1997-04 - RESOLUTION NO. 97-04 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, STATE OF CALIFORNIA, ADOPTING TPM-96-01, TENTATIVE PARCEL MAP 14911 WHEREAS,the applicant, City of Grand Terrace Redevelopment Agency/Housing Department has applied for approval of Tentative Parcel Map 14911, dividing 1 parcel into 2 separate single family residential parcels; and WHEREAS, a properly noticed public hearing was held by the Planning Commission on March 6, 1997; and WHEREAS,the California Environmental Quality Act(CEQA)Article 19, Section 15315, Class 15 -Minor Land Division of four or fewer parcels is Categorically Exempt; and WHEREAS,the Planning Commission recommended approval of TPM-96-01 to the City Council; and WHEREAS, a properly noticed public hearing was held by the City Council on March 27, 1997 regarding approval of Tentative Parcel Map 14911. NOW THEREFORE,THE CITY COUNCIL OF THE CITY OF GRAND TERRACE DOES HEREBY RESOLVE AS FOLLOWS: Section 1. Findings - The City does hereby make the following findings relative to the approval of TPM-96-01: 1. That the site is physically suitable for R1-7.2, Single Family Residential development. 2. That the design of the subdivision and the proposed improvements are not likely to cause substantial environmental damage. 3. That the design of the subdivision or type of improvements are not likely to cause serious public health problems or cause threat to like and property. 4. That the proposed subdivision,:together with the provisions for its design and improvements are consistent with the General Plan. 5. That the proposed subdivision, its design, density and type of development and improvements condone to the conditions imposed by the regulation of the Development Code, and the regulations of the City of Grand Terrace. BE IT FURTHER RESOLVED that TPM-96-01 is hereby approved subject to the following conditions: Conditions Prior to Final Map Approval: 1. Upon approval of these conditions and prior to becoming final and binding the applicant must sign an"Acceptance of Conditions" letter. Letter form and content to be prepared by Community Development Department. 2. Submit lot line adjustment application for approval prior to recordation of Parcel Map 14911. Conditions Prior to Grading: 3. (Condition 5 Building and Safety) Submit grading plans for the two parcels (Attachment-Al). 4. Compliance with all recommendations listed in the Gage Canal Company letter to the City dated February 8, 1996 (Attachment- C1). Conditions to Time of Development of Parcels: 5. An attempt should be made to preserve one mature tree located on parcel number 1 located on southerly property line. 6. (Condition 1 Building and Safety)Install sidewalk on Van Buren Street per City Standards (Attachment-Al). 7. (Condition 2 Building and Safety) Construct standard driveway approached to each parcel (Attachment-Al). 8. (Condition 3 Building and Safety)Install Street light on Parcel 2 (Attachment- A1). 9. (Condition 4 Building and Safety) Install sewer laterals to serve each parcel (Attachment-A 1). 10. Compliance with all recommendations listed in the California Department of Forestry and Fire Protection memorandum to.the City dated February 8, 1996 (Attachment-B 1). 11. Payment of Traffic Mitigation Fee whenever the fee is installed in proportion to amount of trips generated by the Community Development Department in the range of$150-$400 per unit. 12. Street improvements to be extended over the Gage Canal easement on the north and south sides of Van Buren Street pending funding availability. 13. All future development to comply with the City of Grand Terrace Source Reduction and Recycling Element, and Household Hazardous Waste Element programs. All NFPA 1231 systems shall be a minimum 5000 gallons with gravity flow or an approved NFPA 13, 13R, or 13D fire sprinkler system. THE FOLLOWING CONDITIONS SHALL BE COMPLETED PRIOR TO BUILDING PERMITS BEING ISSUED: SP -3. a above referenced project is protected by the California Department of Forestry and Fire Protection-County Service Area 38, who provides fire protection for the City of Grand Terrace. Prior to any construction occurring on any parcel, the applicant shall contact the fire department for verification of current fire protection development requirements. All new construction shall comply with the existing Uniform Fire Code requirements and all applicable "statutes, codes, ordinances, or standards of the fire department. SP F-4. This development shall comply with Fire Safety Overlay conditions as adopted by County Development Code. This development is located in Fire Review Area BP (prior to any framing construction occurring, all flammable vegetation shall be removed from each building site a minimum distance of thirty (30)feet from any flammable building material, inducing a finished structure. BP F-6. A minimum fuel modification zone is required to comply with county standards. BP F-7 rior to framing construction, approved fire hydrants and fire hydrant pavement markers sha installed. Fire hydrants shall be six (6) inch in diameter with a minimum of one four(4) inch and one two and a half(21/2) inch connection as specked by the fire department. All fire hydrant spacing shall be three hundred (300)feet with the exception of single family residential which may be increased to six hundred (600) feet maximum. Posted numbers shall contrast with their background and be legible from the street in accordance with the Uniform Fire Code. Where building setbacks exceed one hundred (100)feet from the road, additional four (4) inch numbers shall be displayed at the property access, non-illuminated, but contrasting their background. O F-9A. Prior to final inspection, commercial or industrial buildings shall post street addresses with a minimum of eight (8) inch numbers. Street addresses shall be visible from the street and during the hours of darkness, they shall be automatically illuminated. Where building setbacks exceed one hundred (100) feet from the roadway, additional non- illuminated, contrasting six (6) inch numbers shall be displayed at the property access entrance. O PEvery chimney used in conjunction with any fireplace or any heating appliance in which soluid fuel is used shall be maintained with an approved spark arrester. It shall be constructed of stainless steel, copper, or brass, woven galvanized wire mesh, twelve (12) gage minimum of three-eighths (3/8) inch minimum to one-half(1/2) inch maximum openings, as per County Code 3381. The mesh shall be visible from the ground. No decorator caps allowed. O F-11. The development and each phase thereof shall have two (2) points of vehicular access for fire and other emergency equipment, and for routes of escape which will safely handle evacuations as required by the Development Code. O F-12. Private roadways which exceed one hundred fifty(150)feet in length shall be approved by the fire department having jurisdiction, and shall be extended to within one hundred fifty(150) feet of. and shall give reasonable access to all portions of the exterior walls of the first story of any building. An access road shall be provided within fifty (50)feet of all buildings if the natural grade between the access road and the building is in excess of thirty(30) percent. Where the access road can not be provided, a fire protection system shall be provided as required and approved by the fire department. Z F-13. approved fire department lock is required on all gates.
