The Community Center is utilized on a very regular basis by community groups, and on a daily basis by our own tiny tot and extended day care programs. Several years ago, the City Council funded the replacement of the hardwood flooring in the auditorium, but at the time did not replace the flooring in the stage area. There are areas on the stage that are unsafe due to the weakness of the original flooring. The City Council is being approached by the Grand Terrace Lions Club to participate in fifty percent of the cost of replacing the stage flooring, at a City cost not to exceed $2,500. Mayor Matteson convened City Council meeting at 6:30 P.M. Mayor Matteson reconvened City Council meeting at 6:45 P.M. Mayor Matteson announced that Item 8A. (Request for funds - Grand Terrace Area Youth Basketball Club) would be discussed prior to the Public Hearing. I Mayor Matteson announced that Maureen Alvarez and family of 23020 Wren Street are the recipients of the October 1993 Recycling Family of the Month Award and of local merchant gift certificates from The Food Connection restaurant, JB's Food and Cocktails, and Flowers by Yvonne. !• •-i IC1:� � Council Minutes - 12/16/93 Page 3 that Pico Park, once it is completed, be given a name. He announced that Toastmasters Club 290 is in the process of recruiting members and encouraged everyone to join. He remarked that the Club meets in the City Hall Community Room at 6:30 a.m. on Fridays. Assistant City Manager Anstine, remarked that the City currently has a reward program, explaining that the program provides a cash reward to individuals who provide the City with information that leads to the arrest and conviction of a tagger. 5A. Praising the publication, he encouraged the public to complete the enclosed Readership Survey and return it to Council Minutes - 12/16/93 Page 5 Grand Terrace for placement in the law enforcement account fund. Councilmember Hilkev, announced that the San Diego branch of the Postal Service has approved the City's zip code request, adding that the matter has been directed to the San Francisco office. He speculated that more information would be available in January or February 1994. He invited Council and interested members of the public to attend a meeting with Omnitrans at 9:00 at the Omnitrans office building, adding that the transit company has three proposals for new bus service in the City. He inquired as to the status of the development of Pico Park. Assistant City Manager Anstine, reported that the Pico Park project is 3-4 weeks ahead of schedule, remarking that the project has experienced very few problems. Councilmember Hilkev, questioned whether the park would be available for use by the spring or summer. tw Assistant City Manager Anstine, surmised that if the project continues at its current pace, the park should be available for play at that time. Councilmember Hilkev, praised those on Orangewood who decorated their houses for Christmas, adding that the street also decorated for Halloween. He expressed his belief that Comcast has a nationwide monopoly on cable service, indicating his dissatisfaction with Comcast and his desire to take action in opposition to the company. NEW BUSINESS 8A. Reguest for Funds - Grand Terrace Area Youth Basketball Club Michael Dean, 12524 Reed Avenue, Grand Terrace; speaking as the President of the Grand Terrace Area Youth Basketball Club, thanked Mr. Rollins for his suggestion to change the name of Pico Park. He offered former Councilmember Hugh Grant's name as a possibility for the park name. He thanked Council, the City Attorney, and the City Manager for their sponsorship of GTAYBC teams and requested that the City provide $1, 080 to the Club to fund the rental of Colton Joint Unified School District's Council Minutes - 12/16/93 Page 7 Measures from the 1991 Air Ouality Management Plan and 1992 Federal Attainment Plan for Carbon Monoxide Mayor Matteson opened discussion to the public, there being none, he returned discussion to Council. Staff confirmed the nuisances and through the City Nuisance Abatement process, Attachment A, the property owners, Mr. and Mrs. Kennedy, were informed of the violations that existed on the site. The violations consisted of overgrowth of weeds and shrubbery, disrepaired fence and gate, debris, furniture, concrete and trash in the setback areas and dried vegetation (as grape vines). Most of the violations have been cleared up by the property owners. However, the improvements have been slow and the remaining violations of dried 4 vegetation, debris, old furniture and trash still remain. It was amicably agreed between the property owners and the City staff that the remaining cleanup would be completed by the City through the lien process, as it seemed timely. Therefore, the property owners and the City have agreed as proposed by Attachment B to the lien process. The costs, not to exceed $350 dollars, to be placed on the lien to be collected by the City at the time of house sale by the property owners. RECOMMENDATION The Planning Department recommend the City Council approve the appropriation of funding (not to exceed $350.00) for cleanup of rearyard property at 11821 Holly Street. The meeting was called to order the Chairman Vi Gratson at 7:05 PM. Those present were Vi, Ann Petta, Hannah Laister, Randy Anstine, Judy McBride, Pauline Grant and Irene Mason. The secretary's minutes for November were read and approved on motion by Ann, seconded by Judy. The treasurer's report showed a balance of $1,063.71. Old Business: Country Fair: Ann was called by the President of the Lion's Club's wife stating that after the+fair, the garbage had not been removed, tables not taken down nor the floor swept. We did not realize these things had to be done. There is church there on Sunday. We will be sure to do these things from now on. The cooking contest judging was discussed and will be discussed further at the next meeting in that it takes too long to tally the results. Randy reported that he and the City engineer had done an analysis on the stanchions. They would have to be 21' high, 12 inches in diameter due to wind factor. They cannot cross Barton Road due to its width. They would have to be parallel to the street. The cost would be between $14,0000 & $15.000. Randy will pursue further. New Business: Dick Rollins of the Parks and Recreation Committee came to the meeting to discuss the naming of the Pico Park site. This will be primarily an atheletic park. He suggested we donate a tree to be planted in memory. He feels that this should be a joint effect of all committees. Birthday Party: December 16th at 5 PM. Discussion was held on this subject, who, what, where, when, etc. Randy and his wife will do the decorations. Calendar for 1994: Art Show - April 30, May 1 G. T. Location of Signs Painted vehicle signs shall be installed on the body of the vehicle in a manner not to block drivers' visibility according to the California Vehicle Code. Signs shall be installed in a manner to allow windows, doors and/or other elements of the vehicle, such as seating and storage areas, to function properly, i.e. a plastic sign sheet installed over one or two windows, not permitting that window(s) to open, is not allowed. Vehicle advertisement shall be an integral part of the vehicle and shall not be required to be removed for the vehicle or parts of vehicle to operate. Vehicles shall only be allowed to be used for advertising if they are operable and are used primarily as vehicles in the furtherance of the business being advertised. Signs shall be installed in a manner to be proportional to and in harmony with the size of the vehicle, its form, shape and accessories. For example, if a sign is painted on the rear of a vehicle which clearly has two elements, a tailgate and the rear portion of a camper shell, the sign shall take those two elements into consideration and shall not cover the whole thing as if it were a plain, blank wall. (See samples in the Community Development Department.) Again, the purpose is to be a vehicle with messages and not a sign structure out in the parking lot or street. Painted vehicle signs, when in the parking lot, shall occupy not more than one parking stall. When on the street, they shall be parked adjacent to the curb directly in front of the respective property. Vehicle painted signs not related to center businesses are prohibited. Minor changes from an approved master development plan may be granted by the Director of Community Development. Wall or Building Sign Guidelines The following guidelines relate to all Wail or Building Signs. • No building signs will be allowed above the bottom of the second floor window line (where one exists) except where a multi -story building has a sign panel just below the roofline for its name or a major tenants name. The use of graphics consistent with the nature of the product to be advertised is encouraged, i. e., hammer symbol for a hardware store, mortar & pestal for a drug store. Direct and indirect lighting; ethods are allowed provided that they are not harsh or unnecessarily bright. The use of can -type box signs with translucent backlit panels are not allowed on any structures. Panels must be opaque if a can -type sign is used. Signs colors are required to be compatible with all other signs on that building and all freestanding signs on that parcel. AN ORDINANCE OF THE CITY OF GRAND TERRACE TO IMPLEMENT TRANSPORTATION CONTROL MEASURES FROM THE 1991 AIR QUALITY MANAGEMENT PLAN AND 1992 FEDERAL 40 ATTAINMENT PLAN FOR CARBON MONOXIDE. WHEREAS, residents in the South Coast Air Basin (SCAB) and portions of the South East Air Basin (SEDAB) under the South Coast Air Quality Management District's (District) jurisdiction, breath unhealthful air one in every three days; and WHEREAS, the SCAB which encompassed the nondesert portions of the Los Angeles, Riverside, and San Bernardino Counties, and all of Orange County, exceeds the federal and state ambient air quality standards for carbon monoxide (CO), nitrogen dioxide (NO2), ozone and fine particulate matter (PM10); and WHEREAS, the Southern California Associated Governments (SCAG) projects the region's population to grow 31 percent in 2010, from 12.7 million today to 15.7 million; and WHEREAS, increases in population means increase in vehicle miles traveled (VM'T) and vehicle trips (VT), which translates into increased emissions from mobile sources; and WHEREAS, the California Clean Air Act (CCAA) requires severely polluted areas, such as SCAB, to achieve an average of 1.5 or more persons per passenger vehicle during weekday commute hours by 1999 (Health and Safety Code Section 40920 (a)(2); and WHEREAS, the CCAA state that severely polluted areas are to be demonstrated no net increase in vehicle emissions after 1997 (Health and Safety Code Section 40920 (a)(2); and WHEREAS, areas with serve pollution are required by the CCAA to substantially reduce the rate in passenger vehicle trip and miles traveled per trip (Health and Safety Code Section 40919 (a)(3)); and WHEREAS, the District Governing Board and Southern California Associated Governments Executive Committee adopted the 1991 Air Quality Management Plan (AQMP) to meet the requirement of the 1988 CCAA; and WHEREAS, sever areas for ozone must adopt specific enforceable transportation control measures (TCMs) to offset any growth in emissions due to increased VMT or VT COUNCIL AGENDA ITEM # 1C, the City believes that several cities together and/or the subregional agencies should be responsible for meeting a target instead. (c) The 1991 Air Quality Management Plan (AQMP) for the South Coast Air Basin (SCAB), the 1991 Air Quality Attainment Plan for the Southeast Desert Air Basin (SEDAB), and the 1992 Federal Attainment Plan for Carbon Monoxide (CO Plan) include transportation control measures (TCM's) for implementation by local governments; and (d) San Bernardino Associated Governments (SANBAG) is required to provide documentation on local implementation of TCM's to support SCAG's conformity finding for approximately $2 billion in currently unprogrammed local and regional transportation projects; and (e) the congestion Management Program as required by Government Code section 4r+ 65088, and as enacted for the County of San Bernardino and as amended by action of the SANBAG Board of Directors on April 7, 1993, requires South Coast Air Basin Jurisdictions to commit to actions by June 30, 1993, and to Adopt a transportation control measure ordinance by December 31, 1993 as a measure of compliance or risk losing state subvention funds; and (f) the City Council adopted Resolution 93-23 on June 23, 1993, committing to adoption of a transportation control measures ordinance, and a second resolution is expected to be adopted on November 10, 1993; SECTION 2. Section 16.04.040 is added to Title 16 of the City of Grand Terrace Municipal Code, with revisions to Section 16.04.020 to read: D. "South Coast Air Quality Management District", or "SCAQMD" means the South Coast Air District as defined in Section 40400 et seq of the Health and Safety Code and is the agency that is responsible for comprehensive air pollution control in the South Coast Air Basin (SCAB) and certain areas of the Southeast Desert Air Basin (SEDAB). E. "FCAA" means the Federal Clean Air Act Amendments of 1990. F. "CCAA" means the 1988 California Clean Air Act. G. 'Transportation Control Measure", or "TCM" means any strategy for reducing units. (8) Provide on -site video conferencing facilities. For office park developments for 1000 + employees. (9) Reduce parking space requirements to account for increased ridesharing and other modes of transportation. For new non- residential development linked to other actions that reduce trips. (10) Require provisions for shuttle services to and from transit facilities. (11) Require provisions or contributions to a shuttle that accesses transit facilities. (12) Require provisions for on -site child care facilities and ground -level play areas, or contribute to development of an off -site facility within walling distance. (13) Require provisions for delivery services to residents and\or employment centers in the vicinity. C. New facilities. (1) Develop bicycle route system consistent with SCAGs Regional Mobility Element. To be determined based on Countywide Bicycle plan. (2) Designate on -site parking areas to be used by commuters as park -and - ride lots or contribute exaction fee to develop off -site park -and -ride lots. (3) Development of small business incubator (possible CMAC funding ISTEA). 4 (4) Install or widen sidewalks, where appropriate to safely accommodate pedestrians. D. Land Use Patterns. (1) Increase commercial densities around transit stations. (Suggested Level of Implementation: Commercial Density of 1.0 FAR [or higher] within 1/4 mile of transit modes or stations.) (2) Provide incentives to incorporate on -site child care facilities and senior citizen facilities. (Suggested Level of Implementation: Child care and senior citizen uses calculated at 50% [25-75%) or actual floor area.) (3) Require residential subdivisions to incorporate supportive daily services that are centrally located and conveniently accessibly to pedestrians and bicyclist. E. Employer -based rideshare program. (1) Require provision of a centrally -located commuter information area that offers information on available transportation alternatives, route schedules and maps, available employee incentives, and rideshare promotional material for employers of less than 100 employees. Consequently, while projects of street widenings for increased traffic capacity may be denied, bike trails and related non -motorized facilities are more likely to be approved. Being aware of this situation and with the consent of City Council, staff has and will continue applying for street improvement funds through all means available. By doing so, we will be not only improving our streets but also conforming to Air Quality Regulations and receiving credit for the miles of bike lanes we install. (Please refer to Attachment A, Grand Terrace Bicycle Plan as submitted to SANBAG for previous grant application.) Funds for construction of bike trails will be again available in early March through SANBAG - Article 3 fund. In order to be eligible, we need to have a Bike Trails Master Plan in place consistent with the recently developed Countywide Bicycle Plan. Our current General Plan does not include such a bike plan. (Please refer to Attachment B, Countywide Bicycle Plan.) Therefore, staff is proposing an Interim Bicycle Master Plan to be in place until a more detailed study of efficiency and impact of proposed bike lanes can be done in conjunction with the General Plan Amendment taking place this year.
