he contacted
San Bernardino County Animal Control to verify the bail
amount. He advised the public to keep their animals
confined, clarifying that the first offense is $135.
Michael Dean, 12524 Reed Avenue, Grand Terrace; speaking
in his capacity as President of the Colton/Terrace Little
League, defended the, commenting that the organization
does not drag the field since there is no water available
for that purpose. He added that League managers clean
the field and dump the trash after each night's play,
clarifying that managers who do not comply with the
cleanup are suspended. He stressed the League's current
and past efforts to cooperate with the City, citing that
the League supplied a lock for the ballfield lights and
delivered keys to the City. Commenting that the League
has done numerous repairs on the field, he reiterated
that the League keeps the field clean and invited Council
to inspect the field following the League games. He
recommended that anyone with comments regarding the
League or the condition of the field contact him. He
emphasized that the Colton/Terrace Little League provides
service to over 700 children and remarked that games are
held Monday - Saturday.
Mayor Matteson, directed City staff to investigate the
matter.

ORAL REPORTS
5B. Council Reports
Mayor Matteson, welcomed newly appointed Planning
Commissioner, Matthew Addington and announced that
the Grand Terrace Child Care Center is holding a
fund-raiser. He remarked that the Center is
selling tickets to Disneyland for any day during
the month of June 1993 , with the exception of
Saturdays, at a cost of $20, adding that tickets
can be obtained at the Center or at the City
Manager's Department.
Councilmember Carlstrom, reported that he attended
the monthly SANBAG meeting and indicated that he
learned SANBAG anticipates a 5. 4% deficit in their
budget, explaining that over a period of 20 years,
if the deficit trend continues, the budgetary loss
will total $40 million. He clarified that SANBAG's
budget cuts will affect Grand Terrace with regard
to the studies SANBAG has planned for the I-215
freeway widening project. He stressed that the
City needs to tenaciously assert its interest in
the I-215 project. He reported further that
deadlines for the Transportation Control Measures
(TCM) , the air quality measure encouraging a
reduction in vehicle trips through carpooling and
bicycle riding, are approaching. He remarked
further that the TCM also contains provisions for
the inclusion of bike parking in new developments.
Councilmember Hilkey, extended appreciation to
Grand Terrace Fire Station No. 23 for a class on
first-aid that was given to Mrs. Hilkey's Cub Scout
Pack. He recommended that any group interested in
learning about safety contact Grand Terrace's Fire
Station for a class or a Station tour. He
announced that the One Dollar Store recently opened
in the City, adding that the store stocks many
useful items at low prices. He praised the flyer --
published by Grand Terrace Hardware, remarking that
he has found items at that store at reasonable
prices that he could not obtain elsewhere. He
reported that the General Plan Task Force has been
assembled to study the General Plan of the City and
commented that anyone with concerns regarding the
General Plan and the future of the City can contact
any of the following Task Force members: Tamara
Avila, Colton School District; Lee Ann Garcia,

community representative; Jo Ann Johnson, Seniors;
Phyllis Sternberg, business community
representative; Mary Trainor, representing the
Chamber of Commerce; Doug Wilson, Planning
Commission; or Councilmember Herman Hilkey. He
explained that the G.T.I. Market situation and the
intersections of Westwood and Brentwood, Grand
Terrace Road and Mt. Vernon, and Honeyhills Drive
and Barton Road are before the Task Force,
encouraging citizens to contact the Task Force
representatives regarding concerns about other
matters in the community. He reported that the Sub
Depot in Grand Terrace donated food for the Task
Force session that was held at City Hall on
Saturday, May 8, 1993 . He commented that he
attended the latest Omnitrans meeting and expressed
his desire that the staff organize a survey of
Grand Terrace bus users. He explained that the
company assigned a new route in Fontana rather than
in Grand Terrace, adding that the company justified
the route assignment by declaring that there are no
bus riders in Grand Terrace. He revealed that the
company asserted that Riverside Transit, which
currently serves the City, is sufficient to meet
the needs of Grand Terrace He stated further that
the company requested information regarding the bus
riders in the community. He remarked that a
survey will appear in either the Chamber's or the
City's next newsletter.
Councilmember Carlstrom, stressed the importance of
the issue, citing that seniors in Grand Terrace
have no transportation to pharmacies but expressing
optimism for acquiring a route through Grand
Terrace and into the Cooley Ranch area.
Mayor Matteson, mentioned that drug stores will
pickup and deliver prescriptions, commenting that
seniors can call the stores.
Councilmember Hilkey, asserted that the bus route
through Grand Terrace (Route 2) was scheduled for
implementation in 1993 but remarked that it was
postponed and the Fontana route was instituted. He
expressed satisfaction that the cable company
character generator is in operation yet questioned
the status of the remaining equipment that the
Comcast company is to supply to the City.

City Manager Schwab, reported that Comcast has
ordered the equipment and will be available in
approximately two weeks. He indicated that the
company seems committed to comply with the City's
requirements.
Mayor Matteson, inquired regarding the audio
quality of the cable broadcast.
City Manager Schwab, responded that he has received
information that a minor hum still exists on the
broadcast but indicated that the sound quality has
improved to acceptable levels.
Councilmember Hilkey, questioned whether City staff
will be inputing advertisements and other
information on the character generator.
City Manager Schwab, replied that City staff
currently operates the character generator but
clarified that Comcast will continue to input paid
advertisements.
Councilmember Hilkey_, questioned whether the
character generator could be utilized to broadcast
information in an emergency.
City Manager Schwab, commented that the Agenda for
the City Council Meetings has been input on the
system, adding that the results of the Council's
vote on each item will be aired promptly. He
asserted that the generator will enable the City to
communicate with the residents in the event of an
emergency but stressed that paid advertisements
will remain under the jurisdiction of Comcast. He
explained that City staff will input information on
the system to notify the community of events or
issues.
Mayor Pro Tem Christianson, congratulated Matthew
Addington on his appointment to the Planning
Commission and extended appreciation to all the
applicants. He indicated that those applicants
will be considered for future openings on the
Planning Commission. Furthermore, he noted that
Mr. Addington was replaced as a member of the
General Plan Task Force upon his Commission
appointment by Mary Trainor, who will represent the
Chamber of Commerce and offered congratulations to
Ms. Trainor. He remarked that the surge of

Citizen Patrol Academy graduates and the
acquisition of the new patrol car has enabled the
Citizen Patrol to circulate throughout the City as
late as 9. 00 p.m. He thanked the Historical and
Cultural Activities Committee for sponsoring the
May 2, 1993 Fine Art Show. He congratulated the
Grand Terrace Soccer Club for their success,
commenting that the All-Star Team recently
participated in the Corinthian Spring Tournament in
Rialto, winning the championship. He requested an
update on the status of Pico Park.
Assistant City Manager Anstine, reported that the
City plans to solicit public bids during the week
of May 17, explaining that the City opposed the San
Bernardino County Health Department's mandate that
the City tile the concession stand but expressed
optimism that the matter will be resolved in time
to allow the bid process to proceed. He suggested
that Council establish a date to perform the
groundbreaking ceremony. He indicated that staff
intends to award the construction contract at the
June 10, 1993 City Council Meeting
Councilmember Singley, expressed concern regarding
the cancellation of the May 27, 1993 City Council
Meeting, citing the importance of budget
discussions before the budget hearing dates of June
7 and June 9. He invited the public to attend the
budget hearings. He reminded the public that Grand
Terrace Days will be held from June 1 - June 5. He
reported that a half-cent sales tax measure
(Measure U) will be placed on the ballot on June 8,
remarking that representatives from the Sheriff's
Department plan to attend City Council Meetings to
support the measure and expressing his belief that
the representative was to attend the May 27, 1993
City Council Meeting. He explained that Measure U
advocates for the continuation of the half-cent
sales tax surcharge, which is to be utilized to
provide funds for the criminal justice system and
community colleges within San Bernardino County.
He indicated that without the funding of Measure U,
the Sheriff's Department, Grand Terrace's law ,
enforcement, will lose 470 employees. He urged the
community to vote on the issue.
Mayor Matteson, clarified that of the two half-cent
sales taxes, one originates from the State and the
other from the County. He added that if Measure U

passes and the State levies the other half-cent
increase, the sales tax will rise to 8 1/4%. He
warned that Councilmembers cannot accept the offer
for a free ride on the Metrolink.
City Attorney Harper, remarked that the California
Constitution precludes any elected public official
from receiving any free or discount fares on any
transportation system in the State. He explained
that the acceptance of such an offer would
precipitate not only the forfeiture of the public
office but would potentially invite criminal
charges.

The present City of Grand Terrace Retention Schedule (Resolution No.
88-21) is not clear as to the length of time to retain many of the
City's financial records. In an effort to clearify confusion over what
records should be maintained and the length of retention; city staff
have identified California Government Code legal requirements and
reviewed other city's retention schedules to develop the attached
Records Retention Schedule (Attachment "A") . This schedule identifies
forty specific financial records, the legal codes pertaining to the
records (if any) , and the length of retention. Resolution No. 88-21
is also attached for reference.
Staff Recommends that Council:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, AMENDING
RESOLUTION NO 88-21 AUTHORIZING THE
DESTRUCTION OF CERTAIN CITY RECORDS AS
PROVIDED BY SECTION 34090 OF THE GOVERNMENT
CODE OF THE STATE OF CALIFORNIA
WHEREAS, the keeping of numerous records is not necessary after a certain period of _
time for the effective and efficient operation of the government of the City of Grand Terrace,
and
WHEREAS, Section 34090 of the Government Code of the State of California provides
a procedure whereby any city record which has served its purpose and is no longer required may
be destroyed, and the destruction of said records will not interfere with the services and
functions of the City,
NOW, THEREFORE, the City Council of the City of Grand Terrace does hereby
resolve, determine, and demand as follows
Section 1 Resolution No 88-21 is amended to include the attached Financial Records
Retention Schedule (Attachment "A").
Section 2 That the records of the City of Grand Terrace, as set forth in Attachment "A"
and incorporated herein by this reference, are hereby authorized to be destroyed as provided by
Section 34090 of the Government Code of the State of California and in accordance with the
provisions of said schedule upon the request of the department head and with the consent, in
writing, of the City Attorney without further action by the City Council of the City of Grand
Terrace
Section 3 The provisions of Section 2 above do not authorize the destruction of ,
(a) Records affecting the title to real property or bens thereon,
(b) Court records
(c) Records required to be kept by statute; _
(d) Records less than two (2) years old,
(e) The minutes, Ordinances or Resolutions of the City Council of the City of Grand
Terrace or of any City board, committee, or commission.
Section 4 Notwithstanding the provisions of Section 3 , the duplicates of records not
less than two (2) years old which are no longer required are hereby authorized to be destroyed
as set forth in the attached Exhibit "A"

RESOLUTION NO. 88-21
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF '
GRAND TERRACE, CALIFORNIA, AUTHORIZING THE
DESTRUCTION OF CERTAIN CITY RECORDS AS PROVIDED
BY SECTION 34090 OF THE GOVERNMENT CODE OF THE
STATE OF CALIFORNIA
WHEREAS, the keeping of numerous records is not necessary
after a certain period of time for the effective and efficient
operation of the Government of the City of Grand Terrace , and
WHEREAS, Section 34090 of the Government Code of the State of
California provides a procedure whereby any City record which has
served its purpose and is no longer required may be destroyed , and
the destruction of said records will not interfere with the
services and function of the City ,
NOW, THEREFORE, The City Council of the City of Grand Terrace
does hereby resolve , determine , and demand as folows
SECTION 1. That the records of the City of Grand Terrace , as
set forth in a schedule by groups on Exhibit "A" attached hereto
and incorporated herein by this reference , are hereby authorized to
be destroyed as provided by Section 34090 of the Government Code of
the State of California and in accordance with the provisions of
said schedule upon the request of the department head and with the
consent, in writing , of the City Attorney without further action by
the City Council of the City of Grand Terrace
SECTION 2. The provisions of Section 1 above do not
authorize the destruction of
( a ) Records affecting the title to real property or liens
thereon ,
( b ) Court records ,
( c ) Records required to be kept by statute ,
( d ) Records less than two ( 2 ) years old,
( e) The minutes , ordinances , or resolutions of the City
Council of the City of Grand Terrace or of any City
board , committee , or commission
SECTION 3. Notwithstand] ng the provisions of Section 2 , the
duplicates of records not less than two ( 2 ) years old which are no
longer required are hereby authorized to be destroyed as set forth
in the attached Exhibit "A"
SECTION 4. The destruction of any record as provided for
shall be by burning , shredding , or other effective methods of
destruction , and said destruction shall be witnessed by the City
Clerk or designated representative
SECTION 5. The term "records " as used herein shall include
documents , instruments , books , microfilm or papers The term
"records " shall not include audio or video tapes

SUBJECT: ABANDONED VEHICLE ABATEMENT PROGRAM
The City of Grand Terrace currently contracts with the County of
San Bernardino for Abandoned Vehicle Abatement. The County, in a
move to make refuse tipping fees more competitive with Riverside
County, reduced the tipping fee and eliminated the Abandoned
Vehicle Program and the Household Hazardous Waste Program which was
funded by a component of the tipping fee.
In order to continue the Abandoned Vehicle Abatement Program, the
cities are proposing to create a service authority for the
abatement of abandoned junk and inoperable vehicles. We will
designate SANBAG as the administering authority and, pursuant to
the California Vehicle Code, assess a $1 per year registration fee
for every vehicle registration within the County. It is estimated
that the City of Grand Terrace generates approximately $10,500 per
year. This funding can be utilized to continue our contract for
vehicle abatement.
The City of Grand Terrace is fortunate that the amount of abandoned
and inoperable vehicles is not excessive. However, the County
Program has been successful in eliminating abandoned vehicle
problems, both on public and private properties, when the condition
does exist.
STAFF RECOMMENDS THAT:
COUNCIL ADOPT THE ATTACHED RESOLUTION ESTABLISHING A SERVICE
AUTHORITY TO PROVIDE A $1 VEHICLE REGISTRATION FEE TO BE UTILIZED
FOR THE PURPOSE OF ABATING ABANDONED, JUNK AND INOPERATIVE VEHICLES
IN THE CITY OF GRAND TERRACE.

TERRACE, CALIFORNIA, ESTABLISHING A SERVICE AUTHORITY FOR
THE ABATEMENT OF ABANDONED, JUNK AND INOPERATIVE
VEHICLES, PROVIDING FOR A ONE DOLLAR ($1 00) VEHICLE
REGISTRATION FEE TO BE UTILIZED FOR THE PURPOSE OF ABATING
ABANDONED, JUNK AND INOPERATIVE VEHICLES IN THE
INCORPORATED AREA OF THE CITY OF GRAND TERRACE AND
DIRECTING THE MAYOR AND CITY COUNCIL TO ENDORSE THE
CREATION OF A SERVICE AUTHORITY BY THE SAN BERNARDINO
COUNTY BOARD OF SUPERVISORS
WHEREAS, in the City of Grand Terrace the problem of abandoned, junk and
inoperative vehicles is a hazard and public nuisance and has been recognized by the
adoption of procedures for their abatement, and
WHEREAS, by enacting Vehicle Code Section 22710, the State of California
has similarly recognized the problem by adopting procedures for the inclusion of an
annual one dollar ($1 00) fee on registered vehicles, to be returned to the counties
and cities, for abandoned vehicle abatement, and
WHEREAS, any money so received shall be used only for abatement, removal t--)
and disposal as public nuisances of abandoned, wrecked, dismantled or inoperative
vehicles or parts thereof from private or public property, and
,
WHEREAS, the regulations and guidelines established by the State require that
a county-wide Abandoned Vehicle Service Authority ("Service Authority" herein) be
established pursuant to Section 22710 of the California Vehicle Code, and
WHEREAS, because of the delay in receipt of State guidelines for establishing
an Abandoned Vehicle Service Authority, timeless is of the essence in fulfilling the
requirements of Vehicle Code Section 22710 and the regulations promulgated thereto,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE
DOES HEREBY RESOLVE, DECLARE, AND ORDER AS FOLLOWS ,
Section 1 The City of Grand Terrace, State of California, approves
establishment of the Grand Terrace Abandoned Vehicle Service Authority
Section 2 That the Mayor of the City of Grand Terrace is authorized and
directed to enter into all necessary contracts or agreements with the San Bernardino
County Service Authority on behalf of the City Council, subject to City Attorney
review and approval
Section 3 That the staff of the Grand Terrace Service Authority be staff
from existing City personnel positions
Section 4 That any money so received shall be used only for abatement,
removal, and disposal as public nuisance of abandoned, wrecked, dismantled, or
inoperative vehicles or parts thereof from private or public property
Section 5 That an annual vehicle registration fee of one ($1 00) be imposed

The Grand Terrace Crime Prevention Committee met at it's regular rorxthly
meeting in the Conference Room of the Civic Center at 1800 hours.
MEMBERS PRESENT : Jo Ann Johnson, Chairperson, Harold Lord, Treasurer,
Howard Panek, Phil Spisak, Bea Gigandet, Mike Fasenmyer,
Gus Schmidt, Richard Peters and Dick Rollins, Secretary.
MEMBERS ABSENT . None

ITEM 41 - The Minutes of the meeting of March 8, 1993 were read
and approved as written unanimously.
ITEM #2 - The Committee reviewed the monthly report made by the
Community Services officer and the Crime Prevention Officer,
Sharon Korgan discussing all points.
The report included all the planning for the various act-
iveties for preparation for Grand Terrace Days Week.
The report included the updating of named participants,
organizations and the assignments of various personnel
and Committee members to the tasks to be performed.
Included was the report from Debra Meuller on the progress
of Parade Participants and the role in which the Grand
Terrace Area Chamber of Commerce will will take.
Sharon Korean also related the progress of the Citizen
Patrol the acquiring of the new Patrol Car and the proposed
action by the City Council in having the Patrol perform a
part time service of Crossing Guards at Elementary. School
sites.
T"EM Phil S isak made the motion to --identify certain accounts
that fall under Crime Prevention and for annual costs for
Special Pro 7ects in order to consolidate funding for the
upcoming 1993/1994 Budge' Hearings by the Council. After some
discussion Harold Lord made the second with the motion being
carried unanimously.

There being no further business to discuss the meeting was
adjourned at 1920 hours.

Minutes of the May 3rd, 1993 Meeting S
CITY CLERK'S DEPT.
The meeting was called to order by Chairman Vi Gratson at 7 PM.
Those present were Vi, Ann Petta, Hannah Laister, Pauline Grant,
Colleen Edmundson, Randy Anstine, and Irene Mason.
The Secretary' s minutes for April 5th were read and approved on
motion by Ann, seconded by Irene. Treasurer' s report showed a
balance of $825.00.
Old Business:
Art Show: 23 artists participated, 12 new people, there were 70
art pieces. Edith Zaborsky sold one of her paintings. Ann
suggested a permanent banner being made for crossing Barton Road.
Randy will look into this for us. He suggested that it might be
put on the front of City Hall. He will ask the City Council how
they feel . Vi thanked Randy for his people' s help, especially
Rick and Karen. It was a very successful Art Show. Next year
will be the 10th year so all members were asked to think of
something special to celebrate.
New Business:
Country Fair: Entry forms will be ready for mailing with the
sewer billings. Bring ideas to the next meeting. Randy will
get two bus stop posters. These proved successful for the Art
show.
Publicity: Irene will take over the job of publicity again.
A letter of resignation has been received from Marie Schmidt.
She and her husband are moving to South Dakota. There is now an
opening on the Committee. Marie will be missed by all, as well
as husband Gus who was a big help to us also.
The next meeting will be June 7th. The meeting was adjourned
at 7:35 PM.

FEBRUARY 16, 1993
The meeting was called to order by Chairman Gary Eldridge at
7:05 pm on February 16, 1993.
ATTENDANCE: Members present were Gary Eldridge, Vic
Phennighausen, Eileen Hodder, and Jim Hodder, and Staff Liaison
Randy Anstine.
LIAISON REPORT:
1 . Fiscal problems and subsequent budget cuts at the
State level will have an as yet undefined impact on local funding
in the next fiscal year. The committee should plan accordingly.
2. Randy recently attended a seminar at Cal State San
Bernardino. An L.A.F.D. Division Chief related useful and
interesting lessons learned from the April civil unrest. He
related that the San Bernardino County Mobile Communications
Center became a valuable asset due to its ability to provide
z for common frequency communications across multiple agency lines.
` The Chief also related problems with the lack of common
terminology among the agencies.
3 . A meeting was held with the manager of Comcast and
staff learned that 10 to 15 minutes each week will be allotted
for public service related telecasts, with Comcast providing
videotaping services. The committee agreed that this would
be a valuable asset for disseminating disaster preparedness
information to the community.
4. A PC AT is available, but it is in need of repair.
The nature of the_failure will be determined and arrangements
made for making it available.
5. Routing of the additional phone jacks will be done
soon.

EQUIPMENT/FACILITY STATUS:
1 . Vic reported that the starter battery for the generator
had developed a bad cell and failed. It has since been replaced
and the system is functioning normally.
2. All communications equipment is functioning normally.

3 . A new commode has arrived and will be installed.
OLD BUSINESS:
1 . Jim provided Randy with a list of the materials that
are used in the "desk in a box" for the key operating positions.
2. Lenore Will, who works for the U.S. Forest Service,
has expressed interest in conducting a disaster preparedness
presentation during Earthquake Preparedness month (April) .
This is done at no cost and will include audio/visual aids.
Plans are to arrange for two evenings, April 20-21 , based on
availability of the chambers. Randy will check the schedule.
The times will be from 7:30 to 9 : 00 pm. Gary will also contact
Sharon Korgan and find out if she will also participate, based
on her involvement in the Sheriff' s disaster preparedness
program. Comcast will be contacted for broadcasting, and the
sewer bill and newsletter will be used for publicity.
