SUBJECT BUDGET APPROPRIATION POSTAGE FOR PUBLIC HEARING NOTICE
On the July 8, 1999 Community Redevelopment Agency agenda, the Council/Agency will be
considering an Ordinance concerning whether the existing redevelopment plan shall be amended to
allow for the acquisition of non-residential parcels of land, and any parcel with the consent of the
property owner, through the utilization of eminent domain proceedings
Prior to consideration, the California Health and Safety Code requires a public hearing with notices
mailed to each property owner within the Project area
Approximately 3,600 parcels are on record, which will require an appropriation of $1,186 to cover
the cost of postage
Staff Recommends Council
Authorize an appropriation of $1,186 from the unappropriated CRA Capital Projects fund balance
for the cost of the postage for the notice of public hearing, which is scheduled for July 8, 1999

2A Proclamation - Water Awareness Month
Councilmember Hiilkey read a proclamation proclaiming the month of May 1999
as Water Awareness Month and urged all citizens to be responsible water users
and protectors
2B Water Awareness Month Poster Contest Winners from Terrace View
Maryetta Ferre', Principal from Terrace View Elementary School, announced that
each year Riverside Highland Water Company holds a poster contest for students
in the category of water awareness This year the theme is "Conserve Water It's
Easier Than You Think " She indicated that first and second place winners are
chosen from each grade level and then one sweepstake winner is chosen from
those students and receives a $100 savings bond from Riverside Highland Water
Company. She introduced each of the winners while they displayed their posters
and plaques

COUNCER GARCIA, CARRIED 5-0, to accept the April 5, 1999
minutes of the Historical and Cultural Activities Committee.
Mayor Pro Tern Buchanan, reported that he ammkied the Art Show that was held on May
2, 1999 He congratulated the Historical and Cultural Activities Committee on the Art
Show and felt that it was a great event He indicated that the City has looked into
several other alternatives as opposed to a utility tax and that there are no other choices
He stated that he supports the proposed utility tax
Councilmember Singky, stated that he supports the proposed utility tax The state has
robbed the City of their property taxes causing the City to dip into the reserves If the
City continues in this direction, the reserves will be depleted in approximately five years
The quality of life is our most valuable asset.
Councilmember Hilkev, indicated that the City has lost four employees over the last
month and feels that this raises a red flag Grand Terrace does not have a retail income
He feels that the quality of life that the residents are use to has to be supported It is
staff s and Council's opinion that the quality of life will deteriorate because the up keep
can't be afforded and that is why the Council is proposing a utility tax
Councilmember Garcia, she questioned whether there was a way that the poster contest
participants and art show participants art can be displayed for everyone to see She
reported that June 5, 1999 is Grand Terrace Days. She attended the SANBAG mewing
where they discussed a state wide tax to pay for freeway expansion. She reported that
Action for Better Cities is being looked at by the State Legislators Assemblyman
Leonard will be speaking at the Inland Empire Division of the League of California
Cities meeting where he will discuss the bill that he has written on the return of ERAF
dollars. The League is looking at different fees that are charged to cities and are
working on ways to eliminate them She stated that the Council took a vote to place the
proposed utility tax on the ballot and that it is up to the community to decide whether
they want it or not
Mi yor Matteson, indicated that the Council voted to place the proposed utility tax on the
ballot and that it doesn't mean that everyone supports it. It will be up to the voters.

Jacinto Fault which is on the other side of Reche Canyon and it is an active fault This
parcel has no more hazard than any of the homes in this area He indicated that as an
engineer he is comfortable with Grand Terrace because this regions is not subject to
liquefaction He feels that when the site is developed and stabilized there will be far less
erosion than m the current state
Councnlmember Sinalev, asked Mr Petta if the homes to the north of his parcel were
there when he purchased the property except the Miller home
Mr. Pena, responded in the negative
Councilmember Singlev, stated that he believes in property rights and doesn't see a
problem with the parcel split
Councilmember Garcia, stated that when the property is developed it will have to come
back to the Planning Commission and that all property owners will be notified
MAnr Pro Tern Buchanan, stated that he feels that the proposed subdivision is an
appropriate use of the property He feels that most of the concerns that have been raised
are most appropriately addressed in the Site and Architectural Review process

6B An Ordinance of the City of Grand Terrace, California, Approving General Plan
Amendment GPU 99-02 Amending the Housing Element of the City General Plan
and Approving Related Negative Declaration
Joann Lombardo. Housing Consultant, stated that the Housing Element covers the
planning period from 1989-1999, detailing a schedule of actions the Grand Terrace
community is undertalung or plans to undertake to achieve its housing goals and
objectives It updates and expands the City's 1992 draft Housing Element The
following updates are being proposed.
A strategy to preserve the affordability of III rental units at the Highlands
Apartments called "at risk housing analysis " During the years 1989-91, the City
provided bond financing and density bonuses to successfully provide 556 multi-
family housing units at the Highlands Apartments, 111 of which are affordable
to low income households The original mortgage revenue bond issue for the
Highlands Apartments, as guaranteed by the City, stipulated that the affordability
controls imposed on these units would not begin to expire until the year 2020
However, this stipulation was not legally binding, and the property owners,
Forest Management Company, refinanced the bond The affordability controls
will begin to expire by the end of 1999. This places 111 affordable rental units
in the City of Grand Terrace at risk. Since learning of the umts at risk status, the
City has been actively negotiating with the Forest Management Company to

Councilmember Singlgy, encouraged everyone to attend Grand Terrace Days He
encouraged everyone to come together and vote yes on Measure E He referred to a
memo that Council received with regards to the services that will be cut if the proposed
utility tax is not approved
Councilmember Hilkev, indicated that boy scout Kevin Yetter just completed his Eagle
Scout project. He questioned what Kevin has learned by completing lus Eagle project
Kevin Yetter, 166 Sealy Court, Highgrove, responded that he has learned leadership
skills and also how to lead a group of people and plan a project.
Councilmember H9W, commended him on his achievement He encouraged everyone
to write letters of support for ACA 17 He indicated that he has been working with Lt
Ortiz on Megan's Law and requested that staff work with the Sheriffs Department with
regards to this law. He reported that Autozone has taken over the Chief s on Barton

funds of $5,634,354, and total expenditures of $5,781,111, and the net transfers -
out ($258,115), for a total use of funds of $5,522,996

Secretary's Mnutes The minutes for April were read and approved on aeon by Pauline, seconded
by Ann, all in favor All Historical booklets will be returned at the next meeting.
Treasurer's Report Budget balance is $610 52, Petty Cash is $223 94 Colleen reported that the
Birthday Party cost a total of $455 97 winch was taken from the $500 00 donated by the Anniversary
Committee Bills were turned into Colleen for the Art Show
Old Busmess
Art Show The Art Show was very successfiil Ann reported that there were 33 entrants with
about 75 pieces Arm gave Brenda a list for Thank You notes Brenda reported that our mailers will
not be going out with sewer bills as that system is changing Suggestion was made to put application
in Newsletter to save postage This will be discussed further Colleen reported that picture and
tablecloth hooks are in the box marked miscellaneous in our storage area. The sandwich board was
painted by Gary Snell, Secretary will send Thank You note Kitchen screen will be stored along with
picture screens
Photo Albums Gladys Bader sent an old photo Hannah and Ann are working on a time line
which should help in identifying when some of the pictures were taken A new workshop date will
be set up at the next meeting
Communication Judy asked that any ideas brought up at these workshops be brought to our
meetings so that all members will be aware of what is discussed
New Business
Goals and Accomplishments Judy asked that members write up what we can accomplish for the
coming year amd the firture She also asked that we come up with three ways to get more information
out to our friends and people we meet about our activities These will be discussed

accept with a change noted by JoAnn Johnson in reference that Mr Ben
Bernor was not a member but a guest. The motion was seconded by
Dottie Raborn and the minutes were approved as changed.

Minutes of the April meeting had not been distributed and,
therefore, were not approved.
Parks Update
Pico Park -
Dick Rollins reported that the Little League organization is
not performing the necessary clean up to clear debris
generated as a result of their usage of the park. He stated
that discarded trash and garbage, resulting from snack bar
sales, is strewn throughout the park, trash receptacles are
overflowing, tissue holders in the restrooms are unfilled,
etc.
He stated that he is aware that in other Little League
organizations, the league mothers accept responsibility
to clear grounds of litter and insure that the area
utilized is left in an acceptable condition for use.
Susan Petta Park -
Chairman, Manuel Ortiz, reported that the contract for the
new construction is being submitted for bids. He stated that
this addition would be available for general community usage,
and not solely for senior activities.
Richard Rollins Park -
Dick Rollins reported that basic plans for refurbishment of
the restrooms are complete.

F Y 1999-2000 LEVY OF ASSESSMENT
In 1989 the City Council required a developer to form an Assessment District for the purpose of
maintaining the landscaping and lighting as required by the Conditions of Approval Subsequently,
two other developments were required to be included in such a program and these were annexed to
the original Assessment District as Annexation No 1
Each year the City Council must consider the costs associated with the maintenance of these districts,
and adopt as presented or modify the Engineer's Report providing for assessments to be placed on
the tax rolls to cover costs of maintenance and operation during the next fiscal year
Attached is a copy of the Engineer's Report for F Y 1999-2000, along with the Order of Procedure
and copies of the Resolutions to be adopted

The City has formed Landscaping and Lighting Assessment District 89-1 and subsequently
annexed other parcels as Annexation No 1 to said District to insure a fair and equitable levy ing
of the necessary costs of servicing and maintenance of the respective facilities, wluch in turn will
enhance the value of each and every parcel in the District directly and collectively
The 89-1 District Boundaries of the Landscaping and Lighting Assessment District are the
boundaries of Tract 13364 filed in Map Book 203, Pages 89 through 92, Records of San
Bernardino County The boundaries of Annexation No 1 are the boundaries of Tracts 14264 and
14471, filed in Map Book 242, Pages 17 and 18, and Map Book 237, Pages 41 and 42,
respectively, of said County
Servicing and administration of the City's landscape maintenance program shall be according to
the provisions of the Landscaping and Lighting Act of 1972, Part 2, Division 15 of the Streets
and Highways Code of the State of California.
This report is being prepared to provide for the annual assessment within these boundaries
Payment for the assessment for each parcel will be made in the same manner and at the same
tune as payments are made for property taxes for each Property
The proceedings will be conducted under the Landscaping and Lighting Act of 1972, Part 2,
Division 15, Sections 22500 through 22679, of the Streets and Highways Code of the State of
California.
This annual Report is presented for the purpose of levy of annual assessment to the above
described properties for the purpose of maintaining the fighting and landscaping during the fiscal
year 1999-2000
Tlus report contains the necessary data required to conduct the proceedings and is submitted to
the Clerk of the City for filing

A RESOLUTION OF THE CITY COUNCIL DECLARING
ITS INTENTION TO PROVIDE FOR AN ANNUAL LEVY AND
COLLECTION OF ASSESSMENTS FOR CERTAIN MAIN-
TENANCE IN AN EXISTING DISTRICT, PURSUANT TO
THE PROVISIONS OF DIVISION 15, PART 2 OF THE
STREETS AND HIGHWAYS CODE OF THE STATE OF
CALIFORNIA, AND SETTING A T %IE AND PLACE FOR
PUBLIC HEARING THEREON
WHEREAS, the CITY COUNCIL of the CITY OF GRAND TERRACE, CALIFORNIA,
has previously formed a street fighting district pursuant to the terms and provisions of the
"Landscaping and Lighting Act of 1972", being Division 15, Part 2 of the Streets and Highways
Code of the State of California, in that is known and designated as
CITY OF GRAND TERRACE
LANDSCAPING AND STREET LIGHTING DISTRICT NO.89-1
(hereinafter referred to as the "District"), and,
WHEREAS, at this time, this City Council is desirous to take proceedings to provide for
the annual levy of assessments for the next ensuing fiscal year, to provide for the costs and
expenses necessary for continual maintenance of improvements within said District, and,
WHEREAS, at this time there has been presented and approved by tlus City Council, the
Engineer's "Report" as required by law, and this City Council is desirous of proceeding with the
proceedings for said annual levy.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Grand
Terrace does hereby resolve, determine and order as follows
SECTION 5 The assessments levied and collected shall be for the maintenance of certain
street lighting improvements, as set forth in the Engineer's "Report," referenced and so
incorporated herem
COUNTY AUDITOR
SECTION 6 The County Auditor shall enter on the County Assessment Roll the amount
of the assessments, and shall collect said assessments at the time and in the same manner as
County taxes are collected After collection by the County, the net amount of the assessments,
after the deduction of any compensation due to the County for collection, shall be paid to the
Treasurer for purposes of paying for the costs and expenses of said District.
SPECIAL FUND
SECTION 7 That all monies collected shall be deposited in a special fund known as
"SPECIAL FUND
CITY OF GRAND TERRACE
LANDSCAPING AND STREET LIGHTING DISTRICT NO. 89-1"
Payment shall be made out of said fund only for the purpose provided for in this Resolution, and
in order to expedite the making of this maintenance and improvement, the City Council may
transfer into said funds as it may deem necessary to expedite the proceedings. Any funds shall
be repaid out of the proceeds of the assessments provided for in this Resolution.
BOUNDARIES OF DISTRICT
SECTION 8 Said contemplated maintenance work is, in the opinion of tins City Council,
of direct benefit to the properties within the boundaries of the District, and this City Council
makes the costs and expenses of said maintenance chargeable upon a district, which district said
City Council hereby declares to be the district benefitted by said improvement and maintenance,
NOTICE
SECTION 11 That the City Clerk is hereby authorized and directed to publish, pursuant
to Government Code Section 6061, a copy of this Resolution in the San Bernardmo Sun,
newspaper of general circulation within said City, said publication shall be not less than ten (10)
days before the date set for said Public Hearing
SECTION 12 That the City Clerk is further directed to cause a copy of the Resolution
of Intention to be posted upon the official bulletin board customarily used for the posting of
notices
EFFECTIVE DATE
SECTION 13 That this Resolution shall take effect immediately upon its adoption
