Sally McGuire, on behalf of the Foundation of Grand Terrace, provided an update on
the Foundation's activities She thanked Interim City Manager Jacobs for her
participation at the Healthy GT meeting
Denis Kidd, Grand Terrace resident, thanked Mayor McNaboe on behalf of the seniors
for providing them with the computers He also requested that the City's emergency
radio station be reinstated as soon as possible
Jeffrey McConnell, Grand Terrace resident, reminded everyone that on April 25, 2015
from 7 00 to 11 00 am at the Lion's Club Community Center was the pancake
breakfast the tickets are $4 00 presale and $5 00 at the door (D

Council Member Hussey thanked the residents for coming to the meeting He is a
supporter of organ donation He further reported that on March 30, 2015, he, Council
Member Mitchell, Interim City Manager Jacobs, and two representatives from the Colton
Joint Unified School District met with the City's youth sports leagues to discuss joint field
use Council Member Hussey along with Mayor McNaboe, Mayor Pro Tern Robles,
Council Member Mitchell, and Interim City Manager Jacobs attended the Little League
Opening Day Ceremonies on Saturday, April 11, 2015 He acknowledged the great
volunteers in the City and thanked the Sheriffs Department for their work He reminded
everyone to be mindful of their sprinklers during the drought

Council Member Wilson echoed Council Member Hussey's water conservation and
recycling statements He attended the SANBAG meeting and is waiting for the map that a
is being circulated to the people that are in the right-of-way Council Member Wilson
attended the Emergency Operations Committee meeting, he received some information a
from the constituents and also had a very productive meeting with Interim City Manager
Jacobs and very important work will be produced by this committee He also attended a c
meeting at the Lion's Club on spice sales and he contacted the City Manager This drug
was stated to be stronger than marijuana and there are two locations selling this within
the City

Council Member Mitchell thanked everyone who attended the meeting On March 30,
2015 both she and Council Member Hussey along with City staff met with Colton Joint
Unified School District and the sports leagues representatives to discuss joint use
agreements, maintenance and upkeep of the parks and fields along with access to

5 Approval of an Agreement for Animal Control and Shelter Services with City of San
Bernardino
Senior Code Enforcement Officer Owens provided a brief history and summary of this
item
Council Member Wilson requested clarification on the built in Consumer Price Index
(CPI) increase
City Attorney Adams clarified that the City would have paid more if it had signed the
original contract with the City of San Bernardino
Senior Code Enforcement Officer Owens stated that Riverside County would cost the
City of Grand Terrace more due to the overtime it would incur for the services that the
City of San Bernardino would provide
Council Member Mitchell stated that the scope of services from Riverside was inferior to
the San Bernardino services and the Riverside price was greater She asked for the
effective date of the agreement and increase
Senior Code Enforcement Officer Owens confirmed Council Member Mitchell's
statement The effective date would begin once the City of San Bernardino signed the
agreement
Council Member Hussey stated his concerns with the price of the services He also
requested different reports on the calls for service He asked how the canvassing within
the City would be done, the number of officers that provided service to the City, and the
response time
Senior Code Enforcement Officer Owens stated that the City has requested these
reports but due to the City of San Bernardino staffing changes they had not received
them but that she would continue to work with them for these reports and provide them
to the Council The service calls include adoptions, stray pick-ups, animal turn -ins, and
injured animals The canvassing would begin once all the current licensing information
was provided to the City of San Bernardino The number of officers responding to calls
vaned from one to five at any given time The response time depended on the nature of
the call and emergencies were priority She stated that she would continue to work with
the City of San Bernardino to lower their response times and provide the necessary
reports

7 Amendment to the Personnel Rules and Establishment of the Statement of Benefits
Human Resources Technician Harapan provided the staff report for this item
Council Member Wilson requested clarification on the following 1) Page 113 section
12 2 Other Court Appearances It was written as to infer that an employee would get
penalized if they exercised their right to go to court, 2) Page 120 section 16 3 Discipline
Procedures Accordingly, at -will employees may be terminated or otherwise disciplined
without cause, How can someone be disciplined without cause'? 3) Page 136 section
21 2 second sentence Other City representatives, such as elected and appointed
officials, contractors and consultants may also be prohibited from using their official
relationship with the city to endorse or oppose political candidates or initiatives, and 4)
Page 138 section 22 8 Searches, Does the City have this right?
City Attorney Adams confirmed that the City could enforce section 12 2 He removed
from section 16 3 or otherwise disciplined (New sentence would read Accordingly, at -
will employees may be terminated without cause ) He deleted from section 21 2 the
entire second sentence (Section 21 2 reads This policy applies to all City employees
including the City Manager, department heads and supervisors ) City Attorney Adams
confirmed that the City does have this right and could enforce section 22 8
Mayor Pro Tern Robles stated that the Council receives briefings on the changes in the
labor laws and requested case law that supports section 26 Violence in the Workplace
Policy She further asked why this section was added, why the City had to provide this
training, and how would it be enforced
Human Resources Technician Harapan stated that this section was added by the City's
labor law attorney
Interim City Manager Jacobs stated that the State of California mandated this Violence
in the Workplace training

OF PERSONNEL MATTERS, AND ADOPT SAID
ORDINANCE
2030 VISION STATEMENT
This staff report supports Goal #1, "Ensuring Our Fiscal Viability", by providing updated
personnel regulations and policies that are in compliance with state and federal
mandates A consistent set of rules will help promote and maintain the adopted Core
Value of maintaining a "Positive and Productive Work Environment"
BACKGROUND
On April 14, 2015, the City Council approved the first reading of Ordinance No 281,
Rescinding All Prior Ordinances Relating to Personnel Administration and Establishing
a Personnel System and Providing for the Adoption of Rules and Regulations for the
Administration of Personnel Matters
DISCUSSION
The City's current Personnel Ordinance has never been updated Over the years
employment laws and best practices have changed which has resulted in some portions
of this ordinance no longer being in compliance with current laws such as equal
employment opportunity statutes
In order to bring the City's personnel ordinance into compliance with current regulations
and to better align it with the City's current personnel rules, staff is requesting that
Ordinance 12 be repealed and replaced with the proposed ordinance
The proposed ordinance expands the list of persons who are not included in competitive
service to include volunteers, emergency workers, contract employees, temporary

ESTABLISHING A PERSONNEL SYSTEM AND PROVIDING
FOR THE ADOPTION OF RULES AND REGULATIONS FOR
THE ADMINISTRATION OF PERSONNEL MATTERS
WHEREAS, the City Council has recently adopted new personnel rules and
regulations, and
WHEREAS, it is necessary to revise the Personnel System section of the
Municipal code in order to avoid duplication and to insure that the ordinance and the
personnel rules and regulations work together harmoniously
NOW THEREFORE, THE CITY COUNCIL OF THE GRAND TERRACE DOES
ORDAIN AS FOLLOWS
SECTION 1 The City Council finds that all the facts, findings, and conclusions
set forth above in this Ordinance are true and correct
SECTON 2 The City Council hereby rescinds Chapter 2 24 (Personnel System)
of Title 2 (Administration and Personnel) of the Grand Terrace Municipal Code in its

In order to establish an equitable and uniform procedure for dealing with 0
personnel matters, to attract to municipal service the best and most competent
persons available, to assure that appointments and promotions of employees will
be based on merit and fitness as determined by competitive test, and to provide
a reasonable degree of security for qualified employees, the following personnel
system is hereby adopted a

Whenever in the judgment of the City Council it becomes necessary in the
interest of economy or because the necessity for the position or employment
involved no longer exists, then the city council may abolish any position or
employment in the city service and lay off, demote or transfer any employee
holding such position or employment without filing written charges and without
permitting the right of appeal in accordance with procedures defined in the
personnel rules This section shall not be interpreted as voiding restrictions and
rules regarding employee rights in the case of disciplinary actions
2 24 070 - Right to contract for services
The City Manager shall consider and make recommendations to the City Council
regarding the extent to which the City should contract for the performance of
technical or administrative services in connection with the operation of the City
The City Council may contract with any qualified person or agency for the
performance of any technical or administrative service
SECTION 3 If any section, subsection, sentence, clause, phrase or portion of
this Ordinance, is for any reason held to be invalid or unconstitutional by the decision of
any court of competent jurisdiction, such decision shall not affect the validity of the
remaining portions of this Ordinance The City Council of the City of Grand Terrace
hereby declares that it would have adopted this Ordinance, and each section,
subsection, sentence, clause or phrase hereof, irrespective of the fact that any one or
more sections, subsections, sentences, clauses and phrases may be declared invalid or
unconstitutional
SECTION 4 The City Clerk shall certify to the passage and adoption of this
Ordinance and shall cause the same to be published in the same manner required by
law This Ordinance shall become effective thirty (30) days from and after its passage

BACKGROUND
The applicant, Kenneth J Catanzarite, represented by Darryl Moore, is requesting
approval of Tentative Tract Map 15-01 (Tentative Tract Map No 18793) located on the
south side of Pico Street at 22247 Pico Street The site is an irregularly shaped parcel
that totals 3 2 acres and is zoned R1-7 2 Single Family The applicant is proposing to
subdivide the parcel into 12 single family lots measuring a minimum of 7,200 square
feet, and served by a 50-foot wide cul-de-sac street A Letter of Intent is attached
Pursuant to the City's Subdivision Ordinance, the City Council has final approval
authority on tentative tract maps The Planning Commission has reviewing authority
and makes a recommendation to the City Council On April 15, 2015, the Planning
Commission conducted a public hearing and adopted a Resolution recommending City
Council approval
DISCUSSION
The parcel is relatively flat, it gradually slopes from east to west It is bound by Pico
Street, a 66-foot wide collector street, on the north The Project site measures 460 feet
wide along Pico Street and narrows to about 10 feet wide at its south boundary The
site contains a residence and fire damaged barn structure, both of which are proposed
to be demolished The site is surrounded by single family residential uses with the
same R 17 2 zoning designation as the Project site The Gage Canal is located on the
east
General Plan/Zoning Consistency
The Project site is designated Low Density Residential (LDR) on the General Plan Land
Use Map The LDR designation limits land uses to single family detached residential
units at a density of 0-5 dwelling units per acre Project density is 3 75 dwelling units
per acre

parcel The parcel is currently developed for single fan ly�occupancy and includes,a barn and

Conceptual Landscape Plans
BACKGROUND/DISCUSSION
The 1-215/Barton Road Interchange Protect is fully funded through San Bernardino
Associated Governments (SANBAG) and SANBAG through various consultants and
with the California Department of Transportation (Caltrans) is having design plans
prepared
A component of the Project is the proposed roundabout to be located on the west side
of the Interchange, and specifically the landscape/hardscape concept Given the
drought conditions, the State is limiting the use of plant material at this time However,
from the onset, it has been Staffs position that the design must incorporate hardscape
to reduce irrigation and maintenance costs
Attached are three concepts that Caltrans is putting forth to the City These concepts
are primarily hardscape in keeping with State directives The concepts incorporate the
railroad theme that is also in the design of the freeway retaining walls
Staff met with SANBAG and Caltrans representatives and indicated that Grand
Terrace's identity needs to be incorporated into the design As an example, the center
median on Barton Road, west of Mount Vernon Avenue has a stone sculpture of the
Blue Mountain silhouette This is a feature that could be incorporated into roundabout
design
Attached are three conceptual designs that were provided to Staff Please note that
with Concept 2, the design of the sculpture is just a place holder Staff is requesting that
the Council provide input on the design of the roundabout Staff would then work with
Caltrans and SANBAG on the design

Attended Colton City Council Meeting April 21, in Support of Veteran's Wall of
Freedom as the Colton City Council voted unanimously to recognize and support
the project as a regional commendation of the men and women who have
sacrificed to ensure our freedom
Foundation of Grand Terrace Community Cleanup — April 18 — Thank you to
Interim City Manager Jacobs for being there and supporting the cleanup effort
Thank you to Penny Radtke and Franke Byma for organizing and thank to all who
came out Saturday and Sunday to weed and pick up trash
State of the County — Supervisor Ramos Introduced the County Supervisor and
County Administrator, they played some videos about what the county has to
offer and the rest of the time was an opportunity to network
NAIOP (National Association for Industrial and Office Parks) Commercial Real
Estate Panel Game Changing Commercial Real Estate in the Inland Empire They
spoke of Commercial Real Estate and the demand as an indicator of growth in the
region Some of topics discussed
Discussed local employment 3% job growth in the past year The inland Empire
is the 3rd fastest growing region in California (John Husing says 2"d fastest) an
estimated 52,000 jobs will be created this year and they will be in Logistics,
Professional Technology, Real Estate, Construction, Manufacturing, i1
Entertainment and Administrative Support JC`
Discussed the importance of local control of the Ontario Airport
Discussed the need for infrastructure to attract manufacturing and electrical
industries Because manufacturing jobs need a higher skill level than in the past,
they discussed the need for job training of the labor force
The loss of RDA does pose challenges they noted, however, manufacturing
companies in Southern California tend to be located along the coast where the

• Received a change order report for on -going SANBAG Construction
Contracts with Brutoco Engineering and Construction, Ortiz Enterprises,
Skanska USA Civil West, Riverside Construction Company and Flatiron West
These change orders are within contract contingency amounts
• Received a proposed date of May 21, 2015 for Regional Forum hosted by
SANBAG and WROG — counterpart in Riverside County
• Found that SANBAG should assume project management responsibilities
for all phases of the 1-10 Mt Vernon Interchange Project pursuant to
Measure I Policy VFI-32
• Recommended for Final Approval by the Board of Directors that State
Route 60 / Archibald Avenue Interchange Professional Service Contract be
awarded to RBF Consulting for preparation of Project Initiation Documents,
Project Report and Environmental Document
• With respect to the 1-10 Pepper Avenue Interchange project
o Reviewed and recommended for final approval by the Board of
Directors a contract with the City of Colton and the County of San
Bernardino to increase receivable contribution from City of Colton
for their share of the project
o Recommended the approval of the Trade Corridors Improvement
Fund with the California Transportation Commission
o Recommended Authorizing the SANBAG Executive Director to
execute the final TCIF Baseline Agreement after approved for form by
General Council
o Recommended Approval of Plans Specifications and Estate Package

Minutes Grand Terrace City Council April 14, 2015
C PUBLIC COMMENT
Sally McGuire, on behalf of the Foundation of Grand Terrace, provided an update on
the Foundation's activities She thanked Interim City Manager Jacobs for her
participation at the Healthy GT meeting
Denis Kidd, Grand Terrace resident, thanked Mayor McNaboe on behalf of the seniors
for providing them with the needed staff assistance to hook up the computers and get
them working He also requested that the City's emergency radio station be reinstated
as soon as possible
Jeffrey McConnell, Grand Terrace resident, reminded everyone that on April 25, 2015
from 7 00 to 11 00 a m at the Lion's Club Community Center was the pancake
breakfast the tickets are $4 00 presale and $5 00 at the door

Council Member Bill Hussey
Council Member Hussey thanked the residents for coming to the meeting He is a
supporter of organ donation He further reported that on March 30, 2015, he, Council
Member Mitchell, Interim City Manager Jacobs, and two representatives from the Colton
Joint Unified School District met with the City's youth sports leagues to discuss joint field
use Council Member Hussey along with Mayor McNaboe, Mayor Pro Tern Robles,
Council Member Mitchell, and Interim City Manager Jacobs attended the Little League
Opening Day Ceremonies on Saturday, April 11, 2015 He acknowledged the great
volunteers in the City and thanked the Sheriffs Department for their work He reminded
everyone to be mindful of their sprinklers during the drought
Council Member Doug Wilson
Council Member Wilson echoed Council Member Hussey's water conservation and
recycling statements He attended the SANBAG meeting and is waiting for the map that
is being circulated to the people that are in the right-of-way Council Member Wilson
attended the Emergency Operations Committee meeting, he received some information
from the constituents and also had a very productive meeting with Interim City Manager
Jacobs and very important work will be produced by this committee He also attended a
meeting at the Lion's Club on spice sales and he contacted the City Manager This drug
was stated to be stronger than marijuana and there are two locations selling this within
the City
Council Member Jackie Mitchell
Council Member Mitchell thanked everyone who attended the meeting On March 30,
2015 both she and Council Member Hussey along with City staff met with Colton Joint
Unified School District and the sports leagues representatives to discuss joint use
