Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on February 8, 1996 at 6 00 p m.

Lt. Kyntsis, responded that there was some thefts from mail boxes in Grand Terrace, an
arrest was made of two individuals that reside in Grand Terrace who were involved in
mail theft in the areas of Forest Falls, Yucaipa, and Grand Terrace He urged residents
to call the Shenff s Department if they have any information on the thefts or see any
thefts taking place Seven people have been recently arrested, four of the individuals
arrested are teenagers and have been connected to many robberies but have not been
connected to the robbery at California Skate at tins time, three other individuals were
arrested in connection to the attempted high jack at the Arco Station.
Mayor Matteson, thanked the Sheriffs Department for their prompt action on the three
incidents.
Councilmember Hilkev, reported that at the Planning Commission Workshop, Steve
Gibson gave a presentation on how they renovated downtown Riverside Mr Gibson
suggested in order to get the General Plan up and going to take small steps, don't try to
get it all done at once
Mayor Pro Tern Carlstrom, stated that he received a call from a resident praising the
Sheriff's Department on their response time and how they handled things in regards to
the mail thefts
Councilmember Buchanan, reported that he also attended the Planning Commussion
workshop He thanked Mr Sandoval for the cooperative working relationship and
contact that he has had with the City of Grand Terrace and congratulated Dr Hansen in
replacing Mr Sandoval on the Colton City Council He also reported that the Council
is staying neutral in regards to the proposed Grand Terrace Unified School District
however, he personally would like to see a forum broadcasted over the community access
channel debating the pros and cons of the proposed school district He stated that he
would moderate the debate unless someone else would like to, he would like to have this
take place approximately two weeks before the election in a neutral territory
Mayor Matteson, stated that he wanted to make it clear that this is not a City issue the
school district is a separate entity and that this would be an independent program put on
by Councilman Buchanan
Councilman Hilkev, questioned whether Councilman Buchanan was wanting to change
the location of the forum that is going to be moderated by the League of Women Voters
on February 22, 1996 or have a second forum
Councilmember Buchanan, stated that this forum is not being held close enough to the
election, he would like another forum to be held about a week and a half to two weeks
prior to the election

The City Council has recently received a brief report regarding the Crestmore Federal Credit
Union located in Grand Terrace
Currently, their credit union charter does not allow them to solicit general membership from our
residents Part of the process in receiving permission from the federal credit union charter to
offer such services is to be recognized by the community in which they are located Therefore,
staff is preparing an appropriate Resolution in support of the Crestmore Federal Credit Union to
put before the City Council for consideration

comment and review next week. There will be a working session with the participants
a week prior to the drill
2 John reported that the "offices in a box" are assembled and ready for service The job
descriptions for key positions have arrived and been included Phones have also been
acgmred for each position Training of City Staff will begin next week.
3 The ATM are expensive, nearly $9 00 a meal John had some people try some and
they are not very good. He suggested that we look at other options He will bung
some to the next meeting so the committee can try them We have not lost the funds

The County of San Bernardino will soon begin its 22nd year of
implementing the successful CDBG program. As a city participating with
the County in this program, you have been allocated a portion of the
County's 1996-97 CDBG award for funding eligible projects benefiting your
City.
Because of continuing Federal Budget negotiations, CDBG funding
legislation has not been signed and HUD has delayed announcement of CDBG
allocations for 1996-97. However, HUD has advised the County to use last
year's allocation amount for planning purposes. As a result, your CDBG
allocation referenced below is currently planned at the same level as
last year Your portion was based on HUD's CDBG distribution formula and
census demographics on poverty and overcrowded housing, and HUD supplied
population estimates The anticipated 1996-97 CDBG allocation for the
City of Grand Terrace is $38,000
Our Department of Economic and Community Development (ECD), has prepared
the enclosed list of eligible CDBG project proposals identifying a
benefit to your City The proposals result from the project
solicitation efforts conducted during this past October and November
Use this list- and the application copy for each project proposal to
assist in your efforts to prioritize projects for CDBG funding
Procedures for notifying ECD about your CDBG funding recommendations are
enclosed.
The 1516 funding limit for public service activities continues to apply
to the 1996-97 program year Accordingly, the maximum CDBG funding total
that the City may allocate to it's priority public service projects is

BACKGROUND
At its meeting on January 25, 1996, the City Council tabled this item for thirty days to the meeting of February 22,
1996 in order to allow the property owner time to respond to the outstanding code enforcement issues, as well as to
explore alternative funding solutions
A site inspection performed by the planning intern on February 15, 1996 revealed that no code violations related to
property maintenance and/or fire hazard remain at this property The dilapidated buildings have been removed/tom
down The flammable materials and debris that previously littered the property have also been removed
RECOMMENDATION
The Community Development Department recommends the City Council accept and file this report, thereby closing
the code enforcement case (CE93-07) at 22237 Barton Road, Grand Terrace

DISCUSSION
The City Council has requested that Staff investigate ways of expanding the existmg number of recreation
classes offered through the City's Community Services Department. Tlus process has included the following
1 Staff contacted over 100 parents on the existing waiting lists to determine interest in classes held in the
mornings and on weekends
2 The Colton School District and Community Center were contacted to determine space availability for
uW=g their faahties.
3 Local colleges have been contacted to recent instructors to handle increased classes.
The results of these efforts are as follows
• Parents are definitely interested in expanding classes to weekends (both Saturday and Sunday) Most
expressed interest in either day Some favored early morning classes (tumble tots) for young children. A
mmjonty even agreed to the idea of single day classes in difference to the two classes per week sessions
currently held.
• The CJUSD indicated that the City could utrhze their facilities only after 6 00 p in and must pay a $30 per
hour charge for a Janitor The tune would not accommodate young cluldren and the costs would not make
the programs financial viable to cover City costs
• The Commnity Center is booked solid and not available
• Staff is just beginning a recruitment of potential instructors
The goal of the Community Services Department at tlus juncture will be to immediately begin a process of
expanding classes to weekends and some mornings Priority will be given parents and cluldren on the current
waiting lists Of the 170 on the existing list, we will hopefully accommodate approximately 100
As the final program is established, staff will provide a final update to the City Council

None by this action.
STAFF RECOMMENDATION
That the City Council receive and file this report.
