RESOLUTION NO. 84-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, RECITING THE FACT OF
THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY
ON NOVEMBER 6, 1984, DECLARING THE RESULT THEREOF
AND SUCH OTHER MATTERS AS PROVIDED BY LAW.
WHEREAS, a regular General Municipal Election was held and conducted
in the City of Grand Terrace, California, on Tuesday, November 6, 1984, as
required by law and as provided by law; and
WHEREAS, pursuant to Resolution No. 84-24, adopted June 28, 1984, the
election was consolidated with the Statewide General Election and the
Registrar of Voters canvassed the returns of said Election and has certified
the results to this City Council, said results are received, attached and made
a part hereof as Exhibit "A"; and
WHEREAS, notice of said Election was duly and regularly given in the
time, form and manner as provided by law; and that in all respects, said
Election was held and conducted and the votes cast thereat, received and
canvassed and the returns made and declared in the time, form and manner as
required by the provisions of the Elections Code of the State of California;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE DOES
HEREBY RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1. That there were voting precincts established
for the purpose of holding said Election consisting of eleven (11) of the
regular election precincts in said City as established for the holding of
State and County elections.
Section 2. That said regular General Municipal Election was held for
the purpose of electing the following officers of said City as required by
laws relating to cities in the State of California, to wit:
Three (3) Members of the City Council.
Section 3. That the whole number of votes cast in said City (except
absent voter ballots) was
That the whole number of absent voter ballots cast in said City was
making a total of votes cast in said City.
Section 4. That the names of persons voted for at said Election for
Members of the City Council of said City are as follows:
Jim Rigley
Hugh J. Grant
Byron R. Matteson
Dennis L. Evans
Roy W. Nix
That the number of votes given at each precinct and the number of
votes given in the City to each of such persons above named for the respective
offices for which said persons were candidates and for and against the
Advisory Measure were as listed in Exhibit "A" attached hereto and
incorporated herein.
Section 5. The City Council does hereby declare and determine that:
was elected as Member of the City Council of said
City for the full term of four years;
was elected as Member of the City Council of

was elected as Member of the City Council of
said City for the full term of four years:
Section 6. The City Clerk shall enter on the records of the City
Council of said City a statement of the result of said Election showing:
A. The whole number of votes cast in the City;
B. The names of the persons voted for;
E. For what office each person was voted for;
E. The number of votes given at each precinct to each person;
F. The number of votes given in the City to each person.
Section 7. That the City Clerk shall immediately make and deliver to
each of such persons so elected a Certificate of Election signed by the City
Clerk and duly authenticated; that the City Clerk shall also administer to
each person elected the Oath of Office prescribed in the State Constitution of
the State of California and shall have them subscribe thereto and file the
same in the office of the City Clerk. Whereupon, each and all of said persons
so elected shall be inducted into the respective office to which they have
been elected.
Section 8. That the City Clerk shall certify to the adoption of this
Resolution; shall enter the same in the book of original Resolutions of said
City; and shall make a minute of the adoption thereof in the records of the
proceedings of the City Council of said City, in the Minutes of the meeting at
which the same is and adopted.

AGENDA ITEM NO. 6
SUBJECT: Vivienda Avenue Bridge Overhead Bridge Crossing
FUNDING REQUIRED xx

The City of Grand Terrace has entered into a contract for Engineering Services
with Moffatt & Nichol Engineers, for the design of Vivienda Avenue Overhead
Bridge Crossing across the Southern Pacific Railway.
The costs for the Engineering Services, which are paid for by the City, are
reimbursable by CalTrans.
In order for the City to recover the costs an agreement between the City of
Grand Terrace -and the State of California must be approved by the City Council
with the authorization for the Mayor to sign. Attached you will find the
agreement for that proposal.
STAFF RECOMMENDS THAT:
THE CITY COUNCIL APPROVE THE ATTACHED AGREEMENT, AND AUTHORIZE THE MAYOR TO
SIGN THE SUBJECT AGREEMENT.

Az the time of the incorporation of the City of Grand Terrace, the
City adopted the County of San Bernardino standards for the improv;z.rnents
within a public right of way. Since that time, on the individual project
basis, the City Council has modified the standard as proposed by the
County, specifically the width and the location of the sidewalk with:_n
both res.-dential and commercial areas. For example: In front of
Greg's Market the sidewalk, which has been installed, is meandering
8' in width in lieu of the 11'6" full width sidewalk. in the case of
Barton Road along the frontage of the Civic Center, the sidewalk is likewise
a meandering. The proposal, which has been presented and approved by
the City Council for the construction of sidewalk on Barton Road betwer
Grand Tcr_race Road and Arliss, is a meadering sidewalk.
A recently approved development for a medical facility, which is to be
located on the northerly side of Barton just easterly of Vivienda, the
developers requested that they be permitted to install a 6' sidewalk
adjacent to the curb.
Staff is requesting direction from the City Council on policy '.:hat: it wishes
to follow with respect to width, location, and the alignment of the
sidewalk within the commercial areas of Barton Road.
STAFF' RECOMMENDS THAT:
THE CITY COUNCIL AFTER DISCUSSION, PROVIDE DIRECTION TO THE STArY.
