Y t� �`% � �, � �}"r<ti� � �,✓ ti � f f +^ y Ametd CarNWti P O Bca ^Q?i %W&O7fa Al 1W`•3 C-5 MINE CEO, -_ a t986 z �Z�rrrt WIT DRUNK AND DRUGGED DRIVING WEEK December 14-20, 1986 WHEREAS, 2,700 persons are killed each year in alcohol/drug related traffic collisions on California roadways, and WHEREAS, an additional 68,000 persons are injured in collisions involving persons who had been drinking, and WHEREAS, these deaths and injuries cost Californians almost $650 million annually through services provided to victims and their families, and WHEREAS, a heightened awareness of the problem would contribute to a change in society's attitude toward the drunk and drugged driver and encourage efforts to reduce those needless deaths and injuries, and WhEREAS, the holiday season is a particularly appropriate time to focus attention on this critical problem because of the increased number of social functions and related travel, and WHEREAS, all members of the City Council fully support efforts to provide for the health and safety of our citizens, NOW, THEREFORE, I, Hugh J. Grant, Mayor of the City of Grand Terrace, on behalf of the City Council, do hereby proclaim December 14 through December 20, 1986, as DRUNK AND DRUGGED DRIVING AWARENESS WEEK in the City of Grand Terrace, and we strongly urge all citizens to learn what they can do to prevent drunk and drugged driving during the upcoming holiday It season Mayor of the City of Grand Terrace and of the City Council thereof. The past four years have seen numerous accomplishments in fighting this serious social problem, and there is every reason to believe that this year's Awareness Week will be even more effective We applaud the diversity of year-round activities conducted by local communities to reduce the needless deaths and injuries caused by alcohol -related traffic crashes and hope that you are already aware of, and preparing for, this year's holiday awareness campaign which is scheduled for December 14-20. Governor Deukmejian will be issuing a proclamation declaring California Drunk and Drugged Driving Awareness Week and we hope each local jurisdiction will support the activity by issuing a proclamation as well. B. Requirements During Use: 1. No equipment or materials shall be removed from the building. 2. Permittees will be required to have not less than one adult chaperone for each ten minors present during use of the facilities. 3. An employee or a designated representative approved by the Community Services Department shall be present during all use of facilities. 4. No solicitations of donations, contributions or sale of anything of value for any purpose shall be made on any city facility without prior written approval. 5. No decorations shall be displayed, installed or provided by permittee which shall damage or deface the building. Existing decorations may not be removed. The permittee is responsible for removing all of their own decoration at the end of use. No staples, nails, scotch tape, etc. can be used. 6. Permittee responsibilities: a. Set up all tables, chairs, coffee pots, decorations, etc. b. Removal of all decorations. c. Take down and place in storage racks all tables and chairs used. d. Removal of all trash from room and place in outside dumpster. e. See that room is left in a clean and orderly condition. f. Clean sink, stove, and other department equipment used. g. Sweep and mop up all trash and soils on the floor. h. Check with staff on duty to insure that everything is left in order 1. Insure band/music etc. is kept at a reasonable volume, as indicated by the Community Services Staff. A staff member will assist applicant, but is not responsible for doing any of the above, It is the responsibility of the permittee. 1. Only time stated on application will be granted for usage. Al decorating, set up, event and cleaning times must be stated on the application. Fees for usage will be based on all times stated on the application. 8. All noise, music, amplification must be kept at a reasonable sound level as determined by staff on duty. The City and/or Community Services staff reserve the right to cancel a reservation at any time if people involved in that function are not conducting themselves in a lawful manner and/or damaging any equipment or facility owned by the City. 10. No private party may last beyond 10 p.m. without special permission from the Community Services Director. All guests are required to leave the building by that time. 13. It is the responsibility of the permittee to check with staff to make sure that all conditions of the reservation regarding clean up, any possible damages, and scheduled usage time has met with acceptable standards as established by Grand Terrace Community Services. This must be done prior to the permittee leaving the facility at ending time. C. Fees And Deposits 1. A minimum rental of 2 hours is required on all facilities. Any exception must be approved in writing by the Community Services Director. 2. The City may require licensed security officers for additional supervison on any reservation These officers will be hired by the City of Grand Terrace and all related fees are to be paid in addition to the other charges for the use of the facility, by the permittee. Security Guards will be required for people in attendance as follows * 1 - 99 guests - one security guard required. 100 - 199 guests - two security guards required. 200 - 275 guests - three security guards required. 276 - 300 guests - four security guards required. 3 Group must appear within 15 minutes of beginning time specified or permit will be cancelled and all fees forfeited. 4. In order to reserve a facility all deposits must be paid at the time of application. All fees must be paid prior to 5 working days before the scheduled event/reservation. Special arrangements for payment of fees must be approved by the Director of Finance and must be paid by cash or cashiers check. 5. Deposits are refundable only if facilities are left in a clean and orderly manner and no damage has occurred. A minimum fee of $75 00 will be charged and deducted from deposit, if any part of facility needs to be cleaned by staff. Subsequently, in April of 1985, a Study prepared for USA Properties by C.G. Engineering focused specifically on the impacts from added traffic on the three perimeter streets of the project area, specifically all of the development that can occur within the boundary of Barton Road, Mt Vernon Avenue and Canal Street. E The Study assumed that a density of 16 units per acre on the 56 acres, which is undeveloped, would be constructed. Therefore, the total number of units used as basis of the traffic study was 896 units. Based on the Assessor's information, the total acreage in that area is 57.55 acres. At a projected gross density of 15.75 units per acre, the total number of units that could possibly be developed into R-3 use in that area is 906 units The applicant is proposing 13 9 units per gross acre, or for that parcel of 6 9 acres at 2 1 units per acre, a total 14.5 units less than the total units used in the traffic study Thus, 906 units that can be built at 15.75 units per acre less the 14 units at lesser density proposed by the developer, provides a potential 892 units, which is four (4) units less than used in the study, therefore, the C.G. In order to assess the traffic impacts of the proposed development of the subject area on the existing street system we must estimate the volume of traffic that will be generated frcm the site then distribute this traffic to the street system. Trip generation factors for various land uses have been established from studies performed by governmental agencies, research institutes and consultant traffic engineers natior-wide. Trip generation data for this study are based upon information contaired in the Institute of Transportation Engineers publication, "Trip Generation" (Figure 2) . Assuming development of this density will approximate low rise garden type apart:, ents as far as trip generation rates are concerned, total projected traffic volumes can be calculated based on a given number of dwelling units within the project area. Total dwelling units for the 64.65 acres (56 acres north of Chaparral Pines Apartments plus 8.65 acres for the apart;rent site) at a density of 16 per acre yields 1,034 dwelling units. Using trip generation frame Figure 2, the volume of traffic from the proposed development is estimated to be 5,583 vehicle trip ends per day (two directional) . Peak hour traffic is estimated to total 620 vehicles (two directional). This estu,ated volL-me of traffic is added to the pro3 ected traffic volumes f rom surrounding areas as given in the City's General Plan (year 2006) to arrive at projected cverall traffic Vol Limes for Canal Street, Mt. An analysis of the projected volu.-ies at 'Iewport Avenue and Canal Street indicate that none of the warrants for a traffic signal will be rret at this intersection (Figure 3) . A traffic signal is therefore not recommended here. A warrant for interruption of continuous traffic (Figure 4) is met at the intersection of Barton Road and Canal Street. A future traffic signal is therefore recommended at this intersection. A combination warrant is met for installation of a signal at Canal Street and Mt. Vernon Avenue (Figure 5) and a future signal 1s also recommended to be installed here. Assuming the signals are constructed as recorrarerded above, the next step is to determine the level of service which the street system will provide upon complete development of the project area and the surrounding the C1 ty. LEVEL OF SERVICE Level of service is a term used to describe the various operating conditions which occur on a lane or a roadway when accommodating various traffic volumes. It is a qualitative measure of the effects of various traffic flow factors. Six levels of service have been defined in the Highway Research Board's publication, "Highway Capacity Manual" for uninterrupted flow. The levels are defined Iollcws: Level A Free flow, low volumes and densities, high speeds. Drivers can maintain their desired speeds with little or no delay. Level B Stable Flow, operating speeds beginning to be restricted somewhat by traffic conditions. Drivers still have reasonable freedom to select their speed. Suitable for rural design standards. Level C Stable Flaw, -speed and manueverability are more closely controlled by higher volumes. Suitable for urban design standards. Level D Approaches unstable flow, tolerable operating speeds which are however considerably affected by operating conditions. Drivers have little f reedom to manuever. 3 Level E Unstable flow with yet lower operating speeds and perhaps stoppages of mcmentary duration. Voll=e at or -;ear capacity. Level F Force flow, low volumes. Both speed and volLnes can drop to zero. Stoppages may occur for short or long periods. This conditions usually result from queues of vehicles backing up from a restriction downstream. Urban and suburban aterial capacities are governed by the capacity of their intersections as these intersections are usually signalized. The governing factor in determining levels of service are the capacity of the various legs of the intersection. Levels are again labeled from A—F with "A" representing optimum conditions and "F" complete congestion usually caused by downstream traffic backed up. T; a basis of comparison of this report at the key signalized intersections is the critical movement analysis. This technique is based on the principal that level of service at an intersection can be predicted by analyzing the traffic movements occurring during each signal phase. The hignest volumes for each phase, known as the critical volu-nes, are added and compared to the base values of various levels of service. As shown in the above analysis all intersections are projected to operate at an acceptable level of service when improved with the recommended traffic signals at Canal Street and Mt. Vernon Avenue and Canal Street and Barton Road. Since the existing Canal Street and Mt. Vernon Avenue frontages adjacent to the project area are not completely improved, an estimate has been prepared to determine costs for improvement of said streets to their ultimate configuration in accordance with the General Plan. The improvement of these streets is recommended to proceed concurrently with the development of the study area. These estimates are as follows: 1. Canal Street (includes curb and gutter, sidewalk and matchup paving) 2. Mt. Vernon Avenue (includes curb and gutter, sidewalk and matchup paving) 3. Signal at Canal Street and Barton Road 4. An additional street improvement option which has been proposed by the City is the realignment of Canal Street to connect directly opposite Brentwood Avenue at its intersection with Mt. Vernon Avenue. This alignment would result in an increased constructioncost_of approximately_ $100,000. would- result existing sight distances were field measured from Canal Street and from the proposed relocated Canal Street intersection. Measurements were as tabulated below. Canal Street — south 450' north 330' 6 Canal Street (proposed location at Brentwood) - south 430' north 650' It should be noted that all sight distances exceed the State of California's minimum stopping site distance of 275 feet for a 40 mph design speed (Mt. Vernon is posted for 25 mph near Canal Street) . This new street alignment would eliminate the need for Canal Street's intersection opposite Grand Terrace Road. This intersection as it exists today was designed by the County of San Bernardino in 1970. Although minimum required site distances as set forth by the State of California are achieved at the Mt. Vernon/Canal Street intersection, it is hoped that these minimums would be exceeded and site distance improved by the realignment of Canal Street. As shown above the sight distance north would be nearly doubled however the sight distance south would be slightly decreased. City officials should weigh these factors along with the increased construction costs and other factors related to a possible shift of traffic patterns onto Brentwood Avenue prior to a final realignment decision. Mt. Vernon Avenue north of Canal Street crosses into the City of Colton. According to City Engineer Glenn Wilson of the City of Colton, Mt. Vernon Avenue in this area is currently undesignated on their General Plan. Mt. Vernon Avenue's intersection at the bottom of the hill at Interstate 215 is currently under study for traffic signals. Signalization is intended to improve the congestion problem at this location. This project would be performed in conjunction with the State Department of Transportation. All traffic projections contained in the report assume resolution of the problem of access to Canal Street. The acquisition of this legal access is a function of the City and should be based on an overall access location plan for the area. Such a plan had previously been submitted to the City and, we understand, rejected by the Gage Canal. It is concluded that upon future development of the project site and the surrounding City of Grand Terrace and improvement of surrounding streets, including improvement of Mt. Vernon Avenue within the City of Colton, that development of the_subject property w111 not have an adverse impact -on the street system when widened and improved with the recommended traffic signals. The streets are shown to more than adequately handle the projected volumes of traffic anticipated. 7 IMPROVEMINT FUNDING SOURCES This report has previously identified the reed for widening Mt. Vernon Avenue and Canal Street and for installing traffic signals at the Mt. Vernon/Canal and the Barton/Canal intersections. The improvements will be needed at some future time when the ultimate anticipated traffic is occurring on those streets. Funding for these types of improvements have historically come frcxn two sources, either through being installed by developers or by being funded with state and federal roadway monies. While It would be appropriate to require each developer, as the area was developing, to provide improvements on his portion of the frontage of Canal Street and Mt. Vernon, these improvements would be only on the side of the streets ad] acent to the development and would result in a hodge podge of construction. Federal and state monies for roadway construction are becoming less and less available and there are increasingly more constraints on their availability for use. Supplemental funding sources must therefore be developed if important components of Grand Terrace's roadway system are to be developed. Development fees as such represent a potential supplemental source for these improvements. Government Code Section 66484 permits the establishment of local ordinances to require payment of fees as a condition of approval of a final map or as a condition of issuing a building permit for purposes of defraying actual or estimated cost of constructing ma3or thoroughfares. This concept is based upon the general principal that future development within prescribed benefit areas will benefit from the construction of the roadway facilities and should pay for then in proportion to the pro3ected traffic demand attributable to the development. These development fees would then be collected from properties on a per dwelling unit basis in lieu of having the developers install off -site improvements. The advantage in the City's establishing such a fee is that the City may if they wish, undertake the construction immediately and be reimbursed by the developers for their share as building occurs.—_ PROTECT AREAS SEARS OF IEPROVEIMNT COSTS An analysis of the potential development in the 64.65 acres area indicates that an assumed average density of 16 dwelling units per acre will result in 1034 total units. This area, when totally developed will add 5583 vehicle trips per day to the surrounding streets. These trips will be distributed between Canal Street and Mount Vernon Avenue and will impact the future traffic signal locations at Canal/Mount Vernon and Barton/Canal. 91 The improvement costs attributed to this project area are determined by calculating the pro3ect's traffic in relation to ultimate traffic on the streets and intersections. These calculations result in the follcwing per centums of traffic and costs: Mount Vernon 0.17 x $175,000 = 29,750 Canal 0.69 x $291,000 = 200,790 Mount Vernon/Canal Traffic Signal 0.69 x $91,000 = 62,790 Barton/Canal Traffic Signal 0.69 x $70,000 = 67,620 TOTAL $360,950 The Canal Street traffic is the warranting factor in both traffic signals. Even though the project traffic entering both intersections from Canal is f al rly low (9% at Mount Vernon and 5% at Barton) it is this project area traffic that causes traffic signal warrants to be met. Therefore, the costs for the signals are proposed to be shared on the same percentage basis as the Canal Street improvements. If there was a mixed land use proposed within the benefit area it would be appropriate to have the $360,950 assigned on a traffic use, or trip end basis. Since the project area is proposed entirely for multifamily development it is reasonable to share the costs equally on a dwelling unit basis. Therefore the proposed roadway fee is: $360,950 / 1034 units = $349.08/unit IMPLEPEENTATION OF PROCEDURE The initial phase of the implementation will be circulating petitions among the property owners and receiving their concurrence. Existing properties that have already been developed would be excluded from the payment of any development fees, therefore the existing single family homes in this residential area would not have to sign the petitions since they would not be impacted by fees. The Staff has reviewed the project for conformance with the minimum development standards of the City of Grand Terrace. Review of the Tentative Tract Map 13364 appears that lots 3, 9 and 10 do not meet the minimum widths as specified by Section 7.050. Britton Way is a private street, part of an existing lot of Tract 10586. It has been developed to a substandard section (30' curb to curb) with portions of the roadway existing on the property not owned by the applicant. Easements do exist for the benefit of the applicant; however, these would not be transferable by the applicant to the City. General Plan, Circulation Element, requires that residential streets be dedicated to a width of 60' and vehicular traveled way of 36'. Britton Way is substandard in each of these categories. The proposed Street "A" through the (A-P Zone) Office Commercial as access to Barton Road from PLANNING COMMISSION STAFF RE1k,nL' -12-8.5057 , PAGE 4 STAFF ANALYSIS: Continued. proposed development would create traffic problems in the office complex, as well as, with Barton Road traffic. As proposed, the right-of-way is substandard between northerly right-of-way line of Barton Road and the proposed subdivision. The access across Gage Canal, as well as, development of subject crossings shall be obtained prior to final approval of subject tract and the crossing fully developed prior to occupancy of any units. Majority of the traffic from the development will probably utilize Canal Street for access to Barton Road. Therefore, widening of Canal Street southerly to Barton Road should be a condition of this development. These problems should be mitigated as part of this development. In addition, other concerns should be addressed, specifically The existing easement through subject property for the benefit of the property directly to the north shall be maintained and the access provisions shall be approved by a written release from that property owner. Portion of Lot 20 is now developed as parking lot for the benefit of the Office Commercial use to the south. At the present time, the required number of spaces can not be provided for the uses in the A-P Zone for the property and an easement on Lot 20 is proposed for that use. Other solutions should be considered. The existing zoning of the property (Tentative Tract Map 13364) is A-P. General Plan designation is Medium Density Residential. In the past, Planning Commission required a Zone Change as condition of the development. A letter from City Attorney on this subject is attached. It should be noted that common driveways are proposed between two (2) adjacent lots. This type of arrangement normally creates a maintenance responsibility problem. If, in fact, common driveway's are permitted, at minimum, C. C. and R's should address the rights and responsibility of the individual owners with respect to maintenance responsibility. PLANNING COMMISSION STAFF REPORT 12-8.5057 PAGE 5 STAFF ANALYSIS. RECOFI-iENDED ACTION: FINDINGS Continued. This project substantially meets the requirements set forth in Ordinance 104, Minimum Square Footage requirements for Multi- family residential units. All units are proposed to be townhouse style and will have 2 bedrooms, 2 baths, and a 2-car garage The units will range in area from 1038 to 1139 sq. ft The following is a breakdown of the proposed unit configuration: 1 Ea. 3 Unit Building 16 Ea. 4 Unit Building 3 Ea. 5 Unit Building 2 Ea. 7 Unit Building 22 Bldgs. 96 Units The applicant has submitted a conceptual landscape plan. A detailed landscaping, irrigation and lighting plan is required for review by the Planning Commission, prior to issuance of Building Permits as per Conditions of Approval. The trash enclosures are not provided on the site plan. As per the requirements of Section 18.48.060 Subsection N., each trash enclosure sahll be constructed in the manner set forth in this section and as per the conditions of approval. The illustrative Site Plan provided does not coincide with the Technical Site Plan. The Illustrative Site plan shows required 24 guest parking spaces. The Technical Site Plan indicates 18 guest parking spaces, with additional parking in the commercial property to the south of the project. Staff recommends that the Planning Commission make the following findings and take the following action 1.) Specific Plan 86-4, will not be detrimental a.) to the general health, safety, morals, comfort, or general welfare of the persons residing or working within the neighborhoods of the proposed use or within the City, or b.) injurious to property or improvements in the neighborhood or within the City, and; 2.) Screening shall be provided around the perimeter of the pro3ect, consisting of six (6) foot high decorative masonry wall. Prior to building permits, a detailed plan showing the decorative wall shall be required for review by the Planning Director or Planning Commission, if requested. 23. Any phasing shall be submitted to the Planning Department for review and approval. 24. Provisions shall be made for receptacles for refuse within 100' of each building. Such receptacles shall be adequately screended from view, landscaped and shall be inaccessible to dogs, cats or vermin animals, and placed conveniently for collection. Frequency of pickup shall be such to prevent over flow and emission of odor. Enclosure for such facility shall be constructed of six (6) foot high decorative masonry wall or stucco washed concrete block wall and provided with solid wood gates. Enclosure shall have a minimum inside measurement of six (6) feet by eight (8) feet and be provided with six (6) inch high wheel stops located one (1) inch from rear and side walls. The Administrative and Professional Office District (AP) provides for R-3 (multifamily residential) uses as provided for in the Grand Terrace Municipal Code, Section 18.21.020 (GT Municipal Code Section 18.30.030 G). Section 18.21.020 provides that "uses permitted in the R-3 district shall be as follows: Multifamily uses, apartments, duplexes, triplexes, fourplex, group dwellings, public uses, including parks and playgrounds." In order to develop your property as multifamily, it will be necessary to prepare and have approved a specific plan relative to your planned development. In addition, your pro]ect would require a con- ditional use permit, as well as all other routine permits and approvals. PC 86- ` A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE, CALIFORNIA, RECOMMENDING APPROVAL OF TENTATIVE TRACT 13364 AND SPECIFIC PLAN NO. 86-4 WHEREAS, Tentative Tract 13364 and Specific Plan 86-4 has been prepared and submitted for approval as required by the General Plan; NOW, THEREFORE, the Planning Commission of the City of Grand Terrace does hereby resolve as follows: SECTION 1. Environmental Review - That with respect to an environmental review of Tentative Tract 13364 and Specific Plan 86-4, an environmental review has been conducted and noticed 2ursuant to Section 21092 of the Public Resources Code, that based upon the review, including the mitigation measures, the City of Grand Terrace Environmental Review Officer found the proposed project will not have a significant effect on the environment. SECTION 2. Mitigation Measures - That this Planning Commission does hereby recommend approval of the Mitigation Measures and finds and determines that said Plan as conditioned by said Mitigation Measures will not have a significant effect on the environment. SECTION 3. Public Hearing - That a public hearing has been noticed, held, and conducted in the time, form, and manner pursuant to Government Code 65500. l SECTION 4.
