1996-13 RESOLUTION NO. 96-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA ENDORSING AND INITIATING THE SAN BERNARDINO COUNTY, I-10 ELECTRIC VEHICLE CORRIDOR COMMUNITY(EVCC) PROGRAM. WHEREAS, the City of Grand Terrace is committed to improving air quality and recognizes that the deployment of electric vehicles and electric recharging stations is critical to achieving regional air quality goals; and WHEREAS, the General Plan for the City of Grand Terrace contains several goals, objects, policies, and action programs to protect and maintain air quality, to encourage the use of electric energy sources, to expand and improve transit systems, and to attract industry to the area; and WHEREAS, the City of Grand Terrace is aware and acknowledges the importance of and plans to comply with the Uniform Building Code and National Electric Code Revisions as they relate to new building code ordinances that would require new residential and commercial construction to be electric vehicle ready; and WHEREAS, The City of Grand Terrace will consider building code revisions that require a 3/4" raceway from the electrical service panel to an appropriate location for EV charging in all new residential garage (Cost to property owner of approximately $100); and WHEREAS, THE City of Grand Terrace has committed$14,710 toward the purchase of the vehicles and charging stations; and WHEREAS, The City of Grand Terrace is committed to being "EV Ready" by supporting the deployment of electric charging stations; and WHEREAS, The City of Grand Terrace permitting process will be streamlined to ensure approval of residential charging installation within 72 hours of vehicle purchase; and WHEREAS, The City of Grand Terrace has in place an Emergency Management Plan which emphasizes emergency planning, training of full-time, auxiliary, and reserve personnel, public awareness and education, and assuring the adequacy and availability of sufficient resources to cope with such emergencies; and WHEREAS, a properly noticed public hearing was held by the City Council on June 13, 1996, to hear this proposed project; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Grand Terrace does hereby resolve, determine, and find as follows: Section 1 Endorsement and Initiation of the San Bernardino County, I-10 Electric Vehicle Corridor Community (EVCC)Program of which the City of Fontana is the leading agency. Section 2 Authorization for staff to contact identified agencies and invite such agencies to assist in developing/planning/implementing the EVCC Program. a. Authorize staff to develop modifications to building, electrical and safety codes for the expedited deployment of charging stations. b. Authorize staff upon notification of award from the Mobile Source Air Pollution Review Committee, to develop a plan to deploy infrastructure to support Electric Vehicles in operation. Section 3 Authorization for staff upon notification of award from the Mobile Source Air Pollution Review Committee, to purchase on electric vehicle for use by City employees for field inspections, maintenance, and local meetings.
