to comply with all of the requirements of Subdivision Map Act

Minutes of the April 3, 1989
The meeting was called to order at 7 07 PM by Chairman Viola Gratson Those
present were Viola, Marie Schmidt, Irene Mason, Ann Petta, Pauling Grant and
Hannah Laister The minutes of the March meeting were read and approved, Ann
making the motion to accept, Pauline seconding The Treasurer's report shows
$976 91 as a balance
There was a note from the City Manager that budgets for the coming year were
due Randy Anstine attended the meeting to help the Committee with the new
budget It was decided to ask for $3,000 00 as we need a showcase to hold
the items from our sister city and the $2,000 00 we usually ask for would not
be enough to cover all our expenses
Art Show Some of the flyers are coming back in Irene will put notices in
the Foothill Journal, Chamber of Commerce Newsletter, Sun Telegram, Press Enter-
prise, Colton Courier reminding participants to return their forms as soon as
possible Randy will have the screens painted and repaired, and will also get
some additional fish line so that larger paintings can go on the walls We will
use the same posters we had from last year to save money Randy will be able to
change the date on these We will serve punch and cookpoSas before Pauline will
get out letters to radio and cable TV Hannah will call the Foothill Journal
photographer and let him know the date A special Art Show meeting will be called
if necessary
AIola stateNthat a resolution had passed in the Council 2/23/89 for CPR for
tudents The Changer of Commerce invites all Committees to be a part of their
events Viola will ask City Hall to save room for the flyers for the Country
Fair to be mailed with the September sewer billings
Our file cabinets have been put upstairs Members will meet on April 14th at 1 PM
in the library to work on a display for the Case in the lobby We will call this
"Birth of a City"
The next meeting will be May 1, 1989 The meeting was adjourned at 7 55 PM

The Request for Proposals for construction of the Grand Terrace Heavy
Rescue Fire Unit closed on April 3 , 1989 The City received three
proposals from the following companies

Phenix Enterprises
Pierce Fire Apparatus
' the initial request for proposal called for the provision of a crew cab
One of the bidders did not bid a crew cab Therefore , in an effort to
properly analyze a fair comparison , we have added the cost of a crew cab
to the one bidder that did not specify a crew cab The proposal results
are as follows -

I met with The Fire Equipment Manager, Warren Hagen, Capt Phil De Clerck,
and several of the firemen from our station, to evaluate the proposals
We determined that all three proposals would provide the City with the
apparatus that was needed
It is recommended that the City award the bid to Pierce Fire Apparatus at
a base cost of $179, 497 07 The Council has been provided a copy of their
proposal in the individual packets A full set of proposals from the non-
recommended vendors is available for review in the Council reading box
In addition to the base price of the apparatus , the RFP had several
options priced separately

$144, 000 00 The proposal provides for a 11% discount on the amount
deposited at the time of the order By depositing the current amount of
$144, 000 with our order, a discount of $15 , 840 would apply bringing the
net cost of the rescue unit to $176 , 415 07 In addition to the
appropriation made once the unit is put in service , the current rescue
-""nit owned by the City will be available for resale at a price of
,pproximately $15 , 000 . 00 . The Grand Terrace Fire Rescue Association has
Indicated it would pledge $10 , 000 from its resources towards the purchase
of the heavy rescue unit.

CONSTRUCTION OF THE SPECIFIED HEAVY RESCUE UNIT AT A TOTAL COST WITH

Staff has received a total of nine proposals from various
consulting firms. Seven of these firms have been selected to be
interviewed during the first part of next week The interview
board for these interviews will consist of Stan Hargrave, Chairman
of the Planning Commission, Jack Ingalls, President of the Chamber
of Commerce, Tom Schwab, City Manager and David Sawyer, Community
Development Director After the interviews, three firms will be
presented to your Council with a recommendation from staff for your
consideration at your meeting Thursday evening. Copies of all the
proposals being considered are available in the Council ' s reading
box
