Terrace Parks & Recreation Committee was called to order at 1900 hours in the Community Room of the Civic Center. MEMBERS PRESENT: Dick Weeks, Chairman, Dick Rollins, Secty, Lenore Frost, Barbara Conley MEMBERS ABSENT: Sylvia Robles, Mike Breckenridge CITY STAFF: Randall Anstine, Karen Martinez, Sandi AhSue GUESTS PRESENT: Jim Singley, Councilman ITEMS : #1 The Minutes of the meeting of November 7, 1980 were read to the members present by Barbara Conley. Motion was made to accept the minutes as written, the motion was approved unanimously by the members present. #2 Under old business discussion of the installation of the proposed bycyle rack indicated that the company that was to install the enclosure had again been requested to install the unit. Randy Anstine reported that he would again follow up and ascertain as to why this installation had not been made. #3 Sub -Committee reports stated that the survey of the new park - site was not made in December and additionally the regular meeting of the Committee was cancelled due to the holidays. Further planning was to be considered for development of this parksite on Grand Terrace Road. #4 A field trip was planned to survey the Terrace Hills Community Park in order to ascertain what additional updating of work and repairs needed to be addressed. A date of Saturday, Jan. 21st was established for 10:00 hours with Chairman Weeks, Lenore Frost and Dick Rollins to at#end. #5 Discussion of soliciting for new membership was again brought up, some individuals were recomended and follow-up would be forth- coming. #6 Considerable discussion regarding the continuation of the "Tour de Terrace" bycycle tour this next fall. Barbara Conley stated that she would no longer be able to be the director and that all planning and orchestartion for the Tour would have to be performed by others of the Committee. It was also to be determined what allowance would be forthcoming in the budget for FY 89/90. It was also indicated that the Chamber of Commerce was interested in assisting with planning for the Tour and their participation. PAGE TWO of Two: ITEMS s #7 Randall Anstine discussed the Observation Drive Parksite with the Committee and announced that there were no further plans to devlop the site at this time and that this matter should be taken up later this year under the upcoming budget hearings. #8 Discussion regarding the membership attendance to the California Parks & Recreation Society's upcoming annual Conference, this year to be held in Sacramento. It was decided that since most all of the membership had attended past conferences at least once that it would be prudent that only one or perhaps two members would attend this year. Decision on this would be made at the February meeting. There being no further business to be discussed the meeting was adjourned by Chairman Weeks at 20s15 hours. Respectfully submitted, Richard H. Under this program, the County will receive federal CDBG funds to implement eligible housing, community facilities and economic development activities. As you may recall in previous years, the City of Grand Terrace has utilized its funds for such projects as• o Community/Senior Center rehabilitation. o Vrvienda Avenue Water Line Extension. o Traffic Signal Upgrade Barton/Mt.Vernon o Traffic/Safety Improvements Michigan Avenue. At this time, the County is soliciting new applications for project proposals for this year's CDBG program At this point in time, the City of Grand Terrace must conduct a public ' hearing prior to the submittal of this application. The City Engineer recommended that these conditions be deferred by agreement to be signed by both parties and approved by the City Council After the agreement is completed and signed, it should then be recorded Attached to this report as Attachment B is said Agreement.
