Rex Richardson, NORCAL San Bernardino, presented a plaque to the City of Grand
Terrace and its residents for participating in the many County -wide Recycling and Waste
Prevention Education Programs He also presented a framed, signed poster which is a
replica of a quilt for Second Chance Week to the City of Grand Terrace for their
participation

Jack Ingalls, President of the Grand Terrace Lion's Club, presented a check in the

that all of the people that wanted to speak should be given the opportunity to before they
make a recommendations to the area that should be studied and the workshop session
was continued to April 15 He also reported that he met along with City Manager
Schwab and Assistant City Manager Donlevy with the City of Colton to discuss the waste
water preliminary rates that the City of Colton was proposing and will meet again early
next month.
Councdmember Singky, expressed his dissatisfaction with COMCAST for not showing
up to televise the Council Meeting.
Councilmember Mft, reported that the scoreboards are up and working at Pico Park
and thanked Mike O'Connell He complemented staff on Pico Park for making it look
so good. He questioned the status of the Web Page
Community and Economic Development Duwtor Materassi, responded that the Web
Page is complete and ready for Council's review and should be up on Wednesday
Councilmember Hilkev, questioned if past and present Council Agendas will be available

BACKGROUND
On November 17, 1997, the Grand Terrace City Council approved a resolution adopting the General Plan
Task Force's Action Plan Included in that Action Plan is the recommendation for conducting an economic
base analysis for Grand Terrace to help us define our market mche as it relates to our immediate area, as
well as the region. Funds for the analysis were budgeted in the 1996-97 FY through account #10-370-250
in order to meet one of the goals of the Economic Development program Staff is proceeding to implement
the program and is bringing this back to City Council for your information as requested during last year's
budget meeting
DISCUSSION
Staff has contacted nine different firms specializing in economic development analysis, as well as other
government agencies that have obtained such services Through the course of research, staff has
discovered that the fin, Economic and Political Analysis (ECAP), John E Husing Ph.D principle, is the -
most cost effective, qualified and practical to perform Grand Terrace's analysis
Overall cost of the study is $5,500 The analysis includes three workshops , analysis of statistical data to
define Grand Terrace's role in the regional economy and the submittal of a strategy for Grand Terrace to
obtain sustainable economic growth (please refer to Attachment A) ECAP's principle, John Husing, is a
respected economist for the Inland Empire region (see Attachment B for his qualifications) He is highly
recommended by those cities for which he has worked, such as Temecula, San Bernardino, Riverside and
the County of Riverside and is published and quoted by numerous media sources as an expert in the Inland
Empire economy
ECAP is locally based and its principle is well acquainted with our region Note that none of the other
firms that responded to our inquiry were locally based. The firm already has extensive data, resources and
"connections" to the Inland Empire and Grand Terrace Therefore, ECAP will not have to perform much of
the initial data collection that would be necessary for the majority of other firms This means a significant
cost savings for Grand Terrace because ECAP will spend significantly less tune in statistical research of the
overall economy and far more performing "hands on" procedures and analysis focus on Grand Terrace In
addition, the firm's reputation will give credence to Grand Terrace's economic development strategy and
bring Grand Terrace to a higher level of credibility with potential developers and investors

city staff on the way in which the regional economy is evolving, the trends in the various parts of the
region's economic "base", the geographic spread of these developments, and the potential roles that
this information creates for Grand Terrace
5 Conduct a workshop with the senior Grand Terrace city staff about the appropriate economic
development strategy within this context, and within the resources of the city and community
6 Conduct a workshop with Grand Terrace economic leaders (e g. chamber leaders, owneishnanagers of
existing small businesses and local entrepreneurs) identified by the city's senior sta$ about the
appropriate economic development strategy for the city and community
7 Conduct a workshop with Grand Terrace's major employers, identified by the city's senior staff, about
the appropriate economic development strategy for the city and community
8 Based upon ECAP's knowledge of the regional economy, data on the City of Grand Terrace and the
stakeholder workshops above (#5, #6, #7) prepare an economic development strategy for the city

SUBJECT NOTICE OF COMPLETION PICO PARK SOFTBALL FIELD
REHABILITATION PROJECT

BACKGROUND:
In January, 1998, the City Council awarded a contract to Allan Landscape for the
rehabilitation of Softball Field 1 at Pico Park The project included the leveling of the
field, sodding and realignment/gradmg of the infield and the re -seeding of the outfield
The project was completed on February 26, 1998 and play has begun on the Field The
work was done to a high standard and was truly a worthwhile investment in Pico Park
It is recommended that the City Council authorize the City Clerk to file the required
Notice of Completion on the project
RECOMMENDATION•
That the City Council accept Project GTC 98-01 and authorize the City Clerk to file a
Notice of Completion on the project

MINUTES FOR MARCH 2, 1998
The meeting was celled to order by Chairman Vi Gmtson at 7 p m. Those present were Vi, Ann
Petta, Hannah Laisser, Colleen Fdmundson, Paul'me Grant, Shelly Rosenkild and Brenda Stanfill.
The secretary's minutes for February were read and approved on motion by Ann, seconded by
Psrrfine. The Treasunes report showed a bahm in Petty Cash of $178 60, and budget balaaee of
$422.86. This was approved on motion by Pain seconded by Ann, all in fivm ofboth motions
OLD BUSINESS:
Art Show Screen: Shelly reported estimates that she got to make a screen in the amount of 5151 o9
Colleen volunteered to help Shelly who said that she would get her husband to help Ann made a
motion for Shelly to get the materials and begin the weak, seconded by Hanrral% an in favor

City staff is in the process of preparing the fiscal year 1998-1999 budget for both the City and
the Community Redevelopment Agency The preliminary budget document will be distributed to
the City Council on or about May 13, 1998
Council is requested to designate one evening for a special meeting on the subject of the
1998-1999 Budget Last year's meeting was over two nights on May 21 and May 29
Staff recommends that Council consider some time between May 20 through June 10, 1998 for
the budget session. A calendar has been included for your convenience
The City has generally passed a budget resolution at the first or second council meetmg in June
