A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE RESCINDING RESOLUTIONS 2018-19,
2018-20, AND 2018-21 WHICH, RESPECTIVELY, (1)
PLACED A PARCEL TAX MEASURE BEFORE THE
VOTERS OF THE CITY AT THE NOVEMBER 6, 2018
GENERAL MUNICIPAL ELECTION, REQUESTED THE
ASSISTANCE OF THE COUNTY OF SAN BERNARDINO IN
CONNECTION WITH THAT ELECTION, CONSOLIDATED
THAT ELECTION WITH THE STATEWIDE GENERAL
ELECTION BEING HELD ON THAT DATE; (2) SET
PRIORITIES FOR FILING A WRITTEN ARGUMENT
REGARDING A CITY MEASURE AND DIRECTING THE
CITY ATTORNEY TO PREPARE AN IMPARTIAL
ANALYSIS; AND (3) PROVIDING FOR THE FILING OF
REBUTTAL ARGUMENTS FOR CITY MEASURES
SUBMITTED AT MUNICIPAL ELECTIONS
WHEREAS, the City Council has called a General Municipal Election for Tuesday,
November 6, 2018 (the "Election");
' WHEREAS, at the May 8, 2018 Council meeting, the City Council adopted
Resolution 2018-19 to place a parcel tax onto the Election, to request the assistance of
the County of San Bernardino in connection with that election;
WHEREAS, at the same May 8, 2018 Council meeting, the City Council adopted
Resolution 2018-20 to set priorities for filing a written argument regarding a city measure
and directing the City Attorney to prepare an impartial analysis;
WHEREAS, at the same May 8, 2018 Council meeting, the City Council adopted
Resolution 2018-21 to provide for the filing of rebuttal arguments for city measures
submitted at municipal elections;
WHEREAS, the County of San Bernardino currently provides fire protection
services within the City of Grand Terrace;
WHEREAS,since May 8,2018 the City Council has become aware that the County
desires that San Bernardino County Fire Protection District (the "District") would instead
annex various jurisdictions including the entire City of Grand Terrace (the "Annexation");

WHEREAS, if the Annexation goes into effect, all parcels in Grand Terrace will be
required to pay the same parcel tax currently in effect in the rest of the District, which is
$157.26 per parcel;
WHEREAS, it is not in the public interest for the electorate to consider a ballot
measure to increase a parcel tax in the same general time frame in which the tax on
parcels may already be increasing by$157.26;
WHEREAS, this resolution was adopted following a public hearing that was
noticed as required by Section 54956 of the Government Code and applicable law.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAND TERRACE AS FOLLOWS:
Section 1. Recitals. The City Council hereby finds and determines that the
foregoing recitals are correct.
Section 2. Repeal of Resolutions. For the purpose of removing consideration of
the parcel tax measure at the Election, Resolutions 2018-19, 2018-20, and 2018-21, are
hereby repealed.
Section.3. Authority. The City Manager is directed-to and authorized to take
any and all actions necessary to cause the removal of the City.'s parcel tax from
consideration at the Election.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Grand
Terrace, California, at a special meeting held on the 7t' day of August 2018.
