conference, consisting of mayors, city managers and council members, had
presentations on topics such as the roles and responsibilities of city staff and the

Council Member Hussey thanked the Mayor McNaboe Council Member Reinarz
listened to an analysis of Prop 64 (Legalization of marijuana in CA) by Rancho
Cucamonga Police Chief Captain Danielle Boldt Captain Boldt visited Colorado
communities prior to the passage of Prop 64 to assess the impact that the legalization
of marijuana had on Colorado communities In her analysis she gave an entire list of
negative impacts to the community

Bernardino County Transportation Authority
There was a funding request for the operation and maintenance of the San Bernardino
Santa Fe Depot
The San Bernardino County Transportation analysis model contract was awarded to
Cambridge Systematics
She also stated that the Grand Terrace Oversight Board approved the Resolution of the
Successor Agency CRAF Loan Repayment Schedule of the Successor Agency's
Residual Receipts Contract Agreement and the Successor Agency's Recognized
Obligation Payment Schedule 17/18 in the amount of $2,925,556

Council Member Wilson stated that "we have a problem"
City Attorney Richard Adams stated that if the Council pays the contractor it would be
subject to an inspection
City Manager Duffey stated that the City is not obligated for any work therefore if the
Council wishes they can award the contract after the inspection is made It would
require bringing the matter back to award the contractor who did the work
Mayor Pro Tern Robles recommended bringing it back
Council Member Hussey supported bringing it back
Council Member Wilson supported bringing it back and stated that any research or
testing that needs to be conducted should be at the cost of the contractor
The Contractor stated that Pico is a problem street and at the time there was a lot of
rain He saw a window where the street was dry and thus proceeded to complete the
work He also welcomed an inspection if it was the wish of the Council
Mayor Pro Tern Robles acknowledged that Pico is a problem street but still insisted
upon an inspection

Public Works Director Yanni Demitri presented the staff report for this item
Mayor McNaboe asked if the cobblestones at Barton Rd and Mount Vernon would be
removed
Public Works Director Demitri replied that the cobblestones would remain and be striped
over
Mayor Pro Tern Robles commented that it appears expensive to just pay for crosswalks
and signs She asked about streetlight locations where visibility needs to be enhanced

February 2, 2017, there is a transit tour titled "San Bernardino County Transportation
Future" event City Manager Duffey recommended this event to the Council
Crystal Egger sent the City Council flowers as a thank you
City Manager stated a -blast would be sent to residents to remind them that when they

League of California Cities meeting on Jan 26, 2017 During the meeting the president
of the High Desert area spoke about the increase in the crime rate and how it affects
him Council Member Hussey described the Colton Unified School District Facilities
Master Plan Committee meeting The next meeting has been moved to February 27,
2017 and the public is welcome to attend He recommends longer school days to help
improve test scores

Held a closed session with real property negotiators about the status of three properties
and with legal counsel about the -status of existing litigation,
Recommended an increase to the Southern California Regional Rail Fiscal Year 2016-
17 Budget and received a second quarter right-of-way grants use report,
Approved the appointment of John Harrison from the City of Redlands to the Southern
California Regional Rail Authority, 1 Q

Authorized staff to proceed with the voluntary acquisition of properties necessary for the
short way quiet zone protect,
Received a report on the updating of the 10-year delivery plan for the San Bernardino
Valley metro link passenger rail program, and

2016-17 Budget for the Consolidated Transportation Services Agency

4 Priontization of Community Development Block Grant (CDBG) Funds for Program Year
2017-2018
Planning and Development Services Director Sandra Molina delivered the PowerPoint
presentation for this item
Council Member Hussey asked if the Rec Center applied this year for funding
Director Molina replied that they did not
Council Member Wilson inquired about what the city's maintenance and operation
commitment is and if there is a possibility for any difficulty fulfilling this commitment
Director Molina replied that they don't expect to need a maintenance and operation
commitment based on the projects being recommended this year
Council Member Reinarz inquired if the senior center position would be applying for
CDBG funds every year or would it eventually be moved to the general fund
City Manager Duffey replied they would discuss it during the budget process
Lisa Llewellyn, County Library Grand Terrace Branch, spoke about the adult literacy
service program
Tom Donahue, Family Services Association, spoke about the senior programs they
provide
Director Molina spoke about the enhanced code enforcement program
Director Molina spoke about the proposed new senior center position
City Manager Duffey added that the position would allow for the senior center to expand its

Resident Katie Guthrie stated that an industrial zoning designation would negatively
affect her property values
Planning Commissioner Edward Giroux stated that it would be expensive to provide the
infrastructure for commercial development He supports ranchette style residential
zoning with one house per acre
Resident Ron Kemper stated that, as one of the owners of the property in question, he
is not requesting a zone change and furthermore he has a buyer for the property He
recognizes that there are other owners who wish for the zone change but he does not
Resident Chris Crawford agreed with what Ron Kemper stated and wished the Council

Roxanna Garcia, field representative for Assembly Member Eloise Gomez -Reyes,
thanked the Council She informed everybody of CA AB551 which provides
opportunities for vacant property owners to reduce their taxes by contributing to the
local economy through the local food system Ms Garcia clarified that she is not taking
a stance on the proposal but did leave her business card for anybody who had
questions about the bill
Resident Denise Maximoff (who also spoke for Janet Rich) gave a brief zoning change
r •. history of the property She is in support of the zone change and has spoken to other
nearby residents who also support the zone change
Resident Bobby Forbes stated that she does not want houses to be built in the
neighborhood because it does not contain the infrastructure to handle such
development -
Resident Darrell Moore supports the idea of ranchette housing but stated that M2
zoning should only be approved by conditional use permit
Resident Jeff McConnell stated that changing the property to agriculture would fulfill a
2030 vision of quality of life
Mayor McNaboe asked staff about what infrastructure improvements would need to
happen in order to support one -acre ranchettes and who would be responsible for it
Director Molina replied that the infrastructure improvements would be determined in the
subdivision process and that the developer would be responsible for it
Mayor Pro Tern Robles asked the City Manager and City Attorney if there was any legal
obligation in considering a zoning change when the property is in escrow
City Attorney Adams stated that escrow would not prohibit the zone change

staff and that increases in CalPERS is how we got in this shape in the first place

promotion but not the longevity pay

5 Modifications to the 2016/17 Budget to Reduce Overall Operational Costs for the City
Manager and Finance Department
City Manager Duffey made the PowerPoint presentation on this item
Mayor McNaboe inquired as to why it is important to remove the positions from the
budget
City Manager Duffey replied that it would be a cleanup measure to eliminate those
positions
Council Member Hussey congratulated Assistant City Manager on her promotion and
then questioned the necessity of bringing in new positions He also questioned why they
are moving titles around and increasing salaries when it's not clear what the Assistant to
the City Manager is going to do that the Executive Assistant is not
City Manager Duffey clarified that while he can run the city with current staff, his request
for more staff is what he needs to be able to move the city forward and achieve all of the
goals that have been set forth for him He also replied that the Executive Assistant does
more clerical duties such as answering phone calls, filing and keeping the calendar
while the Assistant to the City Manager is more of an independent analyst position that
promotes economic development by working with businesses and moving the economic
development agenda forward Furthermore, the Assistant to the City Manager position
is at will to create flexibility in that position

City Manager Duffey replied that it is possible but he doesn't believe it is a significant
issue
Council Member Reinarz asked how many Willdan Consultants does the finance
department have right now
City Manager Duffey replied that they have four (one finance director, one part-time
principal accountant, and two support staff) The entire Willdan contract will expire in
June 2017 and those positions are cheaper to hire within than to continue the Willdan
contract Furthermore, since Willdan employees are inseparable from City staff
CalPERS is trying to see if the City is trying to skirt around the CalPERS system This is
also a contributing factor in his decision to hire new staff
Council Member Reinarz inquired if the City Manager could work with someone other

than a finance manager since the Assistant City Manager is so well versed in finance
City Manager Duffey replied that he could make work what the Council gave him but

Mayor Pro Tern Robles asked if you have an Assistant City Manager job whose primary
task is supposed to be economic development and he/she isn't going to do it then why
can't he/she manage the finance department, because an EIFD is going to be handled
by a contract person anyways I
City Manager Duffey replied that the Assistant City Manager will be a project manager
and the financial manager will be a processor of the information to make sure we are in
compliance

Lieutenant Doug Wolfe gave the PowerPoint presentation for this item

Council Member Reinarz asked if it is possible to change the cover deputy hours
Lieutenant Wolfe replied that the hours could be changed
Mayor Pro Tern Robles commented that this was an outstanding report
Lieutenant Wolfe added that there is a difference when you are by yourself than when
you know that you have a partner either with you or nearby
Council Member Reinarz commented on the reduction of the Part 2 crimes
Resident Anthony Cortez spoke about his Neighborhood Watch Program as an aide to
the sheriffs They also have a Facebook page to inform residents He also promoted the
citizen patrol program
Resident Yohan Gallow thanked Lieutenant Wolfe and spoke about the importance of
communication Yohan proposed looking at the budget to try and see what can be done
about crime in the city
Resident Stephanie Holtz asked about the price of increased patrols and spoke about
the limitations that citizens who patrol have and requested increased patrols of officers
Resident Leo Doyle asked since Loma Linda has five patrol cars and Grand Terrace
has one that maybe Grand Terrace should take one car from Loma Linda He
referenced the crime that takes place on Honey Hill and came across an uncooperative
officer
Resident Abigail Smith asked Lieutenant Wolfe about what agency he is contracted
with
Lieutenant Wolfe explained his contract is with the City
Unnamed resident expressed his concerns about crime in the city
Unnamed resident shared about how her home was robbed at 1 30 a m and the lack of
patrolling that occurs in the city
Mayor Pro Tern Robles commented that current patrolling is inadequate and that there
is a need for a 40 hour patrol officer and requested suggestions on what can be done to
help
Council Member Hussey commented that we need to find the money because it is a
small price to pay to make sure that our officers are safe

2030 VISION STATEMENT
This staff report supports City Council Goal #1, "Ensure Our Fiscal Viability," through
the continuous monitoring of revenue receipts and expenditure disbursements against
approved budget appropriations
BACKGROUND
The Finance Department has developed a Monthly Financial Report (MFR), which will
be submitted to the City Council each month The attached MFR is for the period
ending March 31, 2017 The purpose of the MFR is to identify actual revenues
received, and expenditures incurred, for the current fiscal year and compare them to the
Approved Budget and fiscal year-to-date (YTD) expected amounts The MFR
encompasses the City's General Fund
DISCUSSION
The Fiscal Year (FY) 2016-17 Approved Budget amounts are presented in the attached
MFR for reference purposes Any adjustments to the Approved Budget that may occur
during the fiscal year will also be reflected in the report The "expected" revenues
reflect an analysis of revenue receipts that have, historically, been received as of this
month in the fiscal year The resulting positive or negative variances shown in the MFR
are in comparison to these "expected" receipts
The timing of expenditures is more evenly distributed during the fiscal year than
revenue receipts, however, it is not entirely straight-line in nature For example, some
months have three pay periods rather than two Also, debt service payments are only
made twice a year Additionally, certain expenditure postings, such as the cost
allocation plan, are made quarterly rather than monthly All of these factors are
reflected in the YTD "expected" expenditures shown in the MFR
As part of the MFR, staff will include explanations of significant variances between YTD
actual revenues and expenditures, and those that are "expected" at that point in the

THE ESTABLISHMENT OR EXPANSION OF OUTDOOR
STORAGE AND OUTDOOR MANUFACTURING USES IN
THE COMMERCIAL MANUFACTURING, RESTRICTED
MANUFACTURING AND INDUSTRIAL ZONE DISTRICTS
2030 VISION STATEMENT
This staff report supports Goal #2 Maintain Public Safety and the City's Mission "to
preserve and protect our community and exceptional) quality of life through thoughtful
planning, within the constraints of fiscally responsible government"
BACKGROUND/DISCUSSION
The City's Planning and Development Services Department has received several
inquiries in the recent past regarding the establishment of outdoor storage and outdoor
manufacturing uses Such inquires included contractor storage yards, with outdoor
storage of construction equipment and materials, tractor/trailer storage, an asphalt
manufacturing company that would combine and package materials, and outdoor
storage of chipped material
These uses have been proposed in the Commercial Manufacturing (CM), Restricted
Manufacturing (MR) and Industrial (M-2) zones The General Plan states that the
intended land uses within the Industrial and Floodplain Industrial are for development of
light industrial non-polluting uses that can be made compatible with other surrounding
uses within the City regarding noise, dust, odors, vibration, glare, air quality, traffic,
aesthetics, and hazardous materials Typical uses may include light manufacturing and
assembly, small scale warehousing and distribution, research and development, and
administrative and service types of uses
Planning Staff is concerned that the given the regularity of these inquires, it is likely that

WHEREAS, the City of Grand Terrace has not adopted a moratorium on the
expansion, establishment or operation of outdoor storage and outdoor manufacturing
uses prior to this urgency ordinance
WHEREAS, Government Code Section 65858 provides for the adoption, as an
urgency measure, interim ordinances for certain expressed purposes and by a vote of
four -fifths (4/5) majority of the voting City Council members
WHEREAS, this moratorium shall remain in effect for forty-five (45) days and
may be extended, after notice and public hearing, for an additional ten (10) months and
fifteen (15) days
WHEREAS, this urgency ordinance is based on the following facts
The City of Grand Terrace has the authority, under its police power, to
enact regulations for the public peace, morals, and welfare of the City, and
2 Uses that include outdoor storage and outdoor manufacturing operations o
within the City of Grand Terrace present unique challenges to local
government because, the Grand Terrace Municipal Code does not r
adequately define or regulate these types of land uses Manufacturing CD

uses, and some outdoor storage uses, such as contractor storage yards,
are permitted within certain zones but are not otherwise regulated In the d
absence of specific standards and zoning regulations pertaining to such
uses it is difficult to mitigate the secondary impacts generated by these 0
establishments, thus requiring a commitment of code enforcement c
resources typically greater than other regulated retail establishments .°a

before the City can adopt land use regulations presents a current and
immediate threat to the public health, safety and welfare The lack of
regulations or lack of adequate regulations create a current threat to public
health, safety and welfare due to noise, traffic, air quality impacts
generated from outdoor storage and outdoor manufacturing activities

inquiries anticipates submittal of development applications for such uses
in the future

activities are hereby prohibited Expansion shall also include any amendment to an
existing entitlement or permit
Notwithstanding the provisions of the Grand Terrace Municipal Code, all land use
permit applications for expansions of or for new outdoor storage uses or outdoor
manufacturing uses, which have been received, but decisions have not been rendered
by the City as of May 23, 2017, are hereby suspended and the use prohibited within the
City of Grand Terrace for an initial period of 45 days from the effective date of this
ordinance pursuant to Government Code Section 65858
SECTION 3 DEFINITIONS For purposes of this ordinance, the following
definitions shall apply
"Manufacturing, heavy" shall be as defined in Section 18 06 520 of the Grand
Terrace Municipal Code
"Manufacturing, light" shall be as defined in Section 18 06 525 of the Grand o
Terrace Municipal Code
"Manufacturing, ,medium" shall be as defined in Section 18 06 530 of the Grand
Terrace Municipal Code
"Outdoor storage" means an outdoor arrangement of objects, items, products,
equipment, vehicles or other materials, typically not in a fixed position and capable of
rearrangement
"Outdoor manufacturing" means activities that include compounding of
materials, assembly, fabrication, processing, packaging or repair processes
SECTION 4 URGENCY CLAUSE The City Council finds and declares that this
ordinance is required for the immediate protection of the public health, safety and
welfare as previously stated in this ordinance, and that this ordinance shall become
effective immediately upon its adoption and will continue in full force and effect until the
end of 45 days from its effective date unless its effectiveness is extended in accordance
with Government Code 65858
SECTION 5 ENVIRONMENTAL DETERMINATION This Ordinance has been z
reviewed for compliance with the California Environmental Quality Act (CEQA), the
CEQA guidelines, and the City's environmental procedures, and has been found to be
exempt pursuant to Section 15061 (b)(3) (General Rule) of the CEQA Guidelines, in that
the City Council hereby finds that it can be seen with certainty that there is no possibility 0

BACKGROUND/DISCUSSION
On January 27, 2015, the City Council adopted Resolution 2015-02, updating and
revising Planning, Building and Safety and Engineering fees, so that the fees charged
where appropriate to achieve recovery of staff costs, so as to not adversely impact the
City's general fund
On April 25, 2017 the City Council updated wording to revise Chapter 12 of the
Municipal Code to allow the issuance of Revocable Encroachment Permits and present

This Resolution establishes a fee of $482 25 for the review and issuance of the
revocable encroachment permit While there are sometimes exceptions, the review of
revocable encroachment permit applications are generally straight forward and require
additional time and effort than that of a typical encroachment permit
Therefore, it is recommended that the Council adopt the resolution amending the
Engineering Fee Schedule to include the revocable encroachment permit filing fee of

WHEREAS, on May 13, 2014, the City Council of the City of Grand Terrace
adopted its 2030 Vision and 2014-2020 Strategic Plan with Goals that include Goal #1
to Ensure our Fiscal Viability by protecting the City from Potential litigation that is not the
responsibility of the City, and Goal #2 "Maintain Public Safety" to ensure that our
residents continue to enjoy an outstanding quality of life, and
WHEREAS, at the City Council meeting of April 25, 2017, the City Council
introduced an Ordinance revision to amend Section 12 04 060 (required when) and add
Chapter 12 10 (revocable encroachment permit) to Title 12 (streets, sidewalks and
public places) of the Grand Terrace Municipal Code relating to parkway encroachments,
and
WHEREAS, the adopted City's fees for the services of Planning, Building and
Safety, and Engineering Divisions were calculated based on the following staff tasks

BACKGROUND
The Highway Safety Improvement Program (HSIP), codified as Section 148 of Title 23,
United States Code (23 U S C §148) is one of the core federal -aid programs in the new
federal surface transportation act, Fixing America's Surface Transportation Act (FAST),
which was signed into law on December 4, 2015 The purpose of the HSIP program is
to achieve a significant reduction in traffic fatalities and serious injuries on all public
roads, including non -State-owned public roads and roads on tribal land
The City of Grand Terrace used the services of Evan Brooks Associates to assist the
City with Several Grant Applications over the last two years Purchasing policy 3 24 090
"Professional and contractual services" allows the City Manage to enter into contracts
that are under $10,000 The policy allows the City to act on items that are time
sensitive However, over the course of the 2016/17 fiscal year, several departments
within the City used Evan Brooks Associates, the combined contracts may not be in
compliance with the City's purchasing policy
Public Works Department staff engaged Evan Brooks Associates in fiscal year 2015/16
for the HSIP grant, which was released in May of 2016 with a submittal deadline in

2 Deliver your HSIP projects and meet the delivery milestones per requirements
For HSIP Cycle 8 projects, the following delivery milestones are required
• The milestone of E-76 with Preliminary Engineering is met by September 30, 2017, and
• The milestone of E-76 with Construction is met by December 31, 2019
Caltrans will track the delivery of these HSIP projects For delivery reports, consequence

Important Use EPSP to deliver the projects
Key Local agencies can and should use the Expedited Project Selection Procedures
(EPSP) to deliver their HSIP projects in advance of the FSTIP program year
Given that a HSIP safety project is programmed in the FSTIP as lump -sum (i a not
programmed by phases), it is quite often that the actual year of one or more phases will
be different from the program year in the FSTIP When this occurs, local agencies are
allowed and encouraged to request for E-76s in any year, using the Expedited Project
Selection Procedures (EPSP) The fact that a local HSIP project is not programmed in a
given year should NOT hinder the local agency from requesting for authorization in that
year, if the local agency is ready to start the work for a project phase This understanding
is especially important in meeting the delivery requirements of the local HSIP projects

Grant Funds Obligation Services
for HSiP Cycle S Grant Program
Highway Safety Improvement Program (HSIP)
• The City of Grand Terrace is, seeking to obtain timely and efficient professional
services from an experienced consultant to assist City staff with managing the
Preliminary Engineering E-76 (formally called an "Authorization to Proceed") for
the City's grant -funded' HSI.P Cycle a, project, which entails safety
improvements at three uncontrolled four-way stop intersections and two
signalized intersections along Mt. Vernon Avenue.
• However, prior to the completion and approved Preliminary Engineering E-76,
the City must conduct several other steps. /
• Evan. Brooks Associates will provide turnkey management solutions through
each step of the E-76 Process. To this end, EBA shall serve as the intermediary
between the City and Caltrans Local Assistance to complete all tasks and
deliverables to obligate the awarded funds.
Award of Consultant Services Contract
• EBA was the consultant used to win the
$435,700 HSIP Cycle a Grant
• EBA has experience and staff to provide
the services needed to obligate the funds
for under $6500
• Staff recommends to the Council to
Authorize City Manager to Execute the
Agreement
• The funds to pay the consultant will come
from Gas Tax and. Measure I with
Maintenance of Efforts funds to cover the
total $6500 budget of the work
