City Manager Schwab, Indicated that he met with Sarah Green and that set up a revenue
account to segregate the amount of money that will come out of the program He stated

School He reported that Food Connection is open Omnitrans is replacing Dial -A -Cab
with Smart Shuttle Grand Terrace will be the first recipient of this shuttle He reported
that the League of Women Voters are recommending a change with initiatives where they
want them to be passed in front of an attorney to make sure they are legal, they want
single subject initiatives and they believe they should have a sunset clause. He stated that
Foster City has a bike lane that surrounds the entire city and that Grand Terrace has an
excellent opportunity to do the same
Councilmember Larkin, he thanked U. Ortiz for arranging a ride -along with the Sheriff s
Department. He was very impressed with the Deputy and thanked him for the excellent
job that he and all of the deputies are doing He attended the League of California Cities
Annual Conference and felt that it was very beneficial
6A. An Ordinance of the City of Grand Terrace, California Approving General Plan
Amendment GPU-99-03, E-98-07 Adding the Open Space Element and Respective
Negative Declaration
John Lamue, Planner, reported that staff is presenting to the City Council the proposed
Open Space Element for the City of Grand Terrace which is the fourth element that has
come before the City Council since the updating and revision of the General Plan He
indicated that the Open Space Element is organized in such a way as to facilitate its
review At the beginning is a very important part of the document, the "Executive
Summary,' which summarizes the Element and includes tables and figures Following the
"Executive Summary' is the main body of the Element which consists of seven (7) main
topics covering the purpose of the Element These are the open space resources of the
City, future open space needs, open space issues, a statement of the goals, objectives, and
implementing actions, fiscal considerations, implementation strategy, and a conclusion
Lastly, there are several appendices including one that lists all of the recommended
programs and implementing actions for a quick review The element includes those items
that the Government Code stipulates must be in an open space element It analyzes the
existing open space resources of the City related to 1) active recreational uses, 2) open
space needed to protect natural resources and 3) open space necessary for public health and
safety needs Staff also added a fourth category resources related to the enhancement of
community identity responding to the "open space issues" in the community indentified
through the work of the General Plan Task Force These issues centered on "community
image," "blue mountain," "the city center," and 'family and children " In addition, state
law requires that the Open Space Element contain a set of programs or implementing
actions by winch the City intends to carry out its open space plan The Open Space
Element contains some 48 implementing actions In order to carry out the implementing
actions, an "Implementation Strategy" is included in the Element It includes a rather
detailed 'Summary Action Plan' to provide an overall strategy in carrying out the
implementing actions of the element. Various state and local agencies were asked to
review the Proposed Open Space Element and to make comments Several responses were

Background
California Government Code section 17550 et seq allows Cities, Counties and Special Districts
to claim reimbursement for selected State Mandates in certain fiscal years The claims process is
tedious, time conaimmg, subject to future appropriations acts of the state legislature and must be
claimed in a required tune frame
Proposal
The accounting firm of Vavrmek, Trine, Day and Co, CPA's, LLP has proposed to prepare and
submit an SB 90 reimbursement claim on behalf of the City of Grand Terrace at a cost of 1(rof
the claim amounts to be paid by the State Controller not to exceed $6,000 for claims submitted
October 1, 1999 through June 30, 2000 The cost of the consultant will be added to the SB 90
reimbursement claim for which the City will be reimbursed

CONTRACT FOR SERVICES
RELATING TO MANDATED COST CLAIMS
This Contract is made and entered into this 28th day of October
1999, by and between Vavnnek, Trine, Day & Co, UP, a Califomia Limited Liability
Partnership ("Consultant'), and the City of Grand Terrace, a general law city under the
laws of the State of California ("Municipality')
RECITALS
A Municipality has the authority to seek reimbursement for certain costs from the State
of California pursuant to California Government Code Section 17550 et seq
B Municipality has the authority to contract for the preparation of said claims through a
designated individual or entity.
C Consultant is duly qualified to provide the service of preparing said Claims in
consideration for the fees, expenses, and costs stipulated in this Contract.
Therefore, the parties to this Contract agree as follows
L CONSULTANT'S RESPONSIBILITIES
1 Consultant shall prepare all Claims whose State -imposed deadlines fall
between the time of execution of this contract and June 30, 2000 to be
reimbursed. Consultant shall collect, document and process the information
necessary for all Claims described in paragraph 1 of this section.
2 Consultant will provide Municipality with a copy of Claims and supporting
documentation prepared pursuant to this Contract. The copy will be provided
following the state imposed deadline for said Claims
3 Consultant shall implement a Claims monitoring and documentation process
4 Consultant shall provide one staff training session on the Claims process each
fiscal year
5 Consultant agrees not to exceed the amount of the proposal set forth in
Appendix A to this Contract without prior written authorization of the
Municipality
6 Consultant will make good faith effort to file Claims in accordance with
existing laws, regulations and applicable written guidelines but does not
warrant the reimbursable nature of any particular Claim.
II MUNICIPALITY'S RESPONSIBILITIES
1 Municipality will provide Consultant with all the documents, records and
information necessary to prepare Claims in a timely manner
2 Municipal* agrees to promptly pay Consultant, upon submission of any and
all Claims to the State Controller, 10 percent of the amount(s) paid In no case

All notices that are required to be given by one party to the other under this Contract shall
be in writing and shall be deemed to have been given if delivered personally or enclosed
in a properly addressed envelope and deposited with a United States Post Office for
delivery by registered or certified mail addressed to the parties at the following addresses,

Background
As a part of our budget reduction program, the City of Grand Terrace has subcontracted the
bimonthly waste water billing to Riverside Highland Water Company (RHWC) effective with the
October 1999 billing
The Board of Directors of RHWC and the RHWC Staff has graciously taken on the billing
process for the City City Staff considered subcontracting to RHWC the best alternative for the
citizens of Grand Terrace This alternative made sense because RHWC service area overlaps the
City of Grand Terrace and RHWC sends out bimonthly water bills on the even months of the
year A savings for Grand Terrace is anticipated because of staffing reductions and sewer bill
processing cost elimination. A savings for RHWC is anticipated because GT will share billing
costs and moral programming costs
Grand Terrace will continue to calculate the wholesale cost due to Colton, maintain the address
data base, continue the delinquent collection, delinquent property hen process and the delinquent
tax roll process
Generally, the water and sewer are now billed together However, the merging of sewer records
from Grand Terrace and RHWC water customer records has produced a number of exceptions
that will not result in overall savings The exceptions are a result of
1) Differences between billing names and addresses of water and sewer for a
particular service address
2) Differences between billing names and addressees on multiple units
3) Addresses with water service but no sewer service
4) Addresses with sewer service but no water service

In order for the City and Riverside Highland Water Company to achieve the maximum
degree of savings on their consolidated billing statement, the sewer bilk must be billed to
the same Ming name and address as the water customer billing name and address
Exceptions may be made if the service metertwater connection does not coincide with the

The meeting was called to order at 7 00 p in by Chairman Pauline Grant_ Those present were
Pauline, Ann Petta, Judy McBride, Tracey Martinez, Shelly Rosenkild, Colleen Edmundson and
Hannah Laister
Secretaries Minutes The nunutes for September were read and approved on motion by Ann seconded
by Judy, all in favor The Treasurer's Report showed no change from last month
Historical Report Ann met with Louise Weir of the G T Market who gave her 13 pictures of the old
Market Ann suggested we do the show case in the lobby on this subject She will also do a short
write-up The Weirs paid for the reproduction of the pictures and Sarah Wissel and Sybd Carthart
took the pictures Colleen also turned in photos of the 17° Birthday Party
Sign Workshop The signs were worked on and there will be another to finish up on Monday,
October 11 at noon Tracey reported that City Hall has poster paint we can use
Country Fair Raffle tickets have been located Shelly was not able to get application in the City
newsletter Ann reported that we need more vendors So far, she has 12 vendors and 4 cooks She
is working on getting "helpers "
Judy suggested flyers going to the schools Tracey will get permission. Pauline will send publicity
to radio stations Shelly handed out a write-up for the newspapers
Historical & Cultural Committee will buy hay bales for the fair and lend to Parks for Halloween
Haunt Motion was made by Ann, Hannah seconded, to purchase six bales Pauline will get prices
Colleen got a canopy to put over musicians and also spikes to hold wines down in the yard We have
to be sure sprinklers are off the night before so lawn will be dry Shelly will ask her aunt about being
a clown and Lions Club will pass out balloons Ann asked that all members look for participants
Judges to be asked will be Pat Nix, Woman's Club, Hugh Grant, Lions, Sharon Dragon,
Toastmasters, Steve Peter, Chamber of Commerce and Haan Larkin New Council Member
Tracey handed out corrected member rosters
Meeting adjourned at 8 30 p in The next meeting will be November 1

Meeting was called to order at 6 06 p in by Chairperson, Phiilomene Spisak.
MEMBERS PRESENT were Philomene Spisak, Chairperson, JOAnn Johnson, Dottie Raborn,

PUBLIC COMMENT - Criiest Robert Stewart asked several questions
1. How is code enforcement officer search going?
Many applicants, but none taken yet An additional search is going on being narrowed to
seven or eight. Probably decide on someone within 6 weeks or so
2. How about enforcing illegal street parking?
No clear solution.
3 Question of legality of Handicapped Parking signs.
Several people had noted that there were no "legally citable" signs It was explained that
the code number need not be on the sign as previously instructed
