Cultural Activities Committee Minutes of December 4, 1995

Mayor Pro Tem Carlstrom, reported that La Cadena is now lit up thanks to the
City of Colton's La Cadena beautification and questioned if this would continue
City Manager Schwab, stated that the City of Colton asked the City of Grand
Terrace to participate in the improvement, Grand Terrace did not participate, the
City of Colton opted to go ahead and put the lights in and offered to pay for them
at their cost in order to continue with the beautification project, the only thing
that Grand Terrace did was waive the inspection fees
Mayor Pro Tem Carlstrom, expressed his sorrow in the loss of John Taylor
Councilmember Buchanan, expressed his appreciation for all of Assistant City
Manager Donlevy's efforts in keeping Council up to date on what is happening
with the Colton Waste Water Treatment plant It is going to come to a point in
time when we will have to sit down and decide who is responsible for what and
the cost, when that time comes the Council will be informed
Councilmember Smalev, reported that he attended the SANBAG meeting, Grand
Terrace made the list to receive another $430,000 for bike and pedestrian trails,
however, there is not enough money to fund everyone on the list If more money
becomes available, they may be able to get further down the list He thanked
Community Development Director Materassi and staff for working so hard to get
that money for the City He also expressed his sadness in the loss of John
Taylor
Councilmember HilkeX, requested that staff look into the Comcast quality
Apparently the meetings being broadcasted are not audible. He reported that
there was an attempt by the Colton Unified School District to stop the election to
be held on March 26, 1995 where the proposed Grand Terrace School Distract

In December, 1995, the City conducted a competitive bid for our annual street striping and painting services
program. The City received the following bids

Following the bid opening, staff met with Arrow Straight and Morton International, the paint supplier to review
the issues of quality and longevity of the marlangs by their company Arrow Straight and Morton have indicated.
that following the installation of the markings, they ware willing to meet with staff to address any quality issues
and improve the longevity issues after four months. Staff is satisfied with their response and is recommending
award

Center Meeting was called to order at 6 00 PM by Chair Person, Phdomene Spisak

property It is recommended that the City Council waive Demolition Permit Processing fees and use of dump fee
credits and approve the appropriations for this action in the amount of, and not to exceed, $1,785 00

SUBJECT Request for Waiver of Capital Improvement Fees for CUP-95-04, and SA-
95-12 - Installation of a modular unit to serve as a "granny flat" located at
12547 Miclugan Ave, in the R-1-7 2 Zone District.
RECOhDAENDATION Denial of Request
Mr David and Carol Raya, the owners of the subject property, submitted applications to the Community
Development Department for the installation of a modular unit to provide housing for their dependent mother
On November 16, 1995, the Planning Commission approved their project and directed staff to pursue direction
from the City Attorney concerning the waiver of fees As of December 7, 1995, the owner has paid City of
Grand Terrace and City of Colton fees to secure permits totaling $4,269 75 (Please refer to Attachment D)
According to the City Attorney, the question of affordability, or providing housing for the elderly is not regarded
as a sufficient cause for a fee waiver In addition, State law no longer restricts second family units to the
elderly, which means the applicants could potentially rent the modular unit.
For the information of the City Council, the Colton Umfied School District was also contacted by the applicants
to waive their required schools fees After review, the School Distract determined the project qualified for a two-
year fee exemption At the end of the two year fee exemption the applicant will be required to pay fees if the
structure is not removed, or request an extension of the fee exemption. This could be one of the options available
to the City Council However, either deferment or waiver will set a precedent of fee waives In addition, staff
has already reduced building fees from a permanent residence to the lower fees for modular units Therefore,
staff recommends denial of this request.
OPTIONS
Based on the above information, the City Council has three options
1 Denial of Waiver of Capital Improvement Fee,
2 Deferral of fees for a certain amount of years, or

Michigan Street Based on its review, the District has determined that the temporary dependent
housing unit qualifies for a two-year fee exemption. Further, it was determined that at the conclusion
of a two-year period, the temporary unit would either be removed, or an extension of the fee
exemption could be requested, or remission of fees could be made to the District (in the event the unit
becomes permanent) Please note that any future fees (if applicable) will be levied in accordance with
fee rates in effect at the time of building permit issuance

Recently staff advertised for a Sr. Planner to fill Maria
Muett's position created by her leaving the area at the end
of January. The low response to our recruitment for a Senior
Planner prompted us to reevaluate this position and to pose
a reorganization in this department. We actually received
only one application back and the general comment, when
applicants called in, was that the pay was too low for the
position. Staff's proposal to reorganize would afford us
to utilize our intern staff that is currently working here
and who already have invested a combination of more than five
years in training for their planning careers. The plan would
include elimination of the Senior Planner position and the
paid Planning Intern Program.
The proposal is to utilize both of our interns, Larry Mainez
and Hally Cappiello and promote them to Associate Planners at
a salary range of $2,060 to $2,791. Larry has worked for the
City for four years and Hally for over a year. Both have
B.A. degrees in Urban Planning from Cal Poly in Pomona, good
working knowledge of the City, its planning processes and the
needs of our citizens. Attached are summaries of their
experience and a Sob description for Associate Planner. In
addition, the City Manager's office has applications on file
for Larry and Hally, should you wish to see them.
With the elimination of the paid intern program and no longer
having a Senior Planner, there will not be a need for
additional funds to be allocated. Both associates would
start at the bottom range. Currently, with a Senior Planner
and, Itwo interns we pay annually $73,898.22. With the new
proposal for two Associate Planners and no42nterns nor Senior
Planner the annual cost will be $70,521.60. See chart on
following page for the breakdown.
