Those present were Pauline Grant, Vi, Ann Petta, Judy McBride, Colleen Edmundson, Hannah Laister, Shellie Rosenkeld, and Brenda Stanfill. The Secretary's minutes for November were read and approved on motion by Judy, seconded by Colleen. The set-up charge of $12 for the Country Fair posters was returned by Pip. Brenda sent out Thank You letters to all participants in the Country Fair. The Treasurer's report shows a balance of $132.30 in Petty Cash, a balance of $1,18966. in the Budget. A suggestion was made by Hannah and agreed to that from now on, we all will turn our receipts in to Colleen for collection, instead of goofing to the Finance Department. The Treasurer will be able to keep on top of expenditures this way. The Country Fair was discussed again. V1 suggested that the raffle tickets be 5 of $1, that there be five prizes so that each person can pick the prize they would like a chance to win. She also stated that there must be more publicity and more vendors. Judy made a motion to leave vendors open as far as city is concerned, that the fair be open to all comers. Shellie seconded, all were in favor. Judy also suggested that there be name tags and free coffee for the vendors. Shellie made an announcement card for all of our members to pass around at other fairs, etc., that we might go to. Judy read the Thank You letter which was sent out by Brenda. Pauline was asked to get an article ready for the City newsletter Pauline submitted article which was read to the Committee by Vi. Brenda reported that we can use the sign by the Fire House for advertisement. The City is evaluating the cost of stanchions. Banners across the road would be $500 each. We will change the show case in January, history then and now. Doris Kraus should be interviewed and picturesoof her home taken. Birthday Party: Discussions will be held on the 20 year cele- bration coming up. Vi has some one making lasagna for $35-40. Pauline will have turkey purchased and cooked. Vi will donate punch and drinks. The cake has been ordered by the City. All should be at City Hall by 4 PM to set up and get ready. The next meeting will be January 6, 1997. The City Clerk shall cause this Ordinance to be posted in three (3) public places within fifteen (15) days of its adoption, as designated for such purposes by the City Council Section 4 Furst read at a regular meeting of the City Council of said City held on the 9th day of January, 1997 and finally adopted and ordered posted at a regular meeting of said City Council on the 23rd day of January, 1997 City Clerk of the City of Grand Terrace and of the City Council thereof Mayor of the City of Grand Terrace and of the City Council thereof CRA ITEM ( ) COUNCIL ITEM W9 MEETING DATE JANUARY 9,1997 SUBJECT RESIDENTIAL TRASH SERVICE COLLECTION EXEMPTIONS `1 FUNDING REQUIRED NO FUNDING REQUIRED XX Discussion In 1989, as part of the adoption of the Residential Hauling Franchise with BFULoma Linda Disposal, the City Council authonzed an allowance for residences to obtain exemption from the service under certain circumstances Two key exemption allowances were for financial hardship and the second was for properties which exceed one half acre in size In total, appro)amately 35 residences were allowed exemptions throughout the City In September, 1996, with the implementation of the revised franchise with BFI/Loma Linda Disposal, staff, along with BFI implemented a program to require residents to re -apply for their exemptions Staff has revised requirements for allowing exemptions and wilt require all persons obtaining an exemption to enter into an agreement with the City which include the fallowing provisions t. • Residents must provide proof (subjed to audit by the City) that they are legally hauling their trash to either a local landfill or are obtaining service at another location They must provide the City with either copies of dump tickets showing that waste has been hauled to the landfill within a two week period, or they must show that they are paying for a service at another location • If they are obtaining service from a business location, they must show proof of ownership of the location or have written permission from the business to dump at the location • Residents who rent must obtain a letter granting permission for the waiver from the property owner ResponsibTrty for the hauling of waste and property maintenance Is the responsibddy of the properly owner and ultimate liability will rest with that person . In order to facilitate your request, the City is imposing the following conditions prior to granting your exemption Exemptions are allowed at the dscretion of the City Council and may be revoked at any time Code Enforcernerit actions by the City for accumulation of waste and/or failure to haul residential trash will result in the automatic revocation of the exemption from residential service 2 Residents and Property owners will be subject to verification that they are either self hauling their waste, or legally dumping their residential trash at another location Verification will be periodically regwred by either submdng current receipts from a local landfill, or at a business or commeraal/aidustnal establishment.
