A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE,CALIFORNIA,SETTING FORTH DATES
AND CONDITIONS REGARDING THE ISSUANCE OF
FIREWORKS SALES PERMITS
WHEREAS,the City Council adopted Ordinance No. 178 regulating the sale and discharge
of fireworks in the City of Grand Terrace, which became effective February 23, 1998; and
WHEREAS, it is the desire of the City Council to establish policy and set forth dates and
conditions regarding the issuance of Fireworks Sales Permits;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE, AND ORDER AS
FOLLOWS:
Section 1. Application Period - The period for filing an application for a license to sell
fireworks shall be from the first day of March to the close of business on March 31. Should the 31st
fall on a weekend or a holiday, the last day to file shall be the close of business the last regular
business day prior to March 31.
Section 2. Number of Applications - If the number of applications exceed the number of
licenses to be issued, all qualified applications will be placed in a random drawing supervised by the
City Clerk. Applications equal to the number of available licenses shall be drawn, with those drawn
being issued the available license(s).
Section 3. Notice of Granting or Rejection - Applicants for licenses shall be notified by the
City Clerk's office on or before April 15 of the granting or rejection of such application for a license,
and the results of any drawing held for such license(s).
Section 4. Determination of Qualifications - Upon receipt of any application, the City
Manager or his designee shall determine if the applicant meets the qualifications of Section 4 of
Ordinance No. 178. Any determination regarding such qualifications may be appealed by the
applicant to the City Council. Such appeal must be presented in writing within ten days of
notification of such determination. The decision of the City Council regarding the issuance or denial
of fireworks sales permits shall be final.
