Council Member Wilson gave his condolences to the victims of the Cal Skate shooting
He also provided a report on items discussed at the SANBAG Meeting's he attended He
stated that Vista Terrace town homes on Preston are about two to three weeks for
construction to begin He also thanked Edison for their prompt action in repairing the
downed transformer '
Council Member Jackie Mitchell
Council Member Mitchell echoed Council Member Wilson's condolences She also
informed residents that there are several churches that provide assistance in getting
through this rough time She further thanked the Sheriff's for their swift action in making
the arrests of those responsible for this shooting Council Member IMitchell informed
everyone school was now back in session and that they needed to observe the speed
limits especially near school zones She requested that additional Sheriff presence be
placed near the school intersections for the next two weeks She was looking forward to
the new Council business in 2015 and wished everyone a happy new year

Mayor Pro Tern Robles offered her condolences to -the victim's family; and commended
the Sheriffs Department She is looking forward to 2015 She provided an update on the
outside Boards, Commissions and Committees she was appointed to and would begin
attending She wished everyone a prosperous new year
Mayor Darcy McNaboe
Mayor McNaboe also offered her condolences to the victim's family; and friends She
stated she attended part of the vigil and commended the Sheriff's Department for their
swift action in arresting those individuals responsible Mayor McNaboe reported the
items discussed at the San Bernardino Valley Water Advisory Commission She also
reported that she attended the 50th Anniversary Celebration of the Azure Adventist
Church and wished them many more years in the community 'Mayor McNaboe
requested that an item be placed in a future agenda on public safety with emphasis on
highly traveled areas within the City She had received several letters from residents
complaining about cars running stops signs at several intersections
Mayor Pro Tern Robles requested that staff also look into funding sources that may
assist with these traffic issues
Mayor McNaboe invited everyone to the McDonald's grand opening celebration on
Sunday, January 18, 2015 at noon

A Council, Staff and Developer discussion ensued as to how the Lewis came to the City
of Grand Terrace, what the mixed use would be, what process the developer used to
ensure the communities happiness, and when the nine month timeline would begin
Mr Lewis stated that he had worked in the past with Interim City Manager Henderson
and Interim Assistant City Manager Wong He has also worked with the new Interim City
Manager Jacobs Mr Lewis stated that they would hold several meetings with the
community to see what the community wanted and needed They would then work with
that information to provide the mix use necessary to ensure the communities happiness
Interim Assistant City Manager Wong stated that the nine month clock would begin once
the Department of Finance approved the Successor Agency's Long Range Property
Management Plan
Jeffrey McConnell, Grand Terrace resident, stated his support for the Lewis Company
and this project
Denis Kidd, Grand Terrace resident, stated his support for the Lewis Company and this

Anthony Harold, Grand Terrace resident, stated his support for the Lewis Company

New Interim City Manager Jacobs thanked the Council for the opportunity to work with
them and the City
15 Draft Planning, Engineering and Building and Safety Fee Study and Update
Community Development Director Molina introduced Public Information Officer Flint that
provided the summary for the PowerPoint Presentation for this item
Council Member Wilson asked why the comparison information was not provided in the
staff report He did not like the City compared to other cities He also requested the
methodology on the building permit valuation and to see the valuation'tables He further
asked if an applicant wanted expedited service how that would be handled
l
Public Information Officer Flint stated that she could provide the various fee schedules
from the surrounding cities that were referenced She stated that the valuation figures
were taken from the UBC which were generated quarterly She further answered that
the expedited service would be passed on to the applicant if an outside consultant was
used by the City
Jeffrey McConnell, Grand Terrace resident, stated he did not support fee increases
Daryl Mormon, Grand Terrace resident, questioned the consultant's fee study increases
and requested that the Council set a procedure for a cursory review on plans
Nina Mohammed, Grand Terrace resident, stated her support of the fees because they
promoted good developments
Mayor Pro Tern Robles appreciated Council Member Wilson's experience and did take
into consideration his concerns She stated that she supports these fees because it
helps recover the City's fees to provide these services ,
Council Member Mitchell stated that Flint Strategies was a well-known consulting firm
and was sure that she had done the analysis correctly She was excited to have online

Mayor McNaboe presented a Commendation and a Plaque to outgoing Interim City
Manager Henderson from the City Council in appreciation for his service and dedication
to the City I
Council Member Mitchell presented Interim City Manager Henderson a gift basket in
appreciation for his service and dedication
Mayor McNaboe presented outgoing Interim City Manager Henderson a gift certificate in
appreciation for his service and dedication
Finance Director Fortune, on behalf of the City Staff, presented a plaque to outgoing
Interim City Manager Henderson thanking him for his support and service
Interim City Manager Henderson thanked everyone for their hard work and support this
past year
Mayor Pro Tern Robles stated that outgoing Interim City Manager Henderson was a
great investment by the City and he accomplished a lot while he was the Interim City
Manager

Richard Williamson of Riverside who passed as a result of a fatal shooting at the Cal
Skate facility in Grand Terrace ,

BACKGROUND

The check register, for the period ending December 31, 2014, has 'been prepared in
accordance with Government Code §37202 and is hereby submitted for the City
Council's approval
The check register lists all vendor payments for the preceding month, �along with a brief
description of the type of goods or services purchased and the] account code(s)
associated with each payment Check Register No 12312014 lists all payments made
to vendors and employee reimbursements during the month of December
The attached index to the Check Register is a guideline account list only and is not
intended to replace the comprehensive chart of accounts used by the City and CRA

2030 VISION STATEMENT
This staff report supports City Council Goal #1, "Ensure Our Fiscal Viability", through
the continuous monitoring of revenue receipts and expenditure disbursements against
approved budget appropriations
BACKGROUND
The Finance Department has developed a Monthly Financial Report (MFR), which will
be submitted to the City Council each month The attached MFR' is for the period
ending November 30, 2014 The purpose of the MFR is to identify actual revenues
received, and expenditures incurred, for the current fiscal year and compare them to the
Adopted Budget and fiscal year-to-date (YTD) expected amounts The MFR
encompasses the City's two major funds General Fund and Child Care Fund
DISCUSSION
The Fiscal Year (FY) 2014-15 Adopted Budget amounts are presented in the attached
MFR for reference purposes Any adjustments to the Adopted Budget that may occur
during the fiscal year will also be reflected in the report The "expected" revenues
reflect a multi -year analysis of revenue receipts that have, historically, been received as
of this month in the fiscal year The resulting positive or negative variances shown in
the MFR are in comparison to these "expected" receipts
The timing of expenditures is more evenly distributed during the fiscal year than
revenue receipts, however, it is not entirely straight-line in nature For example, some
months have three pay periods rather than two Also, debt service payments are only
made twice a year Additionally, certain expenditure postings, such as the cost
allocation plan, are made quarterly rather than monthly All of these factors are
reflected in the YTD "expected" expenditures shown in the MFR

actual revenues and expenditures and those that are "expected" ate that point in the

The January 13, 2015, agenda report discussed California statutes establishing the
legislatives body's authority to adopt new and/or updated fees for the processing of
permits, it discussed the methodology of the Fee Study which determined the updated

TERRACE ESTABLISHING A COMPREHENSIVE AND UPDATED FEE
SCHEDULES FOR PLANNING, BUILDING AND SAFETY AND
ENGINEERING SERVICES
WHEREAS, on May 13, 2014, the City Council of the City of Grand Terrace
adopted its 2030 Vision and 2014-2020 Strategic Plan with Goals that include Goal #1
to Ensure our Fiscal Viability, and Goal #3 Promote Economic Development, and
WHEREAS, it was determined that in order to implement these goals, the City
would update its zoning, signage and development codes together with all related fees
to ensure that they are appropriate and relevant to the current costs of providing
services, and
WHEREAS, at the City Council meeting of January 13, 2015, staff recommended
to the City Council that in an effort to achieve recovery of staff costs, ; it is necessary to
update and revise Planning, Building and Safety and Engineering fees charged by the
City of Grand Terrace to provide City services without adversely impacting the City's

Fee refunds
The building department may authorize the refunding of any fee paid under the following
conditions
A A fee that was erroneously paid or collected,
B A refund shall not be more than eighty percent of the permit fee paid when no work had
been done under a permit A refund shall not be more than eighty percent of the plan review
fee paid when an application for a permit for which a plan review fee has been paid is
withdrawn or canceled before any play reviewing is done,
C A refund of not more than eighty percent of any planning fee when the request for the
planning action is withdrawn or canceled before any work by the department is done;
D In no case shall the building official retain more than fifty-five dollars of the fees paid, as
described in this section nor shall he refund any amount of the feed less than fourteen dollars,
E The building official shall not authorize the refunding of any fee paid except upon written
application filed by the original permittee not later than one hundred eighty days after the date
of fee payments
Exemptions
There shall be an exemption from all permit, plan review and inspection fees as set forth in this
chapter when all of the following conditions exist
A The building permit is for rebuilding or rehabilitating a structure because of damage
caused by and occurring in the course of a disaster,
B The city council has adopted a resolution declaring a state of emergency due to the
disaster, for damage caused by or occurring in the same disaster and the application for the

2030 VISION STATEMENT
This staff report supports City Council Goal #1, "Ensuring Our Fiscal Viability" through
the continuous monitoring of revenue receipts and expenditure disbursements against
approved budget appropriations
BACKGROUND
The Grand Terrace Housing Successor Agency (Housing Successor) is required by
Housing Successor Law to conduct an independent audit of its financial statements and
related internal control procedures concerning the funds it received as a result of the
redevelopment dissolution process The audit for the fiscal year ended June 30, 2014
has been completed and the Financial Statements issued by the Agency's auditor,
Lance, Soil & Lunghard, LLP Housing Successor law requires that this audit be
submitted to the Housing Successor's governing board for its review
DISCUSSION
The Housing Successor's financial statements are composed of two key aspects
1 The Independent Auditor's Report, which is provided on page 1 of the Financial
Statements (Exhibit A) The Independent Auditor's Report provides its opinion
on whether or not the financial statements fairly present, in all material respects,
the respective financial position of the governmental activities, the major
governmental fund, and the respective changes in financial position, in
conformance with accounting principles generally accepted in the United States
The "opinion letter" received by the Housing Successory for its financial
statements for the period ended June 30, 2014 indicates that the financial
statements fairly represent the Housing Successor's financial position in
accordance with generally accepted accounting principles, and 1
