The meeting was opened with invocation by Dr Paul Reed, Terrace Crest Baptist Church,
followed by the Pledge of Allegiance led by Councilmember Herman Hilkey
SPECIAL PRESENTATIONS
2A Proclamation - National PTA's 100th Anniversary
Mayor Pro Tem Buchanan read a proclamation recognizing the National Parent Teacher
Association's 100th Anniversary and presented it to Maryetta Ferre', Principal at Terrace
View Elementary School and Susan VanCampen, PTA President of Terrace View
Elementary School
Mayor Pro Tem Buchanan presented the keys to the new citizen's patrol car to Sharon
Perez, Citizen Patrol Commander
Tonya Nelson, Community Services Officer, introduced the members of the Grand
Terrace Citizen Patrol.

the parents of the children that are participating in Little League and Soccer
Councilmember Garcia, questioned where their revenue comes from
Mr. O'Connell, responded that approximately 33 % percent comes from the snack bar,
12% from sponsors, 26% from registration fees, and fundraisers generate the rest of the
budget
Councilmember Smg_ley, requested that staff be directed to agendize this for the next
Council Meeting
City► Manager Schwab, requested clarification on whether this would be a discussion item
or would Council like to schedule the Ordinance for a first reading
It was the consensus of the Council to agendize the first reading of the Ordinance at the
March 13, 1997 City Council meeting
Mr O'Connell, stated that the Little League receives little support from local business
in Grand Terrace and requested that the Council encourage the Chamber of Commerce
and local businesses to sponsor a team He left some programs for the Council to look
at and share
Mark Krell, 11826 Eton Drive, President of Grand Terrace Community Soccer Club,
requested that the Council consider an Ordinance allowing them to run fundraiser
firework stands in the City of Grand Terrace He gave an overview of the soccer club
He estimated that 95% of the players come from Grand Terrace He stated that their
budget was just under $50,000 00
Councilmember Garcia, questioned where their revenue comes from
Mr Krell, responded that they have one fundraiser a year bringing in approximately
$11,000 00, the remainder is from sponsors and the snack bar.
Councilmember Hilkev, questioned if the Grand Terrace Little League and the Grand
Terrace Community Soccer Club are proposing to share the fireworks booth
Mr Krell, responded in the affirmative
Councilmember Hilkev, questioned if we were going to hear from the basketball club at
the next meeting

The majority of students that are expelled are in 7th, 8th, 9th, and loth grades They
also updated them on current legislation There seems to be an abundance of legislation
to protect the youth from the Internet and domestic violence He reported that he had
been to see the Mayor a couple of times and he is improving and he is mussed
Councilmember HilkeX, expressed Ins satisfaction in the WeTip program and requested
that the year end report be posted for public review He stated that his thoughts and
prayers are with Mayor Matteson Her reported that the Boy Scouts are working on a
website
Councilmember Garcia, reported that she attended a Grand Terrace Days meeting and
that there is a website set up for Grand Terrace Days for those who are linked up
WWW local net/GT Days which will give updates relating to Grand Terrace Days She
reminded everyone of the "Livable Communities" workshop on March 21, 1997 The
whole concept of "Livable Communities" is a self defining one on what would be best
for the community She is encouraging everyone to get involved and start to understand
the concepts and tools that are available for improving our City She looks forward to
Mayor Matteson's return

6A CDBG Eligible Projects Pnontization 1997/1998
Assistant City Manager Donlevy, recommended that the City Council conduct a Public
Hearing on the pnontnzation of the projects and provide direction on the allocation of
funds Staff recommends that the following projects be funded
1 Grand Terrace Library - Adult Literacy Program - Tins Grant will keep the
library open one additional day per week - $4,500
2 City of Grand Terrace - Rehab of Civic Center Elevator/ADA - $5,500
3 City of Grand Terrace - Rehab of Richard Rollins Park Restroom/ADA - $15,000
4 City of Grand Terrace - Landscaping Design at Senior Center - Petta Park -
$15,000
Mayor Pro Tem Buchanan opened discussion to the Public
Joan Huntsaker, Riverside, she stated that she was speaking on behalf of the application
from the Department of Aging and Adult Services They asked the Council to consider
funding $3,000 00 for the Senior Nutrition Program which will help them to expand their
program to include serving meals on the weekends to the homebound

The previous property owner at 23048 Victona Street installed landscaping which encroaches on the
public right-of-way Once tlus was discovered by City staff, the current property owner has been
approached and has agreed to a Conditional Encroachment Agreement
This agreement gives the property owner permission to encroach within the public road nght-of-way
while securing our rights for future development The property owner has agreed that upon written
demand of the City, the property will be vacated

SUBJECT REDLANDS BICYCLE CLASSIC SPECIAL EVENT PERMIT
NO FUNDING REQUIRED XX
DISCUSSION:
On March 7, 1997, the Redlands Bicycle Classic (RBC) will be holding its annual point to
point race from Redlands to Oak Glen as part of the combined events for the Redlands
Bicycle Classic
The road race will encompass a 102 mile route and run through the City of Grand Terrace
As with last year's race, the California highway Patrol will use a "rolling enclosure" of
motorcycles to contain the racers The CHP will also "leap frog" intersections in order to
�- temporary pre-empt traffic to allow racers an unimpeded raceway It is estimated that the
duration the race will flow through Grand Terrace is approximately 2 minutes
The Redlands Bicycle Classic has requested a Special Event Permit from the City to order
to race through our City They are also requesting a waiver of any permit fees
Staff estimates the impact on the City to be minimal No City or Sheriff s Department
personnel will be required for the event and any traffic control will be coordinated through
the CHP The RBC will also provide the necessary insurance coverage's and waivers of
liability
Pending the receipt of the necessary insurance and waiver information, Staff recommends
granting a "No Fee' permit to the Redlands Bicycle Classic, which is a charitable, non-
profit event
RECOMMENDATION:
That the City Council
1 Grant the Redlands Bicycle Classic a Special Events Permit, and
2 Waive the fees associated with this event

As the Council is aware, Mayor Matteson has experienced a
mild stroke. The City Council needs to grant a medical leave
of absence until Mayor Matteson can return to his duties with
the City Council.
I had the opportunity on Wednesday, February 19, To visit
with the Mayor, and I am glad to report that he is alert. We
were able to have a conversation and I brought him up-to-date
on what transpired at the last Council Meeting. It is my
belief that with therapy and hard work he will be back with
us soon and to full capacity.

The Grand Terrace Crone Prevention Committee met for the regular meeting at the Senior Center
Meeting was called to order at 6 03 PM by Chairperson, Phdomene Spisak
MEMBERS PRESENT were Phdomene Spisak, Chairperson, Brtsy Miller, Vice Chairperson,
JoAnn Johnson, Dottie Raborn, Robert Stewart, Jackie Kracz and Mike Fasenmyer
MEMBERS ABSENT - Dick Rollins (in hospital)
CITY STAFF -Tonya Nelson, Community Services Officer and Tom Schwab, City Manager
GUESTS PRESENT- Lt Stewart and Captain Denham, Sheriffs Department
AGENDA was approved with no changes Motion by Brtsy Miller and second by Dottie Raborn
MINUTES - Meeting of December 9, 1996 were approved with a correction . Motion by Jackie
Kiacz and second by Bitsy Miller On page 2, under UNFINISHED BUSINESS, Item E, was
changed from "Mike Fasenmyer has not returned call from Tonya" to "... has not returned call
from Chairperson SpisaL" Correction was made to original minutes before sending to City
Council

MINUTES FOR FEBRUARY 3, 1997 1':7

The meeting was called to order at 7 PM by Chairman Vi Gratson.
Those present were Vi, Judy McBride, Brenda Stanfill, Shelly
Rosenkild, Colleen Edmundson, Hannah Laister, Pauline Grant and
Ann Petta.
The Secretary's minutes were read and the following changes
made: Ann stated that she had lost vendors due to illness.
Delete the name of Ann Petta from the December minutes as she
was absent. Also, re Grand Terrace Days, the Committee as a
whole, was not interested; only Ann stated that she would have a
table. Also, Ann made a motion to recind the motion to have any
city involved in the Fair, as stated in the December minutes.
This was seconded by Hannah, all in favor. The minutes were then
approved on motion by Ann, seconded by Judy.
Treasurer's Report: Colleen presented the Petty Cash Report.
Our regular budget status has not changed. There are three
tapes that have been finished; however these have not yet been
paid to Yolanda which Ann checked with Finance.
ART SHOW* The application was gone over and approved by the
Committee. The phrase was added to include a short sentence
about the artist or the work and put on an index card to be
placed next to the work. Judy suggested that advertising
r should be on cable now to also look for new artists, then a
` month before to advertise the show. Brenda will have this done.
Shelly is mailing cards to last years participants. A poster
was also gone over and approved. Ann and Colleen both have lots
on which advertising signs can be placed. We will consult with
John Donlevy on this. An item should be put in the Penny Saver.
Shelly suggestsed buying balloons and a tank of helium for $15.
She will check further on this as it would seem to be cheaper
than getting balloon from anyone else. The City personnel will
make a banner for the front of City Hall.
Ann turned over the Snyder tape to be put in the books. The
Ross, Miller, Werrick, and Snyder tapes were put in storage.
Ann stated that to start thinking about the book, we need more
information on schools, Blue Mountain, Riverside/Highland Water
Company, Honey Hills and Barton Road. Judy suggessted maps to
be incorporated in this histsory booklet. 13 tapes have been
completed and Ann is working on 4 more. There are 19 tapes
total and should be finished in about two months. These will be
a part of our booklet also.
COUNTRY FAIR: Ann said that we must make a decision about out-
side people which was done as in the Secretary's minutes. What
good will it do the City, the Committee? Judy suggestsed that
hobbies be included. How to display these? Also use cable to
advertise for people to display. Vi reported that the Line
Dancers want a $25 donation. Colleen will check on getting a
floor to put on the lawn. Vi will check with the dance school.
Pauline will check on a band. We will check on the karate kids
