PARKS & RECREATION COMMITTEE MEETING
MONDAY, JANUARY 3, 1989
The regular meeting of the Grand Terrace Parks & Recreation
Committee was called to order at 1900 hours in the Community
Room of the Civic Center.
MEMBERS PRESENT: Dick Weeks, Chairman, Dick Rollins, Secty,
Lenore Frost, Barbara Conley
MEMBERS ABSENT: Sylvia Robles, Mike Breckenridge
CITY STAFF: Randall Anstine, Karen Martinez, Sandi AhSue
GUESTS PRESENT: Jim Singley, Councilman
ITEMS :
#1 The Minutes of the meeting of November 7, 1980 were read
to the members present by Barbara Conley. Motion was made
to accept the minutes as written, the motion was approved
unanimously by the members present.
#2 Under old business discussion of the installation of the
proposed bycyle rack indicated that the company that was to
install the enclosure had again been requested to install the
unit. Randy Anstine reported that he would again follow up
and ascertain as to why this installation had not been made.
#3 Sub -Committee reports stated that the survey of the new park -
site was not made in December and additionally the regular
meeting of the Committee was cancelled due to the holidays.
Further planning was to be considered for development of this
parksite on Grand Terrace Road.
#4 A field trip was planned to survey the Terrace Hills Community
Park in order to ascertain what additional updating of work and
repairs needed to be addressed. A date of Saturday, Jan. 21st
was established for 10:00 hours with Chairman Weeks, Lenore Frost
and Dick Rollins to at#end.
#5 Discussion of soliciting for new membership was again brought up,
some individuals were recomended and follow-up would be forth-
coming.
#6 Considerable discussion regarding the continuation of the "Tour
de Terrace" bycycle tour this next fall. Barbara Conley stated
that she would no longer be able to be the director and that all
planning and orchestartion for the Tour would have to be performed
by others of the Committee. It was also to be determined what
allowance would be forthcoming in the budget for FY 89/90. It was
also indicated that the Chamber of Commerce was interested in
assisting with planning for the Tour and their participation.

#7 Randall Anstine discussed the Observation Drive Parksite
with the Committee and announced that there were no further
plans to devlop the site at this time and that this matter
should be taken up later this year under the upcoming budget
hearings.
#8 Discussion regarding the membership attendance to the
California Parks & Recreation Society's upcoming annual
Conference, this year to be held in Sacramento. It was
decided that since most all of the membership had attended
past conferences at least once that it would be prudent
that only one or perhaps two members would attend this year.
Decision on this would be made at the February meeting.
There being no further business to be discussed the meeting
was adjourned by Chairman Weeks at 20s15 hours.

Minutes of the February 6, 1989 Meeting
The meeting was called to order at 7 10 PM by Chairman Viola Gratson
Those present were Linda Lee Laufer, Viola Gratson, Irene Mason, Ann Petta,
Pauline Grant and Hannah Laister Marie Schmidt in on vacation
The Secretary's report was read and approved Motion was made by Irene,
seconded by Ann The Treasurer's Report shows a balance of $1,117 49 A
sign -in sheet has been requested by City Hall to be filled out and returned
to Brenda Stanfill, City Clerk's department, after each meeting
The Committee had no answer to our letter to Ron Martin Ann suggested that
we have the City Manager call Mr Martin Viola will discuss this with Tom
Schaab
Old Business A Lion's Club 15th anniversary booklet was presented to the
Club by Lion Tony Petta Ed O'Neil donated many pictures of the early council
to the committee The secretary will write ham a letter of thanks
Randy Anstine has put our file cabinets in the closet across from the elevator
on the second floor This will make for better access and better security
Art Show The flyer for the annual art show was, discussed These flyers will
go out with the March sewer billings Irene will get out some publicity Our
display boards should be painted Viola will talk to Randy about getting this
done We also need to get more fish line for hanging the larger pictures on
the walls Linda Lee suggested a short biography of each artist be presented
along with this paintings We will look into this

SUBJECT: HOUSING & COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
The San Bernardino County Department of Economic and Community Development is
beginning the 1989-90 Community Development Block Grant (CDBG) Program for the
County and its cooperating cities. Under this program, the County will receive federal
CDBG funds to implement eligible housing, community facilities and economic
development activities. As you may recall in previous years, the City of Grand Terrace
has utilized its funds for such projects as•
o Community/Senior Center rehabilitation.
o Vrvienda Avenue Water Line Extension.
o Traffic Signal Upgrade Barton/Mt.Vernon
o Traffic/Safety Improvements Michigan Avenue.
At this time, the County is soliciting new applications for project proposals for this year's
CDBG program At this point in time, the City of Grand Terrace must conduct a public
' hearing prior to the submittal of this application. This hearing will meet the Federal
guidelines regarding citizen participation, with particular emphasis on participation by
persons of low and moderate income, who are residents of the target CDBG area.
Staff Recommends:
IF NO NEW PROJECTS ARISE AT THE CONCLUSION OF THE PUBLIC HEARING,
STAFF RECOMMENDS THAT COUNCIL AUTHORIZE THIS ALLOCATION BE
APPLIED TOWARDS THE STREET IMPROVEMENT PROJECT AT MICHIGAN
AVENUE AT BARTON ROAD THE CURRENT FUNDING FOR THIS PROJECT IS
AT $30,386.00 WITH A TOTAL PROJECT COST ESTIMATED AT $75,000.00.

d The commercial activity will meet a critical need that cannot
be met elsewhere in the community
e The commercial activity does not take away space or other
resources that are needed for the regular programs of the center
f The character of the commercial activity enhances and does not
detract from or disrupt the center's basic services.
g Provision is made to employ facility users as much as possible
h No agreement is made to permanently turn over facility space or
resources to the commercial activity
The applicant must obtain permission in writing from the Department to allow
commercial activities in centers except those items listed under 10 a and b
above Documentation showing that conditions c through g are met must be
submitted with the request for permission

The Planning Department recommends the City Council approval TPM-
89-1 by adopting the attached Resolution (Attachment A) with the
following conditions of approval:
1. All recommendations listed in the Forestry and Fire
Warden Department's letter to the City dated December 8,
1988, (Exhibit B) shall be complied with, and
2 All recommendations listed in the City Engineer's
memorandum to the City dated December 15, 1988 (Exhibit

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAND TERRACE, STATE OF CALIFORNIA,
APPROVING TPM-89-1
WHEREAS, the applicant, Paul Stidham has applied for approval
of a tentative parcel map, dividing 69 of an acre into two
parcels, of 16,722 square feet and 13,695 square feet (Exhibit A),
and
WHEREAS, a properly noticed public hearing was held by the
Planning Commission on February 6, 1989, where said Commission
recommended approval of TPM-89-1 to the City Council; and,
WHEREAS, this project is categorically exempt under Section
15315 of the California Environmental Quality Act; and
WHEREAS, a properly noticed public hearing was held by the
City Council on February 23, 1989, on this application
NOW, THEREFORE, the City Council of the City of Grand Terrace
does hereby resolve as follows
Section 1 Findings - This City Council does hereby make the
following findings relative to the approval of TPM-89-1 ,
1 That the site is physically suitable for the proposed
type of development
2 That the site is physically suitable for the proposed
density of development
3 That the design of the subdivision and the proposed
improvements are not likely to cause substantial environmental
damage or substantially and avoidable injure fish or wildlife or
their habitat
4. That the design of the subdivision or type of proposed
improvements are not likely to cause serious public health problems
or cause threat to life and property from a wildland conflagration
5 That the proposed subdivision, together with the
provisions for its design and improvements are consistent with the
General Plan.

(Note It would be appropriate to recommend to the City Council

PORTING THE PROPER EDUCATION AND TRAINING
IN CPR
WHEREAS, the City of Grand Terrace was incorpo-
rated on November 30, 1978, and
WHEREAS, the health, welfare and public safety of
the entire community also benefits every organization, and
WHEREAS, today's students will be tomorrow's
business and community leaders, and
WHEREAS, it is proven, knowledge of proper cardio
pulmonary resuscitation (C P R ) techniques have saved
lives, and
WHEREAS, it is beneficial to the entire community
to have a large number of persons knowledgeable in C P R
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Grand Terrace, that they fully support
providing training in proper C P R techniques to all High
School students, and
BE IT FURTHER RESOLVED that a copy of this
resolution shall be transmitted to all area legislators and
school boards

BACKGROUND:
On January 16, 1989, the Site and Architectural Review Board
approved SA-89-1, an application for a single family home at 11645
Grand Terrace Court, sub3ect to certain conditions (See followup
letter to Mr. Hieb dated January 24, 1989, Attachment A) Several
of those conditions addressed public improvement requirements The
City Engineer suggested to the Board that certain public
improvement -related conditions be deferred until such time as the
City finds their execution necessary.
The City Engineer recommended that these conditions be deferred by
agreement to be signed by both parties and approved by the City
Council After the agreement is completed and signed, it should
then be recorded Attached to this report as Attachment B is said
Agreement.
The Site and Architectural Review Board recommended to the City
Council that they consider such a deferment agreement for this
pro] ect .
RECOMMENDATION:
The Planning Department recommends the City Council approve the
attached Agreement (Attachment B)

for myself and my heirs and assigns, that should the City
of Grand Terrace determine that it is necessary to con-
struct curb, gutter, paving sidewalks in or adDacent to

race, California, within a five (5) year period from the
date of the Agreement, said real property shall bear the
cost of such improvements I further do hereby grant a
