Funds for the analysis were budgeted in the 1996-97 FY through account #10-370-250 in order to meet one of the goals of the Economic Development program Staff is proceeding to implement the program and is bringing this back to City Council for your information as requested during last year's budget meeting DISCUSSION Staff has contacted nine different firms specializing in economic development analysis, as well as other government agencies that have obtained such services Through the course of research, staff has discovered that the fin, Economic and Political Analysis (ECAP), John E Husing Ph.D principle, is the - most cost effective, qualified and practical to perform Grand Terrace's analysis Overall cost of the study is $5,500 The analysis includes three workshops , analysis of statistical data to define Grand Terrace's role in the regional economy and the submittal of a strategy for Grand Terrace to obtain sustainable economic growth (please refer to Attachment A) ECAP's principle, John Husing, is a respected economist for the Inland Empire region (see Attachment B for his qualifications) He is highly recommended by those cities for which he has worked, such as Temecula, San Bernardino, Riverside and the County of Riverside and is published and quoted by numerous media sources as an expert in the Inland Empire economy ECAP is locally based and its principle is well acquainted with our region Note that none of the other firms that responded to our inquiry were locally based.
