recommended that the City of Grand Terrace consider
installing the Westec motion detection alarm system at
the Pico Park site, adding that the City of Loma Linda
uses the system and has found it effective. He commented
that the system is fully monitored with a motion path
that is a few feet above the ground. He added that any
40 movement in the motion path will alert the Sheriff's
Department. Expressing concern about vandalism in Pico
Park, he suggested that the City investigate the cost of
such a security system.

ABSENT), to accept the Parks and Recreation Committee
Minutes of March 7, 1994.
Mayor Matteson, questioned whether the City had
investigated the structural safety of the second f loor of
the snack bar at Terrace Hills Community Park.
Manager Schwab, reported that the City's building
inspector reviewed the structure and made recommendations
to improve the safety of the building. He indicated that
City staff is making the necessary corrections. He added
that the City is working with the Little League and
Soccer organizations to eliminate problems with water
leakage in the building. He indicated that the wood in
the snack bar has been dried but remarked that the City
is monitoring the structure for dry rot.

defined the fuel cell as a futuristic method of
generating electricity, explaining that SCE is
sponsoring the location of a research program in
Grand Terrace at the Highgrove Generating Plant.
Jim Burns, Area Manager, Southern California
Edison; explained that fuel cells chemically
convert natural gas and other fossil fuels directly
into electricity. He related that fuel cell
technology has been used in space travel for many
years, adding that fuel cells can power industry
and may eventually power cars. He stated that the
fuel cell facility at the generating plant will be
designed to allow companies from all over the
United States to bring their technology to Grand
Terrace for testing. Stressing the partnership
between SCE and the fuel cell companies, he
indicated that SCE will freely use the electricity
generated and the developing companies will be
given free use of the facility. He commented that
SCE is supporting the location of the fuel cell
project in Grand Terrace but indicated that another
city is vying for the project.
Mayor Matteson, requested written information about
the fuel cell.
Councilmember Hilkey, suggested that the City
correspond with Congressman Brown to support
locating the project in Grand Terrace.
Mayor Matteson, questioned whether there are any
drawbacks to the project.
Jim Burns, Area Manager, SCE; explaining that the
fuel cell is a non-polluting method for generating
electricity, stated that the local area was chosen
as a possible project site due to its poor air
quality, stressing that the location would allow
for the demonstration of clean technology. He
commented that the gas company and Edison are
working together on the project.
Mayor Matteson, questioned why a fuel cell plant
cannot be placed in the north and in Grand Terrace.
Jim Burns, Area Manager, SCE; indicated that more
land is available in Grand Terrace adjacent to the
generating plant, adding that experimenting in one

SUBJECT: DECLARATION OF SURPLUS PROPERTY
Background
The City of Grand Terrace recently awarded a bid to attain new ADA approved
playground equipment for Terrace Hills Community Park. Since the current playground
equipment does not meet ADA requirements for handicap accessibility, it cannot be
used by the public and must be removed. Furthermore, once the supports of the
upright are cut for removal, the equipment will be useless in a public area. The City
has received an offer by a licensed contractor to dismantle and remove the existing
equipment in exchange for its salvage value.
Staff recommends that Council:
DECLARE SAID PLAYGROUND EQUIPMENT SURPLUS PROPERTY AND AUTHORIZE
STAFF TO ACCEPT THE OFFER OF THE CONTRACTOR FOR DISMANTLING AND
REMOVING THE EXISTING PLAYGROUND EQUIPMENT.

As the City Council is aware, the City is a member of the San Bernardino County Solid Waste
Advisory Task Force which is comprised of representatives from cities, the County Board of
Supervisors, and ten public representatives that represent various special interests.
Currently, the City and County representatives are allowed voting alternates to take their place
4W in their absence. The City's designated representative is Mayor Matteson with the City Manager
as the alternate. This allows either to attend for the purpose of establishing a quorum and voting.
The attached resolution will allow the public representatives to designate an alternate to allow
better participation and assist in providing a quorum at the meetings.

SUBJECT: DENIAL OF REFUSE EXEMPTION --
JOE SANDOVAL, 22595 FRANRLIN STREET
Since the implementation of mandatory refuse collection in 1990, we
have given very few exemptions from this service. Automatically we
gave exemptions for homes located on lots larger than 20, 000 square
feet, and homes that could show proof that they were currently
receiving curbside residential refuse service by another hauler.
A few special circumstance exemptions were given for hardships.
The majority of these requests were brought before Council in the
early stages of the new law.
Joe Sandoval has written for an exemption from refuse collection
due to the fact that he has three residences and would like to cut
down on his utility expense. Currently, he has three different
properties and lists Fontana as his primary residence with plans to
retire to his residence in Running Springs. However, in talking
with him over the phone, staff learned that there is always someone
at his Grand Terrace residence to prepare it for sale and for it
not to look abandonded. Based on the fact that other utilities
are on, and that someone is living in this residence, staff is
recommending that Mr. Sandoval have refuse collection at this
residence.
STAFF RECOMMENDS THAT:

SUBJECT. Deficiency Plan for I-215
BACKGROUND:
SANBAG previously indicated to the City that a deficiency plan would be required for the
I-215 pursuant to state CM? legislation. Deficiency plans are required for any highway or
arterial segment that falls below a traffic level of service E. The County CMP states that
jurisdictions which are adjacent to deficient segments (including freeway segments) will be
the "lead agency" for the deficiency plan. Because Grand Terrace, San Bernardino and
Colton are adjacent to the deficient I-215 segments, SANBAG has indicated that we need
to serve as lead agencies.
There has been considerable discussion between our cities and SANBAG regarding this
issue. Our response to SANBAG regarding this issue is summarized in the attached letter
that has been prepared jointly by the cities of Grand Terrace, San Bernardino and Colton,
and has received the support of SANBAG staff The letter is a request to the SANBAG
Board for financial assistance to hire a consultant to prepare the deficiency plan on our
behalf. Grand Terrace along with the cities of San Bernardino and Colton will take a lead
role in coordinating the deficiency plan process, but any financial obligations will be a
countywide obligation.
RECOMMENDATION:
Planning Department staff is requesting the City Council adopt a resolution (Attachment
1) supporting the attached letter (Attachment A).

performance within the corridor, and reduce on -road emissions as required
by statute.

ITEM: #1 The Minutes of the meeting of January 10, 1994
were distributed to the members present for their
approval. The Minutes were read and approved as
written.

#2 JoAnn Johnson announced that the California Crime
Prevention Officers Association (CCPOA) would be
having a 'Training Seminar' on September 14 to 16
in Northern California. The Committee felt that
it would be important that Sharon Korgan would be
able to attend and that this matter would have to
be brought before the Council for approval.
#3 There being no monthly report from the Community
Services officer on updates of programs and the
Grand Terrace Days Committee report there was very
little to discuss. Dick Peters stated that he would
like to know exactly what had been outlinned by the
City as to the duties and responsibilities of the
Crime Prevention Committee. He also stated that he
would continue to seek out the various Security
Systems organizations for displays for the Grand
Terrace Days.
ver the years since forming the Crime Prevention
Committee by the Council, as an advisory committee,
the blending of duties of the office of the Crime
Prevention Officer or as officially identified as the
Community Services Officer there becomes the problem �-
of the work performed by the Committee. In actuality
the Committee has now become a direct pert of the
operations of the C.S.O. as volunteers for that de— F
partment and largely under the sponsorship and control
of
the C.S.O. The original duties of the Committee
have now become, for the most part, the duties and
responsibilities of the C.S.O. It now has become some—
what obvious that the separate Crime Prevention Comm—
ittee has become redundant and unnencceseary•
Further discussion on this matter should be brought
before the Council.

Minutes of the April 4, 1994 Meeting
The meeting was called to order by Chairman Vi Gratson at 7:15.
Those present were Pauline Grant, Judy McBride, Vi, Colleen
Edmundson, Karen Gerber and Hannah Laister.
The minutes for the March meeting were read and approved on
motion by Colleen, seconded by Judy. Treasurer's report shows
a balance of $717.88.
Art Show May 1, 1994: Invitations were prepared by Karen and
will be mailed to the Council, Mayor and all organizations in
town. Pauline will get publicity to the radio stations, Irene
will do cable TV. Cookies and punch will be served. Posters
are ready for distribution.
Mrs. Miller changed the front show case. This now has a display
of the history of the Miller Honey Company. She donated a copy
of her book "Sweet Journey" to the Committee. _
A history of Grand Terrace brochure is ready for our table at
Grand Terrace Days. Vi will order 500 pencils to be given out.
There was no new business.
The nest meeting will be May 2nd. The meeting was adjourned
at 7:45.
