All communications equipment that was budgeted for last year has been ordersd. .The building 3 generator was started on this date and is functioning properly. EOC PLAN E. Luers reported that he has compared the base plan against the FEMA guidelines. A couple of areas still need work. In particular, the special needs of the Ahandicapped, elderly, and non-english speaking citizens. Randy said he would find out from the county how these are handled at that level. Hodder read a letter from Marilee Mitchell, Coordinator of Emergency Medical Services for San Bernardino County. Her letter was asking what cities would be willing to store a "MASH UNIT" typw package. The unit contains emergency medical supplies and could be used by the city during an emergency. it would also be available for the county to use. R. Anstine reported that he had re- sponded to the letter and told Ms. Mitchell that the city would be interested. Since the package is rather large (41x81xl21), it was pointed out that some arrangements would have to be made for storing it. Randy said we would have some time to work that issue since Ms. Mitchell would be contacting the city with more specifics at a later date. 2. On the 14, 15, 16th of Octcb,er, there will be an earthquake response drill conducted by the state. All EOC's will be activated and exercised. V. Lots 2 and 3 of the proposed map have lot depths of 90 feet. As a part of this proposal the applicant applied for a variance to allow the approval of the 90 foot lot depths and on October 19, 1987 the Planning Commission approved V-87-2 permitting the shorter distance (see Attachment C). The proposed tentative map is consistent with the current General Plan and meets all other requirements of the Grand Terrace Zoning Ordinance. CONDITIONS OF APPROVAL The City Engineer has reviewed the project and has recommended certain conditions of approval which are included in the recommended resolution (see Attachment A). ISACKGROUND J'he subject property is located at the Southeast corner of Pico �)t.reet and the privately owned Blue Mountain Court. The property is surrounded c)n three sides by developed A-1 zoned property, COUNCIL AGENDA ITEM 3r �(I g which allows lots with a minimum of 43,560 square feet. The subject property is zoned R-1, which allows lots with a minimum of 7,200 square feet of area. Recently, the applicant submitted proposed maps for this property creating first four lots and then three lots, both submittals were denied by the Planning Commission due to topography, required grading and density issues. The applicant is now submitting a two lot subdivision of the property. On November. 16, 1987, the Planning Commission recommended approval of the map as currently submitted and as conditioned by staff (see Attachment $). DISCUSSION The two lots created by the subject map front on Pico Street and each contains at least 20,000 sq. ft. orf area (see Attachment A's, Exhibit A). Some grading will be necessary to create building pads, however the reduction in the number of parcels will reduce much of the adverse visual and physical impact of the grading on the surrounding properties. The City Engineering Department has recommended several conditions of approval for this map which are included in the recommended resolution (see Attachment A). Also included in the resolution are the recommended requirements of the Forestry and Fire Warden Department. RECOMMENDATION �y The Planning Department feels that the subdivision of this property as conditioned into two lots fronting on Pico Street will not have and adverse affect on the surrounding A-1 zoned property and is appropriate for this neighborhood. Therefore, the Planning Department recommends the City Council adopt the attached resolution (Attachment A) approving TPM-87-9 as conditioned. A). As a result of this action tho following procedures were immediately placed into effect by the Planning Department; 1. No planning applications for residential projects shall be accepted, including minor or major tentative maps and final maps, variances, site and architectural tw reviews, etc. 2. No building permits for residential projects shall be accepted, including new construction, pools, patios, etc. 3. Applications and Building Permits which were accepted by the Planning Department prior to 11-12-87 may be issued. Permits which do not add new square footage or improvements to a properly may also be accepted by the Planning Department. In order to relieve certain hardships on individual home owners, the Planning Department is requesting the City Council consider the following revision to the moratorium; 1. Allow the Planning Department to accept for filing and processing planning applications and building permit applications for R-1, R-2 or A-1 zoned property where the property is owner occupied and no more than a total of one unit per lot is created.
