and projections
Council directed staff to research the 1993 Bond Issue and report back on what the result would be
if the City refinanced or paid off the Bond Issue
Mayor Matteson adjourned the City Council meeting at 12 40 p m , until the next CRA/City Council
meeting, which is scheduled to be held on Thursday, July 25, 1996

2A Recycling Family of the Month - June 1996
Mayor Matteson announced that the Gerung Family are the recipients of the Recycling Family of
the month award for the month of June 1996 and of the local merchant gift certificates from Sub
Depot, Verlees' Pet Shop, La Pasta Italia, and Demetn's Restaurant
2B Presentation to Grand Terrace Days Volunteers
Tonya Nelson, Community Services Officer, thanked the Volunteers that helped to make Grand
Terrace Days a huge success She announced that the following seven people were a tremendous
help to her in the preparation of Grand Terrace Days Dave Bertino - Parade Committee, Rich
Haubert - Parade Committee, James Hurlburt - Fair, Kazuko Hurlburt, Florence Kelly -
Correspondence, Dottie Raborn - Correspondence, and Orval Walden - Parade Committee
Mayor Matteson presented them with a plaque and gift certificate and thanked them for all of their
hard work on Grand Terrace Days

and asked the President of the Chamber to take this item to the Board to see if it is something that
the Chamber would like to do

Mayor Pro Tern Buchanan, reported that he attended the first of the free summer concert series
at Terrace Hills Community Park which was very well attended and commended the Recreation
staff for their preparation of the event He stated that there will be another concert on August 4
featuring the Happy Crowd (Children's music) and August 25 will be the final concert in the
series and it will feature AAA Dixie and Swing Band All concerts begin at 6 00 p m and are
free He agreed with Mr Rollins suggestion in regards to setting up a trust fund and taking
donations to purchase and plant a tree in honor of Kazuko Huriburt He questioned City
Manager Schwab whether or not it would be possible for the City to accept donations or does an
outside organization need to handle it
f City Manager Schwab, stated that the City could take donations and set up a trust fund, or if
Citizen's Patrol is going to organize it, they already have a trust fund set up that they can use.
Mayor Pro Tem Buchanan, expressed Ins outrage in the advertising boards that have sprung up
on the freeways and questioned whether Council wants to formally communicate with the City of
Colton
Councilmember Garcia, stated that the Chamber of Commerce's Installation dinner was a great
event and wished the new board of directors well and looks forward to a great year She reported
that citizens patrol is looking for volunteers and anyone who may be interested can contact the
Community Services Officer She also reported that on the second Friday of every month the
senior center offers special programs and on August 9, 1996 at 9 30 a m Karen Knopsnyder will
be making a presentation on Good Old Summer Time Any one can attend these special programs
and for a donation can have lunch She attended, along with Councilmember Smgley, the League
of California Cities Conference for Mayors and council members She received a lot of
information and will be writing a brief report that she will leave with the City Manager for any
one who is interested in looking at it She offered her condolences to Jim Hurlburt and his
daughter in the passing of Kazuko Hurlburt and stated that she feels that planting a tree in her
honor is a great idea and would like to make a donation
Councilmember Hilkey, stated that Council met with staff on Tuesday, July 23, 1996 to go over
some concerns about the Community Redevelopment Agency area and the City and the financial
relationships between the two He felt that the Council came away from that meeting with a
confident opinion that the relationship between the CRA and the City is in fine order and working
out for the best for the City He felt that a lot of Council's concerns have been put to rest and

Assistant City Manager Donlevy, reported that at the direction of the City Council, staff has
completed negotiations with B F I /Loma Linda Disposal Inc , for the provision of solid waste
services for all residential units within the City of Grand Terrace The recommended franchise
agreement culminates approximately 6 months of discussion and negotiation between staff and
representatives of B F I
Generally, the proposed franchise provides for a significant increase in the services provided to
Grand Terrace residents, including enhanced public education, legal indemnification for State
mandated programs and increased services available to the City and community organizations
The key components and services provided in the franchise include
1 Automated solid waste services for all Si ngley family residences This will include two
buns sizes of 68 and 96 gallons The proposed rates are $17 80 for the 96 gallon container
and $16 78 for the 68 gallon container Automated collections containers will be provided
to all residences at no additional cost
2 A green waste program including both pick-up and composting opportunities The
program will also include curbside pick-up for Christmas Trees
3 An enhanced recycling program which doubles the types of materials available for
recycling
4 Community cleanup will continue on a semi-annual basis
5 Community Collection which will provide roll -off containers to non-profit groups for
collecting recyclable's
6 Bulky item pick-up for multi -family units which has not been previously provided for in
franchise agreements
7 No -charge collection at public facilities
8 Provision of bin service to residential units
9 A commitment by B F I for a significant community education program in both the
schools and in public
10 Participation by B F I with the Council for local Household Hazardous Waste Programs
Additionally, the franchise includes a number of legal and protective clauses to protect the City
which include as follows
1 Indemnification from AB 939 regulations for the residential percentage of solid waste
2 Development of and submittal of required reports to both the State and County
3 Franchise Transfer Fees in the amount of $500,000 should the franchise be sold to another
hauler
The franchise will also provide a revenue increase to the City in the form of franchise fees and
the collection and remittance of a household Hazardous Waste Fee The franchise fee will rise
from the current 86 cents to $1 56 per month The HHW Fee will provide approximately $9,500
annually to offset the City's contract with the County of San Bernardino HHW Services
The proposed program will be implemented the first week of October, 1996

BACKGROUND
This tract of houses known as the Horizons is located South of Van Buren and
West of Observation The grading and street improvement began in January of
1990 Due to the up and down housing market the developer T J Austyn Inc Has
built the subdivision in phases of about 7 to 10 houses This spring they sold the
last completed house on Crane Street, just South of Van Buren, and installed the
final paving course on the streets which have been built out, however this still
leaves 28 lots undeveloped
On August 26, 1993 the staff recommended and the City Council approved an
improvement bond reduction, based on the conditions at that time, because the
developer is not anticipating any additional construction in the near future they
?
have requested another bond reduction to represent the conditions that exist at the
present
Staff has reviewed the field conditions with respect to the amount o p un f work
completed to date and evaluated the remaining obligation Riverside Highland
Water Company has also been requested to evaluate the remaining obligation they
may have of the developer
Based on our evaluation and that of Riverside Highland Water Company, it is
appropriate to reduce the bond amounts securing these improvements

The League of California Cities is holding a conference entitled "Economic
Development/Downtown Revitalization/Main Street" m Sacramento August 22-23, 1996 This
conference will address issues of particular interest and benefit to the General Plan Task Force,
staff and the City of Grand Terrace in the development process of the General Plan update in
progress

MINUTES FOR JULY 1996
'ITY CLERK'S DEPT
The meeting was called to order by Chairman Vi Gratson at 7:05.
Those present were Vi, Colleen Edmundson, Ann Petta, Hannah
Laister, John Donlevy, Judy McBride, and Pauline Grant.
The Secretary's report for June was read and approved on motion
by Colleen, seconded by Ann. There was no Treasurer's report.
Colleen presented an inventory of our supplies. She and Hannah
spent several hours getting all in order and counting. Colleen
has set this up on her computer so that we will know at all
times just what we have.
Country Fair: Judy and Vi worked on a new poster which was
discussed. PIP wi 11 donate the posters except for the type
setting. Ann made a motion to have 50 posters made, seconded
by Colleen. A Thank You note will sent to Dennis Duarte of PIP
for their generous donation.
Leeann Garcza, our newest Council member , Zoined in our meeting
and was introduced to all.
The luncheon we are planning for former member Irene Mason will
be put off until fall. A letter to the City from Irene stating
her resignation was read. Ann, Pauline and Colleen's tenures
have been renewed by the Council. We have a potential new
member in Rochelle Rosenfeld.

John reported that his attendance at our meetings will have to
shrink as he will be busy with Crime Prevention and Child Care.
He will still be able to help with our special affaris. Brenda
will fill in for him. He also reported that the Birthday Party
will be December 12th at 6 PM.
The next meeting will be September 3rd. There will be NO
August meeting. The meeting was adjourned at 7:50 PM.

DISCUSSION
This report is a brief update on the status of the present negotiations regarding commercial solid waste
fianchismg for the City of Grand Terrace
At the direction of the City Council, staff has mrtiated negotiations with Buntec Disposal, Jacks Disposal and
BFULoma Linda Disposal regarding the establishment of non-mclus ve solid waste fianch= wiffi the City of
Grand Terrace Negotiations have begun, with completion and presentation to the City Council at the August
22,1996 meeting.
For the information of the County, key negotiation points regarding the franchises include as follows
1 A proposal for a five (5) year franchise until June, 2001
2 Payment of Franchise Fees by the haulers of 10% of gross revenues.
3 Franchise mrtiatton fees to be paid by the haulers to the City
4 Commercial recychng programs.
5 AB 939 indemnification.
6 City set rates for commercial bin services to protect local businesses
Staff has held one meeting with each of the haulers and presented a sample franchise agreement It is our intent
to negotiate with the haulers as a group and present the agreements concurrently

SUBJECT Provision of Water to Golden Aluminum Site at 21506 Main
Street, by the City of Colton
RECOMMENDATION Approval
Community Development Department staff is currently processing an amendment to the Golden
Aluminum CUP to allow recycling of additional materials The CUP amendment requires the
site to have official provision of water
Due to the fact that the City of Riverside can no longer serve across county Ines, applicant was
directed to pursue other alternatives
The City of Colton already provides water to the Hood Communications site, since it was too
costly for the Riverside -Highland Water Company to extend the main line across the railroad
tracks The Riverside -Highland Water Company has expressed no interest in providing water to
this area per their own resources
Colton is willing to extend provision of water to Golden Aluminum and adjacent parcel as well
The San Bernardino County Local Agency Formation Commission required City Council
approval in order for Colton to provide water service to parcels located in Grand Terrace
Therefore, this request is in front of you tonight for consideration
Staff recommends approval of City Council in order to expedite processing of the CUP
amendment Please refer to letter and map of parcels from Lorraine June of the City of
Colton.

SUBJECT SENIOR CENTER AIR CONDITIONING PROJECT REQUEST FOR PROPOSAL

DISCUSSION
As part of the 1996-97 community Development Block Grant Program (CDBG), the City Council approved the
mclusron of an upgrade to the air conditioning system at the Semor Center to provide enhanced c=ilation in
one of the acxrvrty rooms.
Staff is requesting authorization to solicit proposals for the upgrade. Staff intends to ask qualified companies to
make proposals regarding the upgrade, in heu of specifying a pamailar system. Final approval for the project
will be brought to the City Council in September
