1992-14 RESOLUTION NO. 92-14
A RESOLUTION OF THE CITY OF GRAND TERRACE, CALIFORNIA,
APPROVING A 9-80 ALTERNATIVE WORK WEEK FOR THE PURPOSE OF
IMPROVING AIR QUALITY WITHIN SAN BERNARDINO COUNTY AND
ACHIEVING HEALTHFUL AIR IN THE SOUTH COAST AIR BASIN.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAND TERRACE
AS FOLLOWS:
WHEREAS, the City of Grand Terrace, San Bernardino County, California is within the
jurisdiction of the South Coast Air Quality Management District (SCAQMD), the agency
responsible for monitoring and reducing air pollution for the South Coast Air Basin.
WHEREAS, the City is committed to improving the public health, safety and welfare,
including air quality; and
WHEREAS, mobile sources are a major contributor to air pollution in the South Coast Air
Basin and must be reduced to attain the air quality goal of the region established by the
State; and

, the South Coast Air Quality Management Plan (AQMP) calls upon cities to
reduce emissions from motor vehicles consistent with the requirements of the California
Clean Air Act of 1988 by developing and implementing mobile source air pollution
reduction programs.
WHEREAS, "Mobile Source Air Pollution Reduction Program" means any program or
project implemented by the City which reduces pollution from motor vehicles consistent with
the California Clean Air Act of 1988 or the Air Quality Management Plan proposed
pursuant to article 5 (commencing with section 40460) of chapter 5.5 of part 3 of the
California Health and Safety Code.
WHEREAS, the 1991 AQMP Local Government Control Measure number 1a and 1b,
Person Work Trip Reduction, which requires alternative work weeks and flextime as well
as telecommunications, is recommended to be adopted by December 1992.
WHEREAS, this resolution is the first program to implement Chapter 16.04 - "Mobile
Source Air Pollution Reduction & Vehicle Registration Fee" ordinance, pursuant to Title
16, Regional Regulations of the City of Grand Terrace Municipal Code.
NOW, THEREFORE, be it resolved by the City of Grand Terrace as follows:
Section 1. The City of Grand Terrace agrees to participate in a 9-80 alternative work
week schedule.
Section 2. The City Staff will reorganize the work schedule to extend the daily work week
by one hour in order to allow a three-day weekend on the Fridays after a
regularly scheduled Council Meeting.
Section 3. Work hours will be nine-hour days,Monday through Thursday from 7:30 A.M.
to 5:30 P.M., and on work Fridays the work schedule will be from 8:00 A.M.
to 5:00 P.M.
Section 4. All pay periods will continue to consist eighty hours worked in a pay period.
Section 5. This new schedule starts on July 6, 1992.
