A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, STATE OF CALIFORNIA, ADOPTING
THE MEASURE I FIVE-YEAR CAPITAL IMPROVEMENT
PROGRAM AND TWENTY-YEAR TRANSPORTATION
PLAN
WHEREAS, San Bernardino County voters approved passage of Measure I in November,
1989, authorizing San Bernardino Associated Governments, acting as the San Bernardino County
Transportation Authority, to impose a one-half of one percent retail transactions and use tax
applicable in the incorporated and unincorporated territory of the County of San Bernardino; and
WHEREAS,revenue from the tax can only be used for transportation improvements and
traffic management programs authorized in the Expenditure Plans set forth in Ordinance 89-01 of
the Authority; and
WHEREAS,Expenditure Plans of the Ordinance require each local jurisdiction receiving
revenue from the tax to expend those funds pursuant to a Five-Year Capital Improvement Program
and a Twenty-Year Transportation Plan adopted by resolution of the local jurisdiction; and
WHEREAS, Expenditure Plans of the Ordinance also require that each local jurisdiction
annually adopt and update the Five and Twenty-Year Plans.
NOW,THEREFORE,BE IT RESOLVED that:
1. Fifty percent (50%) of these Measure I funds shall be allocated to road
maintenance projects and the other fifty percent (50%) to transportation
projects as listed in attached Measure I Five-Year Capital Improvement
Program and Twenty-Year Transportation Plan. This will be effective to
fiscal year 2010 when Measure I "sunsets".
2. The road maintenance portion of the allocation will likely be expended on a
yearly basis, while the transportation funds shall be saved to provide co-
payment for large improvements, i.e. Barton Road Bridge widening.
3. In case of an emergency, such as floods or other major road expenses, the
transportation funds can be reallocated.
NOW,THEREFORE,BE IT FURTHER RESOLVED that the City Council of the City
of Grand Terrace, State of California,hereby adopts the Measure I Five-Year Capital Improvement
Program and Twenty-Year Transportation Plan,hereby incorporated by reference and as described
