Thomas congratulated Jim Burns on his retirement and stated that he looks forward to working with

Yucaipa to get the study that was conducted so that it can be reviewed He also stated that in the early
part of November the County Board of Supervisors along with the cities will be meeting to discuss this

Mayor Pro Tem Buchanan, requested that Assistant City Manager Donlevy give a report on how the
City did in the County -Wide Emergency Exercise
Assistant City Manager Donlevy, responded that on October 3, 1996 the city staff in conjunction with
the entire County of San Bernardino participated in a full scale drill to test the emergency capabilities
of the County in general The scenario involved an 8 3 earthquake and each City drafted their own
scenario of incidents that they feel would happen in their city During the exercise which lasted
approximately two and a half hours staff responded to over one hundred different phone calls There
were representatives from CDF and the County Emergency Manager from Riverside County was there
as an evaluator Over the past eighteen months staff has gone through a variety of training in the
initiation of our emergency operation center The evaluations were received and were favorable and
commended the staff for doing an outstanding job The City will be proceeding with the emergency
plan in the area of our outreach to the business community and local organizations He stated that he
feels that Grand Terrace is well prepared

Councilmember Garcia, requested an update on the Master Calendar at the November 20, 1996
Meeting She Congratulated Lenore Frost, 1996 Volunteer of the Year She reported that Toastmasters
meets on Friday mornings at 6 30 am here at City Hall in the Community Meeting Room and encourage
the community to get involved She reported that she also attended the Annual League of California
cities Conference and felt that it was very informative

SUBJECT Center City Court Storm Drain Replacement

At the City Council meeting of October 24, 1996 the Council authorized staff to
call for bids for replacement of the 36" (inch) R.0 P north of Center City Court
between Mt Vernon and the City Fire Station
This project is a result of deterioration of an existing corrugated metal pipe which
has collapsed in some areas
The project will consist of removal of portions of the existing 36" (inch) corrugated
metal pipe, the installation of new reinforced concrete pipe and modification of the
existing junction structures including removal and replacement of existing parking
facilities
On Tuesday November 12, 1996 bids were received for the Center City Court
Storm Dram Project A total of ten bids were submitted
The total project costs based on the low bid from David T Wasden, Inc is higher
than originally anticipated This is due to several factors that have been expressed
by the contractors, some being the size ofjob, tight quarters to work in, working
around the fuel station and keeping the emergency vehicles lanes open As you can
see in the attached summary of bids there is a $40,744 00 spread However, after
calling on the references for the low bidder and receiving a good recommendation

At the City Council meeting on September 26, the Council approved the expenditure of AB 3229
funds and designated $20,000 for the purchase of a new Citizen's Patrol vehicle Council also
authorized Sheriff's Department overtime for the purpose of implementing a traffic program to
solely enforce traffic laws within the City and to provide increased use of the bicycle enforcement
team primarily on weekends in the various apartment complexes and downtown shopping areas
The purpose of this staff report is to create the appropriations necessary for these expenditures

Funding Restrictions:
In addition to other restrictions, luniting the expenditure of these funds (such as accounting,
allowable administrative costs, limitations on building, etc ), AB 3229 specifically states
(Government Code, Division 3, Title 3, Chapter 6 7, Section 30061 (c) (2)], "In the case of a
City, the City counsel shall approximate existing and anticipated monies exclusively to fund front
line municipal police services, in accordance with written requests submitted by the Chief of
Police of that City or the chief administrator of the law enforcement agency that provides police
service for that City "
Furthermore, Section 30062 (a) states, "Except as required by paragraphs (1) and (2) of
subdivision (b) of Section 30061, monies allocated from a SLFSF (Supplemental Law
Enforcement Services Fund) to a recipient entity shall be expended exclusively to provide front
line law enforcement services These monies shall supplement existing law enforcement services
and shall not be used to supplant any existing funding for law enforcement services provided by

verage 400 volunteer hours per month This program, coordinated by the Community Seryces

itizen volunteers and the community Citizen's Patrol is also able to provide person -to -person
ontact, while encouraging a friendly neighborhood concept.

Background
Planning Commissioner Mary Trainor and the Community Development Director, Patnzia
Materassi, attended an Economic Development Conference in Sacramento August 21-23, 1996
Report of conference highlights was presented to the Planning Commission Community
Development Director reported on new findings related to Retail Focus and creation of peoples'
stages, and the current shift of attention to job creation, whereby, retail is considered a by-
product of a job base or industrial base Commissioner Mary Trainor reported on downtown
revitalization strategies and the need to form partnerships and allocate time and funds to the
purpose if it is to be a success
Reporting to the Commission generated a request for staff to pursue issues further and report
back once more with possible alternative actions Please refer to outline and minutes of Planning
Commission workshop on Economic Development attached
Attending this conference also encouraged Commissioner Trainor to Chair an Economic
Development Committee of the Chamber of Commerce to address vacant store fronts and other
issues
Once research is completed, the following actions may be recommended to the City Council by
the Planning Commission (at this time cost/benefits of actions are being evaluated)
City to become member of CALED (California Association for Local Economic
Development)
Hue a consultant recommended by CALED to perform an economic base analysis (an
economic base analysis is different than a market analysis in that the former evaluates

A. RETAIL FOCUS
Local goods and services should reflect community values and needs The community
needs to identify with the Business District and needs to invest in it and feel it belongs to

spend after they pay their housing bills Usually a market analysis shows only that But
this one deals with human resources How many employed residents- skilled or
unemployed, not in the labor force The financial resources -banks, public organizations,
physical infrastructure, institutions, natural resources, sources of technology and
government policies Basically instead of talking about what is the tax base, they look at
the circulation of money It is a completely different analysis than Just a retail focus
analysis I think that is very interesting The other thing in doing this economic base
analysis, one of the questions asked of the businesses and industries is "Who are your
suppliers')" Where do their goods come from? An example might be the Loma Linda
Medical Center If you analyze the whole region, and where do the hospital linens comes
from'? Where the medical supplies come from? Who is producing some of the dialysis
equipment9 There are so many people producing and selling --supporting the hospital all
over the region The hospital can be called a cluster industry The medical field is one
of the biggest cluster industries we have in San Bernardino County If you do an
economic base analysis you can find out what our role is within this specific cluster
Maybe we can build from there I thought that was very interesting and useful to Grand
Terrace
Also, the other thing I learned is that it is very important to try to decrease the
mequalihes so the region will grow faster They are saying there is no point in doing an
economic development plan by ourselves You need to see how your city relates to the
Southern California Region and then try to help the region also What you're doing
should go in the same direction of the region, because the more the region grows the
better you can profit from it also If we wanted to do an Economic Development
Element the ideal would be to see if SANBAG or another regional organization can give
us an idea of what the region's role may be An example would be the Silicon Valley
They have 25 cities in their economic development authority They are very successful
already and with this authority they are in the international scene This is the result of an
economic development strategy put together by several cities The woman who was on a
panel I moderated was very good She said all those cities work cooperatively when they
meet to develop economic development strategies They know what they want They
have a mission and they agree on the policies They have a very aggressive business
attraction and job creation strategies I was very impressed with their regional approach
Here in Grand Terrace we don't have that regional strategy in an organized fashion,
we're barely scratching the surface
Another thing strongly emphasized is the concept of a quahfied labor force They have
done a survey which reflects that 72 % of the industries surveyed stated that availability of
a qualified labor force is one of the most important factors considered in moving to a
specific location Many cities are contacting schools to develop curriculums so that once
a student graduates, they will have a place to work This is a very good thing

Mary also spoke about business retention which is described as any program which helps
retailers improve their operations and their bottom line It was said that business
retention is the work of the private sector as well as the government Some suggested
private sector activities mclude 1) establishment of downtown business association (i e
Chamber), 2) workshops on the concepts of merchandising and display, accounting
practices, information systems, selling skills, and customer service, 3) proactive
consultation with local businesses by Chamber, 4) develop an "early warning system" to
identity business at risk, and 5) follow up with businesses which have left to determine
the reason Public sector activities suggested were A) revolving loan funds for working
capital loans, B) facade loans and grants, C) retail retention and recruitment programs,
D) sales tax performance agreements, E) expedition of permit processmg, F) creation of
a program to satisfy city zoning and occupancy requirements, G) technical assistance to
businesses through libraries and small business incubators, and IT) day visitor marketing
campaigns
Vice -Chairperson Van Gelder asked Director if the concepts discussed are applicable to
Grand Terrace. Director stated she felt these concepts are applicable The main
components are time, dedication, partnerships and funds. She said an economic analysis
is needed To continue the momentum she suggested accepting some of Commissioner
Trainor's ideas Different alternative actions are possible First, the Planning
Commission could prepare a resolution to City Council recommending economic based
analysis or formation of a commission or committee Another idea could be is for the
General Plan Task Force to mcorporate some of the recommendations into actions of the
General Plan Economic Development Element, and third, the Chamber of Commerce
could also initiate a committee Commissioner Ellis expressed concern that there should
be a champion of the project. Absent a champion to drive the process he is afraid the
project will not succeed Commissioner Trainor said she believes such a downtown
revitalization takes a very active central core group and does not believe it is the role of
government to lead such a group, that it shouldbe a partnership of various sectors

A regular meeting of the Historical and Cultural Activities Committee was held in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, on October 7, 1996
and was called to order at 7 00 p m by Chairperson Vi Gratson
MEMBERS PRESENT were Chairperson Vi Gratson, Ann Petta, Pauline Grant,
Hannah Laister, and Rochelle Rosenkild

CITY STAFF -Brenda Stanfill, City Clerk, Tracey Martinez, Deputy City Clerk
GUESTS PRESENT -Lee Ann Garcia and Jun Smgley, Council Members
The minutes for September were read and with the following change - Mary Ann to Lee
Ann Garcia - were approved on motion by Ann, second by Pauline Colleen was absent
so had no report However, a Quality Status Report from City Hall shows a balance of
$268 91, budget of $1,250 00

DISCUSSION:
The County of San Bernardino Department of Economic and Communuty Development is
requesting that the City of Grand Terrace submit its project proposals for the 1997-98 Funding
Year for the Community Development Block Grant Program (CDBG)
As has been practiced in past years, the City is to conduct a public hearing and receive input
regarding potential projects which might be undertaken with the funds allotted to the City For
1997-98, the estimated allocation is $37,000
In past years, the CDBG funds have been utilized to build the Senior Center and make a
variety of improvements, rehabilitated the playground at Terrace Hills Park and implement a
number of improvements to assist the City in complying with the Americans with Disabilities
Act Grand Terrace is very restricted in our ability to use these funds in comparison to other
local communities which demographically have lower income populations
For the 1997-98 Program Year, staff is recommending the submittal of one project This
would include the Rehabilitation of the Terrace Hills Park Restrooms to ensure compliance
with the Americans With Disabilities Act Specifically, the project would include the
replacement of interior fixtures and a remodeling of the bathrooms to allow greater access by
the handicapped and the disabled The estimated cost for this project is $18,000
Previously, the City Council has requested staff to research the possibility of reconstructing the
entire restroom building In discussions with the County staff, the restrictions on the CDBG
Funds will not allow an entire reconstruction Possibly, additional funds for this project could
be allotted from the Redevelopment Agency to complete the demolition and reconstruction of
the facility
This item will come back to the City Council in either January or February, 1997 for a formal
pnontization of the projects proposed
RECOMMENDATION:

and one council member Their recommendations for the representatives are the Community
Development Director as the staff appointee and Council Member Lee Ann Garcia as the council
representative

Mission Statement
The Grand Terrace Area Chamber of Commerce promotes the economic and civic vitality of the
community through the collective strength of its business and individual members
1996-97 Plan of Action
• Expand outreach to business - improve marketing efforts to better explain to existing and
potential members the value of belonging to the Chamber
• Move to self-sufficiency - develop fundraising opportunities, review current membership rate
structure, and develop more financial independence
• Conduct targeted business development - working closely with the City, solicit businesses to
locate in Grand Terrace and fill current vacancies in commercial/retail sites
• Publish business directory - design and publish a business directory for all businesses m Grand
Terrace to foster cross promotion
• Further cross -representation with the City - in order to improve communication with the City,
representatives of the Chamber should work closely with the city council and staff and a position
