Mayor Matteson announced that the Bennett Family are the recipients of the recycling family of
the month award for July 1996 and of the local merchant gift certificates from local businesses
in Grand Terrace.

Michelle Mestas, Summer Youth Employment Training Program Coordinator presented the fifteen
participants with various awards and certificates She presented certificates of appreciation to
Juanita Lintton, Remedial Education Instructor, Denise Hall, Assistant Program Coordinator,
Grand Terrace Library, Grand Terrace Child Care Services, Grand Terrace Fire Station, Grand
Terrace Finance Department, Terrace Hills Middle School, Terrace View Elementary School and

6A TPM-96-02, Tentative Parcel Map Application to Sub -divide Parcel Map 14940 into Two
(2) Separate Parcels (CY Development)
Mayor Matteson opened the Public Hearing for discussion, there being none he returned
discussion to Council
Mayor Matteson, questioned why they are doing a lot split if the ownership of the land is not
changing
Bill McKeaver, 647 N Main Street, the reason for the split is that the project consists of a 14000
square foot building and is a proposed land lease arrangement which includes area only in parcel
number one According to the map act in order to lease this space it must be a separate parcel
Mayor Matteson, questioned the difference between leasing a building and leasing land, if you
lease the building you are leasing the land as well
Commumty Development Director Materassi, stated that every time you have a long term lease
it triggers the subdivision map act
Bill McKeaver, stated that this will give the developer the capability of financing the construction
without incumbering the rest of the property
CC-96-142 MOTION BY COUNCILMEIvIBER SINGLEY, SECOND BY MAYOR PRO TEM
BUCHANAN, CARRIED 5-0, to approve TPM-96-02, Tentative parcel Map Application
to Subdivide Parcel Map 14940 into Two (2) Separate Parcels (CY Development) and
adopt the Resolution with the modifications condition number 24 requiring a traffic
operation analysis is required instead of a TIA including a signal warrant analysis at the
intersection of commerce way and Michigan and a truck turning radius for the intersection
of Michigan and Barton Road.

NOTICE IS HEREBY GIVEN to the public that
1 The City of Grand Terrace has heretofore adopted major project DBE overall
goals of 10% for the period of October 1, 1996 through September 30, 1997, consisting of
utilizing minority business enterprises in all aspects of contracting to the maximum extent
feasible and committing itself to substantially increase minority business utilization These
goals further include msunng that the City of Grand Terrace, its contractors and sub-
contractors, which are recipients of federal aid funds, agree to provide minority business
enterprises with the maximum opportunity to participate in the performance of contracts and
subcontracts and a commitment by the city of Grand Terrace on all its contracts and

It is likely that the current vehicle (which is already showing wear) will become cost prohibitive
to mammin Staff feels that an appropriate expenditure of a portion of these funds would be to
purchase a new vehicle for Citizen's Patrol This would allow any funds the volunteers have
already raised to be directed elsewhere in their crime prevention effort
Option Two: Traffic Program
An additional recommendation is that the City of Grand Terrace utilize all or part of the additional
funding to implement a traffic program An off -duty deputy (traffic trained) would solely enforce
traffic laws City staff and law enforcement personnel frequently receive complaints related to
traffic, specifically speed Although existing law enforcement does provide traffic enforcement,
it is a collateral responsibility and as such is limited The presence of a lugh-profile (highly
visible) traffic enforcement program would allow us to administer traffic programs in eight (8)
or sixteen (16) hour blocks per week in areas with a high potential for tragedy (school zones,
etc
If excess funding is in the amount of $10 thousand dollars, we can expect to equate this to
approximately 256 hours of overtime (at $28 97 per hour) In eight (8) hour increments, this
amounts to approximately 32 days These would be scheduled as either one eight -hour shift per
weelCor two eight -hour shifts per week The traffic program blocks would be scheduled randomly
to enhance effectiveness and based on program needs (i e , holidays)
Option Three: 'Utilize the Bicycle Enforcement Team for Specialized Projects
An additional option in expending excess funds is to implement Community Oriented Policing
Programs in areas where significant trends or events have been identified (1 e , graffiti control)
This would entail utilizing a combination of regulars (on overtime) and reserves to respond to
areas (such as apartment complexes or parks) to increase visibility, improve communications and
decrease levels of violence
The cost of a top step Deputy II on overtime is approximately $38 97 per hour The number of
hours that the Bicycle Enforcement Team can be utilized is dependent on the amount of money
left over after the purchase of a vehicle

1 The Patrol has a special mission to find any habdity situations within the city

next Citizen Patrol meeting
3 A letter has been received by the City from California Grocers re retrieving of shopping
carts Hot line to report location of carts is 1-800-2524613
4 Lt Howell reported on the alternative fuel vehicle giving the deadline for application for

NEW BUSINESS
Jackie Kiacz told us about a program called Youth Accountability Board The Board's job is
to interview the first time offender and his or her parents, then decide upon a constructive
accountability plan This program was presented to the Seniors at their last meeting and it was
suggested that that same presentation would be quite appropriate for a City Council meeting Jackie
Kiacz will research the possibility

to lubrication failure and is being disassembled for repair
3 John reported that there is not yet an agreement with Stater's for emergency food supplies
4 The office supplies for building 3 have been put on order
5 The ID cards for committee members is being discussed with the City Manager

With the passage of AB 3229, $100 million dollars were allocated to supplement existing front
line law enforcement services (Budget Act of 1996) This is the bill referred to by Council
Member Smgley as the Bralte bill which allows designation of income tax for law enforcement
Although funding has been allocated for only one year, the infrastructure has been established for
long-term continuance of AB 3229 Funds are to be allocated as follows
121/a % to the County Sheriff for county jail construction and operation
121/2 % to the District Attorney for criminal prosecution
75 % to the county and cities within the county, in accordance with
relative population (approximately $2 15 per person)
Of tins $100 million dollars, the City of Grand Terrace will receive funds in the amount of
approximately $30 thousand dollars
Establishment of a Supplemental Law Enforcement Oversight Committee (SLEOC)-
Section 30064 (a) addressed the establishment of a Supplemental Law Enforcement Oversight
Committee (SLEOC), consisting of five members as follows
(1) One Municipal Police Chief (Montclair P D )
(2) The County Sheriff
(3) The District Attorney
(4) The County's Executive Officer
(5) One City Manager (City of Highland)
This committee, at least annually, shall determine whether monies have been expended in

Every year in August the City is to update and adopt the Measure I, 5 and 20-year Capital
Improvement Plan in order to continue receiving the benefits from this measure The benefits are
approximately $80,000 annually, plus any discretionary funds available through competition
Last Resolution we adopted was in December, 1995 We need to adopt one for 1996
Staff proposes only minor format amendments on the last year's resolution. (Attachment B)

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, STATE OF CALIFORNIA, ADOPTING
THE MEASURE I FIVE-YEAR CAPITAL EWPROVEAUM
PROGRAM AND TWENTY-YEAR TRANSPORTATION
PLAN
WHEREAS., San Bernardino County voters approved passage of Measure I in November,
1989, authorizing San Bernardino Associated Governments, acting as the San Bernardino County
Transportation Authority, to impose a one-half of one percent retail transactions and use tau
applicable in the incorporated and unincorporated territory of the County of San Bernardino; and
WHEREAS, revenue from the tax can only be used for transportation improvements and
traffic management programs authorized in the Expenditure Plans set forth in Ordinance 89-01 of
the Authority; and
WHEREAS, Expenditure Plans of the Ordinance require each local jurisdiction receiving
revenue from the tax to expend those finds pursuant to a Five -Year Capital Improvement program
and a Twenty -Year Transportation Plan adopted by resolution of the local jurisdiction; and
WHEREAS, Expenditume Plans of the Ordinance also require that each local jurisdiction
annually adopt and update the Five and Twenty -Year Plans.
NOW, THEREFORE, BE IT RESOLVED that
I. Fifty percent (5001a) of these Measure I finds shall be allocated to road
maintenance projects and the other fifty pear,eat (50%) to transportation
projects as listed in attached Measure I Five -Year Capital Improvement
Program and Twenty -Year Transportation Plan. This is proposed from the
1995/1996 fiscal year to the year 2010, when Measure I "sunsets".
2. The road maintenance portion of the allocation will likely be expended on a
yearly basis, while the tianspoutatton funds shall be saved to provide co-
payment for large improvements, i.e. Barton Road Bridge widening.
3. In case of an emergency, such as floods or other major road expenses, the
transportation finds can be reallocated.
NOW, TE[EREFORE, BE IT FURTHER RESOLVED that the City Council of the City
Of Grand Terrace, State of California, hereby adopts the Measure I Five -Year Capital Improvement
Program and Twenty -Year Transportation Plan, as part of this resolution.

Improvement Plan be adopted by your governing body and forwarded to SANBAG by
September 6, 1996
Measure I requires that each local jurisdiction receiving program revenues annually adopt a
