Mayor Matteson announced that Mrs. Barbara Vahovick

Food Connection, Domino's Pizza, and Flowers By
Yvonne.

Community Services Officer Korgan thanked the
Chamber of Commerce, the Sheriff's Department, and
the City for their assistance with the Grand

PUBLIC COMMENT
Bruce Cash, Vice President - Elect, Grand Terrace Chamber
of Commerce; reported that the Chamber of Commerce raised 1
$2,042 during the Grand Terrace Days event, remarking
that many businesses in the City participated in the
celebration by providing products and services for parade
entrants. He commented further that June 19, 1993 was
the Grand Terrace Days "Brush Off" graffiti painting
party, adding that many members of the City assisted in
painting over graffiti located between the Fire Station
and Pico Street on Mt. Vernon. He related that 105
gallons of paint were used, adding that the Chamber
intends to continue the program. He commented that the

Chamber has established a fund for the purchase of paint
to cover the remaining walls in the City, indicating that
17 businesses have donated a minimum of $50 toward the
fund He requested additional financial support,
specifying that checks be sent to the Chamber of Commerce
and adding that the minimum donation amount is $10 00
He announced that the new Chamber Board of Directors will
be installed on June 30, 1993 , remarking that the City's
first Council and City Manager, Seth Armstead, will be
honored He announced that the next Chamber Mixer will
be held on July 14 , 1993 at the Highland Apartments from
5 00 to 7 00 p.m He invited the public to participate
in the August 27, 1993 Golf Tournament that will be held
at the Palm Meadows Golf Course. He revealed that the
cost will be $65 00, including lunch and green fees, and
remarked that prizes will also be awarded at the
Tournament. He commented that the reservation fee is
non-refundable and suggested that interested parties
contact the Chamber office for further details about the
Tournament

Mayor Pro Tem Christianson, announced that San
Bernardino County is sponsoring a graffiti removal
program on Saturday, June 26, 1993
Assistant City Manager Anstine, remarked that a
number of cities from the County are participating
in the graffiti removal program, adding that
volunteers will meet at Grand Terrace City Hall at
7 . 00 a.m. to abate graffiti throughout the City
He remarked that the volunteers will remove any
graffiti remaining following the Chamber's graffiti
removal program.
Councilmember Carlstrom, commented that the State
is in the process of balancing the Budget and
expressed concern that the State will raid the
City's funds further, urging the City to protect
the City's revenue.

BACKGROUND:
On June 17, 1993, the City Clerk opened, and read aloud the bids for the annual
infrastructure maintenance contract. A total of three bids were received from various
general contractors.
• Ayala Construction
• Pro Paving Construction
• Hood Construction
ANALYSIS
The City Engineer and the Assistant City Manager reviewed the bid results. A copy
of the bid results are attached to this staff report. Ayala & Sons responded with the
lowest bid for seal coating in an average amount of .30 cents per square foot. Pro
Paving responded with the lowest bid for asphalt repairs with an average price of
$2.93 per square foot. Hood Construction responded with the lowest bid for
miscellaneous concrete work, in the amount of $12.50 per lineal foot. The City
Manager requested staff to perform an analysis of project costs for the last fiscal year,
concerning infrastructure maintenance. The audit revealed that the City expended
funds in the following categories:

Staff researched the idea of dividing the contract up, but felt that this would not be
in the best interest of the City. Additionally, some of the contractors did not want a
"piece" of the contract, they wished to have the entire contract awarded to them.
Based upon the analysis, staff has determined that the contract should be awarded
to Pro Paving, since the majority of the work performed is asphaltic paving, and they
responded with the lowest bid. Pro Paving is presently the contract holder, and staff
has been satisfied with their work performance.

SUBJECT: DENIAL OF REFUSE EXEMPTION
Staff has received a request from Edward O'Neal, 22608 Minona
Drive, to be excluded from once-a-week mandatory refuse collection
Mr O'Neal states on his form that he would like to be exempt as he
has virtually no refuse or recycling to be collected. He recycles,
and utilizes dump day to dispose of his refuse. However, these are
not reasons to be exempted, as outlined on the refuse form.
Current state law requires that all residences must have refuse
removed one time per week.
The applicant indicates he accumulates his refuse to dispose in a
40 lb. dog food bag each six months on dump day. The described
method does not meet the current state mandate. Staff does not
recommend granting exemptions unless the resident has a hardship,
such as living on a fixed income, or for non-ambulatory residents
that have caretakers, or other extreme situations that might cause
an undo hardship to the resident.
STAFF RECOMMENDS THAT:
COUNCIL DENY THE REQUEST FROM MR. O'NEAL FOR AN EXEMPTION FROM
MANDATORY REFUSE COLLECTION.

APPLICATION FOR REFUSE COLLECTION EXEMPTION
The State of California has recently enacted mandatory legislation that will require all cities to reduce the
volume of refuse being buried in our landfills The City is required to reduce our landfill volume 25 percent
by 1995 and 50 percent by the year 2000 In order to meet the mandated waste reduction, cities will be
required to gain control of the waste stream produced within its jurisdiction Cities that do not have
mandatory collection are considering ordinances The City Council in an effort to comply with the state
mandate adopted Ordinance No 127 which makes mandatory collection for residential properties with the
exception of the following circumstances
1 Exemptions are automatic for parcels over 20,000 square feet
2 If, as of November 1, 1990,you are being served by another licensed refuse
hauler and proof can be shown.
3 A special exemption can be granted for special circumstances to be
determined on an individual basis by the City Council Low volume of
refuse or transport of the refuse to another location do not constitute special
circumstances

The meeting was called to order by Chairman Vi Gratson at 7 PM.
Those present were Irene Mason, Vi, Colleen Edmundson, Hannah
Laister, and Pauline Grant.
The Secretary' s report for May was read and approved on motion
by Colleen, seconded by Irene. Treasurer ' s report shows a
balance of $409 .67 .
Old Business. Flyers will be prepared to go out in the next
sewer bill mailing as a reminder to get started on items for the
Country Fair.
New Business: Judy McBride has shown on interest in becoming a
member of the Committee. Vi will give her an application. We
will then request an updated list of members, addresses, etc.
The next meeting will be July 6th because of the holiday. There
will be no meeting in August. The meeting was adjourned at
7.30 PM.

be heard at the Public Hearing, and for purposes of determining whether or not a majority
protest exists, the test is whether or not, upon the conclusion of the Public Hearing, written
protests filed, and not withdrawn, represent property owners owning more than fifty percent
(50%) of the area Proceedings are to be abandoned if a majority protests unless overruled and
denied by a four-fifths (4/5) vote by all members of the Council If a majority protest does

The assessment, as levied for these proceedings, will relate to the fiscal year commencing July
1, 1993, and ending June 30, 1994 Note that an annual updating of the proceedings will be
required for each subsequent fiscal year to accomplish the levy for the ensuing fiscal year
FUTURE PROCEEDINGS
Be advised that it is necessary, each year, to update the Engineer's "Report" and approve said
"Report" for the ensuing fiscal year We should all probably mark our calendars for some time
after the first of the year to begin the process.
CHANGES AND MODIFICATIONS AT HEARING
During the course of the Public Hearing, or upon the conclusion of said hearing, the legislative
body may order changes in the improvements, the boundaries of the Distract, or any zones
thereof The legislative body may, without further notice, order the exclusion of territory from
the District, but no property shall be added to said District except upon the following terms and
conditions.
a. Upon written request by a property owner for the inclusion of his property,
b Upon the legislative body declaring its intention to add additional property and
directing that mailed notice be given to the property owners within the area
proposed to be annexed.
I would recommend that if any changes are to be considered, the matter be continued so that the
proper documentation can be drafted

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE CONFIRMING A DIAGRAM AND
ASSESSMENT AND PROVIDING THE ANNUAL
ASSESSMENT LEVY Alt at FORMATION OF A DISTRICT

WHEREAS, the City Council has initiated proceedings for the annual levy of the
assessments for a street lighting district pursuant to the terms and provisions of the "Landscaping
and Lighting Act of 1972", being Part 2 of Division 15 of the Streets and Highways Code of
the State of California, in a district known and designated as
CITY OF GRAND TERRACE
LANDSCAPING AND STREET LIGHTING DISTRICT NO. 89-1
WHEREAS, the City Council has ordered the preparation of a report and the City
Engineer has prepared and filed with this City Council a report pursuant to law for its
consideration and subsequently thereto this City Council did adopt its Resolution of Intention to
levy and collect assessments for the next ensuing fiscal year relating to the above-referenced
District, and further did proceed to give notice of the time and place for a Public Hearing on
all matters relating to said annual levy of the proposed assessment, and,
WHEREAS, at this time, this City Council has heard all testimony and evidence and is
desirous of proceeding with said annual levy of assessments.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Grand
Terrace does hereby resolve, determine and order as follows:
SECTION 1. That the above-recitals are all true and correct.
SECTION 2 That upon the conclusion of the Public Hearing, written protests filed, and
not withdrawn, did not represent property owners owning more than fifty percent (50%) of the
area of assessable lands within the District, and all protests are overruled and denied
SECTION 3 That this City Council hereby confirms the diagram and assessment as
submitted and order the annual levy of the assessment for the fiscal year and in the amounts as
set forth in the Engineer's Report and as referred to in the Resolution of Intention as previously
adopted relating to said annual assessment levy
SECTION 4 That the diagram and assessment as set forth and contained in said Report
are hereby confirmed and adopted by this City Council
SECTION 5 That the adoption of this Resolution constitutes the levy of the assessment
for the fiscal year
SECTION 6 That the estimates of costs, the assessment diagram, the assessments and
all other matters, as set forth m Engineer's "Report", pursuant to said "Landscaping and
Lighting Act of 1972", as submitted, are hereby approved, adopted by this City Council and
hereby confirmed
SECTION 7 That the maintenance works of improvements contemplated by the
Resolution of Intention shall be performed pursuant to law and the County Auditor shall enter
on the County Assessment Roll the amount of the Assessment and said assessment shall then be
collected at the same time and in the same manner as the County taxes are collected. After
collection by said County, the net amount of the assessment shall be paid to the City Treasurer
of said City

SECTION 8 That the City Treasurer has previously established a special fund known
as the
CITY OF GRAND TERRACE
LANDSCAPING AND STREET LIGHTING DISTRICT NO. 89-1
into which the City Treasurer shall place all monies collected by the Tax Collector pursuant to
the provisions of this Resolution and law and said transfer shall be made and accomplished as
soon as said momes have been made available to said City Treasurer
SECTION 9 That the City Clerk is hereby ordered and directed to file a certified copy
of the diagram and assessment roll with the County Auditor, together with a certified copy of
this Resolution upon its adoption.

SECTION 10 That a certified copy of the assessment and diagram shall be filed in the office
of the City Engineer, with a duplicate copy on file in the Office of the City Clerk and open for
public inspection

BACKGROUND:
Measure I, the San Bernardino County Transportation 1/2 cent sales tax program, requires
that each local jurisdiction annually adopt and update by resolution a five-year capital
improvement program and a twenty-year transportation plan Please note that the Measure
I CIP includes only those projects to be funded by Measure I This CIP is different from
the RTIP CIP which includes projects to be funded by all type funding, including Measure
I
I ast year, a Measure I Resolution was passed by the City Council and projects with a
starting date of 1994 were included in the overall program for the County So far, all
expenditures have been related to local road maintenance In fact, last year, $60,000 were
used for road maintenance and this year another $60,000, out of the estimated $100,000
revenue, were budgeted to be spent on road maintenance projects Please review City of
Grand Terrace Mc-sure I Fund Budget Sheet (Attachment B)
DISCUSSION
A series of tables will follow Tables are self-explanatory and will illustrate current staff
proposal
Please review TABLE 1 below, which shows Measure I funds available for transportation
projects, assuming that approximately 40% of yearly revenue for the years of 1994 through
2005, and 60% of yearly revenue for the years of 2005 to 2010 will be allocated to road
maintenance projects

Please review TABLE 2 below,which indicates those projects which have been included into
the Measure I program last year and revisions proposed for this year
Major revisions are being proposed in order to incorporate road maintenance projects and
give priority to improvement of intersections first. Second priority will be for important
projects,yet those that can wait several years for construction (until funds "build up") and
are not currently eligible for other types of funding, i e .
1) widening of Van Buren Street Van Buren is not in the Congestion
Management Plan Network, nor is it a regional arterial, therefore it could not
be part of RTIP, thus is not eligible for State or Federal funding,
2) Commerce Way connection to I-215 at Iowa Staff classified Commerce Way
as a regional arterial due to the fact that it can function as a frontage road for
the freeway However, it is not known if SANBAG will accept this criterion,
since the road is not built yet and therefore may not be included in the RTIP,
thus, it is not eligible for State and Federal funding Also, Commerce Way
is not in the CMP at this time Once it is built, we should include it and
maybe remove Michigan from the Network since Michigan is planned to be
a residential street from De Berry to Main, a street not to carry subregional
traffic

There are a total of five items- three on the 5-Year Plan and two on the 20-Year Plan. With
the exception of the improvements at Barton Road and Mt Vernon and road maintenance
projects, all other projects will need some type of co-funding to complete the total cost
This co-funding may come from a traffic impact fee or other funding such as ISTEA.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, STATE OF CALIFORNIA, ADOPTING
THE FIVE YEAR CAPITAL IMPROVEMENT PROGRAM

WHEREAS, San Bernardino County voters approved passage of Measure I in
November 1989 authorizing San Bernardino Associated Governments, acting as the San
Bernardino County Transportation Authonty, to impose a one-half of one percent retail
transactions and use tax applicable in the incorporated and unincorporated territory of the
County of San Bernardino, and
WHEREAS,revenue from the tax can only be used for transportation improvements
and traffic management programs authorized in the Expenditure Plans set forth in
Ordinance No 89-01 of the Authority, and
a
WHEREAS, Expenditure Plans of the Ordinance require each local junsdiction `
receiving revenue from the tax to expend those funds pursuant to Five Year Capital
Improvement Program and a Twenty Year Transportation Plan adopted by resolution of the
local jurisdiction, and
WHEREAS, Expenditure Plans of the Ordinance also require that each local
junsdiction annually adopt and update the Five and Twenty year plans
NOW,THEREFORE, BE IT RESOLVED that the City Council of the City of Grand
-- Terrace, State of California, hereby adopts the Measure I Five Year Capital Improvement
Program and Twenty Year Transportation Plan, a copy of which is attached to this
resolution
