The City Manager has conducted meetings regarding negotiations
for the upcoming 1989-90 fiscal year for salaries and benefits
During the meetings, it was settled that a package which includes
a cost -of -living increase equal to the 5 1 April CPI, and an
increase in the retirement contribution from 12 4/ to 13 83% which
would cover the increased cost of joining the Public Employees'
System (PERS) would be presented to Council
In addition, the City Manager would like to make recommendations
to reclassify two positions and ask for a range adjustment for
one other position
RECLASSIFICATIONS
1 Receptionist to Public Information Clerk -- Currently, the
receptionist's responsibilities go beyond what you would
typically find in the duties for a receptionist In addition
to answering the phones, she provides general public infor-
mation concerning not only this community, but governmental
offices at the County and State level. This position requires
substantial knowledge of operations of this government's
functioning The position also provides backup to the Planning
and Community Services counter, as well as answer the senior
information referral number when it is not manned by the
seniors
I am recommending a salary range of $1,274 to $1,723 which is
equivalent to that of the Clerk -Typist salary, and is 13 6%
higher than the range of the Receptionist. The proposed
increase in salary with benefits will cost the City $860
annually

2 Deputy City Clerk to City Clerk When the City Clerk
position was eliminated approximately two years ago, City
Staff restructured the duties of that position The
preparation and assembly of the City Council packet,
processing and distribution of incoming mail, City Council
correspondence, Council travel arrangments, and maintaining
the Mayor's calendar was transferred out of the City Clerk's
department The preparation of the City Council Agenda and
preparation of Council packets has recently been transferred
back to the City Clerk's Department Currently, the Deputy
City Clerk has progressed to a level where she performs as the
City Clerk and receives only general supervision from the
City Manager
I am recommending a reclassification of the Deputy City
Clerk to City Clerk be approved The proposed salary range
will be $2,282 to $3,088 The proposed increase in salary
with benefits will cost the City $4,914 annually
3 As Council is aware, our Finance Department is run by the
Assistant Finance Director with two full-time and one half-
time Senior Account Clerks General supervision is provided
by the City Manager/Finance Director
Senior Account Clerks, typically, have more responsibility
than their counterparts in larger organizations where their
actions are generally reviewed by someone else within the
department The Senior Account Clerks work more independently
and take the process of payroll, accounts payable and sewer
billing from start to finish with review by the Assistant
Finance Director Consequences of errors in this
situation is more severe Staff considered reclassifying
the position to an Accounting Technician In reviewing the
typical duties of an Accounting Technician, staff could not
justify reclassification to that title Staff does feel,
however, that the classification of the Senior Account Clerk
would merit an additional 5% to the range
I am recommending a salary range adjustment of 5% for the
position of Senior Account Clerk putting the range at $1,563
to $2,116 The proposed salary range adjustment will cost
the City $4,760 annually
COST OF LIVING INCREASE
As of April lst, the CPI is 5 1 I am recommending a 5 1% cost -
of -living adjustment be made to the salary ranges for the upcoming
fiscal year The cost of this adjustment is $33,792 for salaries
and $15,625 for benefits

EMPLOYEES' RETIREMENT PLAN
For the purpose of joining the Public Employees' Retirement
System, The City of Grand Terrace currently has a private
retirement program which the City deposits 12 4% of the
employees' base salary into a retirement fund Employees'
salaries are based on a vesting schedule and will receive a lump
sum contribution when they quit or retire from the City The
plan that was initially set up was not done with the thoughts of
attracting career -oriented professionals and support staff
The current retirement plan is designed for individuals that plan
to work five years or less and does not have the ability to
attract city employees currently vested with time in PERS
PERS is the industry's standard for municipal retirements This
system is currently being utilized by 392 cities, 36 counties and
809 special districts When you retire under our current retirement
plan, a lump sum distribution is made and it is up to the
individual how they would like to structure the funds to create a
source of income for retirement Under PERS the system gives
individuals credit for each year served and provides 2% per year
of retirement for each year of credit upon the age of 60
(Example An individual -with 25 years credit in PERS who retires
at age 60 and receives 50% of his income based on an average of
the highest three years for the remainder of the retiree's life
Currently, the total retirement rate for PERS participation is
13 83/ I am recommending an increase of 1 43% for the City's
retirement contribution for the purpose of joining the State 's
Public Employees' Retirement System This increase will result
in an increased annual cost of $7,792
STAFF RECOMMENDS THAT COUNCIL
1 AUTHORIZE THE RECLASSIFICATION OF THE RECEPTIONIST TO PUBLIC
INFORMATION CLERK, THE DEPUTY CITY CLERK TO CITY CLERK AND
APPROPRIATE $5,774 FOR THESE RECLASSIFICATIONS
2 AUTHORIZE THE SR ACCOUNT CLERK RANGE BE ADJUSTED BY 5% AND
APPROPRIATE $4,760 FOR THIS RANGE ADJUSTMENT
3 AUTHORIZE A 5 1% COST -OF -LIVING ADJUSTMENT FOR EMPLOYEES'
SALARIES AND APPROPRIATE $33,295 FROM THE GENERAL FUND AND
$3,102 FROM THE WASTE WATER DISPOSAL FUND
4 RESCIND RESOLUTION NO 88-20 AND ADOPT RESOLUTION NO 89-_
TO REFLECT THE NEW SALARY RANGES

RESOLUTION NO. 89-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, RECINDING RESOLUTION
NO. 88-20 AND ADJUSTING THE SALARY RANGES FOR THE
EMPLOYEES OF THE CITY OF GRAND TERRACE.
WHEREAS, the City Council of the City of Grand Terrace has determined the
need to adjust the salary ranges for the positions contained in this
resolution
NOW THEREFORE, the City Council of the City of Grand Terrace DOES
HEREBY RESOLVE, DETERMINE, AND ORDER THE FOLLOWING
SECTION 1 Recession - That Resolution No. 88-20 is hereby rescinded
in its entirety
SECTION 2 Classifications/Salary Ranges - That the following Job
classifications and salary ranges are hereby established for employees of the
City of Grand Terrace, and said salary ranges shall be effective June 20,
1989
