Mayor Matteson, questioned who was removing the graffiti.
Dick Rollins, 22700 DeBerry Street, Grand Terrace;
replied that he was abating the graffiti but added that
the City's maintenance crew also removes graffiti.
City Manager Schwab, explained that Mr. Rollins
obw supervises the work release crews on the weekends, and
they work to remove graffiti.
Dick Rollins, 22700 DeBerry Street, Grand Terrace;
complimented the City's maintenance crew for their prompt
removal of graffiti and requested rags from the public
for graffiti removal and paint clean-up. He suggested
that rags be collected at City Hall. Reiterating his
praise for the City's maintenance crew, he reported that
the facilities at Terrace Hills Community Park have been
vandalized repeatedly. He announced that the City offers
a $500 reward for information leading to the arrest and
conviction of a tagger.
Councilmember Hilkey, praised the vigilance that Mr.
Rollins has shown in his graffiti abatement efforts.
Mayor Matteson, introduced new Assistant City Manager
John Donlevy.

Councilmember Singlet', indicated that he also
attended the pancake breakfast in addition to the
Advocate School and Child Care Center Open Houses
as part of the Grand Terrace Days festival. He
added that at the pancake breakfast the City and
the Sheriff's Department presented a plaque to the
Lion's Club in recognition of the Club's
contribution to the community and the City. He
4+ reported that Sheriff -elect Gary Penrod was in
attendance at the breakfast and expressed delight
that so many people attended the event.
Councilmember Buchanan, revealed his plan to attend
the Grand Terrace Days Parade and Fair on Sunday,
June 12, 1994 and related his belief that the event
will be entertaining. He also expressed
satisfaction with the pancake breakfast.

NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL
ELECTION TO BE HELD ON TUESDAY, NOVEMBER 8,

WHEREAS, under the provision of the laws relating to general law cities in the
State of California a General Municipal Election shall be held on November 8, 1994
for the election of Municipal Officers;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE
DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That pursuant to the requirements of the laws of the State
of California relating to General Law Cities, there is called and ordered to be held in
the City of Grand Terrace, California, on Tuesday, November 8, 1994, a General
Municipal Election for the purpose of electing (2) members of the City Council for the
full term of four years.
Section 2. That the ballots to be used at the election shall be in form
and content as required by law.
Section 3. That the City Clerk is authorized, instructed and directed to
procure and furnish any and all official ballots, notices, printed matter and all supplies,
equipment and paraphernalia that may be necessary in order to properly and lawfully
conduct the election.
Section 4. That the polls for the election shall be open at seven o'clock
a.m. of the day of the election and shall remain open continuously from that time until
eight o'clock p.m. of the same day when the polls shall be closed, except as provided
in Section 14301 of the Elections Code of the State of California.
Section 5. That in all particulars not recited in this Resolution, the
election shall be held and conducted as provided by law for holding municipal
elections.
Section 6. That notice of the time and place of holding the election is
given and the City Clerk is authorized, instructed an directed to give further or
additional notice of the election, in time, form and manner as required by law.

BOARD OF SUPERVISORS OF THE COUNTY OF SAN
BERNARDINO TO CONSOLIDATE A GENERAL MUNICIPAL
ELECTION TO BE HELD NOVEMBER 8, 1994, WITH THE
STATEWIDE GENERAL ELECTION TO BE HELD ON THE
DATE PURSUANT TO SECTION 23302 OF THE ELECTIONS
CODE.
WHEREAS, the City Council of the City of Grand Terrace called a General
Municipal Election to be held on November 8, 1994, for the purpose of the election
of (2) Members of the City Council of said City for full terms of (4) years; and
WHEREAS, it is desirable that the General Municipal Election be consolidated
with the Statewide Election to be held on the same date and that within the City the
precincts, polling places and election officers of the two elections be the same, and
that the Registrar of Voters of the County of San Bernardino canvass the returns of
the General Municipal Election and that the election be held in all respects as if there
were only one election;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE
DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That pursuant to the requirements of Section 23302 of the
Elections Code, the Board of Supervisors of the County of San Bernardino is hereby
requested to consent and agree to the consolidation of a General Municipal Election
with the Statewide General Election on Tuesday, November 8, 1994, for the purpose
of the election of (2) Members of the City Council for full terms of four (4) years.
Section 2. That the Registrar of Voters is authorized to canvass the
returns of the General Municipal Election. The election shall be held in all respects as
if there were only one election, and only one form of ballot shall be used.
Section 3. That the Board of Supervisors is requested to issue
instructions to the Registrar of Voters to take any and all steps necessary for the
holding of the consolidated election.
Section 4. That the City of Grand Terrace recognizes that additional
costs will be incurred by the County by reason of this consolidation and agrees to
reimburse the County for any costs.
Section 5. That the City Clerk is hereby directed to file a certified copy
of this Resolution with the Board of Supervisors and the Registrar of Voters of the

4 WHEREAS, Section 10012 of the Elections Code of the State of California
provides that the governing body of any local agency adopt regulations pertaining to
materials prepared by any candidate for a municipal election, including costs of the
candidates statement;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE
DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. GENERAL PROVISIONS. That pursuant to Section 10012 of the
Elections Code of the State of California, each candidate for elective office to be
voted for at an election to be held in the City of Grand Terrace on Tuesday, November
8, 1994, may prepare a candidate's statement on an appropriate form provided by the
City Clerk. The statement may include the name, age, and occupation of the
candidate and a brief description of no more than two -hundred (200) words of the
candidate's education and qualifications expressed by the candidate himself or herself.
The statement shall not include party affiliation of the candidate, nor membership or
activity in partisan political organizations. The statement shall be filed in the office
of the City Clerk at the time the candidate's nomination papers are filed. The
statement may be withdrawn, but not changed, during the period for filing nomination
papers and until 5:00 p.m. of the' next working day after the close of the nomination
period.
Section 2. FOREIGN LANGUAGE POLICY.
a. Pursuant to state law, the candidates statement must be translated and
printed in Spanish at the candidates request.
b. Pursuant to the Voting Rights Act, the city is required to translate
candidates statements into the following languages in addition to English:
Spanish, Vietnamese, Chinese, Japanese.
C. 1. The City Clerk shall have all translations made available upon
request in the office of the City Clerk.
2. The City Clerk shall print all translations of candidates statements
in the voters pamphlet.
Section 3. PAYMENT.
1. The candidate shall be required to pay for the cost of printing the
candidates statement in English.

On May 17, 1994, the City Clerk opened and read aloud, the bids for the park
playground surfacing for Terrace Hills Park. As Council is aware, this project is being
funded by way of the Housing and Community Development Block Grant Program. The
bids were are follows:

Staff reviewed the bids and the low bidder, Playsafe Protective Surfacing, was our
choice. The City received a notice of protest on June 3,1994, from Micon Engineering
stating that they felt the selected contractor (Playsafe) did not meet the prerequisites of
the basic plans and specifications for the project and requested that the City conduct
an investigation of the materials used by Playsafe in their product.
We met with Jim Iacona, Vice President of Playsafe, and Colin Sinfield of CSA Park
Equipment, on June &h, at which time we notified them of the protest by Micon
Engineering and asked them to provide us with test data documentation to help
determine if Playsafe does, in fact, specifically meet the requirements stated in the bid
package.

for both G Max and HIC.
2) P1aySafe Protective Surfacing has been tested in accordance with ASTM E-303 for
skid resistance.

Standard Method of Fire Tests of Roof Coverings.
This last test, ASTM E-108, is substantially more comprehensive than the test listed in the
specification for flammability. I have also been informed that, of the tests available for play-
ground surfacing, the ASTM E-108 is most suited for evaluation of flammability. This infor-
mation was given to me by Mr. Michael Elliott, Director of the Fire Technology Department
of United States Testing Company, Inc., the largest of the independent testing laboratories in
the nation.
The result of this last test has given our product a Class A rating.
I hope this will provide the appropriate information to help you reach a decision for this

Both test decks performed in a similar manner. Following sample
ignition, a steady flame front advance extended upslope. Maximum
spread of flame was 3 feet, 6 inches. At no time during or after

#4 A lengthly discussion by all parties in attendance
as to the purpose and the reviewing of the Guidelines
of the Crime Prevention Committee and the duties and
responsibilities to the Council, Staff and the
Citizenry. Many subjects were discussed both in re-
lation to the tie-in with the Community Services
Officer and her duties and the projected responsib-
ilities of the Committee. It was decided that more
input should be allowed from the Committee into the
Sheriff Department Contract and how the problems of
the citizenry can be best approached. There were
complaints about several points in regard to Deputy
Patrols, the lack of certain types of enforcement and
response and enforcement of City Ordinances and to
why certain enforcements were not being made. It was
also discussed that much of the population were not
aware of certain Ordinances particularly in the use
and display of yard sales and garage sales, overtime
street parking and the types of vehicles stored on
City streets. Also animal control ordinances and the
ordinance dealing with excessive nosie and pollution.
The Councilmen in attendance went over the entire list
of guidelines of the Crime Prevention Committee and
with enthusiastic approval accepted the changes that
would assist the Committee in better serving the
Community. The committee would still remain in iiason
with the Q.S.O. interactiong on all levels as possible
with the exception of the Citizen Patrol 'Unit which
acts as an independant group administerd by ,he O.S.J.
and the Sheriff Deportment. Further workup of the
Guidelines will be forthcoming and a submittal to .he
City Council and the City Maaager would be forth-
coming.
There being no further items to be discussed the
meeting was adjourned at 2030 hours.

On June 2, 1994, the Planning Commission recommended approval of this project, a
tentative parcel map to subdivide 4.9 acres into three parcels, to the City Council. This
application was initiated to enable the property owner to sell the existing house on Lot 2
of the proposed parcel map. This land has been reviewed in the previous three years for
tentative tract maps.
A tentative tract map, encompassing 4.9 acres, had previously been approved on this
property. However, faced with a slow economy and a revised Department of Water
Resources policy not to replace access roads across easements, the property owner has opted
to forfeit the tentative map and propose the parcel map. This map, if approved, will
supersede any previous tentative map.
The description, conditions of approval, minutes and reviewing agency comments are
referred to in the Planning Commission report, Attachment B. The main issues discussed
by the Planning Commission, staff and public during review of this project included:
grading, circulation, traffic, access and the tentative map to the south (Tony Petta's).

It has been determined that a mitigated Negative Declaration is appropriate for this project,
in accordance with the California Environmental Quality Act, refer to Attachment B.

In years 1989 and 1991, the Planning Commission reviewed previous proposals for this
property that encompassed a tentative tract map with 9 residential lots (TrM 14483
approved March 28, 1991). The applicant, Richard Churchwell, was faced with a similar
issue as the tentative tract map of Barney Karger/Riverside Highland Water, the State
Department of Water Resource easement was located under a designated street in the
center of the proposed project sites. In the case of infrastructure repairs, the policy of

In the preliminary meetings, the City Engineer indicated that certain modifications to the
preliminary map would have to be addressed. The map before the Planning Commission
this evening reflects those changes. First, any street improvements and building permits
would be tied in with Parcels 1 and 3. Second, the Parcel 2 boundaries were moved to
encompass the existing driveway and slope of the driveway. Third, the proposed map should
indicate separate accesses for Parcel 2 and 3 from Grand Terrace Road. Fourth, the lot line
for Parcel 2 was adjusted so as not to include the barn. At the time of review for the
tentative map for the remainder parcel, the barn would be required to be removed; (a
condition contained in previously approved TTM 14483.) Currently, the barn is being used
by residents of Parcel 2.
At the time of preparation for this staff report, the Fire Warden's comments were not
completed. The applicant and City are awaiting written comments for distribution to the
Planning Commission by early neat week. The applicant understands that compliance with
Fire requirements is a standard condition of approval.

19%, Attachment E. (Since the Fire Warden's comments were not available at the time of
this report, the Riverside Highland Water representative has indicated their comments are
preliminary, contingent upon fire requirements.) According to the Riverside Highland

In a phone conversation with Department of Water Resources staff on May 25, 1994, the
State representative, indicated that since the project is not within their specified area of
concern, they do not anticipate any problems. However, if any development or grading
pushes any dirt out onto their easement, an encroachment permit may be required

The issue of the replacement policy of landscaping or street improvements by DWR

codes, ordinances, or standards of the fire department.

O F-10. Every chimney used in conjunction with any fireplace or any
heating appliance in which solid or liquid fuel is used shall be
maintained with an approved spark arrester. It shall be constructed of
stainless steel, copper or brass, woven galvanized wire mesh, twelve
(12) gauge minimum of three -eighths (3/8) inch minimum to one-half (1/2)
inch maximum openings, as per County Code 3381. The mesh shall be
visible from the ground. No decorator caps allowed.
F-11. The development and each phase thereof shall have
(WO (2) points of vehicular access for fire and other emergency
equipment, and for routes of escape which will safely handle evacuations
as required by the development code.
O F-12. Private roadways which exceed one hundred and
fifty (150) feet in length shall be approved by the fire department
having jurisdiction, and shall be extended to within one hundred fifty
(150) feet of, and shall give reasonable access to all portions of the
exterior walls of the first story of any building. An access road shall
be provided within fifty ( 50 ) feet of all buildings if the natural grade
between the access road and the building is in excess of thirty (30)
percent. where the access road cannot be provided, a fire protection
system shall be provided as required and approved by the fire
department.

Commissioner Addington stated that he would be abstaining from this item
due to a potential conflict of interest.
The Associate Planner presented the staff report.
Vice -Chairman Wilson asked the City Engineer if he saw a future problem
with access to the remainder parcel.
The City Engineer said there was a realignment in the lot line from the
original lot, and the reason for that is that the existing driveway, as it is now
proposed, will provide service to Parcel 2. He said Parcel 3, if developed,
would have to take access adjacent to the driveway for Parcel 2, taking into
6W consideration that there would have to be a separation, full curb face,
between the two driveways. He said Parcel 3 has adequate frontage to
provide access on the northerly end, and basically what they are creating is no
parking along this area with the driveways there. He said with respect to the
remainder parcel of the original tract, the only access that is available to that
parcel at this point in time the frontage on Arliss Drive.
Vice -Chairman Wilson asked if they approve this particular access scheme, if
they will be landlocldng anybody else in the immediate vicinity.
The City Engineer said he didn't believe so. He said the parcel adjacent to
the south has frontage along Barton Road, but it is a potential problem with
respect to providing an access to Barton Road, as it would involve
consideration of potential traffic problems, visibility problems and grading.
He said legally, they now have access.

The City Engineer said they are trying to plan a subdivision as it has been
submitted at this point in time, so it would not be in order for him to make
any commitments at this time. He said if Mr. Petta's engineer submits
something, it can be evaluated and conditions can be set, but he can't speak
before the Planning Commission and say that there is potential access to
Barton Road.
Vice -Chairman Wilson said the job of this commission is to review Parcel
Map 14685, and the remainder parcel is a separate review process and really
04& can't be discussed at this time. He felt it would be out of line to offer an
opinion or review the remainder parcel or access to the southern portion.
Mr. Petta said he has no objection to the parcel map, but he is an adjoining
property owner, and this will negate what went on previously when the
previous maps were processed. He said there is a possibility either parcel
map may be developed on an individual basis. He stated that the two tract
maps were approved on the basis that a street would go from Victoria on
through to Grand Terrace Road. He said with the previous map out of the
picture, this will affect the tract map to the south. He said the provision
made at that point was that should one tract map develop prior to the other,
then the other tract map would give an easement whereby a temporary cul-de-
sac could develop on the adjacent property, allowing the tract maps to
develop on an individual basis.
4r Mr. Churchwell agreed, provided that the same would be provided for him.
The City Engineer suggested a motion be made to this effect.
