Matteson, Mayor Gene Carlstrom, Mayor Pro Tempore 4W Herman Hilkey, Councilmember Jim Singley, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk John Donlevy, Assistant City Manager Patrizia Materassi, Community Development Director Bernard Simon, Finance Director Lt. Kyritsis, Sheriffs Department ABSENT: John Harper, City Attorney The meeting was opened with invocation by Pastor Roger Greenwalt, First Baptist Church of Grand Terrace, followed by the Pledge of Allegiance led by Councilmember Singley. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:15 P.M. ITEMS TO DELETE 3E. Award Contract - Rehabilitation of Existing Apartment at Civic Center for Building and Safety/Public Works and Housing Offices SPECIAL PRESENTATIONS 2A. Councilmember Hilkey read a Proclamation designating the Month of May 1995 as Water Awareness Month 2B. Gene McMeans, Riverside Highland Water Company, introduced Maryetta Ferre, Principal of Terrace View Elementary School, who introduced the winners of the Water Awareness Poster Contest. 2C. Councilmember Singley read a Proclamation designating May 15-21, 1995, as National Salvation Army Week COUNCIL ITEM # 3 Council Minutes 05/11/95 Page 3 facilities at both DeBerry and Pico Parks are available to reserve and that half the facilities at both Parks are available only on a "first come" basis. 5B. Council Reports Mayor Matteson, reported that the City staff is working on the City of Colton proposed sewer rate increase. He stated that Terrace View Elementary School is having a showing on May 16th and will be exhibiting outdoor murals that have been drawn and painted by student artists. He expressed concern for the cost of Law Enforcement and indicated that he has contacted four city police departments for proposals. He indicated that Councilmember Hilkey cannot continue as the designated representative to the San Bernardino County Gang and Drug Task Force because of other duties and appointed Councilmember Singley to assume that position. Mayor Pro Tern Carlstrom, reported that there is a new publication being circulated called Grand Terrace City News, with interesting information. Councilman Buchanan, reported that he attended the 40th Anniversary celebration for Wilden Pump and suggested that Naomi Wilden be considered for Grand Marshall of the Grand Terrace Days Parade. He reported that he attended the Historical & Cultural Committee Annual Art Show, which was very successful. He expressed concern regarding recent vandalism in the City and encouraged 4+ those citizens involved to make a report to the Sheriff s Department. He reported on the ongoing sewer issues with the City of Colton and indicated that Colton is considering an interim wastewater rate increase from $12 every month to $18.50 a month. He felt that a rate increase could only be justified if it is needed to cover the current operating expenses. He indicated that he will be attending meetings of the Colton City Council and Utility Commission on May 15th and 16th and report back to Council. Councilmember Singlev, reported that he attended the monthly SANBAG meeting where they presented a program on Measure I and stated that traffic will continue to become more congested even with the current improvement rate the traffic will move at 10 mph by the year 2015. He reported that he attended the Colton City Council meeting and expressed his appreciation for the job Councilmember Buchanan is doing representing Grand Terrace. He reported that he attended the Crime Prevention Committee meeting when the law enforcement contract was discussed and indicated that the committee will be making a recommendation to the City Council at the next meeting. Councilmember Hilkev, indicated that he is withdrawing from his position on the Gang and Dug Task Force because of conflicting schedules with the Omnitrans meeting. He expressed concern that the sewer problem in Colton is restricting the issuance of sewer connections in Grand Terrace. He reported that he received a letter with an idea to increase revenue by taxing vacant industrial property. He reported that the San Bernardino public access channel will be shown in Grand Terrace starting on May 15th on channel 53. He thanked the Historical & CRA ITEM () COUNCIL ITEM (XX) MEETING DATE: May 25, 1995 SUBJECT: STREET SWEEPING: AWARD OF CONTRACT #6V Recommendation: FUNDING REQUIRED XX NO FUNDING REQUIRED BACKGROUND At its April 13, 1995, the City Council authorized staff to proceed with a competitive bid process for Street Sweeping Services. This process consisted of formal advertisement, closed bids and an evaluation of performance by bidders. Bids were based on an hourly rate and a not to exceed annual charge. The City received the following bids: 1. R.F. Dickson Company- $49.00 per hour 2. Apollo Sweeping- $95 per hour certified/$65 per hour non -certified The bid received from Apollo Sweeping did not conform to the bid specifications and was disqualified As a result of the submitted bids, staff recommends that the street sweeping contract be awarded to the R.F. Dickson Company at a rate of $49 per hour. Dickson is the City's current sweeper and the bid is actually a lower rate than the current cost of $49.50. FISCAL IMPACT Charges are based on an hourly rate of $49 with an annual not to exceed rate of $18,590.04. This will be included in the City's FY 1995-96 Budget. STAFF RECOMMENDATION: That the City Council: 1. Award a contract for Street Sweeping Services to the R.F. Dickson Company, and 2. Authorize the Mayor to execute the appropriate contract documents. ATTACHMENT Bids are available for review in the Office of the City Clerk CITY OF GRAND TERRACE COUNCIL AGENDA ITEM #3 - CITY COUNCIL AGENDA REPORT CITY OF GRAND TERRACE CRIME PREVENTION COMMITTEE RECEIVED Regular Meeting MINUTES (REVISED) April 10, 1995 CITY CLERK• S DEPT. The Grand Terrace Crime Prevention Committee met at it's regular monthly meeting at the Senior Center Meeting was called to order at 6 02 PM. MEMBERS PRESENT were Philomene Spisak, Chairperson, Bitsy Miller, Vice Chairperson, JoAnn Johnson, Dottie Raborn, Harold Lord and Dick Rollins. Also present, Alternate Member Ed O`Neal. MEMBERS ABSENT - were James Cook and Alternate Member Mike Fasenmyer CITY STAFF -Tonya Nelson, Community Services Officer GUESTS PRESENT- None. .-AGENDA was approved with the motion by Harold Lord and second by Bitsy Miller MINUTES of March 13th were approved with two changes Ed O'Neal indicated that alternates were not Members and should be so distinguished in the Minutes. Philomene Spisak requested that the minutes be amended to remove City sensitive procurement information from Mr Schwab's discussion with the comrruttee re City police support contract negotiations. After considerable discussion, a motion was made by Bitsy Miller and seconded by Dottie Raborn that these two changes be made to the original Minutes before submitting to City Council. Motion passed by a majority PUBLIC COMMENT - None. BUDGET - There was a lengthy discussion on the need for a Treasurer and just what the Crime Prevention Committee had to do with finances. Some months ago it was determined that the Committee did not handle any money, therefore had no need for a Treasurer Tonya Nelson was requested to gather information regarding the budget, purchase of Grand Terrace Day items, what money (if any) does the committee control, etc , and report back to the Committee CSO REPORT a. There will be a meeting for Grand Terrace Days on April 18th. b Calendar of events will be finalized at that time. c All information on the fair and parade entries is in data base in computer d. Form letters will be sent and data can be used for next year e. Possible incentives to get people to follow directions and avoid confusion. f. Would like to send letters to crime victims, inviting a Neighborhood Watch Program. g. Would like to follow up on Neighborhood Watch quarterly h. Might begin Team Block Captain meetings. Possibly Citizen Patrol involvement. i. Would like good videos depicting scenarios, follow up questions and education. 1. Suggests 32 gal. trash can, wood cover, tablecloth, to hold Earthquake items At this point, Philomene Spisak suggested a good pair of walking shoes in the car Also, she suggested that a fishing vest, loaded with survival items could be kept in the car COUNUI.AGENQa 17CIV1 #�/ I I G�. Dottie Raborn questioned the value of sending letters to crime victims In the past this has not been fruitfiil Tonya Nelson continued the discussion regarding Crime Reports a. They cannot be given to Citizen Patrol as they are received. b Citizen Patrol needs only the block number; not exact addresses or names c She will work on getting reports for the Patrol Vehicles d. She will invite Sgt. Ruff to attend a meeting and explain fully i Bitsy Miller volunteered to input the information into a special map program which may be available and if it can be used on the computer in the CSO's office. She would do this weekly Dick Rollins made several specific statements a. There has been a substantial increase in vandalism in the city b There has been much damage at Terrace Hills Park as During the last month, the rest rooms at Terrace Hills Park has been ,raffitied and repainted three times. This makes a total of 17 or 18 coats of paint. Snack Bar and Edison transformer are being graffitied, usually Friday afternoons and evenings. It is presumed that damage is being done probably by Middle School or Jr High students. 40 Rest rooms are being vandalized. A drinking fountain has been taken off the wall. Sky lights in rest rooms have been smashed. One third of the shingles have been destroyed. Trash containers and trees have been broken. Broken glass has been put in the children's sand boxes. c Dunn -Edwards has donated 250 gallons of paint. He further stated that Pico Park has had graffiti on the benches and in the rest rooms and emphasized that all graffiti must be covered immediately A discussion on possible solutions to light bulbs being broken. Covers were suggested and are available but very expensive Discussion followed regarding the purchase of small upkeep graffiti removing supplies by Mr Rollins and his graffiti removing crew It was suggested that committee funds be made available to establish a contingency fund for the purpose of providing the needed supplies. UNFINISHED BUSINESS - None NEW BUSINESS - A motion was made by JoAnn Johnson and seconded by Bitsy Miller, that an Action Item be prepared for City Council requesting the removal of member James Cook from the Committee and at the same time naming Alternate Ed O'Neal as a regular Member. Motion carried without opposition. The Secretary was instructed to prepare appropriate Action Item. Philomene Spisak asked Tonya Nelson if she would pursue getting Crime Reports for the Crime Prevention Committee and Tonya agreed that she would. i There being no further business to discuss, the meeting was adjourned 7:44PM. Respectfully Submitted, Secret , oAnn Johnson COMMITTEE REPORTS COUNCIL MEETING DATE: May 25, 1995 CONMSSION/CONMTTEE; Crime Prevention DATE: May 15, 1995 SUBJECT: Law Enforcement Contract PROBLEM: The present practice of employing one (1) 168 hour full time and two (2) 40 hour deputies to provide law enforcement is felt to be inadequate. In the event a lone deputy is investigating an incident or transporting an individual to lock up, the community is left without protection within the community. Additionally, a deputy patrolling alone could be placed in jeopardy during a serious incident. Additional cost for the added protection would be approximately 250 K per year 4W ALTERNATIVES: Eliminate the two (2) 40 hour patrol units and replace them with a second 168 hour full time deputy. SOLUTION: Employ two (2) full time deputies 24 hours per day. PROPOSED ACTION TO BE TAKEN BY COUNCIL AND OR STAFF The Crime Prevention Committee recommends the City Council direct that negotiations for the law enforcement contract include the require- ment for two (2) 168 hour full time deputies 24 hours per day. COUNCIL AGENDA ITEM # �,4 I b 4L HISTORICAL AND CULTURAL ACTIVITIES COMMITTEE MINUTES FOR MAY 1, 1995 The meeting was called to order by Chairman Vi Gratson at 7 PM. Those present were Vi, John Donlevy, Ann Petta, Colleen i Edmundson, Hannah Laister, Pauline Grant and Irene Mason. The Secretary's minutes for April were read and approved on motion by Colleen, seconded by Pauline, all in favor. There was no Treasurer's report. John stated that the budget has been submitted. However, Government Code Section 905 et seq. states that no law suit for money or damages may be brought against a public entity until a written claim has been presented to and acted upon by the governing body, or has been deemed to have been rejected. An exception exists for other public agencies, with the result that litigation can be filed directly in Court without the necessity of having been previously considered by the City. Government Code Section 935 authorizes the City to establish its own policies and procedures for the presentation of claims which are exempted. This Ordinance will require other public agencies to follow the same claim filing procedures as all other claims. Nationally this program is the single largest employer of youth. Its goal is to provide youth with employable skills and good work attitudes. The program will be operated in accordance with the Jobs Training Partnership Act, 252. • Eligible youth (ages 14-21, in school, out of school, and in private school students) who reside within the County of San Bernardino can be served in the Summer Youth Employment Program. • Summer Youth Providers are encouraged to target high -risk youth as their SYETP population to serve. • Priority continues to be training and employment to the "most in need". • Providers are required to: (1) develop an Individual Strategy Plan, based on an objective assessment; (2) provide remedial skills training for youth deficient in basic math and reading skills; and (3) provide pre-employment/work maturity skills training for youth deficient in 5 of the 11 core competency areas of pre-employment/work maturity. Subsequently, two other developments were required to be included in such a program and these were annexed to the original A.D. 89-1 as Annexation No. 1. Each year, City Council by early August must consider the costs associated with the maintenance of these districts, and adopt as presented or modify the Engineer's "Report' providing for assessments to be placed on the tax rolls to cover costs of maintenance and operation during the next fiscal year. Staff has reviewed the expenditures for the last fiscal (1994-1995) year, and based on our best estimate at this time, the costs of operation and maintenance should approximately equal the assessments levied and collected. It is our estimate, that these costs and assessments should remain for the coming fiscal year and will adequately cover the costs. The County's processing cost is added to the total assessment amount that you provide to us; not to exceed $2.00 per parcel per Section 29304 of the California Government Code. Our costs have been established to be: $1 00 for every parcel when the listings are provided on hard copy for keypunch. If the data is provided to us on a computer file, 5'/." or 3Y2"floppy diskette, or magnetic tape compatible with our tax roll processing system, the cost is $.30 per assessment. If we receive magnetic medium that requires extensive reformatting or interfacing to our programs, the cost is $1 00 per assessment. Format specifications for submitting assessments on magnetic tape or floppy diskette are attached. C. The processing charge is based on the cost of applying the assessment to the tax roll and the attendant accounting; not for the collection of the taxes. Because of the nature of the cost, the County will recover its total costs from the first current secured apportionment, regardless of which property owners paid their assessments. After this recovery is affected, the agency will receive the full amount collected from the property owners. D. If your agency applies credits from redevelopment agency funding, this office is not concerned with the amount of the credit or the amount of the original charge. Provide only the final amount that you wish to be collected from the County tax rolls. E. Once the County tax roll is extended, it is turned over to the Tax Collector for collection. Any corrections that must be done to the tax roll require new tax bills, and result in a cost to the County of $25.00 per correction. This cost must be reimbursed by the agency requiring a correction. Therefore, it is recommended that you do not collect directly from any property owner after the assessment has been applied to the tax roll. If an error has occurred, there are three alternatives: Request an amended tax bill with the corresponding payment of $25.00. 2. Have the property owner pay his tax bill, show proof of payment, and then reimburse directly to the taxpayer. Provide the taxpayer with a check for the incorrect assessment amount payable to the County Tax Collector so that the property owner may include that with his own payment to pay the tax bill. F If your assessments are not recorded as liens on the property prior to submission of your parcel listings to this office, and there is a change of ownership on the property prior to November 1 (the date the first installment taxes become payable), most applicable sections of law require that this charge be removed from the secured tax rolls and placed on the unsecured roll to be billed against the previous owner. Because this results in two separate corrections, there are two $25 00 charges for this action. Your agency should research the law pertaining to your assessments to determine if this circumstance would be applicable. The recording of a lien or the release of such lien once recorded, is entirely your agency's responsibility. POLICIES AND PROCEDURES FOR APPLYING SPECIAL ASSESSMENTS TO THE TAX ROLLS Cont.. Specify only one amount for each parcel number and list each parcel number only once. Do not show, for example, one parcel number with three amounts, or three parcel numbers with one amount. J. Charges to be entered on property on the State Board of Equalization (Utility) roll should, if possible, be submitted on a separately identified listing. These charges are applied to the tax rolls by an alternative procedure. K. The new tax roll processing system has established the Assessor's parcel number at thirteen (13) digits. The format for the 13 digit parcel number is as follows: • 4 digit map book number; insert a beginning zero if you have only 3 digits. • 3 digit page number; all three digits must be present. • 2 digit line number; both digits must be present. • 4 digit parcel type and sequence number; we will insert four zeroes if you do not provide this. L. Our key punch staff has been instructed to "key as shown". Because of the volume of assessments received, it is difficult for this office to analyze the parcel numbers received. You must review your listings for accuracy and typographic errors before submission. M. When submitting assessments for more than one Agency Account number, do not combine two Agency Account numbers on the same page. Use separate pages for each Agency Account number. N. The only items on your parcel listing that this office is concerned with are: (1) the parcel number; (2) the amount to be collected for your agency, and (3) the Agency Account number. Any additional information, such as owner, address, or acreage of property is ignored. The existence of this information does not cause any problems as long as the parcel numbers and the amounts are clear and easy to keypunch. O.
