key provisions of pavement
moratorium
o Jack and boring requirement along the full length of Barton Rd, Mount Vernon Ave, De Berry St, Van Buren St,
Pico St, Main Street, and Observation St.
o Post-Construction Moratorium: No excavation on pavement surface for five (5) years from completion or
recordation of a notice of completion.
o Exception for slurry-sealed streets: Three (3) years moratorium unless the applicant covers the cost of
resurfacing with a minimum two-inch-thick asphaltic concrete cap.
o Projects completed from fiscal year 2021-22 onwards will be included in this moratorium.
