from some of the smaller cities on the amount of money requested in relation to their size
which will be worked out at a later date SCAG did a presentation on a twenty-year
projection on speed limits, traffic congestion, and population trends in the State of
California The average speed in a twenty-four hour time period on a freeway is 35
miles per hour They anticipate that by the year 2020 the average speed limit will be
between 10 and 16 miles per hour which includes everything that we have voted to
approve including newly planned and unbuilt freeways We are looking at some serious
transportation problems He stated that he visited Mayor Matteson a few days ago and
he is looking well and has his great sense of humor and is looking forward to his return
Councilmember Garcia, reported that she attended the BFI Composting Workshop on
February 19, 1997 and congratulated Steve Berry and John Donlevy on a well organized
and presented workshop On February 20, 1997 she attended an American Planning
Association (APA) meeting on Economic Development Presentation by Dr Husing On
March 5 she attended a New Member Orientation for SANBAG On March 6, 1997
SCAG- Community Economic and Human Development Committee presentation on
Livable Communities Video On March 13, 1997 ESRI and the City of Ontario gave a
presentation on GIS for City Manager Schwab and staff She also reported that the
Grand Terrace Area Chamber of Commerce will be holding a Luncheon on March 18
from 1145 - 100 p m Steve Hartert will be giving a presentation on the Internet On
March 19 there will be a Livable Communities Workshop in Riverside and on March 21
there will be a Livable Communities Workshop in San Bernardino On March 27 SCAG
will have their General Assembly She requested that a workshop be held before the
budget sessions to discuss long term plans, goals, and priorities She stated that the
League of California Cities has requested an article highlighting the Grand Terrace City
Council and City in the Mayors and Council Members Newsletter
Councilmember Singky, requested that the split of funds be shown on one page m the
Budget for the next fiscal year
Mayor Pro Tem Buchanan, requested that staff agendize budget discussion on the agenda
for the first meeting in April

6A An Ordinance of the City Council of the City of Grand Terrace, California
Rggulating the Sale and Discharge of Fireworks �k
City Manager Schwab, stated that this action was requested by the Grand Terrace Little
League and the Grand Terrace Community Soccer Club for the purpose of using
fireworks sales as a fundraising source for those organizations The Ordinance is written
to allow a maximum of two sales permits limited to youth organizations with a minimum
membership of 250 participants The Ordinance has the option written into it to limit
this to a one-year Ordinance, winch will sunset on June 30, 1998, unless extended by the
City Council by a subsequent Ordinance or amendment He recommended that the
Council conduct a public hearing to receive input regarding adopting an ordinance
regulating the sale and discharge of fireworks

fireworks will be here whether or not this Ordinance passes
Dick Rollins, 22797 Barton Road, suggested that the City set up a supervised program
at the Richard Rollins Community Park and have fire personnel on hand
Cindy Muir, 22723 la Pant, stated that she does not oppose the Ordinance regulating the
sale and discharge of fireworks in the City of Grand Terrace, however she felt that it is
a good idea to have the fire personnel available in the more dangerous areas of the City
Mayor Pro Tem Buchanan returned discussion to Council
Councilmember Garcia, stated that she is a big supporter of all youth organizations and
activities. She reported that she has received numerous phone calls in opposition of this
Ordinance She stated that she liked Mr Rollins' suggestion of having a program in the
park She also stated that she is not against the sale of the fireworks, her concern is the
discharge of fireworks and the safety issue She offered her help with the youth
organizations to come up with other creative ways to generate revenue
Councilmember Hilkey, expressed his concern with the hnutations placed on the
requirements and the number of participants in the organization that will be allowed to
participate in fundraising He questioned several areas of the Ordinance He questioned
whether there have been any arrests relating to fireworks in the City of Grand Terrace
IA. Mike Howell, responded in the negative
Mayor Pro Tem Buchanan, stated that he has several changes to make to the Ordinance
if Council decides to move forward and consider its adoption He stated that he has
mixed feelings in regards to tlus Ordinance. He questioned whether Assistant City
Manager Donlevy has given any consideration to having a designated location for the
discharge of fireworks
Assistant City Manager Donlevx, responded that he has not given it any consideration
Mayor Pro Tem Buchanan, stated that one issue is that fireworks are very messy and
there would be a lot of clean-up involved
Ca Manager Schwab, stated that if the City desginated'a location for the discharge of
fireworks there would be a high potential for injuries and that would be placing a lot of
liability on the City and he would be against doing this

Presented for your review and acceptance is a report of
Appropriations and Actual Expenditures to the Supplemental Law
Enforcement Oversight Committee for the COPS program funds
received through AB3229.
The City received approximately $2.30 per capita as revenue from
the COPS program as part of the 1996-1997 state budget. Cities
are required to appropriate COPS revenues for "front line" police
services. "Front line" services include anti -gang and community
crime prevention programs. As required by legislation, the City
Council held a public hearing in September to consider the
funding requests. AB3229 moneys could not supplant any existing
funding.
The new legislation also required that a report of the
Appropriations and Actual Expenditures be submitted to an
oversight committee.
Staff Recommends that the Agency:
ACCEPT THE Appropriations and Actual Expenditures report
submitted to the Supplemental Law Enforcement Oversight Committee
for the current fiscal year period ending February 1997.

the Special Gas Tax Street Improvement Fund for the Fiscal Year
Ended June 30, 1995. The Division of Audits of the State
Controllers' Office (SCO) conducted the compliance audit and
prepared the report.

The SCO has rendered an opinion that the City of Grand Terrace
accounted for, expended, and safeguarded funds in the Special
Tax Street Improvement Fund in accordance with the State
Constitution and the Streets and Highways Code for the fiscal
year ended June 30, 1995.

Verified whether or not all Highway Users Tax apportionments and
other related interest, revenues, and recoveries were properly
accounted for in the Special Gas Tax Street Improvement Fund
The audit was performed in accordance with government auditing
standards The auditors evaluated and tested transactions and balances
of the Special Gas Tax Street Improvement Fund and performed other
procedures considered necessary in order to determine the level of
reliance on the city's existing controls The SCO did not audit the
city's financial statements and the auditors considered the internal
control structure only to the extent necessary to plan the audit
Conclusion Grand Terrace accounted for, expended, and safeguarded funds in the
Special Gas Tax Street Improvement Fund in accordance with the State
Constitution and the Streets and Highways Code for the year ended
June 30, 1995
This report is intended for the use of city management, the city
council, and the State Controller, and should not be used for any other

Annually, the California Integrated Waste Management Board offers a Used Oil Block
Grant Program for cities and counties The Program offers financial assistance to cities for
programs ranging from curbside collection to educational programs Grants are given on a
per capita basis, with a rmnimum grant of $5,000
In Grand Terrace, we have typically centered our program on public education, due to the
fact that our oil is collected through our contract with the County Household Hazardous
Waste Program Staff will be proceeding with the development of an educational program,

with an emphasis on curbside collection which will be submitted to the City Council at a
later date
In order to qualify to receive the $5,000 grant, the City Council must adopt the attached
resolution
RECOMMENDATION -

OF GRAND TERRACE, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF A

MAJOR CHANGES HAVE BEEN MADE TO THE BLOCK GRANT (STH CYCLE)
PLEASE READ THESE INSTRUCTIONS CAREFULLY
The Cafifomis Oil Recycling Enhancement Act (Act) (Statutes of 199i, Chapter 817)
mandates the California Integrated Waste Management Board (CIWMp) to provide
annual Block Grants to local governments for establishing local collec&n programs
that encourage recycling of used oil
Because Block Grants are not competitive, local governments only need to submit a completed application and meet
the program's eligibility requirements to reoe►ve a grant. - -
�,t,,'To better serve locai jurisdictions, tho CI MS has developed the three following changes,
The minnum grant award will be $5,000 for eligible cities and $10 000 for eligible counties The awards for
lunsdichons who are eligible for more than the minimum will continue to be calculated at approximately W cents per
capita using Department of Finance population statistics (See Extvbit C for the 1997/2000 n-aximum block grant
amount )

The Grand Terrace Crone Prevention Committee met for the regular meeting at the Senior Center
Meeting was called to order at 6 20 pm (due to late adjournment of Citizen Patrol Board meeting)
by Chairperson, Plulomene Spmsak
MEMBERS PRESENT were Phdomene Spisak, Chairperson, Bntsy Miller, Vice Chairperson,
JoAnn Johnson, Dottie Rabom, Robert Stewart, Jackie Kmacz and Dick Rollins

MINUTES - Meeting of January 13, 1997 were approved with a correction - Motion by Dick
Rollins and second by Dottie Rabomn On page 1, under UNFINISHED BUSINESS, Item C(d),
statement "Tonya will do press release " should have been a part of item b referring to the need for
volunteers for Grand Terrace Days rather than to Menke Fasenmyem's suggestion for theme Correction
was made to original minutes before sending to City Council
PUBLIC COMMENT - None
CORRESPONDENCE - Letter sent to San Bemardmo Sun re Committee's request for better
coverage of crime reports in Grand Terrace, sent by the Secretary It was noted that response had
been received within 2 days in the form of a phone call, and also that there had actually been an
improvement This lead to a discussion on reporting from Grand Terrace in general Tom Schwab
said the Press has a reporter and the Sun has a half time person assigned to Grand Terrace There was
also discussion on the need for positive reporting and Tom pointed out the positive nature of
rehabilitation going on in the city This to counteract blight
BUDGET - From a beginning balance of $4451 80, $20,000 00 was added giving a working balance
of $24,451 80 Expenditure of $15 944 77 (for vehicle), $186 23 and $18 26, leaving an ending

The Grand Terrace Parks and Recreation Committee met for the Regular
Meeting at the regular time in the Upstairs Conference Room at the Civic
Center. The meeting was called to order at 6:07 p.m by Chairperson,
Crystal Pearl
Members present were Crystal Pearl, Lenore Frost, Manuel Ortiz, David
Bertino, Pat Newberry, and Cheryl Whitlock
Members absent were Dick Rollins and Gretchen Andrews.
City Staff --Karen Gerber, Director, Recreation Services Department.
Guests Present --Tony Petta and Jorge McLean.
Minutes of the December 2nd meeting were approved.
Tony Petta was asked to attend the meeting to update the Committee on
vacant lands in Grand Terrace for the purposes of establishing more
park space and a Community/Teen Center Mr. Petta stated that we
would need approximately five acres, at least, to accommodate a Center.
His recommended that the land between the Senior Center and Terrace
View School be purchased when it becomes available. He also
recommended that Pico Park be extended into the forty plus acres of
Edison Land next to the present park as SCE must divest its holdings.

The Grand Terrace Parks and Recreation Committee met for the Regular
Meeting at the Redlands Community Center for a tour at 436 pm through
5.30 pm followed by a meeting at Jersey's Pizza in Redlands called to
order at 6 00 p m. by Chairperson, Crystal Pearl.
Members present were Crystal Pearl, Lenore Frost, Manuel Ortiz,
Gretchen Andrews, Pat Newberry, and Cheryl Whitlock.
Members absent were Dick Rollins and David Bertino
City Staff --Karen Gerber, Director, Recreation Services Department.
Guests Present --None
Minutes of the January 6th meeting were approved
The Committee discussed the tour of the Redlands Community Center. All
thought that the tour was excellent feedback on how to establish a
Center in Grand Terrace Further exploration was desired and a tour
next month of the Yucaipa Teen Center is to be arranged for the next
meeting
Director's Report. Easter Egg Hunt Saturday March 29, 8-10.
Volunteers are needed to help with parent control, etc Gymnastic
equipment is soon to arrive for classes at Terrace Hills Middle School.

Little League--700 plus kids are signed up and most levels are filled.
Basketball --Halfway through an uneventful season. There are a lot of
double header games due to the lack of gym space.

Treasurer's Report: Colleen presented her report showing a
balance of $788 08. The City needed to know our budget for
neat year. It was agreed to go with $1250.00. Judy made a

these invoioces as well, seconded by Judy Regarding these
tapes becoming a part of our history booklet, Ann stated that
the City Attorney should be asked to guide us. Ann made a
motion to accept the Treasurer's report, seconded by Pauline.
The Secretary will made a Committee Request for Action on use
of the tapes.
Art Show: Shelly sent out post cards to last year's participants
75 posters will be printed on lavender poster paper. Shelly
found a helium tank for $15. Hannah made a motion to buy this
tank, seconded by Judy. The City will make a sign for the
building. We will have permanent signs made for Ann's and
Colleen's properties on Barton Road. John Donlevy has been
asked about having these signs made.
Country Fair: Colleen inquired about a portable floor for the
lawn and learned that the surface has to be flat which the
lawn at the Community Center is not. Shelly will call J-Z's
about this also. Pauline called the Riverside Concert Band
who want $100 to perform. We ask a high school band or
chorus. The Sweet Adelaines will also be contacted. All
members will try to come up with ideas. It was suggested that
hobbies and displays be considered.
The meeting was adjourned at 8:10 PM. The neat meeting will be
April 7, 1997.

On March 6, 1997 the Grand Terrace Planning Commission approved Tentative Parcel Map 14911, a two (2) lot parcel
map (Attachment A - Parcel Map) with conditions Please find attached a copy of the Planning Commission Staff Report
(Attachment B - Planning Commission Report) That report also included Site and Architectural Review for two new
single family residences to be built on the proposed parcels
The Grand Terrace Housing Department purchased the subject site as part of its purchase rehabilitation housing program
for first time home buyers The original house on the site was demolished by the City due to the substandard constriction
conditions which made it cost prohibitive to rehabilitate The subject lot is conducive to a lot split due to the fact that it
is 20,540 square feet, fronts on two streets, and its configuration allows application of munmum zoning standards such
as lot width and depth When developed, one house will face Mirado Ave and contain 1,368 square feet of livable space,
and one house will face Van Buren Street and contain 1,357 square feet of liveable space Lot fronting Van Buren-Street_
is 8,622 square feet, and lot fronting Mimdo and Van Buren is 11,153 square feet.
This proposed tentative parcel map is consistent with the Grand Terrace General Plan and Zoning Code The City Engineer
has reviewed and cleared the subject parcel map Therefore, Staff recommends approval of Tentative Parcel Map 14911
and associated conditions of approval contained in the attached resolution (Attachment C - Resolution)

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF GRAND TERRACE, CALIFORNIA, REGULATING THE
SALE AND DISCHARGE OF FIREWORKS v
THE CITY COUNCIL OF THE CITY OF GRAND TERRACE DOES HEREBY
ORDAIN AS FOLLOWS
Section 1: Dates and Hours of Sale and Discharge - Safe and sane fireworks as defined
by Section 12529 of the Health and Safety Code of the state may be sold and Aischarged within
the City during the period beginning at twelve noon on the 28th day of June and ending at eleven
fifty-nme p in on the 5th day of July, 1997 pursuant to the provisions of this chapter and not
otherwise
Section 2: License - Reguu-ed - Except as provided in this chapter, it is unlawful for any
person to offer for sale or sell at retail any fireworks of any kind in the City without having first
applied for and received a license therefor This chapter shall supersede Uniform Fire Code
Section 78 102 as to Safe and Sane Fireworks
Section 3: i ice= - Land Use Application - Public Liab lU Insurance - All applications
for a license to sell fireworks shall.
A Be made in writing accompanied by a license fee of fifty dollars and a Land Use
Application fee of $33 submitted to the Community Development Department The
fees are not for the purpose of revenue, but will be used to defray the costs of
application processing, inspection and supervision
B Set forth the proposed location of the fireworks stand applied for The stands must
be on private property located in the commercial and mdustnal or manufacturing
zones and the written permission of the owner of record or lessee must accompany
the apphcation according to Zoning Code Section 18 73 211 T=porary Uses

C Be accompanied by an assurance that if the license is issued to applicant, applicant
shall, at the tune of receipt of the license, deliver to the City Clerk's office one

designating the City as an additional assured under this chapter, and a copy of the-
requisite permit from the State Fire Marshal

C It is unlawful for the licensee organization to pay any consideration to any person for
selling or otherwise participating in the sale of fireworks at such stand
Section 7: Temporary Fireworks Stands - All retail sales of safe and sane fireworks shall
be permitted only from within a temporary fireworks stand, and sales from any other building or
structure is hereby prohibited Temporary stands shall be subject to the following provisions
A No fireworks stand shall be located within twenty-five feet of any other building nor
within one hundred feet of any gasoline pump
B Fireworks stands need not comply with the provisions of the building code of the
City, provided, however, that all stands shall be erected under the supervision of the
Building and Safety Director, who shall require that stands be constructed in a
manner that will reasonably insure the safety of attendants and patrons
C No stand shall have a floor area in excess of three hundred square feet
D Each stand in excess of twenty-four feet in length must have at least two exits Each
stand in excess of forty feet in length must have at least three exits spaced
approximately equidistance apart, provided, however, that in no case shall the
distance between exits exceed twenty-four feet
E Each stand shall be provided with two two -and -one-half gallon soda -and -acid or
water pressure type fire extinguishers, underwriter approved, in good working order
and easily accessible for use in case of fire
Section 8: General R xMnments_for_Licensees
A All weeds and combustible material shall be cleared from the location of the stand
including a distance of at least twenty feet surrounding the stand.
B "No Smoking" signs shall be prominently displayed on the fireworks stand
C Each stand must have an adult in attendance and in charge thereof while fireworks
are stored therein Sleeping or remaining in the stand after close of business each
day is forbidden
D The sale of fireworks shall not begin before twelve noon on the 28th day of June and
shall not continue after twelve midnight on the 5th day of July
E All unsold stock and accompanying litter shall be removed from the location by five
p m on the 6th day of July
F The fireworks stand shall be removed from the temporary location by twelve noon
on the 8th day of July, and all accompanying liner shall be cleared from the location
by said time and date

DISCUSSION:
For over ten years, the City of Grand Terrace has contracted with the County_of San
Bernardino for the collection of Household Hazardous Waste The existing -agreement
with the County is due to expire in June, and the County is requesting a renewal --
agreement which will span a period of five years, until June 30, 2002
Annually, Grand Terrace residents deposit over 2,000 household hazardous waste items at
the County Collection Site in San Bernardino This amounts to over 20,000 pounds of
both solid and liquid material which must be disposed of through either recycling or at a
�l hazardous waste dump site
Under the County Program, the services include safe collection, recycling, treatment and
evaluation of wastes and disposal The County also provides periodic "round -ups" to
collect waste and has an extensive public education campaign which the City receives
considerable benefits
The proposed contract is for five years at a rate of $9,800 annually, vtannuaT - - —'-
adjustments based on the consumer price index The costs for this program are paid by
residents in their trash bill, with the collection of 20 cents per month
RECOMMENDATION:
That the City Council approve an AGREEMENT BETWEEN THE SAN BERNARDINO
COUNTY SERVICE AREA 70 CONSOLIDATED FIRE DISTRICT (CSA 70 CFD)

IT IS HEREBY AGREED TO AS FOLLOWS:
This agreement is made and entered Into between the San -Bernardino County Service Area 70
Consolidated Fire District (CSA 70 CFD), hereinafter referred to as `County and the City of
Grand Terrace hereinafter referred to as the 'City
RECITALS:
WHEREAS, the California Public Resources Code requires Cities and -Counties to prepare a
Household Hazardous Waste Element which identifies a_=�rogr_am for_ths _safe= collection,
recycling, treatment and disposal of hazardous wastes which ark generated by households in -the
city or county and which should be separated from the solid was-te stream,
WHEREAS, the County of San Bemardino and each of the Cities in the County have developed
household Hazardous Waste Elements (HHWE) which identify a countywide cooperative
program for the management of Household Hazardous Waste, and,

Policies Primary and Non -Contributory - All policies mired above are to be primary and
non-contributory with any insurance or self-4nsuranoe programs carried or administered by
the County
Proof of Coverage - City shall immediately fumish certificates of insurance to the County
Department administenng the contract evidencing the insurance coverage, including
endorsements, above required pnor to the commencement of performance of services
hereunder, which certificates shall provide that such insurance shall not be terminated or
expire Mnthout thirty (30) days written notice to the Department, and City shall maintain
such insurance from the time City commences performance of services hereunder until the
completion of such services Within sixty (60) days of the commencement of this
Agreement, the City shall furnish certified copies of the policies and all endorsements.

Insurance Review - The above insurance requirements are subject to periodic review by
the County The County's Risk Manager is authorized, but not required, to reduce or
waive any of the above insurance requirements whenever the Risk Manager determines
that any of the above insurance is not available, is unreasonably priced, or is not needed
to protect the interests of the County in addition, if the Risk Manager determines that
heretofore unreasonably priced or unavailable types of insurance coverage or coverage
limits become reasonably priced or available, the Risk Manager is authorized, but not
required, to change the above insurance requirements to require additional types of
insurance coverage or higher coverage limits, provided that any such change is
reasonable in light of past claims against the County, inflation, or any other item
reasonably related to the County's risk.
Any such reduction or waiver for the entire term of the Agreement and any change
requiring additional types of insurance coverage or higher coverage limits must be made
by amendment to this Agreement Town agrees to execute any such amendment within
thirty (30) days of receipt
4 Contract Compliance - City agrees to comply with the provisions of the Affirmative Action
Compliance Program of the County of San Bernardino and rules and regulations adopted
pursuant thereto Executive orders 11246, 11375, 11625, 12138, 12432, 12250, True Vil
of the Civil Rights Act of 1964, the California Farr Employment Practice Act, California
Public Contracts Code 2000 and the San Bernardino County MMBE Policy No 11-15,
and other applicable Federal, State and County laws, regulations and policies relating to
equal employment and contracting opportunities, including laws and regulations hereafter
enacted Information on these rules and regulations may be obtained from the Contract
Compliance Officer of the County of San Bernardino at (909) 386-8689
RESPONSIBILITIES AND DUTIES OF THE COUNTY
5 The County will continue to operate a comprehensive Household Hazardous Waste
Program for the safe collection, recycling treatment and disposal of household hazardous
waste The County program shall be based on a Central Processing Facility and a
regional network of collection centers sited so as to provide safe, convenient service to the
public in a cost-effective manner
