McNaboe on behalf of the entire Council presented the Commendation to Child Care Services teacher Dennise L Precie in appreciation of her 27 years of service to the children and community of Grand Terrace Cathy Toth, Child Care Center Assistant Director, along with Linda Phillips, Child Care Director, presented a plaque to Dennise L Precie in appreciation of her years of service Dennise L Council l June 9, 2015 attended the Joint Powers Insurance Authority (JPIA) two day workshop for Newly Elected Officials He said the event was a very informative He learned about lowering risk and when to use social media Council Member Doug Wilson Council Member Wilson informed everyone that former Mayor Hugh Grant passed away and that his funeral would be on June 19, 2015 at Montecito He requested that the meeting be adjourned in his honor He further reported that he has been involved teaching in the Welfare to Work program in the County of San Bernardino He said it was very fulfilling to see these adults learn new skills Council Member Wilson stated that if anyone was interested he would connect them with this program Council Member Jackie Mitchell Council Member Mitchell thanked the volunteers and the Foundation of Grand Terrace for the great GT Community Day events She congratulated all of the elementary, middle school, and high school graduates and wished them the best in their future endeavors Council Member Mitchell thanked the Sheriffs for their upcoming Coffee with a Cop event on August 11, 2015 at 7 30 a m at the McDonald's on Barton She further stated that she received the Riverside Highland Water restrictions in the mail She also received a letter from the Senior Center on the reactivation of the AM radio and requested a staff update on this item Mayor Pro Tern Sylvia Robles Mayor Pro Tem Robles reported that she attended the Bi-County High Occupancy Vehicle (HOV) Lane Ribbon Cutting ceremony along with the Mayor and the City Manager She was honored that our Mayor was front and center at that event which was nice for the City of Grand Terrace She also attended the GT Community Day event and stated that the event was wonderful and the kids had a great time The volunteers worked very hard to put this event Mayor Pro Tern Robles further reported that she attended the County's School's alignment program along with Council Member Hussey She was impressed with the exercise that she was a part of during this From Cradle to Career event Her group recommended that at the 3rd grade level they have reading readiness, at the pre -teen level they be educated on how not to fall prey to drugs, and to provide support to the students when they get ready to enter the work force She attended the Omnitrans Board meeting they discussed the multi -million dollar bus contract for the mini and access buses Mayor Pro Tern Robles also proudly announced that her second granddaughter had graduated from Whittier High School Mayor Darcy McNaboe Mayor McNaboe reported on the GT Community Day event and thanked the Foundation of Grand Terrace, HealtyGT, and the volunteers for a very well organized and attended event She was told by several vendors that they really enjoyed the event There were City of Grand Terrace Page 3 F. it guaranteed coverage of the City The allotment by hours would insure that someone covered the hours, regardless if an employee was out sick or on vacation Mayor Pro Tern Robles thanked Captain Dorsey for the explanation of their contract services and asked what services could be added to fully utilize the City's resources She also stated for the record that the City did not have the adequate financial resources to help fully patrol the community Captain Dorsey stated that an extra patrol person would be one that could be visited at the City's mid -year budget review a c Mayor McNaboe thanked Captain Dorsey for the depth of his presentation U Captain Dorsey announced the Volunteer Golf Tournament was scheduled for Friday, h August 28, 2015 at Calimesa County Club c U Mayor Pro Tern Robles asked how much Traffic Mitigation Fees the City was going to receive for the Spring Mountain Ranch Project o Community Development Director Molina stated that the figure was based on the total number of lots and that she would need to bring the figure back at a future meeting date " City Manager Duffey clarified that staff was asking for the Council to provide approval of the items presented for the development of the budget not the approval of the budget City Attorney Adams stated that Council consensus was needed by staff in order to move forward with the formation of the budget for final adoption at the next Council meeting a Mayor Pro Tern Robles supports the budget enhancements as presented because she wanted the new City Manager to be successful She wanted him to have the team that H he needed to take on the ambitious agenda that the City had for economic development and for the City service levels =_ Council Member Mitchell requested the scope of responsibilities for the Executive Assistant and for the Administrative Intern She would also like to have the license plate reader added to the budget City Manager Duffey stated that the Executive Assistant was the support for the City Manager and City Council The Administrative Intern position would take on comprehensive plans for the use of special funds the City had The both positions would Security Camera Upgrade Services Community Development Director provided a brief summary of this item and introduced the City's Management Analyst Adreane Freeman Mayor McNaboe asked what the difference was in the existing camera footage to the new systems She also asked about the resolution of the current cameras Mayor McNaboe further asked what measures would be put in place to deter vandalism Community Development Director Molina stated that the new system would store 14 days of video The current cameras were not high resolution and the footage was grainy The location and placement of the new cameras would also be looked at to increase coverage and the infrared technology would help with the night vision Pico Park would have long range view cameras to allow for view of the entire field Director Molina stated there were no measures in place to deter vandalism but the existing cameras had not been vandalized City of Grand Terrace Page 7 Packet Pg 13 U 2 Minutes Grand Terrace City Council June 9, 2015 City Manager Duffey stated that staff could work with the Sheriffs Department to ensure the best placement for the license plate reader and bring back to the Council the location recommendation along with any additional camera purchases He further stated that the cameras were equipped with a blinking light which also deterred some criminals Placement of proper signage to inform that the parks were under camera surveillance would also be done APPROVE A PROFESSIONAL SERVICES AND MAINTENANCE AGREEMENT NO 2015-19 BETWEEN THE CITY OF GRAND TERRACE AND HIGH TECH Mayor , AYES McNaboe, Robles, Mitchell, Wilson, Hussey CITY MANAGER COMMUNICATIONS City Manager Duffey stated that he would like to establish a Council Report Back Log and placed a couple of items on the log the status of the airing of the AM Radio Station and a status update on the Camera Project Assessment The log would include the date l of the meeting, the item requested, the name of the requesting Council Member, the progress, and expected completion date The log assisted in tracking these various requests City Manager Duffey further reported that the League of California Cities 2015 Annual Conference in San Jose was scheduled for September 30 through October 2 He had reviewed the breakout sessions and would forward his recommendations to them ADJOURN Mayor McNaboe adjourned the meeting at 8 32 p m in the Memory of Hugh Grant Mr Grant was one of the original Council Members when the City incorporated and also served as the City's Mayor She thanked Staff for the information Finance Director RECOMMENDATION Receive and file the Monthly Financial Report for the period ending May 31, 2015 2030 VISION STATEMENT This staff report supports City Council Goal #1, "Ensure Our Fiscal Viability," through the continuous monitoring of revenue receipts and expenditure disbursements against approved budget appropriations BACKGROUND The Finance Department has developed a Monthly Financial Report (MFR), which will be submitted to the City Council each month The attached MFR is for the period ending May 31, 2015 The purpose of the MFR is to identify actual revenues received, fj and expenditures incurred, for the current fiscal year and compare them to the Approved Budget and fiscal year-to-date (YTD) expected amounts, however, since the submittal of the Mid -Year Budget Review to City Council on March 24, 2015, the MFR has been revised to compare monthly expected receipts and expenditures, and actuals to year-end projections The MFR still includes the approved budgets and any adjustments made to the approved budgets, if any The MFR encompasses the City's two major funds General Fund and Child Care Fund DISCUSSION The Fiscal Year (FY) 2014-15 Approved Budget amounts are presented in the attached MFR for reference purposes Any adjustments to the Approved Budget that may occur during the fiscal year will also be reflected in the report The "expected" revenues reflect a multi -year analysis of revenue receipts that have, historically, been received as of this month in the fiscal year The resulting positive or negative variances shown in the MFR are in comparison to these "expected" receipts The timing of expenditures is more evenly distributed during the fiscal year than revenue receipts, however, it is not entirely straight-line in nature For example, some months have three pay periods rather than two Also, debt service payments are only made twice a year Additionally, certain expenditure postings, such as the cost allocation plan, are made quarterly rather than monthly All of these factors are �M_ Packet,Pg 66 completed in FY2015-16, funds for this project be carried FY2015-16 will be requested to be carried over from FY2014-15 — FY2015-16 OVERHEAD COST ALLOCATION The City's overhead cost allocation strives to allocate General Government services to the operating departments that are recipients of these services General Government departments include 1 City Council, 2 City Manager, 3 City Clerk, 4 Finance, 5 City Attorney, and 6 Non -Departmental (General Fund costs not classified by department) These departments are responsible for the management and administration of the City projects, programs and activities throughout the city, including Special Revenue Funds However, if there is no activity in the special revenue fund during the fiscal year, the fund is not charged an overhead allocation In Fiscal Year 2014-15, the following funds listed below had minimal or no activity and therefore will not be charged any overhead cost allocation • Street Fund (Fund 11) — This fund receives Development Impact Fee (DIF) revenues for arterial improvements and traffic signals, the City did not have any street improvement projects this fiscal year • Parks Fund (Fund 13) — This fund receives Development Impact Fee (DIF) revenues for capital improvements in City parks, the City did not have any street improvement projects this fiscal year • Traffic Safety Fund (Fund 17) — This fund receives revenues from fines and forfeitures related to traffic misdemeanors Expenditures are restricted to traffic control devices, and construction and improvement of public streets, the City did not have any street improvement projects this fiscal year • Measure "I" Fund (Fund 20) — This fund receives sales tax revenue that provides funding for road improvement and traffic management programs, the City did not have any street improvement projects this fiscal year CHILD CARE FUND The Child Care Fund's revenue receipts of $981,965 are slightly below the expected level of $985,272 Although the 3-year history of monthly receipts varies from year to year, this may be due to • The timing of the submittals and STATEMENT This staff report supports Goal #2 "Maintain Public Safety" by securing on -call traffic engineering services BACKGROUND On October 8, 2013, the City Council approved a Professional Services Agreement between the City and Albert A Webb Associates to provide On -Call Traffic Engineering Services for the total sum not to exceed Ten Thousand Dollars ($10,000) per year The agreement was executed for one year with the provision of granting two one-year extensions Webb primarily, provides consulting services to the City for development related projects, and the majority of the costs are off -set by the developer However, from time to time the City does have need of Webb services The Senior Engineer is proficient in the traffic engineering discipline, and many traffic engineering functions have been brought in house, however, it is appropriate for Webb to review highly technical traffic studies and the like DISCUSSION The initial term of the agreement executed with Albert A Webb Associates expired on October 8, 2014 The first year extension for the Agreement was not formally requested In order to receive on -call traffic engineering services for upcoming projects in prevention organization dedicated to the development and promotion of crime prevention in communities across the nation It is a network of law enforcement agencies, neighborhood watch groups, civic groups, state and regional crime prevention associations and concerned citizens Through that network, the National Association of Town Watch launched the annual National Night Out campaign National Night Out is an annual community -building campaign that promotes police -community partnerships and neighborhood camaraderie to make community neighborhoods a safer, better place to live National Night Out enhances the relationship between neighbors and law enforcement and provides a great opportunity to bring police and neighbors together under positive circumstances It is held annually on the first Tuesday of August, and this year the date is August 4th On National Night Out neighborhoods across the nation host block parties, festivals, parades, cookouts and other various community events with safety demonstrations, seminars, youth events, visits from emergency personnel and exhibits This year, the Sheriff's Department, Central Station, is proposing to hold National Night Out in rendered BACKGROUND In 1996, the City Council adopted Ordinance No 162, which codified Municipal Code Chapter 5 42 (Integrated Waste Management) The main purpose of Municipal Code Chapter 5 42 is to control integrated waste management services In order to avoid illegal dumping or stockpiling of trash, the City instituted mandatory refuse collection, requiring the franchise hauler, Burrtec Waste Industries, Inc (Burrtec), to collect all Packet Pg 81 �v payment of annual inspection fees by owners of rental properties and authorizes re - inspection fees and fines for non-compliance with the Program Municipal Code Section 5 80 050 authorizes the City to recover fees through municipal tax lien procedures The list of delinquent properties is shown as Exhibit B of Attachment 2, and is entitled "Rental Inspection/Non-Owner Occupied Property Fee Delinquent List" Each year, City staff notifies property owners, via certified mail, of a public hearing to determine the delinquent fees and fines for annual rental property inspections and to provide the owners with an opportunity to appeal the amounts owed at the City Council public hearing The property owners are also given an opportunity to pay the delinquent fees so they can be removed from the list that is provided to the County Tax Assessor Staff recommends that the City Council conduct the Public Hearing to hear any appeals regarding the delinquent charges and adopt Resolutions for placing delinquent fees for unpaid refuse, sewer and rental inspection fees upon the County tax rolls FISCAL IMPACT The adopted within easy walking distance • Enhanced environmental quality of the parcels by moderating temperatures, providing oxygenation and attenuating noise The preceding special benefits contribute to the overall aesthetic value and desirability of each of the assessed parcels within the District and thereby provide a special enhancement to these properties Furthermore, it has been determined that the lack of funding to properly service and maintain the improvements would ultimately result in the deterioration of the improvements and facilities, which in turn could negatively impact the properties within the District As such, the annual costs of ensuring the ongoing maintenance and operation of these improvements are considered a distinct and special benefit to the properties within the under Pen Code, § 3003 5(b) hampers efforts to supervise and rehabilitate sex offenders in the interests of public safety, such enforcement was arbitrary and oppressive, violating due process under the Fourteenth Amendment of the U S Constitution, as such enforcement caused many registered sex offenders on parole in San Diego County to be homeless, and that such blanket restrictions bear no BACKGROUND Over the last several fiscal years, due to budgetary constraints the City has experienced a significant reduction in staffing resources The Community Development Department includes Planning, Building and Safety, Engineering, Public Works/Engineering, Public Works Maintenance and Code Enforcement The reduction in staff levels has impacted staff responsiveness to requests for code compliance and infrastructure maintenance throughout the City The core service areas for Public Works Maintenance are Street, Park, Storm Drain and Facility Maintenance The Maintenance Division is down from five staff members in 2009 to three full time (36-hour) equivalent positions a Crew Lead, a Maintenance Worker II, and Maintenance Worker I position Through salary savings the City hired a temporary maintenance crew lead during the prior 2014-15 fiscal year, and that position was eliminated at the end of the fiscal year Code Enforcement core service areas include zoning and municipal code enforcement, animal control services, and street sweeping traffic enforcement It is staffed by one full time (36-hour) employee Senior Code Enforcement Officer In 2009 Community Development had 2 5 full time equivalent secretaries By the end of 2013, Community Development had one 36-hour secretary that was shared with the City Clerk's office In Packet Pg 138 businesses Without the position, include low interest rates and flexible, long-term repayment terms For the 1-10 and 1-15 Corridor Projects, funding is equivalent to 33 percent of the eligible project costs The TIFIA schedule originally built into the 1-10 project delivery calendar assumed a traditional TIFIA process However, recent discussions with senior U S Department of Transportation staff have indicated that there may be an opportunity to accelerate the TIFIA process, which would enable the preliminary TIFIA agreements to be achieved and potentially securing lower interest rates It should be noted that beginning the TIFIA loan process early does not commit the Board to a decision about their ultimate recommendation of an alternative The release of the Draft Environmental Document is expected this
