Lisa Hjulberg from Town Square Developers who has an exclusive right to
negotiate with the Grand Terrace Redevelopment Agency stated that they engaged
the Meyers Group to perform a market study for the feasibility of the Town
Square Project and to give guidance of what the project should include in order
to have the greatest opportunity of success They looked at the Barton Road
Community Specific Plan, the General Plan Task Force recommendations
regarding the development of the downtown area, the communities need for low
income housing and put together a very detailed report including comparative
analysis of other mixed use projects in Southern California The Meyers Group
is the largest real estate consulting firm in California, they have been in business
for more than fifteen years, they have twenty-three offices nation wide six of
which are in Southern California They took in 664 projects last year including
several in Riverside, San Bernardino, Orange and Los Angeles Counties They
work for developers and public agencies including r9development agencies. She

and that a dumper will, be available from 8 00 a.m. to 12 noon and that the dumps will
be open from 10 00 a.m. to 4.00 p m He reported that the Annual Art Show will be
held on May 2, 1999 from 100 p.m to 4 00 p.m.
Mvor pro Tem Buchanan, he reported that he attended the Little League opening
ceremonies along with Garcia and IJilkey which was well attended. He
stated that he was recently hired as the Regional Counsel for First American Title
Insurance Company in Riverside. He uxhcated that the closing ceremonies for basketball
was being held at the same time as the Council meeting and congratulated all of the lads
that played so well and enjoyed the basketball season. He congratulated the A Ihvision
Hoyas boys team that went undefeated for the entire season.
Councilmember Garma, reported that she attended the 25th anniversary for the Laon's
Club along with the Mayor. She attended the Women's Club Prayer brunch in March
winch was a very nice event. She reported that at the hiland Empire League ihvhshon
meeting three legislators were in attendance, Senator Joe Baca, Assemblyman John
Longville, and Assemblywomen Nell Soto
Councilmember Smelev, contract City Council, Members have been invited by the Sheriff
to attend a open house on April 17, 1999 and urged everyone to attend He reported that
the Sheriff s Office and the County of San Bernardino honor men and women of the
Sheriff s Department and others throughout the community for their acts of bravery and
dedication at their annual event He stated that the Press Enterprise had an article in it
on the proposed Utility Tax and was unpressed to see that two former Mayors are
involved in it and other community leaders are getting involved and urged the community
to come together on this issue.' He reported that he also attended the annual Lion, s Club
Pancake Breakfast.
Councilmember Hilkev, reported that opening ceremonies for the Grand Terrace Little
League was very unpressive He questioned the status of the Food Connection
Building and Safetv/Housing Director Barham, stated that they were waiting for an
insurance check
Councilmember Hilkey, stated that the three children that were vandalizing De Berry
park have been caught. Senator Leonard has started some legislation to reverse eraf.

7A Pico Park Noise Issue
Assistant City Manager Donlevy reported that staff has been working with Mr and Mrs
Loder over the past month on the noise none at Pico Park. After investigating this issues
staff concludes that there is no course of action which can attenuate the sound being
experienced by the Coders from Pico Park. The Loders have agreed with this

Background
The San Bernardino County Public Library occupies approximately 3,600 SQFT of the Grand
Terrace City Hall and has continually done so since the opening of City Hall The original lease
was S years with three 2 year extensions The lease term has been extended every two years The
current rent is for 20% of the repairs, maintenance and common operating costs of the city hall
facility, payable $600 per month and a billing for actual costs exceeding $7,200 per year, not to
exceed an overall total of $12,000 per year The library in Grand Terrace provides an important
service to the residents of Grand Terrace and the general area
Proposed Extension
The amended lease agreement 88-877 A-4 contmues the lease for another two years at the same
terms and conditions The new lease term will be April 1, 1999 to March 31, 2001
STAFF RECOMMENDS THAT COUNCIL

Also enclosed is our notification to accounting personnel to continue rental payments in the

We are also in receipt of the back up material for the County's share of utility and
maintenance costs for the period 4/1/92 - 3/31/93 Paragraph 4, "Rent", of the Lease

RNT 5045 by $900.
BACKGROUND: This library has been at its present site since April 1985 The Library
Department requested that Real Estate Services Department eiercise the first two-year
option to extend the term of the lease. The rental rate is based on the County's twenty
percent (20%) pro rata share of maintenance and utility costs The increase in the
appropriations is to cover the cumulative change in the County's share of actual charges.
REASON FOR RECOMMENDATION: Board of Supervisors' approval :s required to
amend a lease agreement.
REVIEW BY OTHERS: This agenda item has been reviewed by the Library Department
and approved as to legal form by Deputy County Counsel Rex Hmesley on March 22,1993.
FINANCIAL DATA: The monthly lease payment is estimated at $900 per month and is
based on the County's pro rata share (2001b) of utilities and facility maintenance cost The
rent is paid from the County's Rent Budget (RNT 2905-AAA) and reunbursed from the
Library Department's Budget (SAP-CL.B-CU3-2905).

Subject Resolution Opposing Pacific Bell's 411 Rate Increase

As the Council is aware, the city of Grand Terrace receives phone service from Pacific Bell
Pacific Bell has petitioned the Public Utilities Commission (PUC) to raise the rate of 411 directory
assistance calls from the current 25 cents charge to a 50 cents charge per call At the same time,
they have filed a request with the PUC for the authority to charge up to $1 10 per 411 call
Currently, each household is allowed five free 411 mquiries per month However, after these calls
are made, the PUC's decision could potentially allow Pacific Bell to raise the charge to $1 10 per
call, which amounts to a 340 % increase
Staff Recommends that the Council:
Adopt the Resolution opposmg Pacific Bell's 411 rate increase.

With little fanfare, SBC/Pac Bell is trying to gain authority to charge up to $1 10 for the
"411" calls it now charges 25 cents for This outrageous 300+% price increase will not
only significantly impact your costs, it will place a heavy burden on many of your
constituents -- especially semors and the handicapped -- for a vital service over which
SBC/Pac Bell exercises a virtual monopoly
A final decision about the rate increase won't occur until late April or early May, so you
still have time to formally register your opposition to it
Even though SBC/Pac Bell is attempting to keep a low profile on this issue, it already is
generating a groundswell of opposition, with more than 4,000 consumers contacting the
California Public Utilities Commission -- the loth highest number of complaints of any
issue ever before the commission Consider the following
Most major newspapers in the state have editorialized against this increase and the
surreptitious manner in which SBC/Pac Bell has tried to get its way The
monopoly originally issued a notice in consumers' bills saying it wanted to raise
411 rates to 50 cents, not mentioning that at the same time they had filed with the
PUC for the authority to charge $1 10 It so outraged the PUC that they ordered

• The Los Angeles County Board of Supervisors has unanmously voted to file a
brief with the PUC opposing this increase and has termed the increase a
"gouging" of consumers
• The late Los Angeles County Sheriff Sherman Block submitted a letter noting the
severe impact tins increase will have on law enforcement, a heavy user of 411
service in emergency matters The Sheriff also objected to SBC/Pac Bell's efforts
to raise the emergency interrupt charge from $1 to $5 and the effect tins would
have on emergency police situations

The meeting was called to order at 7 p m. by Chairman Vi Gratson. Those present were Vi, Ann
Petta, Colleen Edmundson, Hannah Laufer, Shelly Rosenkild, Brenda Stanfill, Pauline Grant and Judy
McBride
The Secretary's minutes for February were read and approved on motion by Arm, seconded by
Colleen. The TreasurWs report shows a balance in the Budget of $709 43 and Petty Cash $242 11
$1,350 00 was submitted for our new budget
Art Show Posters and invitation cards are all ready and approved Posters will be distributed on
Saturday, April 17th.
Photo Albums On February 22, pictures were worked on for two hours Another workshop will be
on Monday, March 15, at noon in our meeting room.

At the meeting on March 25, the City Council directed staff to bring an agenda item forward for
consideration of the condemnation of a 165 acre parcel located at 22237 Barton Road - Assessor's
Parcel Number 277-121-19 The City would have to do the following to condemn a piece of
property for public use
A Define a public purpose for the condemnation
B Go out to bid for an appraisal to establish the fair market value of the parcel
C Make an offer to the property owner to purchase the property at fair market value
D If the offer is accepted, escrow can be opened and the parcel can be acquired However,
should the property owner refuse the offer, the City Council would have to adopt a
Resolution of Necessity, at which time the Agency could take possession of the property
The price that would be paid would be determined later, pending the outcome of a lawsuit
The subject property is currently unoccupied and is being held by an investor identified as Barton
Partners, P O Box 3292, Palm Desert, Ca 92261
Staff Recommends that the Council:
Provide direction to staff on how to proceed with this matter.
