Mayor Matteson, requested that City Manager Schwab look into Ms. Pfennighausen's concern with the fire department> s, Michael Bartol, questioned whether the City has an exclusive contract with Comcast Cablevision ® Chi ger Schwab, responded that the City has a non-exclusive contract with Comcast. Michael Bartol, asked if there is anything that would prevent another company from providing better service? City Mat aQi er Schwab, responded that if another company wanted to come in they would have to approach the City Council. Michael Bartol, expressed his dissatisfaction with Comcast. He indicated that he can provide enlarged copies of the T V Guide for those who are unable to see well at no charge 1 Councilmember Garcia, recommended that he let the hbrary know so that she can pass on the information to people that may need his service. The meeting was called to order by Chairperson Phdomem SpLuk at 1900 hours. 1 MEMBERS PRESENT Phdomem Spisak, Chairperson, Bitsy Bernor, Vice Chairperson, * J JoAna Johnson, Claire McElwee, Jackie K=7, Lewis Neeb, Dottie Rabom and Dick Rollins, Recording Secretary. MEMBERS ABSENT: Mike Fweamyer, alternate member An alternate member does not have to attend each meeting according to the By -Laws of this Committee. GUEST PRESENT: Bob Stewart, Citizen Patrol member. CITY STAFF: Tanya Cahill, Community Service Officer and Thomas Schwab, City Manages. AGENDA: The agenda for this meeting was reviewed by the members present with Bitsy Bernor making the motion to approve as written with Jackie Knacz making the second. Community Services Department Staff Report COUNCIL ITEM (XX) MEETING DATE February 18, 1999 SUBJECT CDBG FUNDING AWARDS- 1999-00 PROGRAM YEAR FUNDING AUTHORIZATION REQUIRED BACKGROUND: The City of Grand Terrace is under contract with the County of San Bernardino Department of Economic and Community Development (ECD) who is responsible for the review and compliance of programs conducted within Grand Terrace This includes not only the conduct of the grant process, but the administration of project implementation and compliance The County has a process which follows the guidelines of HUD in requiring public hearings and input into the grant allocation process for these funds For Grand Terrace, this includes a public hearing, submittal of recommended projects to ECD who qualifies eligible programs, then returns those to the City for pnontvation and funding Additionally, during the grant submittal process, outside agencies may submit projects directly to the County, however the final determination of the spending of the City allocation is with the purview of the City Council In December, 1998, the City Council held a public hearing and considered options for use of the City's Community Development Block Grant (CDBG) Program funds The City receives a total of $37,000 each year or which $5,500 00 (15%) may be awarded for public service projects Over the past two years, the following projects have been funded 1 Rehabilitation of the Richard Rollins Park Restroom/ADA Improvements ($15,000) 2 Civic Center Elevator Retrofit/ADA Improvements- ($5,000 00) 3 Crosswalk Pushbutton Retrofit/ADA Improvements- ($4,500 00) 4 Landscapmg Improvements- Senior Park ($15,000) 5 Library Literacy Program ($4,500) 6 Senior Nutrition- Home Meal Program ($1,000) 7 Senior Center Expansion ($77,000 00) 8 Landscapmg Expansion- Petty Park- ($25,000 00) COUNCIL AGENDA ITEM NO:1(rP �+y 'r 199.9-00 CDBG Funding Agenda Report- February 25, 1999 Page 3 of funds to support groups which categorically qualify for the use of these funds, such as senor citizens and the handicapped Grand Terrace, because of our unusually high per capita income, and demographics, does not qualify for a general use of the funds as many of our neighboring cities such as Colton, Fontana, Rialto and San Bernardino Historically, Grand Terrace's use of CDBG is limited to the categorically eligible uses such as senor projects and compliance with the Americans with Disabilities Act to benefit the handicapped Staff has performed a simple survey of local schools and sports leagues to determine the percentage of youth utilizing public support programs (free lunches, waiver of league fees) to gauge whether the 51 % threshold of low/moderate income persons are utilizing the programs Each location reported that subsidies and person claming a need for public assistance was far below 51 % of the families being served The County of San Bernardino has indicated that the City could do a study (City Funded) to determine "Target Areas" of low/moderate areas within the City which would allow the expenditure of the funds on a more broad basis Funds could then be directed toward projects within the Target Area to benefit that neighborhood Unfortunately, the funds could not be utilized outside the area for the general benefit of the community If the City Council is interested in pursuing the study of establishing a target area within the City, it is recommended that direction be provided for Staff to return a report at a later date with a scope of work for the study RECOMMENDATION: That the City Council 1 Conduct a Public Hearing on the recommended allocation of CDBG Funds for the 1999-00 Program Year, and 2 Establish a funding list of projects for the 1999-00 CDBG Funding Year 3 Authorize Staff to submit the Funding List to the County of San Bernardino Department of Economic and Community Development 4 Provide direction to Staff on establishing a Target Area for the use of CDBG Funds within the City FISCAL IMPACT: 1/29/99 3 19 30 PM San Bernardino County Page 56 ELIGIBLE Proposals Department of Economic and Community Development ELIGIBLE Proposals Grand Terrace 1999-2000 CDBG Proposals by Benefit Area Applicant Project/ Log Primary Benefit Area/ Activity Eligibility M&O Request/ Community Request Dist Comments No Description Benefit Eligibility Commit Percent 25005 Multi -District Asian-Amencan Resource Center, Inc n $184,500 Fifth District $20,000 6 Public Service Limited to Employment training & Rasmey Sam, Executive Director $67,000 Loma Linda $15,000 income qualifying persons referral services - Spotlight Grand Terrace, California - Part 3 y' Page 3 of 4 • San Bernardino Associated Government's City boundary files • Grand Terrace parcel map database • Assessor's parcel information via San Bernardino County The list of files can be downloaded for your information The City has also compiled some of their own information to create some of their own data Examples of these databases include code enforcement cases and a street sign database Grand Terrace's data files are listed and categorized by the following You can download an example of the City's file organizational structure • File name • Description • File location • Creation and modification dates A copy of all raw data is also stored on the City network The network administrator has given users the appropriate level of access to these data according to their level of responsibility and ability to work with GIs For example, some are given full editing permission, while others may be able to "read only " Data Collection is Application Related Since Grand Terrace's program is in the early stages, the need for data is ' still growing as new ways to use GIs are discovered The need for additional data sets becomes obvious as new applications are desired For instance, a sigh database was built from field data to expedite replacement of all street signs, a pavement conditions database was developed in response to the need for a good infrastructure maintenance schedule, and a property history database was created to help streamline the permitting process Collection or creation of data just to have more data is not cost-effective As GIs applications are being developed, the evaluation of software, hardware, and personnel needs are an ongoing process in order to plan for the future Collection and refinement of data are always evolving The need for newer and updated components becomes more important as the GIs Program grows This article was contributed by Hally Cappiello of the Community and Economic Development Department, Grand Terrace, California Part 1. Maintain the support of all parties involved http //www esn com/mdustnes/localgov/grand_terr4 html 2/16/99 Spotlight Grand Terrace, California - Part 4 Page 3 of 4 into a long process An accurate list (table of attributes format) of address labels for all in your community is "gold" in a GIS 5 Systematic Data Updates and Accuracy Verification The core databases and layers must be constantly updated and properly named and dated More importantly, they must be secured from edits by less experienced or inappropriate users in order for the GIS to progress successfully Keep Producing No Matter What Happens "Do a lot with little" is what we have to achieve to show progress and efficiency In the last couple months we have . Completed staffing the GIS division . Upgraded two computers and connected to the City plotter, network, and Internet . Downloaded a map from the local water company with the assessor's parcel numbers and addresses for each City parcel plus rights -of -way and waterlines . Completed 90 percent of the zoning entitlement database and soon will install and utilize the Zoning Analyst software developed by GNUS of Birmingham, Alabama (www gls-services com), an ESRI authorized developer . Completion of a CAD drawing of the collection system, including the locations of main lines and laterals, and its integration with the City's GIs basemap . Development of a database management system for storing relevant infrastructure data and maintenance lustones and linking them with maps The City is using CarteGraph SEWERview software for the database management system . In conjunction with the Public Works Department, developing a U� system to store maps on CD-ROMs for easy access in the field .
