Dick Rollins, 22797 Barton Road, Grand Terrace, stated that he was unable to attend any of the
September Council Meetings due to an illness He reported that the Crime Prevention Committee had
discussed planting a tree in honor of Kazuko Hurlburt, a liquid amber tree was recommended, and he
stated that one could be purchased for approximately $100 00 He suggested that the planting of the
tree could be a project for "Make a Difference Day " He stated that the City is due for a new flag and
presented a flag that is made of a new material that should last longer He commended the City on the
City's Newsletter "Terrace View "

The plans and specifications for replacement of the 36" (inch) R.0 P north
of Center City Court between Mt Vernon and the City Fire Station will be
ready to go to bid
Tlus project is a result of deterioration of an existing corrugated metal pipe

which has collapsed in some areas

The project will consist of removal of portions of the existing 36" (inch)
corrugated metal pipe, the installation of new reinforced concrete pipe and
modification of the existing junction structures including removal and
replacement of existing parking facilities
The estimated cost is $50,000 which has been budgeted for in this years

GUEST SPEA (ER - Jerry Herndon, Executive Director Boys and Gins Club, San Bernardino, spoke with
us about the criteria and feasibility of forming a B/G Club here in Grand Terrace B/G Clubs were created
to provide activities for teens - a home away from home Focus is on behavioral guidance activities Each
club is autonomous Among the criteria we would have to meet would be to have a physical building,
staffing to coordinate games, activities field trips - supervised/interacting etc It is possible to get funding
from foundations where income is not the primary consideration - but organisational need A tour of their
Sari Bernardino facility is to be arranged for October or November
PARK UPDATES
I Terrace Fills - Discussed the lights at the park being on at the soccer fields by 5 00 p m_ and
occasionally not off until 11 00 p m Discussed and unanimously decided to recommend to City Council a
commendation to Little League for the multiple improvements done at the Senior field at Terrace Mills Park
It was moved by Lenny Frost and seconded by Gretchen Andrews to request funds from the City to offset
some of the expenditures incurred by the Little League for maintenance and upkeep
II Pico Park - Repairs requested by Mike O'Connell are coming along
III Tot Lot - No report
IV Susan Petta Park - Karen and Manuel reported that the dedication ceremony was well done
and that a plaque and flagpole were installed

A new 220 mHz antenna and a 2 Meter and 440 mHz dual band antenna have been
installed on the tower and are functioning properly

repair is contemplated

The regularly scheduled City Council meetings for December fall on the 12th and 26th The Mstoncal
& Cultural Activities Committee has scheduled the City Birthday Party for December 12th at 6 00
p m and have requested that the City Council schedule their meeting following this event The second
meeting for December falls near the holidays Staff is recommending that only one meeting be
scheduled for December on the 12th following the City Birthday Party Should an issue apse that
needs to be addressed by the City Council, the Mayor may call a special meeting

SUBJECT CONSIDER LAFCO CANDIDATES
The next meeting of the San Bernardino City Selection Committee is November 6, 1996, at 1100
a in at which tune elections will be held for the primary member of the Local Agency Formation
Commission (LAFCO) for San Bernardino County The LAFCO election will be held to fill the
position held by Jim Warren, City of Barstow, who is not seeking re-election
David Eshleman, City of Fontana and Jun Bagley, City of Twentynine Palms, submitted resumes for
this position Since that time, David Eshleman has withdrawn lus candidacy
As there is no provision for appointment of the LAFCO member, it is necessary to hold the election
even though there is now only one candidate
