Freedom Memorial, invited everyone to attend the Veteran's Ceremony on November 11, 2014 at 11 00 a m , at Pico Park He also thanked the Council for its support Sally McGuire, 12480 Nightingale Way, Grand Terrace, The Foundation of Grand Terrace Representative, invited everyone to attend the Halloween Event scheduled for Friday, October 31, 2014 at Richard Rollins Park, from 5 00 p m to 8 00 p m She stated that Council Member Mitchell would be helping at this event and asked if anyone else would like to volunteer to help Ms McGuire thanked everyone that was assisting with the event She stated that any candy donations could be taken to The REC Center a c CITY COUNCIL COMMUNICATIONS Council Member Jackie Mitchell c 0 Council Member Mitchell stated that she was excited to participate in the Halloween 0 Event on Friday and she had additional volunteers She also reminded everyone that a Terrace View Elementary School Fall Festival was Thursday, October 30, 2014 from o 4 30 p m to 8 00 p m , with the costume parade at 6 30 p m Council Member Mitchell participated in the Eagles Club Breast Cancer Awareness Walkathon, they reported that the event raised $10,000 She commended the organizer for an amazing event She N also congratulated the Grand Terrace Junior All American Football Team for winning N their game on Saturday and moving on to the playoffs Council Member Sylvia Robles Council Member Robles reported that she attended the Country Fair and the Lions Club Pancake Breakfast She clarified that she does not use social media when she is not d campaigning because she does not want to be perceived as deliberating on any items before the matter comes properly to the Council and the potential of a Brown Act a Violation She can be reached on her personal cellular phone, if needed Council Member Robles thanked Mr Lavin and Ms McGuire for inviting the Council to attend a their events and requested that other organizations should invite all Council Members if a one Council Member is invited Council Member Robles went on to say these organizations should inform the Council of their expected role at such events Council Member Darcy McNaboe Council Member McNaboe thanked the Historical & Cultural Activities Committee for its work on the 33rd Annual Country Fair She reported that she attended an economic development conference in Riverside on Thursday, October 23, 2014 There were two economists from Beacon Economics that provided good news for the Inland Empire Their trends showed that the home prices were increasing and that the unemployment rate had decreased due her that the City would begin to retain that information Council Member Mitchell is excited that the Communication Plan will give our small city a large city feel Mayor Stanckiewitz stated that this Packet Pg 10 2 MEETING DATE November 12, 2014 Council Item TITLE Monthly Financial Report for September 2014 PRESENTED BY Cynthia Fortune, Finance Director RECOMMENDATION Receive and file the Monthly Financial Report for the period ending September 30, 2014 2030 VISION STATEMENT This staff report supports City Council Goal #1, "Ensure Our Fiscal Viability", through the continuous monitoring of revenue receipts and expenditure disbursements against approved budget appropriations BACKGROUND The Finance Department has developed a Monthly Financial Report (MFR), which will be submitted to the City Council each month The attached MFR is for the period 1 ending September 30, 2014 The purpose of the MFR is to identify actual revenues received, and expenditures incurred, for the current fiscal year and compare them to the Adopted Budget and fiscal year-to-date (YTD) expected amounts The MFR encompasses the City's two major funds General Fund and Child Care Fund DISCUSSION The Fiscal Year (FY) 2014-15 Adopted Budget amounts are presented in the attached MFR for reference purposes Any adjustments to the Adopted Budget that may occur during the fiscal year will also be reflected in the report The "expected" revenues reflect a multi -year analysis of revenue receipts that have, historically, been received as of this month in the fiscal year The resulting positive or negative variances shown in the MFR are in comparison to these "expected" receipts The timing of expenditures is more evenly distributed during the fiscal year than revenue receipts, however, it is not entirely straight-line in nature For example, some months have three pay periods rather than two Also, debt service payments are only made twice a year Additionally, certain expenditure postings, such as the cost allocation plan, are made quarterly rather than monthly All of these factors are reflected in the YTD "expected" expenditures shown in the MFR As part of the MFR, staff will include explanations of significant variances between YTD actual revenues and expenditures and those that are "expected" at that point in the Packet10g' 12 The Child Care Fund reflects expenditure savings of $14,631 relative to the expected level Overall, there are no financial concerns as of September 30, 2014 ATTACHMENTS • Monthly Financial Report ending Sept 30 2014 2 APPROVALS- (PDF) Cynthia Fortune Completed 11/05/2014 8 07 AM Finance Completed 11/05/2014 8 08 AM City Attorney Completed 11/05/2014 6 38 AM City Manager Completed 11/05/2014 8 32 AM City Council Pending 11/12/2014 6 00 PM Paclet9 pg V .14 r�. THE CITY COUNCIL OF THE CITY OF GRAND TERRACE DOES ORDAIN AS FOLLOWS SECTION 1 Chapter 8 04 (Nuisance Abatement) of Title 8 (Health and Safety) is hereby amended with the addition of Section 8 04 200 (Alternative Abatement of Fire Hazard Regulations) follows 8 04 200 - Alternative Abatement of Fire Hazard Regulations A Purpose The City of Grand Terrace contracts with the County of San Bernardino for the weed abatement and the elimination of fire hazards This and the following sections are designed to incorporate the applicable sections of the San Bernardino County Code so that the County regulations, Procedures and Penalties are the law of Grand Terrace and are enforceable in Grand Terrace B Incorporation by Reference Sections 23 0301 through 23 0319 of Chapter 3 (Abatement of Fire Hazards and Hazardous Trees) of 1 Packet Pg 45 r; 7y`4a w ` hereunder pursuant to a criminal action, or the imposition of a monetary administrative penalty pursuant to an administrative citation (as defined in § 11 0208), shall not relieve such person a from the responsibility of correcting, removing, or abating the violation, nor prevent the enforced correction, removal, or abatement thereof by the County, its employees, agents, or representatives The correction, removal, or abatement of a violation begun after the issuance of a criminal citation or the filing of a criminal complaint shall not be a defense to the infraction or misdemeanor so charged and, following a conviction or plea of nolo = contendere shall not be grounds for dismissal of the action or for c the waiver, stay, or reduction, of any fine established in this Chapter Further, the procedures established in this Chapter for the use of administrative citations, and the procedures established in other titles and chapters of this Code for administrative abatement and summary abatement as a means for addressing m violations of this Code, shall be in addition to criminal and civil or N other legal or equitable remedies established by law which may be a pursued to address violations of this Code The use of this Chapter $ shall be at the sole discretion of the County In the exercise of such a discretion in selecting an appropriate code enforcement remedy, o the County shall not be required to institute available code v - enforcement remedies in any particular order, or to prefer the application of one remedy to another b (County § 11 0204) Continuing Violations Each and every day, and any portion of which, any violation of this Code (or of the provisions of any code adopted and incorporated by reference by this Code) is committed, continued, or permitted, shall be deemed a new and separate offense and shall be punishable or actionable as set forth in this Chapter c (County § 11 0206) Criminal Actions CD i Criminal Penalties for Violations It is unlawful for any person to violate any provision of this Code, or to violate any provision of any permit issued pursuant to this Code, or the = conditions of approval for such permit granted pursuant to this Code Unless otherwise specified in another part of this Code, any person committing such violation shall be deemed a guilty of a misdemeanor �� c m 1 Misdemeanor Violations Upon conviction of a misdemeanor, or upon a plea of nolo contendere o (commonly called "no contest"), the penalty shall be a a base fine of not less than
