The lmeeting was opened with invocation by Pastor Paul Reed, First Baptist church of Grand Terrace, followed
by the Pledge of Allegiance led by Councilmember Garcia
2A Recycling Family of the Month - August 1996
Mayor Matteson announced that the Sund Family are the recipients of the recycling family of the month
award for August 1996 and of the local merchant gift certificates from Grand Heritage Cleaners, La
Pasta Italia, Demetn's Restaurant, and Sub Depot
2B Proclamation - Rideshare Week - October 7-11, 1996
Mayor Matteson read a proclamation proclaiming October 7-11, 1996 as California Rideshare Week in
the City of Grand Terrace and urged all residents to try an alternative method of transportation at least
once during the week
2C Proclamation - Child Health Month - October 1996
Councilmember Garcia read a proclamation proclaiming October 1996 as Child Health Month in the
City of Grand Terrace and urged all residents to take responsibility for reducmg the amount of violence
our children are exposed to m the media or real life

Barney Barnett, invited everyone to attend the grand opening of their new Fire Station and the Norton
Younglove Community Center in Htghgrove on Saturday, September 28, 1996 beginning at 10 00 a in
He reported that there are plans to build a park on the property adjacent to their property all the way
to Main Street.
Mayor Matteson, questioned whether the park will have baseball diamonds
Barney Barnett, responded that they are in the process of seeing what will fit on the property He
thanked the City for all of their input on the facilities and programs
Barbara Pfenm hausen, 22111 Ladera Street, Grand Terrace, she stated that she hopes that both
children from Highgrove and Grand Terrace benefit from the programs offered by both communities
She stated that she supports retaining the California Department of Forestry as the Fire Agency in the
City of Grand Terrace She expressed her satisfaction with the report given by Dr Fischer on all of
the projects that the School District is working on She gave some literature on tripple trader trucks
to the council and stated that she opposes tnpple trailer trucks and urged the Council to take action
opposing dus issue

Friday, September 27 through Saturday, September 28, 1996 He reported that Lt Stewart has been
providing a weekly crime report and congratulated the Deputies on doing their job well

meeting in September of 1996 and this is the last meeting in September
Councilmember Garcia, stated that she is voting in favor of this item due to the time constraint,
however, in the future she would like to have as much input from the community and specifically the
Crime Prevention Committee and Citizen's Patrol as possible

In 1990, the Grand Ten -ace City Council approved the applicant's Conditional Use Permit to operate
a race track for radio controlled vehicles with an associated hobby shop with the stipulation that this
application return every year for re-evaluation of compliance with conditions and evaluation of
citizen complaints if any Since that time, the CUP was renewed on October 10, 1991, November
5,1992, October 14,1993 and October 13, 1994 At the 1994 hearing, the applicant requested and
was granted an extension of the CUP so that it would come up for re-evaluation every two years
instead of each year This was approved by the City Council
There has been one complaint filed with the City during these past two years of operation. This was
related to the lights/music being on one half hour later than the approved hours of operation The
complamant related that the business owner was contacted directly at the time of the violation The
business owner stated that he had a special event that took longer to conclude than he had expected,
and that the business was open approximately one half hour later than anticipated He further stated
that he closed the business immediately after this The applicant wishes to continue this use at its
present location, and requests that re-evaluation continue at two year intervals The only change to
the existing permit is a request to include four hours of operation on Wednesdays, from 4 00 to 8 00

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF GRAND TERRACE, CALIFORNIA,
APPROVING A RENEWAL OF CUP90-06 (R5), A REQUEST FOR AN
OUTDOOR RADIO CONTROL VEHICLE RACE TRACK
AND ASSOCIATED HOBBY SHOP
WHEREAS, the Applicant, K & M Accessories, applied for a Conditional use Permit to
renew operation of an outdoor radio control vehicle race track with associated hobby shop within
the Village Commercial Zone of the Barton Road Specific Plan located at 22474 "A" Barton
Road, and
WHEREAS, a properly noticed public hearing was held by the City Council on October
10, 1996 to hear said project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Grand
Terrace, California, that the following findings have been made in accordance with the approval
of CUP90-06 renewal
As conditioned, and operated accordingly, the project will not be detrimental to
the general health, safety, morals, comfort or general welfare of the persons
residing or working within the neighborhood or proposed use or within the City
2 The occupation of this site subject to the conditions listed below will not be
mjunous to the property or unprovements in the neighborhood or within the City
3 The proposed use is consistent with the latest adopted General Plan. The current
General Plan land use designation for this property is GC, General Commercial
4 The conditions of approval as listed below are necessary to secure the purpose of
the City of Grand Terrace General Plan and Zoning Ordinance (Barton Road
Specific Plan)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Grand
Terrace, California, that
All conditions as recommended by the Forestry and Fire Warden's Department in
their memorandum dated July 19, 1990
2 All conditions as recommended by the Department of Building & Safety, Public
Works and Housing in their memorandum dated
