On June 7, 1993, the City Council considered the 1993-94 fiscal
year budget for the City's Community Redevelopment Agency, and
adopted, by department, a fiscal year budget with estimated
revenues of $1,149,000 and expenses of $1, 728,414.
STAFF RECOMMENDS THAT:
COUNCIL ADOPT THE ATTACHED BUDGET RESOLUTION FOR THE 1993-94 FISCAL
YEAR BUDGET FOR THE CITY'S COMMUNITY REDEVELOPMENT AGENCY.

A RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF GRAND TERRACE,
CALIFORNIA, ADOPTING A BUDGET OF ESTIMATED
REVENUES AND EXPENDITURES FOR FISCAL YEAR 1993-
94
WHEREAS, the Community Redevelopment Agency of the City of Grand
Terrace is required to adopt a budget for the subsequent fiscal year for estimated
revenues and expenditures, and
WHEREAS, the members of said Community Redevelopment Agency and staff
members have thoroughly reviewed and analyzed the proposed budget in order to
determine the needs of the City of Grand Terrace,
NOW, THEREFORE, the Community Redevelopment Agency of the City of
Grand Terrace DOES HEREBY RESOLVE, that a budget for Fiscal Year 1993-94, a
copy of which is on file in the City Clerk's office, is hereby adopted with total
estimated revenues of $ 1,149,000 and total estimated expenditures of $ 1,728,414

A special meeting of the City Council of the City of Grand Terrace
was called to order in the Council Chambers, Grand Terrace Civic
Center, 22795 Barton Road, Grand Terrace, California, on May 26,

The meeting was opened with invocation by Pastor Salim Elias, Azure
Hills, Seventh-Day Adventist Church, followed by the Pledge of
Allegiance led by Mayor Pro Tem Christianson.

2B. Introduction of General Plan Task Force Members
City Manager Schwab indicated that several members
of the Task Force were unable to attend the meeting
and announced that the introductions would occur at
the June 10, 1993 regular City Council meeting.
SPECIAL PRESENTATIONS
2A. Mayor Matteson announced that Mr. J.R. Ford and
family of 22640 Eton Drive are the recipients of
the April 1993 Recycling Family of the Month Award
and of local merchant gift certificates from True
Value Hardware, Domino's Pizza, and Dimitri's
restaurant.

2C. Paul Benson, Operations Division Chief, Fire Warden
Department, discussed the impact of the proposed
State budget on fire protection in San Bernardino
County and specifically, in the City of Grand
Terrace. He commented that fire protection
district CSA 38, which serves the Grand Terrace
Area, has an annual operating budget of $9 million
but revealed that the State plans to reduce CSA 38
funds by $5 million. He reported that the
department is currently researching avenues to
offset the budgetary loss to the department while
maintaining adequate fire protection for the
citizens of Grand Terrace and the County. He cited
the possible implementation of a cost collection
program, which will involve revenue collection from
negligence or violations of vehicle codes that
occur on the State's highways that involve a
response by the fire department, in addition to the
introduction of a fire service benefit assessment. '
He commented that the assessment will allow the
department to regenerate $2.8 - $3 million of the
anticipated $5 million budgetary loss and remarked
that the cost collection program will enhance the
revenue generated by the assessment, enabling the
fire department to restore some personnel and
services. He announced that the assessment
proposal will go before the Board of Supervisors on
June 8, 1993
Mayor Matteson, questioned the potential amount of
the assessment.
Paul Benson, Operations Division Chief, Fire Warden
Department, remarked that the department would
report back to Council prior to June 8, 1993 '
regarding the amount of the assessment to be levied
against each parcel in the district.
Mayor Pro Tem Christianson, inquired whether the
Board of Supervisors could impose the assessment or
whether the assessment would be decided by
election.
Paul Benson, Operations Division Chief, Fire Warden
Department, explained that the matter will be heard
by the Board of Supervisors on June 8, commenting
that following the public hearing of the 8th, there
will be a 45-day protest period. He remarked that
July 27, 1993 will be the final date for action on
the item, indicating that if more than five percent

of the voters protest the assessment, the Board can
reject the issue or send the matter to a general
election. Otherwise, he added, the Board can act
on the issue. Explaining that the department
incurred a reduction in their General Fund budget
in 1992, he asserted that the assessment is a
necessity.
Councilmember Sinaley, stressed the importance of
fire services, citing the upcoming, potentially
severe fire season. He encouraged the public to
contact their elected officials to protest the
budget, urging the public to endorse the assessment
in order to maintain fire protection services in
the County.

establishes a service authority for the abatement of
abandoned, junk, and inoperative vehicles, provides for
a one dollar ($1. 00) vehicle registration fee to be

inoperative vehicles in the incorporated area of the City
of Grand Terrace, and directs the Mayor and City Council
to endorse the creation of a service authority by the San
Bernardino County Board of Supervisors.
PUBLIC COMMENT
Debra Mueller, 22608 La Paix, Grand Terrace; announced
that the Grand Terrace Days celebration begins on June 1
and culminates on June 5 with the Parade, Fair, and a
barbecue at JB's restaurant. She commented that the
Parade will begin at 9: 00 a.m on June 5, 1993 at the
corner of Barton Road and Vivienda. She remarked that
the parade will travel east on Barton, turn south on Mt.
Vernon, and conclude at the Fair site at Terrace Hills
Junior High School on De Berry. She recommended Barton
Road near Mt. Vernon as the best location for the viewing
of the parade. She announced that there are 61 entries
in the parade, featuring two marching bands, two
equestrian groups, dignitaries, drill teams, majorettes,
marching groups, clubs and organizations, and special
guest, Mickey Mouse. She added that Mickey Mouse will
walk the parade route with 150 children and adults from
the Grand Terrace Child Care Center, explaining that
Mickey Mouse's entry in the parade serves to promote a
fund-raising sale by the Child Care Center of discount
Disneyland tickets ($20) for the month of June 1993 .
Inviting the public to the Grand Terrace Days
celebration, she announced that Barney the Dinosaur will
appear at the Fair, remarking that the Fair will be held
from 10: 00 a.m. to 3 : 00 p.m. She commented that Fair
events will include line dancing demonstrations with
audience participation at 11:45 a.m. , a karaoke sing
along, square dancers at 1: 00 p m. , hot air balloon rides
(weather permitting) , a petting farm, crafts, games and
pony rides, disaster preparedness products and locks and
alarms for sale, the appearance of McGruff, Smokey, and
the Sheriff's Department, fire fighting displays, the
Library's used book sale, and the Chamber of Commerce's
White Elephant Sale.
Dick Rollins, 22700 De Berry Street, Grand Terrace;
expressed dissatisfaction with the construction of a
36, 000 square foot, $1. 25 million structure in
Victorville to house the California State Department of
Social Services.
Mayor Matteson, related that he and the City Manager
attended a meeting with Mayors, City Managers,

Assemblymen, and Senators regarding the increase in the
welfare rolls. He indicated that the swelling of the
welfare roll is depleting funding for other State
programs and services.

(b) Report on Graffiti Control
Dick Rollins, 22700 De Berry Street,
Grand Terrace; as a member of the Crime
Prevention Committee, reported that
graffiti has not yet become a serious
problem in the City and related that
City staff has been able to remove
graffiti as it has appeared. He
indicated that many cities with
populations from 100, 000 to 200, 000 have
found it more cost-effective to contract
with graffiti removal companies to combat
the graffiti problem. He revealed
further that the City plans to purchase
seal coat, which will be demonstrated by
a graffiti removal company. He commented
that the Chamber will paint block walls
in the City on June 9, 1993, adding that
the graffiti removal company will come to
the City on that date and will spray a
portion of those* walls with a graffiti
guard - a clear, wax sealer - free of
charge. He added that those coated walls
can be easily washed with a high pressure
washer and remarked that the sealer can
be purchased for $29.50 per gallon,
explaining that each gallon will cover
150 - 250 square feet. He reported that
the Citizens Patrol units report graffiti
and a file is maintained regarding the
amount of graffiti in the City. He
remarked that the graffiti removal

company eradicates graffiti in 48 hours
at a cost of $22 .50 per call. He
indicated that the company has the
technology to match the paint color with
the color of the wall. He stated that ,
the combined efforts of the Chamber,
Citizens Patrol, and the Crime Prevention
Committee, will help keep Grand Terrace
free of graffiti.

5B. Council Reports
Mayor Matteson, announced that the Grand Terrace
Child Care Center is selling tickets for Disneyland
and added that the tickets can be used throughout
the month of June, with the exception of Saturdays.
He commented that tickets are available for
purchase for $20 from the Child Care Center or from
the City Manager's office at City Hall.
Mayor Pro Tem Christianson, reported that the Grand
Terrace Soccer Club inquired whether the field at
Pico Park would be available for use in August ,
during the construction of the park.
City Manager Schwab, stated that he would
investigate the proposed park construction schedule
but commented that the existing fields will not be
ready for use by August, adding that the City
intends to hydroseed those fields.
Councilmember Hi.lkey, reported that the Friends of
the Library will sell new and used books at the

Grand Terrace Days Fair on Saturday, June 5, 1993
from 10: 00 a.m. to 3 : 00 p.m. He commented that
childrens' and adults' fiction and non-fiction
books will be available at the book sale, remarking
further that classical and collectable records and
motivational tapes will also be available for
purchase. He indicated that he has been working
with the Chamber to develop a program to encourage
businesses to remain in the City, adding that the
program is sponsored by Southern California Edison.
He remarked that the program will provide
struggling businesses with a phone number that will
connect them to a committee, consisting of Council,
Chamber, and local business representatives, which
is designed to assist local businesses remain
solvent. He reported that the program has been
successfully implemented in the Corona/Norco area.
He recommended that the business assistance
committee consist of John Eliot, Chamber of
Commerce, Jim Burns and Bruce Cash, business owners
in Grand Terrace, the City Manager, and a
Councilmember, volunteering his services as the
Council representative. He indicated his intention
to return the matter to Council at the June 10,
1993 City Council meeting for review and approval.
He asserted that the plywood on the G.T. I. Market
does not meet safety standards and stressed his
belief that the structure is an eyesore and a
health hazard, explaining that the plywood does not
prohibit access to the building. He requested that
City staff investigate the type of material that
the building owner must use to cover the glass
doors.
CLOSED SESSION
Mayor Matteson announced that Council went into Closed
Session to discuss potential litigation. No decisions
were made.

On June 7, 1993, the City Council considered the 1993-94 fiscal
year budget for the City's Community Redevelopment Agency, and
adopted a fiscal year budget with estimated revenues of $4,518, 700
and expenses of $4, 644,337.
The current budget proposes to expend approximately one hundred
twenty-five thousand, six hundred thirty-seven dollars more than
its current estimated revenue. The budget will be balanced with
prior-year budget savings (unappropriated fund balance) . This will
provide for operations of the City with a reduction of fund
balance, but without utilization of the City's reserve funds.
STAFF RECOMMENDS THAT:
COUNCIL ADOPT THE ATTACHED BUDGET RESOLUTION FOR THE 1993-94 FISCAL

Article XIII-B of the California Constitution was adopted as
Proposition 4 in the November 1979 General Election. Proposition
4 established an appropriations limit from proceeds of taxes for
each governmental entity with the State of California. This
appropriations limit is unique to each governmental entity and has
to be determined annually.
Proposition 4 specified that the appropriations limit could
increase annually by a factor comprised of the (A) change in
population of the City and (B) the change in the U.S. Consumer
Price Index or California per capita income, whichever is less.
Proposition 111, passed in June 1990, made several changes to the
method to be used in calculating the limit. These changes allow
that (A) may be the change in population of the City or the change
in population of the County. Proposition 111 also changed (B) to
be a choice of the change in California per capita income or the
change in the local assessment roll due to the addition of local
nonresidential new construction. The later percentage will have to
be provided by the County and will not be available for several
months. However, staff does not feel this change will effect Grand
Terrace's calculations. The appropriations limit can always be
adjusted at a later date. Council must make their selection
annually on each option by recorded vote.
At present a cushion of $2,275,945 exists before the limit would
impact the City.
Accompanying this Staff Report is the Appropriations Limit
Resolution calculations for the City of Grand Terrace with
supporting documentation.

SUBJECT CONTRACT SUMMER YOUTH EMPLOYMENT TRAINING PROGRAM
BACKGROUND-
At the general meeting of the Private Industry Council on April 15, 1993, the City of
Grand Terrace received PIC approval for Title IIB funding, contingent upon passage of
federal legislation for additional Title IIB funds. The County Jobs and Employment
Services Department anticipates that, in the next few days, additional funds will be
forthcoming In preparation for the implementation of the City Summer Youth
Program, the SDA would like participating cities to initiate execution of program
contracts As Council is aware, this is an annual program that the City Community
Services Department oversees each summer. This year, our program grant allocation
is budgeted at $104,965.
At this time, staff is requesting Council to authorize the Mayor to sign the program
agreement, and appoint the City Manager and Assistant City Manager as authorized
to staff to sign contract documents.

On May 18, 1993 , the Colton City Council passed a resolution (see
attached) increasing sewer rates effective July 1, 1993 . This increase
was necessary to help fund construction of a third stage tertiary
treatment plant mandated by the Santa Ana Water Project Authority.
City staff has reviewed the increases and recommend the Grand Terrace
rates be increased as follows:

Senior Citizens $ 8.50/mo. $ 10.00/mo.
To qualify for the senior citizen sewer rate the user must be 65 years
or older, reside in the residence alone or with only one other person,
be able to show average daily wastewater flows of 150 gallons or less
per day, and submit an application to the City Finance Department. The
senior citizens rate will become effective the following billing period
after receipt of the application. However, if Colton obtains a State
loan, then no senior citizens rate will be offered (rate will increase
to $12.00 per month) .
The City's Finance Department will continue to send out sewer billings
bi-monthly and existing sewer connection fees will not change.
Staff Recommends that Council:

Section 1 Chapter 4 72 010 of the Grand Terrace Municipal Code is hereby amended
to read as follows
4 72 010 Charges designated Sewer user charges are as follows
A Residential users shall be charged the rate of twelve dollars per month Each single
family dwelling, each dwelling unit in a multiple residential complex, including duplexes,
apartments, condominiums, etc , and each dwelling umt in a mobile home park shall be charged
at a rate of twelve dollars per month
B Commercial and/or industrial uses shall be charged the rate of$0 585 per one hundred
cubic feet of water per month or any portion thereof, however, the nummum monthly charge
for such users shall be twelve dollars per month
C Each church user shall be charged the rate of twelve dollars per month, however, each
church owned property shall be charged at the appropriate use rate as provided m this chapter
D Individual schools shall be charged a rate of twelve dollars per month for each one
hundred average daily attendance or portion thereof These amounts shall be computed on the
basis of the previous twelve months
E The senior citizens sewer rate is applicable to homes, mobile homes, condominiums
and apartments In order to qualify for this sewer service charge, the user must
1 be 65 years or older,
2 live alone or with only one other person,
3 be able to show average daily residential wastewater flows of
approximately 150 gallons per day The City will verify average daily
residential wastewater flow by reviewing water use during winter months,
4 submit an application to the City Finance Department.

5 if the City of Colton obtains a State loan, then no senior citizen's rate may
be offered The senior citizen's sewer rate will then be increased to

Section 2 Severability - If any provision or clause of this Ordinance or the application
thereof to any person or circumstance is held to be unconstitutional or to be otherwise invalid
by any court of competent jurisdiction, such invalidity shall not affect other Ordinance provisions
or clauses or applications thereof which can be implemented without the invalid provisions or
clause or application, and of this end the provisions and clauses of the Ordinance are declared
to be severable
Section 3 Effective Date - This Ordinance shall be effective immediately as the
preservation of the public peace, health and safety is concerned in providing tertiary sewer
treatment and is passed by a 4/5 vote
Section 4 Posting - The City Clerk shall cause this Ordinance to be posted in three (3)
public places within fifteen (15) days of its adoption, as designated for such purposes by the City
Council.

"-.' Enclosed is a copy of Resolution No R-34-93 adopting by the Colton City Council
setting the sewer rates for FY93-94 The sewer rates will go into effect on July 1, 1993
The City of Colton's agreement with the City of Grand Terrace is for 90% of the sewer
rates and the entire sewer connection fee are to be paid to the City of Colton This
agreement is still in effect, and as agreed, the City of Colton is to be paid once a month

CITY OF COLTON AMENDING SECTION 13 . 08.284
5 OF THE COLTON MUNICIPAL CODE
FOR WASTEWATER RATES

7 The City Council of the City of Colton resolve: -
8 SECTION 1: Section 13 . 08.284 of the Colton Municipal
9 Code is amended to read as follows;
10 Section 13 . 08 284 Charges - The Wastewater Rates shall
11 be as follows:
12 Commercial/Industrial
$0.59/ccf*
13 *The minimum monthlycharge shall be equal 9 to that
14 for one residential dwelling unit.
15 Residential
$12.50/mo.
16 Schools and Churches
17 $12.50/mo.
18 A. Each church shall pay a monthly charge equal to
the monthly charge for one residential dwelling
19 unit.
20 B. Each school shall pay a monthly charge based on
attendance for the past twelve months. The
21 monthly charge shall be equal to the monthly
charge per residential dwelling unit for each
22 one hundred (100) average daily attendance, or
part thereof.
23 Senior Citizens
24 $10.30/mo.
25 The senior citizens sewer rate is applicable to homes,
mobile homes, condominiums and apartments. In order
26 to qualify for this sewer service charge, the user
must:
27 A. be 65 years or older;

B. live alone or with only one other person;

C. be able to show average daily residential
3 wastewater flows of approximately 150
gallons per day. The City will verify
4 average daily residential wastewater flow
5 by reviewing water use during winter months;
6 D. submit an application to the City Finance
Department. Applications will be accepted
7 during April of each year.
8 E. if the City obtains a State loan, than no
senior citizen's rate may be offered. The
9 senior citizen's sewer rate will than be
increased to $12.50/mo.
10 Said rates are to commence upon the effective date
11 of this Resolution.

SUBJECT: CREATION OF A COMMITTEE FOR BUSINESS RETENTION
(EARS) FOR THE CITY OF GRAND TERRACE
Council Member Herman Hilkey has asked that the above item be
placed on the agenda to create and appoint a committee to retain
business retention and economic improvement for the City of Grand
Terrace under the plan of "EARS. " "EARS" stands for Early Alert
Retention Support within the business community. This program has
been successfully used in other Southern California communities to
retain businesses during the current recession.
It is suggested that the committee be formed as follows:
1 . Appoint Thomas Schwab to represent City Staff
2. Appoint a Council Member to represent City Council
3 . Appoint Jim Burns, Southern California Edison Co., and
Bruce Cash, Hood Communications, to represent businesses
4. The Chamber of Commerce Executive Committee to appoint a
representative from the Chamber of Commerce
This committee is to be comprised of volunteers who agree to
implement the program called "EARS. " The structure and
participation of this committee may change as needs arise to
accomplish the goal of business retention in the City of Grand
Terrace.
